Small Area Estimation of Poverty in Four West African Countries by Integrating Survey and Geospatial Data

Abstract
The paper presents a methodology to generate experimental small area estimates of poverty in four West African countries: Chad, Guinea, Mali, and Niger. Due to the absence of recent census data in these countries, household-level survey data are integrated with grid-level geospatial data, which are used as covariates in model-based estimation. Leveraging geospatial data enables reporting of poverty estimates more frequently at disaggregated administrative levels and makes estimation feasible in areas for which survey data are not available. The paper leverages the availability of a recent census in Burkina Faso for evaluation purposes. Estimates obtained with the same survey instruments and candidate geospatial covariates as the other four countries are compared against estimates obtained using recent census data and an empirical best predictor under a unit-level model. For Burkina Faso, the estimates obtained using geospatial data are highly correlated with the census-based ones in sampled areas but moderately correlated in non-sampled areas.     Geopolitics and the World Trading System

    Until the beginning of this century, the GATT/WTO system worked. Economic research provided a compelling explanation. It showed that if governments maximize the well-being of their own countries broadly defined, GATT/WTO principles would facilitate mutually beneficial cooperation over their trade policy choices. Now heightened geopolitical rivalry seems to have undermined the WTO. A simple transposition of the previous rationalization suggests that geopolitics and trade cooperation are not compatible. The paper shows that this is only true if rivalry eclipses any consideration of own-country well-being. In all other circumstances, there are gains from trade cooperation even with geopolitics. Furthermore, the WTO’s relevance is in question only if it adheres too rigidly to its existing rules and norms. Through measured adaptation to the geopolitical imperative, the WTO can continue to thrive as a forum for multilateral trade cooperation in the age of geopolitics.

    Tradeoffs over Rate Cycles

    Central banks often face tradeoffs in how their monetary policy decisions impact economic activity (including employment), inflation and the price level. This paper assesses how these tradeoffs have evolved over time and varied across countries, with a focus on understanding the post-pandemic adjustment. To make these comparisons, we compile a cross-country, historical database of “rate cycles” (i.e., easing and tightening phases for monetary policy) for 24 advanced economies from 1970 through 2024. This allows us to quantify the characteristics of interest rate adjustments and corresponding macroeconomic outcomes and tradeoffs. We also calculate Sacrifice Ratios (output losses per inflation reduction) and document a historically low “sacrifice” during the post-pandemic tightening. This popular measure, however, ignores adjustments in the price level—which increased by more after the pandemic than over the past four decades. A series of regressions and simulations suggest monetary policy (and particularly the timing and aggressiveness of rate hikes) play a meaningful role in explaining these tradeoffs and how adjustments occur during tightening phases. Central bank credibility is the one measure we assess that corresponds to only positive outcomes and no difficult tradeoffs.

    Global Socio-economic Resilience to Natural Disasters

    Most disaster risk assessments use damages to physical assets as their central metric, often neglecting distributional impacts and the coping and recovery capacity of affected people. To address this shortcoming, the concepts of well-being losses and socio-economic resilience—the ability to experience asset losses without a decline in well-being—have been proposed. This paper uses microsimulations to produce a global estimate of well-being losses from, and socio-economic resilience to, natural disasters, covering 132 countries. On average, each $1 in disaster-related asset losses results in well-being losses equivalent to a $2 uniform national drop in consumption, with significant variation within and across countries. The poorest income quintile within each country incurs only 9% of national asset losses but accounts for 33% of well-being losses. Compared to high-income countries, low-income countries experience 67% greater well-being losses per dollar of asset losses and require 56% more time to recover. Socio-economic resilience is uncorrelated with exposure or vulnerability to natural hazards. However, a 10 percent increase in GDP per capita is associated with a 0.9 percentage point gain in resilience, but this benefit arises indirectly—such as through higher rate of formal employment, better financial inclusion, and broader social protection coverage—rather than from higher income itself. This paper assess ten policy options and finds that socio-economic and financial interventions (such as insurance and social protection) can effectively complement asset-focused measures (e.g., construction standards) and that interventions targeting low-income populations usually have higher returns in terms of avoided well-being losses per dollar invested.

