Abstract
The report presents the solar electrification program in Swaziland, aimed at meeting the basic electrical needs of rural communities, of which currently, less than five percent is connected to power grids. Although implementation efforts have been made towards the development of sustainable solar markets in the country, a number of constraints, and barriers hinder implementation, e.g., rigid product assortment, focused on photovoltaic technology, rather than service delivery, and, aggravated by poor access to credit. The initial step, creation of awareness will play a pivotal role, since acceptance of solar electrification by the rural community, the government, and the electricity utility Swaziland Electricity Board (SEC), is critical to the sustainability of the program. The deliverables of this solar electrification program include: basic needs assessment, focused on energy needs for both productive, and community activities; development, and implementation of a wide range of solar products, delivery modes, and promotion strategies; monitoring, and evaluation of solar energy uptake, energy use, energy expenditures, and user satisfaction, compared with baseline conditions; and, continued efforts to prod, at a national level, the enactment of a rural electrification policy.

    Institutional Approaches to Electrification

    Energy poverty is a global problem: access to energy services is crucial to meet basic household needs, deliver and access public services, and generate income. Less than 10 percent of Sub-Saharan (SSA) rural households have access to electricity, with an overall access rate below 25 percent. One of the main obstacles for SSA electrification practitioners is the difficulty in obtaining practical and timely knowledge on how to overcome economic, technical, institutional, and political barriers to electrification in their day-to-day work. Launched in 2008, the Africa Electrification Initiative (AEI) seeks to create and sustain a living body of practical knowledge and a network of SSA practitioners for the design, development, and implementation of rural, peri-urban, and urban on-grid and off-grid electrification programs. AEI supports the network by organizing workshops and promoting online discussions and knowledge exchanges on topics important for its members. The workshop set out to address a number of relevant electrification topics previously identified through in-depth discussions and ongoing knowledge exchanges among a growing network of SSA practitioners. The workshop's main focus was on ground-level implementation of different institutional approaches to electrification, with particular focus on the experiences of rural energy agencies/rural energy funds (REAs/REFs) across SSA. The workshop lasted two and a half days, comprising 21 sessions, including regular session panels and discussion clinics with a longer duration. It also featured exhibition space for posters submitted by participating institutions, an expo of approved lighting products from the lighting Africa program, and an awards ceremony to recognize the best papers submitted by SSA electrification practitioners in response to the AEI call for papers.

    Policy and Governance Framework for Off-grid Rural Electrification with Renewable Energy Sources

    The objective of the study was to develop an adequate policy and governance framework for off- grid rural electrification by: assessing the effectiveness and key socio-economic factors and governance structures in present off-grid electricity supply schemes; and exploring and testing sustainable decentralized service-delivery models for future large-scale off-grid rural electrification in Pakistan. This study has attempted to develop a policy and governance framework for implementing sustainable large-scale off-grid rural electrification in Pakistan. This was done by assessing the effectiveness of existing policy, governance, and institutional frameworks in actual implementation of off-grid supply (OS) projects in the country; examining regional and global models for off-grid supply which have worked; and exploring which combination of these experiences might work to scale-up access in Pakistan to reach the roughly 7,000 villages which are not likely to be supplied by grid electricity in the near future. Pakistan has in place, with the 'policy for development of renewable energy for power generation' (2006), a policy framework for renewable energy development, with a particular emphasis on attracting the private sector investments. One of the goals of the policy is to 'help ensure universal access to electricity in all regions of the country.' The RE policy spells out the financial and fiscal facilities to be provided to private sector investors who wish to set up off-grid and dispersed RE power generation. However, experience in Pakistan as well as globally shows that OS for rural electrification, to any large scale, will be unlikely to attract investment from the private sector without support from the government.

    Zimbabwe : Rural Electrification Study

    This report aims to document the picture of rural electrification in Zimbabwe emerging from detailed information gathering surveys. In addition, elements are highlighted that could feed into the process of developing a coherent rural energy and electrification strategy. The report, based on surveys, interviews, and other data-gathering exercises, is divided into seven chapters as follows: Chapter 1 presents a general background of the Zimbabwean energy sector, along with the methodologies that were used to collect data. Chapter 2 considers rural energy demand, presenting information on energy end-use, the energy services delivered, and their costs. Also, it outlines the seasonal activities giving rise to energy demand. Chapter 3 describes the dynamics of energy supply and the trends and opportunities arising from the current situation. Chapter 4 discusses issues that any successful rural electrification policy will need to address, including affordability and geographic disparity. In order to identify the suggested policy elements within the current energy sector structure, Chapter 5 describes the prevailing institutional and regulatory situation in Zimbabwe. It also describes on-going and planned energy sector activities so that policy elements acknowledge and build on these. Chapter 6 recommends policy elements from which a viable strategy for rural energy and electrification might be formulated. Chapter 7 draws some brief conclusions.

