Abstract
Data serves many purposes in the public sector: first as infrastructure that supports services and enables transactions between diverse stakeholders in a network, from government to businesses and to citizens; and second as an evidence base for governance and decision-making. Most recently, the value of data was demonstrated through efforts to manage the COVID-19 pandemic using data to aid in disease contact tracing, provide information, guide policies, and inform spending of funds. Public sector and government data sources such as censuses, national surveys, and administrative data, combined with data produced by the private sector helping to fill data gaps, provide timelier and finer-scale assessments of programs and policies, and serve public policy and development needs. Businesses can create value from government data by integrating it with data produced by the private sector. This highlights the importance of efficient and effective data sharing, reuse, and interoperability between different actors to better realize development objectives. This report describes the key findings on: leadership on data use and sharing in the government; key enablers for better public sector data use; key legal, regulatory, and policy safeguards that facilitate the trusted use, reuse, and sharing of data in a safe and secure manner; key stakeholders and their role and responsibilities in the data governance framework; and a proposed action plan.

Publication West Bank and Gaza Checkpoints and Barriers : Searching for Livelihoods(World Bank, 2010-01-01)This report assesses the impact of the movement and access regime in the period 2000-07 on the economy and the working lives of Palestinians, exploring the gender dimension of restrictions on labor force participation, and how new tensions in the arena of work resulting from movement and access restrictions have affected relations between women and men. The findings of this study are based on an analysis of data covering the years 2000 to 2007 and examine the long-term impacts of restrictions on movement and access. As controls on movement became more entrenched following the second intifada, a massive economic decline ensued, leading to a drop in male employment and real wages resulting from job losses in Israel, and a corresponding rise in unemployment. This same period also witnessed a sharp rise in both covert and overt forms of violence. Israeli military incursions, detentions, manned checkpoints, home demolitions, the separation barrier, and the Palestinians' own response spun a web of violence in public and private that touched the everyday lives of all Palestinians. The violence resulting from the occupation has led to loss of life, land, property, and free movement of people, and has fragmented social space, a key source of material and moral support especially for women. With neither Israeli nor Palestinian legal systems able to provide defense or protection, these momentous changes in people's everyday lives created a sense of collapse of the public, social, and moral order against this backdrop, the effects on Palestinian society have been extensive and far reaching, on relations between men and women, on intergenerational relations between the young and the old, on ties of kinship, and on social networks. This study, through qualitative sources, provides insights to a chain of events that have and are moderating social behavior and gender relations associated with work. The study also captures what the deteriorating situation has meant for Palestinian females and males of all ages in terms of their economic engagement, their ability to seek alternate livelihoods, their coping strategies, their social and human investments, and their future aspirations.Publication West Bank and Gaza(World Bank, Washington, DC, 2016-01)The Palestinian Authority (PA) is in the early phase of its e‐government journey and aims to utilize ICT to deliver services to its citizens and businesses to improve social well‐being and facilitate economic development. The PA aims to serve 12.1 million Palestinians in the West Bank (2.7 million), the Gaza Strip (1.7 million), and the remaining 7.7 million Palestinians who are dispersed among 28 different countries. Many Palestinians are refugees, including more than one million in the Gaza Strip, 750,000 in the West Bank, and about 250,000 in Israel. Of the Palestinian population residing abroad, otherwise known as the Palestinian diaspora, more than half are considered stateless, lacking citizenship in any country. The combination of the ongoing Israeli‐Palestinian conflict as well as the diaspora situation makes implementation of e‐government projects in the West Bank and Gaza (WBG) unique and complex. A review of e‐government documentation and stakeholder interviews reveals that the PA has made reasonable progress on e‐government amidst a challenging environment, but it is still in the nascent phase in terms of delivering benefits to its constituents. There are numerous challenges for the successful implementation of e‐government, including geopolitical conflict, insufficient legislation to facilitate electronic transactions, limited budget to support e‐government projects, inadequate policies and standards, and limited capacity within the e‐government unit under the Ministry of Telecommunications and Information Technology (MTIT). The PA is at a key moment in its e‐government journey. It is an opportunistic time to drive modernization of its public administration and public service delivery through use of ICT, offer better services to citizens, and promote economic growth.Publication West Bank and Gaza - Improving Governance and Reducing Corruption(World Bank, 2011-05-18)In the past decade, the Palestinian Authority (PA) has worked to strengthen economic governance and combat corruption, both essential to sustained economic growth and improved delivery of public services. This report finds the PA has made significant progress