Abstract
The objective of the study reported in this book was to understand how societal dynamics can be mobilized toward a convergence across groups in society and thus toward greater social cohesion overall. The team began with an extensive consultation phase to identify some key societal dynamics that seemed important in understanding fragility. The German Development Cooperation (GIZ) was a key partner in the study, providing support to the analytical phase in the form of a background paper, and technical advice throughout the preparation of the report. The team continued to consult with these experts throughout the fieldwork and the writing of the book. This book reports a study about societal relationships in fragile situations. Drawing on relevant literature and fieldwork in five countries, it suggests that fragility, violent conflict, and state failure are functions not only of state inability or unwillingness to perform core tasks, but also of dysfunctional relationships in society that do not permit a state to be formed or sustained. The present chapter has introduced the problem of fragility and suggested that seeing fragility as a problem of relationships in society can lead to more effective interventions in fragile situations. Chapter two turns to a key area of societal relations, the state society relationship in fragile situations. Chapter three begins a conversation about social cohesion in fragile situations. It suggests a critical element of social cohesion: a convergence across groups in society. Chapter four discusses how perceptions of injustice across groups can deepen divisions and hinder coexistence and collective action. Many times such perceptions can be even more influential than measurable differences across groups (such as income inequality) in fomenting resentment and division. Chapter five then takes up the issue of interactions between institutions in fragile situations. It is suggested that social cohesion contributes to more constructive interactions among institutions, increasing their capacity to realize development goals. Chapter six shifts the focus to certain relationships in society that are particularly important for social cohesion. Chapter seven describes an overall approach to policy and programming, including how to conduct research and develop knowledge from this perspective. Chapter eight offers specific orientations for adapting existing tools and instruments to address the societal bases of fragility.

Publication Societal Dynamics & Fragility(Washington, DC, 2012)Extreme fragile situations are now home to at least a quarter of the worlds people. In the worst cases, where fragility has given way to open violence - people are more than twice as likely to be malnourished, more than three times as likely to be unable to send their children to school, twice as likely to see their children die before age five, and more than twice as likely to lack clean water. It is unsurprising that not a single low-income country in these circumstances has been able to achieve even one Millennium Development Goal (World Bank 2011). In addition, many fragile situations generate spillover effects such as trafficking in illegal goods and persons, and corruption, which threaten the stability of neighboring countries (Organization for Economic Cooperation and Development, or OECD 2005, 2010). This study views fragility as not only a problem of state capacity, but also of relationships in society. That is, while some elements of fragility emanate from the state, others are deeply rooted in societal dynamics, the way individuals and groups interact and the relationships that form out of these interactions.Publication Intersubjective Meaning and Collective Action in ‘Fragile’ Societies : Theory, Evidence and Policy Implications(2011-06-01)The capacity to act collectively is not just a matter of groups sharing interests, incentives and values (or being sufficiently small), as standard economic theory predicts, but a prior and shared understanding of the constituent elements of problem(s) and possible solutions. From this standpoint, the failure to act collectively can stem at least in part from relevant groups failing to ascribe a common intersubjective meaning to situations, processes and events. Though this is a general phenomenon, it is particularly salient in countries characterized by societal fragility and endemic conflict. We develop a conceptual account of intersubjective meanings, explain its relevance to development practice and research, and examine its implications for development work related to building the rule of law and managing common pool resources.Publication "They Are Not Like Us" : Understanding Social Exclusion(World Bank, Washington, DC, 2014-02)Negative attitudes toward groups in society are widespread and underpin systematic processes of social exclusion that marginalize people and deny them opportunities and dignity. This paper looks at the processes underlying social exclusion. It uses data covering Eastern Europe and Central Asia to study the responses to a simple hypothetical survey question about which specific groups respondents would not like to have as neighbors. Unwelcoming attitudes toward groups such as immigrants, ethnic minorities, the poor, HIV+ individuals, and others are surprisingly common. These attitudes fall into three distinct clusters: intolerance for the poor and for different lifecycle stages; intolerance toward stigmatized attributes and behaviors; and intolerance toward specific identity groups. An empirical analysis of the determinants of attitudes shows that country-specific factors are far more important than socio-economic characteristics. These findings could have important implications for theories about exclusion and for the design of appropriate social inclusion policies. The authors argue that strategies to address social exclusion need to consider ways to change social norms, attitudes, and behaviors toward disadvantaged