Abstract
This paper utilizes firm survey data to understand which formal private sector jobs are most at risk from COVID-19 or similar future crises, based on empirical evidence from two middle income economies. In particular, it estimates the importance for formal private-sector job losses of various COVID-19 pandemic-related labor market shocks and mitigating factors, such as the closure of non-essential industries, workers’ ability to perform their jobs from home, infection risks to workers, customers’ infection risk, global demand shocks, input supply constraints, employers’ financial constraints, and government support, in determining the level and distribution of job losses. This provides an empirical identification of the main risk factors for job loss and a basis for predicting the level and distribution of these losses due to the crisis. The methodology is applied to permanent formal private sector (PFPS) jobs in core productive manufacturing and services sectors (captured by World bank Enterprise Surveys) in Jordan and Georgia, which contain the requisite data to link occupational structure, task content, and firm-level shocks. Comparing empirical findings across the two, the paper assesses the degree of commonality of these risk factors. Job losses are projected for different groups within the employed population prior to the outbreak of COVID-19 and compared with post-crisis labor force data. The results indicate that in these countries the level of job losses is predominantly due to a reduction in demand rather than a reduction in the supply of labor. Closures, global demand shocks, supply disruptions, and other unexplained demand side shocks are significant determinants of jobs lost. Sensitivity of employment to closures, supply disruptions, and sales shocks was of similar magnitude in both countries; however, variation in infection risk was a significant determinant of sales only in Georgia. At the same time, Georgian formal firms were better able to rebound their sales and hire back workers than formal firms in Jordan. Finally, the paper finds no evidence that firms with workers performing tasks that can be performed from home were better able to preserve jobs, given the dominant role of firm-level demand and supply chain shocks.

Employment recovered faster in Chittagong, reaching pre-COVID-19 levels, while Dhaka remained below pre-COVID-19 employment levels. To track the impacts of the COVID-19 crisis on labor markets and household coping strategies, a rapid phone survey was implemented on a representative sample of households living in poor and slum areas of Dhaka and Chittagong City Corporations (CCs). This brief, the third in the series, summarizes results from the first and second rounds of the rapid phone survey, conducted from June 10 to July 10, 2020, and from September 2 to October 11, 2020. Ninety-four percent of respondents interviewed in the first survey round were reached in the second round. This brief focuses on how the labor market situation evolved between the two rounds.Publication Assessing the Vulnerability of Armenian Temporary Labor Migrants during the COVID-19 Pandemic(World Bank, Washington, DC, 2020-07)This paper attempts to assess the vulnerability of Armenian temporary international labor migrants and their families to the labor market challenges posed by the Coronavirus (COVID-19) outbreak. The authors estimate that about fifty percent of temporary labor migrants might have been unable to leave for Russia owing to travel restrictions. Many Armenian migrants in Russia are likely to lose jobs because of some halts in construction activities. Prospective migrants who were unable to leave Armenia are more likely to be jobless based on the employment status they had prior to departing for Russia. This would result in reducing remittances and exposing remittance-dependent households to precarious situations. Targeted policies to address this new vulnerable group are called for.Publication Impacts of COVID-19 on Work and Wages in Cox's Bazar(World Bank, Washington, DC, 2020-12-12)This brief summarizes findings from rapid welfare tracking surveys in Cox’s Bazar. Two rounds of tracking surveys were implemented via phone interviews in 2020 to monitor the impacts of the COVID-19 crisis on labor markets, wages, and household coping strategies. The first round was conducted during the COVID-related lockdowns in April-May 2020. A second round was conducted from October-December 2020 (roughly 6 months after the government-imposed lockdowns). These rapid phone surveys are built on the Cox’s Bazar Panel Survey (CBPS), which is a multi-topic survey that focused on socio-economic outcomes and access to services. The baseline CBPS survey, implemented in March- August 2019, was designed to be representative of the recently displaced Rohingya population (displaced after August 2017) and the full Bangladeshi population in Cox’s Bazar. Within the host community, the survey included hosts from two strata: high exposure (HE, within 3 hours walking distance of a Rohingya camp) and low exposure (LE, more than 3 hours walking distance from a Rohingya camp) areas within the district. The overall sample size of the CBPS baseline was 5020 households (and two adults per household), split roughly equally across Rohingya camps and host communities, and within the latter, equally among HE and LE areas. Key modules of the baseline survey, including detailed labor market modules were administered to two randomly selected adults in each household. The first tracking survey re-interviewed 3,012 adults originally interviewed in the baseline, while the second survey interviewed 3,438 adults baseline adult respondents (1,554 adults in camps). More than half of the adult population in Saudi Arabia is overweight, and one out of five is considered obese. These rates echo what is seen in other Gulf Cooperation Countries, representing an alarming regional challenge. Overweight and obesity have a large impact on the economy - through reduced productivity, increased disability, increased health-care costs, and reduced life expectancy. As Saudi Arabia undergoes massive economic transformation through Vision 2030, addressing this issue will contribute significantly to building its human capital, ensuring higher