    From Chalkboards to Chatbots

    This study evaluates the impact of a program leveraging large language models for virtual tutoring in secondary education in Nigeria. Using a randomized controlled trial, the program deployed Microsoft Copilot (powered by GPT-4) to support first-year senior secondary students in English language learning over six weeks. The intervention demonstrated a significant improvement of 0.31 standard deviation on an assessment that included English topics aligned with the Nigerian curriculum, knowledge of artificial intelligence and digital skills. The effect on English, the main outcome of interest, was of 0.23 standard deviations. Cost-effectiveness analysis revealed substantial learning gains, equating to 1.5 to 2 years of ’business-as-usual’ schooling, situating the intervention among some of the most cost-effective programs to improve learning outcomes. An analysis of heterogeneous effects shows that while the program benefits students across the baseline ability distribution, the largest effects are for female students, and those with higher initial academic performance. The findings highlight that artificial intelligence-powered tutoring, when designed and used properly, can have transformative impacts in the education sector in low-resource settings.

    Disentangling the Key Economic Channels through Which Infrastructure Affects Jobs

    This paper takes stock of the literature on infrastructure and jobs published since the early 2000s, using a conceptual framework to identify the key channels through which different types of infrastructure impact jobs. Where relevant, it highlights the different approaches and findings in the cases of energy, digital, and transport infrastructure. Overall, the literature review provides strong evidence of infrastructure’s positive impact on employment, particularly for women. In the case of electricity, this impact arises from freeing time that would otherwise be spent on household tasks. Similarly, digital infrastructure, particularly mobile phone coverage, has demonstrated positive labor market effects, often driven by private sector investments rather than large public expenditures, which are typically required for other large-scale infrastructure projects. The evidence on structural transformation is also positive, with some notable exceptions, such as studies that find no significant impact on structural transformation in rural India in the cases of electricity and roads. Even with better market connections, remote areas may continue to lack economic opportunities, due to the absence of agglomeration economies and complementary inputs such as human capital. Accordingly, reducing transport costs alone may not be sufficient to drive economic transformation in rural areas. The spatial dimension of transformation is particularly relevant for transport, both internationally—by enhancing trade integration—and within countries, where economic development tends to drive firms and jobs toward urban centers, benefitting from economies scale and network effects. Turning to organizational transformation, evidence on skill bias in developing countries is more mixed than in developed countries and may vary considerably by context. Further research, especially on the possible reasons explaining the differences between developed and developing economies, is needed.

    Small Area Estimation of Non-Monetary Poverty with Geospatial Data

    This paper uses data from Sri Lanka and Tanzania to evaluate the benefits of combining household surveys with geographically comprehensive geospatial indicators to generate small area estimates of non-monetary poverty. The preferred estimates are generated by utilizing subarea-level geospatial indicators in a household-level empirical best predictor mixed model with a normalized welfare measure. Mean squared errors are estimated using a parametric bootstrap procedure. The resulting estimates are highly correlated with non-monetary poverty calculated from the full census in both countries, and the gain in precision is comparable to increasing the size of the sample by a factor of three in Sri Lanka and five in Tanzania. The empirical best predictor model moderately underestimates uncertainty, but coverage rates are similar to standard survey-based estimates that assume independent outcomes across clusters. A variety of checks, including adding noise to the welfare measure and model-based and design-based simulations, confirm that the main results are robust. The results demonstrate that combining household survey data with subarea-level geospatial indicators can greatly increase the precision of survey estimates of non-monetary poverty at comparatively low cost.