groups. The paper explores potential entry points for change within formal and informal institutions.Publication Family Systems, Political systems, and Asia’s ‘Missing Girls’ : The Construction of Son Preference and Its Unraveling(2009-12-01)Son preference is known to be found in certain types of cultures, that is patrilineal cultures. But what explains the fact that China, South Korea, and Northwest India manifest such extreme child sex ratios compared with other patrilineal societies? This paper argues that what makes these societies unique is that their pre-modern political and administrative systems used patrilineages to organize and administer their citizens. The interplay of culture, state, and political processes generated uniquely rigid patriliny and son preference. The paper also argues that the advent of the modern state in these settings has unraveled the underpinnings of the rigid patrilineal rules, and unleashed a variety of forces that reduce son preference. Firstly, the modern state has powerful tools for incorporating and managing its citizenry, rendering patrilineages a threat rather than an asset for the state. Secondly, the modern state has brought in political, social, and legal reforms aimed to challenge traditional social hierarchies, including the age and gender hierarchies of the kinship system. Thirdly, industrialization and urbanization have ushered in new modes of social organization, which reduce the hold of clans and lineages. Studies of the impact of the media suggest that states can accelerate the resultant decline in son preference, through media efforts to help parents perceive that daughters can now be as valuable as sons.Publication Civil Society and Peacebuilding : Potential, Limitations and Critical Factors(Washington, DC, 2007-02)This report develops and discusses a new analytical framework to understand the functions of civil society in peace building. In theory and practice, there is a wide variety of ways to categorize civil society contributions to development and peacebuilding. Donors tend to employ actor-oriented perspectives, focusing on supporting activities of different types of civil society organizations in a given situation. This report proposes to move toward a functional perspective, centered on the roles that different actors can play in conflict situations. The analysis shows that civil society can make numerous positive contributions and have unique potential to support peacebuilding and conflict mitigation. It can do so independently as actor in its own right, or in relation to peacebuilding processes and programs led by Governments or the international community. Despite many successful initiatives on the ground, however, civil society should not be considered a panacea. The existence of civil society per se cannot be equated with the existence of peacebuilding actors. Similarly, civil society strengthening and support does not automatically contribute to peacebuilding. While civil society organizations are frequently actors for peace, they equally have the potential to become actors of violence. So far, outcomes and impacts of different civil society peace interventions have not been sufficiently evaluated. Civil society and donors need to more strategically identify the objectives and demonstrate the relevance of the particular approaches they propose to engage in different phases of conflict/peacebuilding. Without greater clarity regarding objectives and intended impacts, and, without addressing existing institutional constraints and distortions, activities run the risk of being well-intentioned, but unlikely to achieve sustainable results.

Publication Kyrgyz Republic Country Climate and Development Report(Washington, DC: World Bank, 2025-11-03)This Country Climate and Development Report (CCDR) on the Kyrgyz Republic aims to support the country’s development goals amid a changing climate. The CCDR considers two policy scenarios up to 2050: the business-as-usual (BAU) and high-growth scenarios. As it quantifies the likely impacts of climate change on the Kyrgyz economy between now and 2050, the report highlights key government actions to best prepare for and adapt to climate impacts (referred to as “with adaptation” measures), with a particular focus on the time horizon up to 2030. The CCDR also outlines a path to net zero emissions by 2050 (referred to as “with mitigation” measures, “decarbonization,” or, simply, “net zero 2050”), highlighting associated development co-benefits.Publication Continental Drying: A Threat to Our Common Future(Washington, DC: World Bank, 2025-11-04)Grounded in new evidence from satellite data, “Continental Drying: A Threat to Our Common Future” presents the first global assessment of freshwater reserves over the past two decades. The findings expose an alarming trend of “continental drying,” a persistent long-term decline in freshwater availability across vast landmasses. Not only are droughts and deluges becoming more unpredictable, but the total amount of freshwater available for use has also significantly declined. Continental drying, driven by global warming, worsening droughts, and unsustainable water and land use, is a silent but accelerating crisis—largely unknown to the public—that reshapes the global water narrative. Continental drying raises profound risks. This report reveals new empirical evidence showing how freshwater depletion leads to major job losses, reduced incomes, wildfires, and biodiversity threats. In the long term, the combined effects of drying and warming could push societies toward a tipping point where damage accelerates rapidly and adaptation becomes increasingly difficult. Against the backdrop of continental drying, global water consumption rose by 25 percent between 2000 and 2019, with about a third of this increase occurring in regions already experiencing drying. Compounding the pressure, a substantial share of water use in drying regions remains inefficient. Continental Drying