Abstract
This background paper documents that: (i) As primary users of education services, parents and community members have limited means in measuring the quality of their children’s learning outcomes. Tes Cepat is a tool that is simple to administer and easy to understand, yet powerful for both citizens and teachers to act upon; (ii) Dissemination of Tes Cepat results involves relevant stakeholder groups, including parents, community members, teachers, and village officials. They have the skills and motivations to implement the resulting actions. Longer term success of these actions depends on partnerships or collaborations across all relevant education stakeholders; (iii) In KIAT Guru, resulting actions from Tes Cepat take form in the serviceindicators that community members and teachers agree upon. These indicators are consisted of actions that all relevant education stakeholderscan do to improve student’s learning in school and at home; (iv) Availability of both paper and digital Tes Cepat provides options for communities to choose which format is most suitable to the quality of their human resources and physical infrastructure, including internet connectivity.

    Improving Educational Quality through Enhancing Community Participation : Results from a Randomized Field Experiment in Indonesia

    This study evaluates the effect of four randomized interventions aimed at strengthening school committees, and subsequently improving learning outcomes, in public primary schools in Indonesia. All study schools were randomly allocated to either a control group receiving no intervention, or to treatment groups receiving a grant plus one or a combination of three interventions: training for school committee members, a democratic election of school committee members, or facilitated collaboration between the school committee and the village council, also called linkage. Nearly two years after implementation, the study finds that measures to reinforce existing school committee structures, the grant and training interventions, demonstrate limited or no effects; while measures that foster outside ties between the school committee and other parties, linkage and election, lead to greater engagement by education stakeholders and in turn to learning. Test scores improve in Indonesian by 0.17 standard deviations for linkage and 0.22 standard deviations for linkage+election. The election intervention alone leads to changes in time household members accompany children studying per week, but this does not lead to learning. Linkage is the most cost effective intervention, causing a 0.13 change in standard deviation in Indonesian test scores for each 100 dollars (US) spent.

    This study reports evidence from an unusual policy intervention- The Reaching Out of School Children (ROSC) project in Bangladesh where school grants and education allowances are offered to attract hard-to-reach children to schools comprised of a single teacher and a classroom. The operating unit cost of these schools is a fraction of that of formal primary schools. Panel data is used to investigate whether ROSC schools are effective in raising enrolment and learning outcomes. The findings suggest that there is a modest impact on school participation: ROSC schools increase enrolment probability between 9 and 18 percent for children in the two age cohorts 6 to 8 and 6 to 10. They perform as well as non-ROSC schools in terms of raising test scores, and even have positive impacts on academically stronger students. There is also strong evidence of positive externalities on non-ROSC schools in program areas. These results point to the effectiveness of a new model of non-formal primary schools that can be replicated in similar settings. This paper consists of following sections: section one gives introduction. The context for the country and the program description is provided in section two, and the data is described in section three. The impacts of the ROSC project on education outcomes as measured by student enrolment and test scores are discussed in section four and other program effects are considered in section five, with the empirical estimation frameworks being respectively detailed in each section. The relative efficiency of ROSC schools versus non-ROSC schools is discussed in section six and section seven gives conclusion.

    Community Participation in Public Schools : The Impact of Information Campaigns in Three Indian States

    This study evaluates the impact of a community-based information campaign on school performance from a cluster randomized control trial. The campaign consisted of eight to nine public meetings in each of 340 treatment villages across three Indian states to disseminate information to the community about its state mandated roles and responsibilities in school management. The findings from the first follow-up 2-4 months after the campaign show that providing information through a structured campaign to communities had a positive impact in all three states. In two states there was a significant and positive impact on reading (14-27 percent) in one of the three grades tested; in the third state there was a significant impact on writing in one grade (15 percent) and on mathematics in the other grade tested (27 percent). The intervention is associated with improvement in teacher effort in two states. Some improvements occurred in the delivery of certain benefits entitled to students (stipend, uniform, and mid day meal) and in process variables such as community participation in each of the three states. Follow-up research needs to examine whether there is a systematic increase in learning when the impact is measured over a longer time period and whether a campaign sustained over a longer time is able to generate greater impact on school outcomes.

    Prova Brasil : Building a Framework to Promote Measurable Progress in Learning Outcomes

    Building on two decades of education reform, Brazil's Ministry of Education (MEC) implemented a key instrument for measuring education quality in 2005, when it first administered Prova Brasil, a nationwide test of proficiency in math and Portuguese for students in grades 4 and 8. Prova Brasil, which will be administered to primary students every three years, is the country's first census-level assessment of student learning, and forms the cornerstone of a drive to improve basic education quality and establish a results framework for measuring learning outcomes. The aim of this study has been to promote discussion rather than to provide definitive solutions. Beyond the limited set of specific practices observed and reported upon in the course of this small study, a wide variety of good practices are being implemented in Brazilian school districts, day after day, as teachers, principals, education officials, and parents each make their indispensable contributions to student learning. The reason one municipality achieves better test scores than another is almost certainly due to a occurrence of good practices and the interaction among them, or to a particular confluence of local characteristics and events whose effects continue to accumulate over time. Therefore, the description of good practices in this brief policy note can not be taken as the single best recipe for achieving good test results. Quite to the contrary, it is the aim of this study to demonstrate that there are many possible routes to success.