    Small Area Estimation of Poverty and Wealth Using Geospatial Data

    This paper offers a nontechnical review of selected applications that combine survey and geospatial data to generate small area estimates of wealth or poverty. Publicly available data from satellites and phones predicts poverty and wealth accurately across space, when evaluated against census data, and their use in model-based estimates improve the accuracy and efficiency of direct survey estimates. Although the evidence is scant, models based on interpretable features appear to predict at least as well as estimates derived from Convolutional Neural Networks. Estimates for sampled areas are significantly more accurate than those for non-sampled areas due to informative sampling. In general, estimates benefit from using geospatial data at the most disaggregated level possible. Tree-based machine learning methods appear to generate more accurate estimates than linear mixed models. Small area estimates using geospatial data can improve the design of social assistance programs, particularly when the existing targeting system is poorly designed.

    Chad Economic and Poverty Update under COVID-19, Spring 2020

    Up to February 2020, Chad’s economy continued its gradual, but mild recovery, supported by a substantial increase in oil and agriculture production. Since March 2020, like in the rest of the world, the Coronavirus (COVID-19) pandemic has dramatically changed Chad’s macroeconomic outlook. Chad’s economic prospects have not only been clouded, but they remain subject to considerable downside risks. To mitigate the negative impact of Coronavirus (COVID-19) on Chad, the authorities announced economic and social measures to support households and private companies in recent months. The authorities are to continue to strengthen some measures already taken while introducing new measures to protect lives, livelihoods, and the future.

    Combining Survey and Geospatial Data Can Significantly Improve Gender-Disaggregated Estimates of Labor Market Outcomes

    Better understanding the geography of women’s labor market outcomes within countries is important to inform targeted efforts to increase women’s economic empowerment. This paper assesses the extent to which a method that combines simulated survey data from urban areas in Mexico with broadly available geospatial indicators from Google Earth Engine and OpenStreetMap can significantly improve estimates of labor force participation and unemployment rates. Incorporating geospatial information substantially increases the accuracy of male and female labor force participation and unemployment rates at the state level, reducing mean absolute deviation by 50 to 62 percent for labor force participation and 25 to 52 percent for unemployment. Small area estimation using a nested error conditional random effect model also greatly improves municipal estimates of labor force participation, as the mean absolute error falls by approximately half, while the mean squared error falls by almost 75 percent when holding coverage rates constant. In contrast, the results for municipal unemployment rate estimates are not reliable because values of unemployment rates are low and therefore poorly suited for linear models. The municipal results hold in repeated simulations of alternative samples. Models utilizing Basic Geo-Statistical Area (AGEB)–level auxiliary information generate more accurate predictions than area-level models specified using the same auxiliary data. Overall, integrating survey data and publicly available geospatial indicators is feasible and can greatly improve state-level estimates of male and female labor force participation and unemployment rates, as well as municipal estimates of male and female labor force participation.

    Estimating Small Area Poverty and Welfare Indicators in Timor-Leste Using Satellite Imagery Data

The variable selection method used for the FHSAE model in this model is explained in section four. Section five provides the results of the FHSAE exercise on poverty estimates, average real per capita consumption and welfare index, presenting them in the graphical maps. Section six concludes.

    Middle-income countries are in a race against time. Many of them have done well since the 1990s to escape low-income levels and eradicate extreme poverty, leading to the perception that the last three decades have been great for development. But the ambition of the more than 100 economies with incomes per capita between US$1,100 and US$14,000 is to reach high-income status within the next generation. When assessed against this goal, their record is discouraging. Since the 1970s, income per capita in the median middle-income country has stagnated at less than a tenth of the US level. With aging populations, growing protectionism, and escalating pressures to speed up the energy transition, today’s middle-income economies face ever more daunting odds. To become advanced economies despite the growing headwinds, they will have to make miracles. Drawing on the development experience and advances in economic analysis since the 1950s, World Development Report 2024 identifies pathways for developing economies to avoid the “middle-income trap.” It points to the need for not one but two transitions for those at the middle-income level: the first from investment to infusion and the second from infusion to innovation. Governments in lower-middle-income countries must drop the habit of repeating the same investment-driven strategies and work instead to infuse modern technologies and successful business processes from around the world into their economies. This requires reshaping large swaths of those economies into globally competitive suppliers of goods and services. Upper-middle-income countries that have mastered infusion can accelerate the shift to innovation—not just borrowing ideas from the global frontiers of technology but also beginning to push the frontiers outward. This requires restructuring enterprise, work, and energy use once again, with an even greater emphasis on economic freedom, social mobility, and political contestability. Neither transition is automatic. The handful of economies that made speedy transitions from middle- to high-income status have encouraged enterprise by disciplining powerful incumbents, developed talent by rewarding merit, and capitalized on crises to alter policies and institutions that no longer suit the purposes they were once designed to serve. Today’s middle-income countries will have to do the same.