economic growth, and sustaining a workforce that is healthy and prepared for a productive future. While the causes of overweight and obesity are complex and numerous, several innovative and multisectoral evidence-based interventions are emerging globally as promising. Saudi Arabia has already embarked on the design and implementation of several such interventions and is committed to further expanding and scaling up such efforts in order to meet national goals and achieve results.Publication Within Reach(Washington, DC: World Bank, 2023-11-16)Despite global commitments made through the Paris Agreement in 2015 to combat climate change, their translation into national policies has been slow, raising concerns about the feasibility of achieving climate targets. While policies face many obstacles, the political economy is one of the primary impediments to climate action, and urgency to reduce emissions makes slow and gradual approach increasingly insufficient. The report attempts to identify key political economy barriers and explore options to address them through the 4i Framework, considering how institutions, interests, ideas, and influence affect the political economy. The report offers a practical guide to help countries address political economy barriers when implementing climate policies with three prongs: (1) Climate Governance: governments can adapt their institutional framework, in ways that fit with the pre-existing political economy and moving from opportunistic and unstable to strategic and stable climate institutions. Establishing strategic climate governance institutions – such as climate change framework laws, long-term strategies, or just transition frameworks - can alter the political economy, set clear objectives, improve coordination across actors, and improve the ability to monitor progress and hold decisionmakers accountable. (2) Policy Sequencing: policies can be prioritized and sequenced based on dynamic efficiency, considering not only the economic costs and benefits, but also their feasibility and long-term impact on the political economy. The Climate Policy Feasibility Frontier tool can help identify policies that can overcome short-term political economy obstacles, and at the same time improve capacities and change the political economy to facilitate further climate action. (3) Policy Design and Engagement, considers the effective implementation of climate reforms by tactically navigating political economy constraints. This involves engaging citizens to create process legitimacy and reducing and managing distributional effects, not only across but also within income groups.Publication World Bank Support to Aging Countries(World Bank, Washington, DC, 2021-07-20)Population aging—resulting from falling fertility rates, declining mortality, and increased longevity—shapes the profile and the needs of a growing number of countries. How effective has the World Bank been in tailoring its support to provide an adequate response to this evolving challenge? This evaluation is the first report from the Independent Evaluation Group to assess the World Bank’s contribution to diagnosing client countries’ demographic issues related to population aging; understanding the variance in policy needs and context specificities; and providing vision, tools, and resources to respond to challenges in countries at different stages of aging. This evaluation aims to inform the World Bank Group’s Board of Executive Directors, management, and staff about the relevance, coherence, and operationalization of World Bank support to aging countries. The World Bank is increasingly called on to offer support to respond to the deep socioeconomic challenges its clients are facing because of population aging. Providing adequate responses to aging countries will become more of a priority as the phenomenon accelerates and becomes more prominent in World Bank client countries.Publication Digital Africa(Washington, DC: World Bank, 2023-03-13)All African countries need better and more jobs for their growing populations. "Digital Africa: Technological Transformation for Jobs" shows that broader use of productivity-enhancing, digital technologies by enterprises and households is imperative to generate such jobs, including for lower-skilled people. At the same time, it can support not only countries’ short-term objective of postpandemic economic recovery but also their vision of economic transformation with more inclusive growth. These outcomes are not automatic, however. Mobile internet availability has increased throughout the continent in recent years, but Africa’s uptake gap is the highest in the world. Areas with at least 3G mobile internet service now cover 84 percent of Africa’s population, but only 22 percent uses such services. And the average African business lags in the use of smartphones and computers as well as more sophisticated digital technologies that catalyze further productivity gains. Two issues explain the usage gap: affordability of these new technologies and willingness to use them. For the 40 percent of Africans below the extreme poverty line, mobile data plans alone would cost one-third of their incomes—in addition to the price of access devices, apps, and electricity. Data plans for small- and medium-size businesses are also more expensive than in other regions. Moreover, shortcomings in the quality of internet services—and in the supply of attractive, skills-appropriate apps that promote entrepreneurship and raise earnings—dampen people’s willingness to use them. For those countries already using these technologies, the development payoffs are significant. New empirical studies for this report add to the rapidly growing evidence that mobile internet availability directly raises enterprise productivity, increases jobs, and reduces poverty throughout Africa. To realize these and other benefits more widely, Africa’s countries must implement complementary and mutually reinforcing policies to strengthen both consumers’ ability to pay and willingness to use digital technologies. These interventions must prioritize productive use to generate large numbers of inclusive jobs in a region poised to benefit from a massive, youthful workforce—one projected to become the world’s largest by the end of this century.