in its public institutions, establishing a strong governance environment in many critical areas. But it also identifies areas where reforms are underway but incomplete or, in some areas, not yet under consideration. Major reforms have been put in place to strengthen the PA's public financial management (PFM) systems and better manage its equity holdings, two crucial components in the public finance sector. In other important areas, such as public procurement, public sector employment, regulation of the private sector, and the work of anti-corruption institutions, reforms are underway but have not been fully implemented. This analysis relies on an understanding of the relationship between good economic governance, public service delivery, and corruption. Studies show a direct correlation between weak governance systems and the quality of public service delivery. Weak governance systems, in turn, provide an opportunity for corruption. The report does not attempt to investigate specific corruption activities or quantify the economic costs of corruption in West Bank and Gaza. Its purpose is to provide a comprehensive look at the current state of economic governance in the PA. It is the first report to comprehensively assess governance reforms, ascertain citizens' and officials' actual experiences with corruption in the delivery of public services, identify institutional strengths, and highlight systematic governance weaknesses which could lead to corruption.Publication West Bank and Gaza : Country Financial Accountability Assessment(Washington, DC, 2004-06)This CFAA is able to report major improvements in the public financial management (PFM) system of the West Bank and Gaza (WB&G) in the period since mid-2002. Recent areas of improvement are in budgeting (both development and execution) and in fiscal transparency. Other PFM include the following: 1) All Palestinian Authority (PA) revenues are now paid into the Central Treasury Account (the CTA), a single treasury account which brings together all government revenues and provides a single pool of funds out of which all expenditures are paid. 2) An orderly system of budgetary appropriation is now in force. 3) Reflecting these new and improved processes, the budget speeches and extensive background budget data are posted on a regular basis on the Ministry of Finance's (MOF) external website, itself a symbol of a new approach to transparency and improved budget management. 4) MOF is exercising firm control over budget expenditures - with the obvious caveat that the chronic post-September 2000 shortage of Budget funds has led to strict limits on non-wage expenditures and to continuous ad hoc adjustments, with h d s often being released by MOF on a daily basis. One consequence of chronic revenue shortage and the erratic nature of donor budget support has been a periodic accumulation of expenditure arrears to the PA's pension funds, to commercial suppliers. These arrears and the short-term commercial bank debt that MOF has also contracted are, however, being transparently handled. The IMF is also regularly monitoring budget execution and the arrears and debt situation. 5) Monthly budget execution reports are now being prepared and posted on MOF's external website within a few days of the end of each month. 6) A program of placing in each ministry financial controllers who report to MOF has been initiated. 7) The MOF has launched a program to develop an ex post internal audit department in MOF. 8) Control over the civil service payroll has improved significantly. 9) In the 2004 Budget, the previous large discretionary transfer appropriation for the President's Office has been virtually eliminated with these funds instead transferred to relevant service ministries (Health, Education and Social Affairs). 10) The establishment of the Palestine Investment Fund (PIF) has brought all PA equity holdings, including virtually all state-owned enterprises (SOEs), under MOF oversight and within a centralized and commercially oriented management framework. 11) Measures have been taken to reduce PA monopolistic activities in the importation of cement, while the management of the Petroleum Commission has been taken over directly by MOF. On the basis of these improvements, and of Palestinian Authority (PA) commitment to further reforms, the World Bank is able to support a program of general donor budget support to the PA. However, the CFAA also identifies "residual weaknesses" in financial accountability, which relate to the lack of adequate public aggregate financial statements, inadequate auditing, and the undeveloped oversight role of the Palestinian Legislative Council (PLC). The report discusses a significant number of actions, which still need to be implemented and notes that most of the essential steps are either under implementation by the PA, or are planned.Publication West Bank and Gaza - Assessment of Restrictions on Palestinian Water Sector Development(World Bank, 2009-04-01)The goal of the assessment is to develop a balanced analysis and create awareness of the factors restricting Palestinian water sector development as well as of the economic, social, and environmental impacts of these restrictions. The assessment addresses factors such as sector governance, and movement and access (M&A) restrictions beyond the control of the Palestinian Authority, as well as internal contributing factors, notably governance and capacity weaknesses of Palestinian institutions. This report, examines in turn: (1) the current situation, progress and impacts since Oslo; (2) the principal problems of the Palestinian water sector; and (3) the underlying constraints and their relation to the overall governance environment established under Oslo and to other institutional aspects. A fourth and final section looks at the agenda that faces the Palestinian authority in trying to develop water resources and services as a means to improve living standards and to increase economic growth.

