Abstract
This report organizes the contents, lessons learned, and conclusions of this workshop and is geared toward project and institution leaders and managers, as well as persons responsible for project execution who are interested in taking advantage of the benefits derived from the inclusion of Communication for Development (CfD) components in their projects so as to increase their effectiveness, impact, and sustainability over time. The brief theoretical overview of the concept of CfD and the processes and approaches that it can entail (chapter one), the document reviews the importance of CfD in project design and implementation of projects, in particular those related to water, sanitation, and infrastructure (chapter two), and provides examples and outlines communication related challenges in these areas. Through a practical view focused on the presentation of experiences and lessons learned in three specific cases, namely, building citizen engagement in Pakistan, developing a mass transit system in Colombia, and creating a water culture in Mexico, the evidence supports the strategic value of CfD in ensuring the smooth progress of a project (chapter three), and the benefits and advantages that supplement and shape a development proposal. This is followed by a review of strategies aimed at establishing dialogue that fosters the effective participation of all groups involved. Emphasis is placed on such topics as research as a point of departure for project design, the establishment of environments conducive to behavior change by persons involved, the use of advocacy to foster engagement by decision makers, and the use of CfD in handling and resolving conflicts and promoting project sustainability in the future (chapter four). The final chapter (chapter five) assesses the most significant aspects of the last group activity conducted at the workshop. This assessment underscores the significant lessons learned at the event and such pending tasks as project teams relative to the communication components and/or strategies encountered during the design or implementation process.

    Development Communication Sourcebook : Broadening the Boundaries of Communication

    This Sourcebook illustrates how the emerging paradigm in development communication, focused on participation and two-way communication, constitutes a necessary element in order to avoid the mistakes of the past. It makes the case about the importance of incorporating communication practices into the policies and practices of development. It intends also to offer a broader conception of communication that would take into account other purposes and functions than the usual ones. The study claims that communication is not only about raising awareness, informing, persuading, or changing behavior. It is also about listening, exploring, understanding, empowering, and building consensus for change. This should resonate loud and clear for the reader. Two-way communication, used to understand, assess, explore, and facilitate decision making related to change, combined with the effective use of one-way communication approaches, has been proven to significantly enhance results and the sustainability of development initiatives. This Sourcebook is intended to provide a small contribution in further promoting the understanding and subsequent adoption of such practices, in any sector of intervention. To sum up, these are the two key messages of this publication: (1) two-way communication, when used from the onset of a development initiative, is not only a useful but also a necessary ingredient to enhance development initiatives and avoid the failures of the past, and (2) two-way communication should be applied professionally by specialists familiar with the rich body of knowledge and the diverse range of methods, techniques, and tools of development communication.

    Participatory Communication : A Practical Guide

    Many communication practitioners and development workers face obstacles and challenges in their practical work. A participatory communication strategy offers a very specific perspective on how to articulate social processes, decision-making processes, and any change process for that matter. Participatory approaches are nothing new. However, what is new is the proliferation of institutions, especially governmental but also nongovernmental organizations (NGOs) that seek participatory approaches in their development initiative. This guide concerns to provide perspectives, tools and experiences regarding how to go about it with participatory communication strategies. It is conceived as a guide to be of relevance and utility for development workers in the field. It is targeted at both at government and their officials, the World Bank staff, and at civil society. The particular relevance of this guide is three-fold: 1) placing the practitioner debate about participatory communication within a conceptual framework, allowing the practitioner who reads this to position him or herself conceptually, understanding some of the possible implications of opting for one or another strategic approach in their use of communication; 2) providing an introduction to the use of a participatory communication approach to specific development projects as well as illustrating the use of participatory communication in broader social change processes; and 3) drawing generic lessons learned from the experiences with participatory communication.

    Strategic Communication for Development Projects : A Toolkit for Task Team Leaders

    Efforts to promote general awareness of public health issues - the traditional goal of information, education, and communication (IEC) programs have built a good foundation for population, health, and nutrition (PHN) activities. So communication programs must be designed to support behavior change in key constituencies delivering the message not just to potential clients, but to health providers as well. This document accompanies a toolkit designed to help Bank task managers plan and supervise the implementation of communication activities in PHN projects. It reviews the basic principles of communication for behavior change, presenting a step-by-stop guide to planning and implementing communication activities and linking those steps to the Bank's project cycle. The toolkit contains a set of practical modules, including: communication research approaches for bank projects; a guide to communication indicators; sample term of reference for Bank and Borrower consultants; guide questions for assessing organizational capacity; sample budget and implementation plan; and case studies of best practice in behavior change communication.

    Developing a Trade Information Portal

    A number of countries have introduced or are considering the introduction of a trade information portal as a means of facilitating trade and increasing transparency. For World Trade Organization (WTO) members or countries in the process of acceding to the WTO, a trade information portal will assist in complying with new commitments currently being negotiated as part of the Doha Development Round. The negotiations aim to strengthen the provisions of Article X of General Agreement on Tariffs and Trade (GATT) which currently requires that all regulatory trade related information "shall be published promptly in such a manner as to enable governments and traders to become acquainted with them". In many developing nations, government agency specific websites may not exist and even when they do they are often incomplete, out of date, or the content may not cover the entire spectrum of information that a trader may wish to obtain to ensure compliance with import, export, or transit requirements. It is therefore desirable to create a single platform where all the information relating to trade from all the various agencies is aggregated under one roof and is readily available for searching and viewing. This guide discusses the issues and challenges that developing nations are likely to face when implementing a trade information portal and provides a checklist of practical guidelines for the steps that might be required in order to achieve effective implementation.