    The Mexican Social Protection System in Health

    With a population of 113 million and a per-capita Gross Domestic Product, or GDP of US$10,064 (current U.S. dollars), Mexico is one of the largest and highest-income countries in Latin America and the Caribbean (LAC). The country has benefited from sustained economic growth during the last decade, which was temporarily interrupted by the financial and economic crisis. Real GDP is projected to grow 3.8 percent and 3.6 percent in 2012 and 2013, respectively (International Monetary Fund, or IMF 2012). Despite this growth, poverty in the country remains high; with half of the population living below the national poverty line. The country is also highly heterogeneous, with large socioeconomic differences across states and across urban and rural areas. In 2010, while the extreme poverty ratio in the Federal District and the states of Colima and Nuevo Leon was below 3 percent, in Chiapas, Guerrero, and Oaxaca it was 25 percent or higher. These large regional differences are also found in other indicators of well-being, such as years of schooling, housing conditions, and access to social services. This case study assesses key features and achievements of the Social Protection System in Health (Sistema de Proteccion Social en Salud) in Mexico, and particularly of its main pillar, Popular Health Insurance (Seguro Popular, PHI). It analyzes the contribution of this policy to the establishment and implementation of universal health coverage in Mexico. In 2003, with the reform of the General Health Law, the PHI was institutionalized as a subsidized health insurance scheme open to the population not covered by the social security schemes.     Unlocking the Power of Healthy Longevity

    Noncommunicable diseases (NCDs) are among the major health and development challenges of our time. Every year, about 41 million people die due to NCDs. This makes up about 74 percent of all deaths globally, the majority of which are in low- and middle-income countries (LMICs). Countless more people live with NCDs every day. Yet, NCDs are largely treatable and preventable. The risk of developing NCDs and deaths from them can both be lowered with appropriate attention to prevention and treatment. However, weak health systems and limited access to affordable care and information, especially in LMICs, contribute to lapses in seeking and receiving appropriate and timely care. This compendium is a compilation of 18 chapters, each exploring a different but related topic in the nexus of NCDs, human capital, and productivity. It is based on a series of analytical work taken up by the World Bank to support the Healthy Longevity Initiative (HLI) - a collaborative effort between the World Bank, the University of Toronto, and key academic and development partners including the Harvard University and the University of Washington. The HLI presents one of a growing set of efforts to increase the urgency of policy response to NCDs across the world.

    World Development Report 2023: Migrants, Refugees, and Societies

    Migration is a development challenge. About 184 million people—2.3 percent of the world’s population—live outside of their country of nationality. Almost half of them are in low- and middle-income countries. But what lies ahead? As the world struggles to cope with global economic imbalances, diverging demographic trends, and climate change, migration will become a necessity in the decades to come for countries at all levels of income. If managed well, migration can be a force for prosperity and can help achieve the United Nations’ Sustainable Development Goals. World Development Report 2023 proposes an innovative approach to maximize the development impacts of cross-border movements on both destination and origin countries and on migrants and refugees themselves. The framework it offers, drawn from labor economics and international law, rests on a “Match and Motive Matrix” that focuses on two factors: how closely migrants’ skills and attributes match the needs of destination countries and what motives underlie their movements. This approach enables policy makers to distinguish between different types of movements and to design migration policies for each. International cooperation will be critical to the effective management of migration.