    Quantifying Carbon and Distributional Benefits of Solar Home System Programs in Bangladesh

    Scaling-up adoption of renewable energy technology, such as solar home systems, to expand electricity access in developing countries can accelerate the transition to low-carbon economic development. Using a purposely collected national household survey, this study quantifies the carbon and distributional benefits of solar home system programs in Bangladesh. Three key findings are generated from the study. First, dissemination of solar home systems brings about significant carbon benefits: the total carbon emissions avoided from replacing kerosene use for lighting by solar home systems in non-electrified rural households was equivalent to about 4 percent of total annual carbon emissions in Bangladesh in 2007. This figure increases to about 15 percent if the grid-electricity generation is used as the energy baseline to estimate the carbon avoided from the installation of solar home systems. Second, solar home system subsidies in rural Bangladesh are progressive when the program is geographically targeted. Third, there exists a market potential for solar home systems in many rural areas if micro-credit schemes are made available and the propensity to install solar home systems is very responsive to income, with a 1-percent increase in per capita income increasing the probability of installing solar home systems by 12 percent, controlling for other factors.

    Restoring Balance : Bangladesh's Rural Energy Realities

    This study, the first to concentrate on Bangladesh's energy systems and their effects on the lives of rural people, drew on these background studies, as well as other World Bank-financed research on IAP and rural infrastructure, to present a rural energy strategy for the country. The study's broad aim was to identify ways to improve the living standard in rural Bangladesh through better and more efficient use of energy, while creating an environment conducive to growth and poverty reduction. For any developing country, the crux of a rural energy strategy is to have more and better choices for meeting rural demand for energy through market mechanisms and sound policy. This goes hand in hand with the development of competent implementing institutions, which are critical to the process. Also important are new supply- and demand side technologies that can be used to raise rural people's welfare and improve productivity to increase growth prospects. Accordingly, the rural energy strategy advocated by this study aims to satisfy the types of demand that increase household welfare and raise rural growth prospects as energy becomes a direct input into the production process.

    The Argentina Country Climate and Development Report (CCDR) explores opportunities and identifies trade-offs for aligning Argentina’s growth and poverty reduction policies with its commitments on, and its ability to withstand, climate change. It assesses how the country can: reduce its vulnerability to climate shocks through targeted public and private investments and adequation of social protection. The report also shows how Argentina can seize the benefits of a global decarbonization path to sustain a more robust economic growth through further development of Argentina’s potential for renewable energy, energy efficiency actions, the lithium value chain, as well as climate-smart agriculture (and land use) options. Given Argentina’s context, this CCDR focuses on win-win policies and investments, which have large co-benefits or can contribute to raising the country’s growth while helping to adapt the economy, also considering how human capital actions can accompany a just transition.

    Crime and Violence in Central America : A Development Challenge - Main Report

    Crime and violence are now a key development issue for Central American countries. In three nations El Salvador, Guatemala, and Honduras crime rates are among the top five in Latin America. This report argues that successful strategies require actions along multiple fronts, combining prevention and criminal justice reform, together with regional approaches in the areas of drug trafficking and firearms. It also argues that interventions should be evidence based, starting with a clear understanding of the risk factors involved and ending with a careful evaluation of how any planned action might affect future options. In addition, the design of national crime reduction plans and the establishment of national cross-sectoral crime commissions are important steps to coordinate the actions of different government branches, ease cross-sectoral collaboration and prioritize resource allocation. Of equal importance is the fact that national plans offer a vehicle for the involvement of civil society organizations, in which much of the expertise in violence prevention and rehabilitation resides. Prevention efforts need to be complemented by effective law enforcement. The required reforms are no longer primarily legislative in nature because all six countries have advanced toward more transparent adversarial criminal procedures. The second-generation reforms should instead help deliver on the promises of previous reforms by: (i) strengthening key institutions and improving the quality and timeliness of the services they provide to citizens; (ii) improving efficiency and effectiveness while respecting due process and human rights; (iii) ensuring accountability and addressing corruption; (iv) increasing inter-agency collaboration; and (v) improving access to justice, especially for poor and disenfranchised groups. Specific interventions reviewed in the report include: information systems and performance indicators as a prerequisite to improve inter-institutional coordination and information sharing mechanisms; an internal overhaul of court administration and case management to create rapid reaction, one-stop shops; the strengthening of entities that provide legal counseling to the poor and to women; and the promotion of alternative dispute-resolution mechanisms and the implementation of community policing programs.