    Putting Saudi Arabia on the 'e-Map' : Note on United Nations Public Administration Network e-Government Index

    E-mapping covers various layers of data and indicators useful to achieve the above-mentioned objectives. The concept is hence both of an analytical and operational nature, and serves domestic as well as external purposes. This report focuses on the UNPAN e-government index, and constitutes the fourth deliverable of the e-mapping activity offered by the World Bank in the context of its cooperation activity with the Ministry of Communications and Information Technology (MOCIT). The text of the report is divided in four main sections: the introduction sets up the context and rationale against which the e-mapping activity has been designed for Saudi Arabia, and how the UNPAN e-government index fits in it; section two provides some background and methodological consideration regarding the importance of e-government efforts in Saudi Arabia, and the value of tracking such efforts through an index such as UNPAN's e-government index; section three offers a direct analysis of Saudi Arabia's past and current rankings in the UNPAN e-government index, including the identification of gaps (e.g. for data) and possible recommendations to improve the country's ranking in the future; and finally, section four contains a summary of findings and recommendations for future action.

    The Road to Results : Designing and Conducting Effective Development Evaluations

    The analytical, conceptual, and political framework of development is changing dramatically. The new development agenda calls for broader understandings of sectors, countries, development strategies, and policies. It emphasizes learning and continuous feedback at all phases of the development cycle. As the development agenda grows in scope and complexity, development evaluation follows suit. Development evaluator are moving away from traditional implementation and output-focused evaluation models toward results-based evaluation models, as the development community calls for results and embraces the millennium development goals. As the development community shifts its focus away from projects in order to comprehensively address country challenges, development evaluators are seeking methods with which to assess results at the country, sector, theme, policy, and even global levels. As the development community recognizes the importance of not only a comprehensive but also a coordinated approach to developing country challenges and emphasizes partnerships, development evaluators are increasingly engaged in joint evaluations. These joint evaluations, while advantageous in many respects, add to the complexity of development evaluation (OECD 2006). Additionally, development evaluators increasingly face the measurement challenge of determining the performance of an individual development organization in this broader context and of identifying its contribution. This text is intended as a tool for use in building development evaluation capacity. It aims to help development evaluators think about and explore the new evaluation architecture and especially to design and conduct evaluations that focus on results in meeting the challenges of development.

    Poverty and Shared Prosperity 2022

    Poverty and Shared Prosperity 2022: Correcting Course provides the first comprehensive analysis of the pandemic’s toll on poverty in developing countries. It identifies how governments can optimize fiscal policy to help correct course. Fiscal policies offset the impact of COVID-19 on poverty in many high-income countries, but those policies offset barely one quarter of the pandemic’s impact in low-income countries and lower-middle-income countries. Improving support to households as crises continue will require reorienting protective spending away from generally regressive and inefficient subsidies and toward a direct transfer support system—a first key priority. Reorienting fiscal spending toward supporting growth is a second key priority identified by the report. Some of the highest-value public spending often pays out decades later. Amid crises, it is difficult to protect such investments, but it is essential to do so. Finally, it is not enough just to spend wisely - when additional revenue does need to be mobilized, it must be done in a way that minimizes reductions in poor people’s incomes. The report highlights how exploring underused forms of progressive taxation and increasing the efficiency of tax collection can help in this regard. Poverty and Shared Prosperity is a biennial series that reports on global trends in poverty and shared prosperity. Each report also explores a central challenge to poverty reduction and boosting shared prosperity, assessing what works well and what does not in different settings. By bringing together the latest evidence, this corporate flagship report provides a foundation for informed advocacy around ending extreme poverty and improving the lives of the poorest in every country in the world.     Too often, services fail poor people in access, in quality, and in affordability. But the fact that there are striking examples where basic services such as water, sanitation, health, education, and electricity do work for poor people means that governments and citizens can do a better job of providing them. Learning from success and understanding the sources of failure, this year’s World Development Report, argues that services can be improved by putting poor people at the center of service provision. How? By enabling the poor to monitor and discipline service providers, by amplifying their voice in policymaking, and by strengthening the incentives for providers to serve the poor. Freedom from illness and freedom from illiteracy are two of the most important ways poor people can escape from poverty. To achieve these goals, economic growth and financial resources are of course necessary, but they are not enough. The World Development Report provides a practical framework for making the services that contribute to human development work for poor people. With this framework, citizens, governments, and donors can take action and accelerate progress toward the common objective of poverty reduction, as specified in the Millennium Development Goals.

    Empowerment in Practice : From Analysis to Implementation

    This book represents an effort to present an easily accessible framework to readers, especially those for whom empowerment remains a puzzling development concern, conceptually and in application. The book is divided into two parts. Part 1 explains how the empowerment framework can be used for understanding, measuring, monitoring, and operationalizing empowerment policy and practice. Part 2 presents summaries of each of the five country studies, using them to discuss how the empowerment framework can be applied in very different country and sector contexts and what lessons can be learned from these test cases. While this book can offer only a limited empirical basis for the positive association between empowerment and development outcomes, it does add to the body of work supporting the existence of such a relationship. Perhaps more importantly, it also provides a framework for future research to test the association and to prioritize practical interventions seeking to empower individuals and groups.

Case studies illustrate different methods for carrying out impact evaluations.