    School-Based Management, School Decision-Making and Education Outcomes in Indonesian Primary Schools

    This paper examines the key aspects of the practices of school-based management in Indonesia, and its effect on education quality. Using a conceptual framework of an accountability system of public service delivery, the paper explores the relations among Indonesian parents, school committees, schools, and government education supervisory bodies from three tenets: participation and voice; autonomy; and accountability. Using the data from a nationally representative survey of about 400 public primary schools in Indonesia, the paper finds that the level of parental participation and voice in school management is extremely low in Indonesia. While the role of school committees is still limited to community relations, school facilities, and other administrative areas of school management, school principals, together with teachers, are much more empowered to assert professional control of the schools. The accountability system has remained weak in Indonesia's school system, which is reflected by inadequate information flow to parents, as well as seemingly low parental awareness of the need to hold schools accountable. The accountability arrangement of the Indonesian school system currently puts more emphasis on top-down supervision and monitoring by government supervisory bodies. The findings show that although the scope of school-based management in Indonesia is limited, it has begun to help schools make the right decisions on allocation of resources and hiring additional (non-civil servant) teachers, and to create an enabling environment of learning, including increasing teacher attendance rates. These aspects are found to have significantly positive effects on student learning outcomes.

    Digital Opportunities in African Businesses

    Adoption of digital technologies is widely acknowledged to boost productivity and employment, stimulate investment, and promote growth and development. Africa has already benefited from a rapid diffusion of information and communications technology, characterized by the widespread adoption of mobile phones. However, access to and use of digital technology among firms is uneven in the region, varying not just among countries but also within them. Consequently, African businesses may not be reaping the full potential benefits offered by ongoing improvements in digital infrastructure. Using rich datasets, “Digital Opportunities in African Businesses” offers a new understanding of the region’s incomplete digitalization—namely, shortfalls in the adoption and effective use of digital technology by firms to perform productive tasks. The research presented here also highlights the challenges in addressing incomplete digitalization, finding that the cost of machinery, equipment, and software, as well as the cost of connectivity to the internet, is significantly more expensive in Africa than elsewhere. “Digital Opportunities in African Businesses” outlines ways in which the private sector, with support from policy makers, international institutions, and regulators, can help bring down these costs, stimulating more widespread digitalization of the region’s firms, thereby boosting productivity and, by extension, economic development. This book will be relevant to anyone with an interest in furthering digitalization across Africa.

    This Country Climate and Development Report (CCDR) explores the challenges and opportunities of improving the alignment of Egypt’s development goals with its climate ambition. The CCDR offers a set of policy options and investment opportunities that, if implemented within five years, can deliver short-term benefits in selected sectors while also creating momentum toward important long-term benefits. The options identified in this report provide: Cost-effective adaptation approaches to reduce the negative impacts of climate change; Policy interventions to improve efficiency in the use of natural resources, and complement the creation of fiscal space to finance projects that reduce the vulnerability of people and the economy to climate shocks; Actions that can help avoid carbon lock-in through low-cost policy changes; Interventions to strengthen the country’s competitiveness while reducing negative externalities (such as pollution) and incentivize Egypt’s move towards a low carbon growth path in a manner consistent with its development objectives. Overall, the report identifies opportunities to reduce inefficiencies, manage risk, and strengthen the foundation for increased private sector participation.

    All African countries need better and more jobs for their growing populations. "Digital Africa: Technological Transformation for Jobs" shows that broader use of productivity-enhancing, digital technologies by enterprises and households is imperative to generate such jobs, including for lower-skilled people. At the same time, it can support not only countries’ short-term objective of postpandemic economic recovery but also their vision of economic transformation with more inclusive growth. These outcomes are not automatic, however. Mobile internet availability has increased throughout the continent in recent years, but Africa’s uptake gap is the highest in the world. Areas with at least 3G mobile internet service now cover 84 percent of Africa’s population, but only 22 percent uses such services. And the average African business lags in the use of smartphones and computers as well as more sophisticated digital technologies that catalyze further productivity gains. Two issues explain the usage gap: affordability of these new technologies and willingness to use them. For the 40 percent of Africans below the extreme poverty line, mobile data plans alone would cost one-third of their incomes—in addition to the price of access devices, apps, and electricity. Data plans for small- and medium-size businesses are also more expensive than in other regions. Moreover, shortcomings in the quality of internet services—and in the supply of attractive, skills-appropriate apps that promote entrepreneurship and raise earnings—dampen people’s willingness to use them. For those countries already using these technologies, the development payoffs are significant. New empirical studies for this report add to the rapidly growing evidence that mobile internet availability directly raises enterprise productivity, increases jobs, and reduces poverty throughout Africa. To realize these and other benefits more widely, Africa’s countries must implement complementary and mutually reinforcing policies to strengthen both consumers’ ability to pay and willingness to use digital technologies. These interventions must prioritize productive use to generate large numbers of inclusive jobs in a region poised to benefit from a massive, youthful workforce—one projected to become the world’s largest by the end of this century.