    The Mexican Social Protection System in Health

    With a population of 113 million and a per-capita Gross Domestic Product, or GDP of US$10,064 (current U.S. dollars), Mexico is one of the largest and highest-income countries in Latin America and the Caribbean (LAC). The country has benefited from sustained economic growth during the last decade, which was temporarily interrupted by the financial and economic crisis. Real GDP is projected to grow 3.8 percent and 3.6 percent in 2012 and 2013, respectively (International Monetary Fund, or IMF 2012). Despite this growth, poverty in the country remains high; with half of the population living below the national poverty line. The country is also highly heterogeneous, with large socioeconomic differences across states and across urban and rural areas. In 2010, while the extreme poverty ratio in the Federal District and the states of Colima and Nuevo Leon was below 3 percent, in Chiapas, Guerrero, and Oaxaca it was 25 percent or higher. These large regional differences are also found in other indicators of well-being, such as years of schooling, housing conditions, and access to social services. This case study assesses key features and achievements of the Social Protection System in Health (Sistema de Proteccion Social en Salud) in Mexico, and particularly of its main pillar, Popular Health Insurance (Seguro Popular, PHI). It analyzes the contribution of this policy to the establishment and implementation of universal health coverage in Mexico. In 2003, with the reform of the General Health Law, the PHI was institutionalized as a subsidized health insurance scheme open to the population not covered by the social security schemes. Today, the PHI covers all of its intended affiliates, about 52 million people

    Classroom Assessment to Support Foundational Literacy

    This document focuses primarily on how classroom assessment activities can measure students’ literacy skills as they progress along a learning trajectory towards reading fluently and with comprehension by the end of primary school grades. The document addresses considerations regarding the design and implementation of early grade reading classroom assessment, provides examples of assessment activities from a variety of countries and contexts, and discusses the importance of incorporating classroom assessment practices into teacher training and professional development opportunities for teachers. The structure of the document is as follows. The first section presents definitions and addresses basic questions on classroom assessment. Section 2 covers the intersection between assessment and early grade reading by discussing how learning assessment can measure early grade reading skills following the reading learning trajectory. Section 3 compares some of the most common early grade literacy assessment tools with respect to the early grade reading skills and developmental phases. Section 4 of the document addresses teacher training considerations in developing, scoring, and using early grade reading assessment. Additional issues in assessing reading skills in the classroom and using assessment results to improve teaching and learning are reviewed in section 5. Throughout the document, country cases are presented to demonstrate how assessment activities can be implemented in the classroom in different contexts.

    Guide to the Debt Management Performance Assessment Tool

    The purpose of this document is to provide guidance and supplemental information to assist with country assessments of debt management performance, using the Debt Management Performance Assessment (DeMPA) tool. The DeMPA is a methodology used for assessing public debt management performance through a comprehensive set of 15 performance indicators spanning the full range of government Debt Management (DeM) functions. It is based on the principles set out in the International Monetary Fund (IMF) and World Bank guidelines for public debt management, initially published in 2001 and updated in 2003. It is modeled after the Public Expenditure and Financial Accountability (PEFA) framework for performance measurement of public financial management. The DeMPA has been designed to be a user-friendly tool to undertake an assessment of the strengths and weaknesses in government DeM practices. This guide provides additional background and supporting information so that a no specialist in the area of debt management may undertake a country assessment effectively. The guide can be used by assessors in preparing for and undertaking an assessment. It is particularly useful for understanding the rationale for the inclusion of the indicators, the scoring methodology, and the list of supporting documents or evidence required, and the questions that could be asked for the assessment.