Publication Corporate Governance Country Assessment : Republic of South Africa(Washington, DC, 2003-07)This report assesses the corporate governance practices of listed companies in South Africa, within the broader context of the institutional capacity needed to ensure compliance and enforcement. The diagnostic reflects the corporate governance framework as of December 2001. South Africa has a well developed equity market with a market capitalization of 154 percent of GDP. Listed companies account for half of the corporate sector by value. As of 2001, on average, listed firms used equity financing for 35 percent of total funding. Given capital account restrictions, issuers operate largely in a captive market for domestic institutional investors. Institutional investors, however, take a passive attitude with respect to corporate governance. The policy recommendations herewith, can be grouped under three broad categories: legislative reform, institutional strengthening and voluntary/private initiatives. The legislative and regulatory framework dealing with corporate governance practices is undergoing substantial changes, and it is anticipated that most of the pending legislative and regulatory issues will be resolved. The most serious problems are compliance and enforcement. Hence, one of the key recommendations for policymakers is to strengthen the enforcement powers of the securities regulator.Publication Disease and Mortality in Sub-Saharan Africa, Second Edition(Washington, DC: World Bank, 2006)Since the publication of the first edition of "Disease and Mortality in Sub-Saharan Africa" (report no. 9784 (1991)), many new sources of health and demographic information have become available, including data on trends in HIV infection from antenatal clinic surveillance sites, the first set of African life tables from a growing number of demographic surveillance sites, injury statistics from a small number of injury mortality surveillance registers, and cancer data from cancer registers. Improved methods for estimating the incidence of several other diseases, including tuberculosis, maternal mortality, and chronic diseases, have also improved the reliability of health statistics. Verbal autopsy studies have linked with demographic surveillance sites, adding to our knowledge on changes in the cause-of-death composition in several countries. Notwithstanding these advances in health statistics, a theme that emerges from all the chapters in this volume is that too little is known about trends in the diseases and conditions included here in order to monitor and evaluate the effectiveness of programs intended to produce better health outcomes. As we get closer to the 2015 end point of the Millennium Development Goals, reaching the goals will become increasingly challenging. The continued improvement of disease surveillance and other regularly published health information remains as important a priority for African health systems as it was for the first edition.Publication Mainstreaming Biodiversity in Production Landscapes(Washington, DC : Global Environment Facility, 2005)This volume contributes to broadening the understanding and application of the concept of mainstreaming biodiversity. It captures the inputs to, and findings of an international workshop held in Cape Town, South Africa, in September 2004 on Mainstreaming Biodiversity in Production Landscapes and Sectors. The aims of the workshop were to: determine an operational definition of the concept of mainstreaming biodiversity in production landscapes and sectors; demonstrate the role of mainstreaming in advancing Convention on Biological Diversity (CBD) goals and Strategic Priority of the Global Environment Facility (GEF) work program; explore the scale at which mainstreaming can most effectively be implemented; critique successes and failures in achieving mainstreaming outcomes to date; and, brainstorm on modified or new approaches and tools. These aims are addressed in the first paper in this volume, which explores what is meant by "mainstreaming biodiversity," while the new approaches and tools-the products of the workshop-are outlined in the final paper, on guidelines for effective intervention. The remaining papers, presented at the open symposium preceding the workshop, represent a broad range of mainstreaming initiatives-in Africa, Asia, Australia, Europe, and Latin America, and in a large number of production sectors. A final paper, drafted by the Cape Town workshop participants, provides guidelines on effective interventions in achieving mainstreaming outcomes.Publication