identifies hot spots where rising demand and declining supply converge and explores where and how water savings can be realized. This report recommends a three-pronged approach to address the crisis: managing demand, augmenting water supply, and improving water allocation. Five cross-cutting levers—strengthening institutions, reforming water tariffs and repurposing subsidies, adopting water accounting, leveraging data and technological innovations, and valuing water in trade—are essential for effective implementation and to attract private investment to finance the approach. Beyond water, addressing trade barriers, investing in education and skills development, and improving access to markets and financial services are critical for strengthening job and livelihood resilience amid a continental drying crisis.Publication Direct and Indirect Impacts of Transport Mobility on Access to Jobs: Evidence from South Africa(Washington, DC: World Bank, 2025-11-12)Access to jobs is essential for economic growth. In Africa, unemployment rates are notably high. This paper reexamines the relationship between transport mobility and labor market outcomes, with a particular focus on the direct and indirect effects of transport connectivity. As predicted by theory, wages are influenced by the level of commuting deterrence. Generally, higher earnings are associated with longer commute times and/or higher commuting costs. Local accessibility is also important, especially for individuals with time constraints. Both direct and indirect impacts are found to be significant in South Africa, where job accessibility has been challenging since the end of apartheid. For the direct impact, the wage elasticity associated with commuting costs is significant. Returns on commute are particularly high for women. Local accessibility to socioeconomic facilities, such as shops and health services, is also found to have a significant impact, consistent with the concept of mobility of care. To enhance employment, therefore, it is crucial to connect people not only to job locations but also to various socioeconomic points of interest, such as markets and hospitals, in an integrated manner. This integration will enable individuals to spend more time working and commuting longer distances.Publication Digital Africa(Washington, DC: World Bank, 2023-03-13)All African countries need better and more jobs for their growing populations. "Digital Africa: Technological Transformation for Jobs" shows that broader use of productivity-enhancing, digital technologies by enterprises and households is imperative to generate such jobs, including for lower-skilled people. At the same time, it can support not only countries’ short-term objective of postpandemic economic recovery but also their vision of economic transformation with more inclusive growth. These outcomes are not automatic, however. Mobile internet availability has increased throughout the continent in recent years, but Africa’s uptake gap is the highest in the world. Areas with at least 3G mobile internet service now cover 84 percent of Africa’s population, but only 22 percent uses such services. And the average African business lags in the use of smartphones and computers as well as more sophisticated digital technologies that catalyze further productivity gains. Two issues explain the usage gap: affordability of these new technologies and willingness to use them. For the 40 percent of Africans below the extreme poverty line, mobile data plans alone would cost one-third of their incomes—in addition to the price of access devices, apps, and electricity. Data plans for small- and medium-size businesses are also more expensive than in other regions. Moreover, shortcomings in the quality of internet services—and in the supply of attractive, skills-appropriate apps that promote entrepreneurship and raise earnings—dampen people’s willingness to use them. For those countries already using these technologies, the development payoffs are significant. New empirical studies for this report add to the rapidly growing evidence that mobile internet availability directly raises enterprise productivity, increases jobs, and reduces poverty throughout Africa. To realize these and other benefits more widely, Africa’s countries must implement complementary and mutually reinforcing policies to strengthen both consumers’ ability to pay and willingness to use digital technologies. These interventions must prioritize productive use to generate large numbers of inclusive jobs in a region poised to benefit from a massive, youthful workforce—one projected to become the world’s largest by the end of this century.Publication Taxes, Spending, and Equity: International Patterns and Lessons for Developing Countries(Washington, DC: World Bank, 2025-11-17)Taxes and public spending underpin the basic administration of government and finance the human capital and infrastructure investments needed for economic growth. They can also have a significant and immediate impact on poverty and inequality. The question of how public finance can support longer-term growth objectives while promoting equity has become even more important in recent years, given the high fiscal deficits and debt levels most countries emerged with in the aftermath of the COVID-19 pandemic. These included the increasing cost of debt and the need to restart environmentally sustainable growth while helping households address the learning losses and other social scars caused by the pandemic. This paper examines the global evidence on which households pay which taxes and who benefits from what spending, and critically, the net effect on different households across the income distribution. The aim is to identify the patterns and lessons that emerge for designing progressive fiscal policies. A global dataset of 96 countries is assembled, spanning all regions of the world and all national income levels, grounded in the Commitment to Equity (CEQ) approach to fiscal incidence.