Latin America and the Caribbean : A Time to Choose, Caribbean Development in the 21st Century(Washington, DC, 2005-04)This report seeks to discuss the critical constraints to sustainable, job-creating growth, and to present policy options for the region and country Governments to stimulate such growth. It analyzes growth performance in the Caribbean over the last four decades, and highlights key determinants of past and also future growth. Given the recent deterioration in government finances, the report then studies key areas of government expenditure. A discussion of the climate for private investment follows, which looks at the framework that shapes the risks and returns for private investment. The report then discusses the impact of recent trade developments on the Caribbean, the future outlook in view of major ongoing changes in the international environment, as well as the opportunities that are likely to emerge, especially in the services sector. It then focuses on some key factors that have been significant in determining past growth in the Caribbean, including labor market issues; education, skill development and training; and, infrastructure. The report suggests a pro-active approach for the region to take on the challenges of a group of small states, facing severe resource constraints, eroding trade preferences, declining productivity, and increasing risk of macro instability. First, it argues that greater integration within the CARICOM region on several fronts will be a critical input into improving competitiveness. Second, on trade, the report argues that a negotiation of an orderly dismantling of preferences in return for increased technical and financial support would be in the region's interest. Third, improving the investment climate, and orienting it away from being subsidy-driven, addressing problems of high taxes and inefficient customs procedures, as well as specific infrastructure deficiencies, would help improve the quality of private investment and maintain the high levels of Foreign Direct Investment (FDI). Fourth, making the public sector more cost-effective and delivering services more efficiently, through greater reliance on the private sector, seeking cost efficiencies through regional cooperation. Fifth, improving the quality and effectiveness of human resources would enable diversification into knowledge-based activities including services, increase exports, and improve productivity in existing activities.Publication Strategic Planning for Poverty Reduction in Vietnam : Progress and Challenges for Meeting the Localized Millennium Development Goals(World Bank, Washington, DC, 2003-01)This paper discusses the progress that Vietnam has made toward meeting a core set of development goals that the government recently adopted as part of its Comprehensive Poverty Reduction and Growth Strategy (CPRGS). These goals are strongly related to the Millennium Development Goals (MDGs), but are adapted and expanded to reflect Vietnam's national challenges and the government's ambitious development plans. For each Vietnam Development Goal, the authors describe recent trends in relation to the trajectories implied by the MDGs, outline the intermediate targets identified by the government, and discuss the challenges involved in meeting these. Relative to other countries of similar per capita expenditures, Vietnam has made rapid progress in a number of key areas. Poverty has halved over the 1990s, enrollment rates in primary education have risen to 91 percent (although there is a quality problem), indicators of gender equity have been strengthened, child mortality has been reduced, maternal health has improved, and real progress has been made in combating malaria and other communicable diseases. In contrast, Vietnam scores worse than other comparable countries in the areas of child malnutrition, access to clean water, and combating HIV/AIDS. A number of important crosscutting issues emerge from this analysis that need to be addressed. One such challenge is improving equity, both in terms of ensuring that the benefits of growth are distributed evenly across the population and in terms of access to public services. This will involve addressing the affordability of education and curative health care for poor households. Improvements in public expenditure planning are needed to align resources better to stated desired outcomes and to link nationally-defined targets to subnational planning and budgeting processes. There is also a need to address capacity and data gaps which will be crucial for effective monitoring.
