Abstract
As the two-year Coronavirus (COVID-19) crisis appears to wane, new economic shocks have cast shadows over the global economy heightening uncertainty about the short-to-medium path to recovery. The supply shock associated with the war in Ukraine is expected to blunt the promising economic recovery around the world and has raised the specter of stagflation in advanced countries, leading to tightening conditions in global financial markets. Measures undertaken by China to control the spread of the Omicron variant of COVID-19 are also impacting its growth and the performance of global value chains. Additional risks threaten the recovery prospects of the global economy. New COVID-19 variants continue to be a severe risk, and as people around the world grow weary of pandemic-measures, this ‘fatigue’ could hamper attempts at controlling the spread. Vietnam’s economy is rebounding after two bruising years but faces domestic challenges and an unfavorable external environment in the short-to-medium-term. High vaccination rates facilitated the re-opening of the Vietnamese economy after the lockdowns of Q3-2021. Chapter 1 of this Taking Stock report reviews the recent developments in Vietnam’s economy and assesses its short-to-medium term prospects. It examines the country’s growth performance, its external balance, and monetary and fiscal policy responses during the first half of 2022. Chapter 2 reviews the performance in tertiary education access and outcomes.

Publication Educational Upgrading and Returns to Skills in Latin America : Evidence from a Supply-Demand Framework, 1990–2010(2011-12-01)It has been argued that a factor behind the decline in income inequality in Latin America in the 2000s was the educational upgrading of its labor force. Between 1990 and 2010, the proportion of the labor force in the region with at least secondary education increased from 40 to 60 percent. Concurrently, returns to secondary education completion fell throughout the past two decades, while the 2000s saw a reversal in the increase in the returns to tertiary education experienced in the 1990s. This paper studies the evolution of wage differentials and the trends in the supply of workers by educational level for 16 Latin American countries between 1990 and 2000. The analysis estimates the relative contribution of supply and demand factors behind recent trends in skill premia for tertiary and secondary educated workers. Supply-side factors seem to have limited explanatory power relative to demand-side factors, and are only relevant to explain part of the fall in wage premia for high-school graduates. Although there is significant heterogeneity in individual country experiences, on average the trend reversal in labor demand in the 2000s can be partially attributed to the recent boom in commodity prices that could favor the unskilled (non-tertiary educated) workforce, although employment patterns by sector suggest that other within-sector forces are also at play, such as technological diffusion or skill mismatches that may reduce the labor productivity of highly-educated workers.Publication Malaysia Economic Monitor, December 2013 : High-Performing Education(World Bank, Bangkok, 2013-12)Malaysia's economy regained momentum but yearly growth is set to decelerate in 2013. Export recovery into 2014 is expected to offset slower domestic demand and lead to a pick-up in growth. Fiscal consolidation is picking up pace with subsidy cuts, sin tax increases, and less generous public service bonuses. The full implementation of the minimum wage in January 2014 will provide an additional boost to households, as will increased cash transfers that are part of the government's strategy for subsidy rationalization and modernizing social protection. Malaysia performs very well with respect to access to education. Enrolments at primary and lower secondary levels are nearly universal and recent gains in pre-primary education have been note-worthy. Among East Asian countries that participated in the 2012 Program for International Student Assessment (PISA), Malaysian students only outperform their Indonesian peers, and lag even lower-income countries (including, by a wide margin, Vietnam). Expenditure on basic education is more than double that of other Association of Southeast Asian Nations (ASEAN) countries and the decline in learning outcomes occurred while inputs to education were expanding and the size of the student population was falling. The key constraints to improving the quality of basic education thus relate not to the quantity of inputs but institutions. 46 percent of principals report a lack of qualified teaching staff as a constraint, and Ministry of Education (MOE) admits that in recent years some candidates enrolling in teacher training institutions did not meet minimum requirements of academic achievement at the secondary level. Lifting these constraints entails refining some of the measures recommended in the Education Blueprint for high-performing education system: (1) moving towards school-based decision-making; (2) improving parental involvement and enhancing accountability; and (3) improving incentives and recruitment for teachers. The government may consider piloting fixed contract recruitments with tenure contingent on performance, and tying retraining and up-skilling efforts with certification.Publication The Labor Market Story Behind Latin America's Transformation(Washington, DC, 2012-10)After a robust recovery following the global crisis, Latin American and the Caribbean (LAC) has entered into a phase of lower growth dynamics: economic activity in the region is expected to expand by about 3 percent in 2012, after having grown at 4 percent in 2011 and 6 percent in 2010. This deceleration is not specific to LAC but is part of a global slowdown. World growth is indeed declining sharply, from 4.5 percent in 2011 to about 2.3 percent in 2012. Notably, the slowdown in middle-income regions has taken place in a highly synchronized manner: growth rates in LAC, Eastern Europe and South East Asia have fallen by a very similar magnitude (about 3 percentage points) between 2010 and 2012. While this synchronization reflects exogenous (global) forces the spillover to emerging markets of weaker activity in the world's growth poles, particularly Europe and China it also reflects endogenous (internal) dynamics, particularly the fact that many Middle Income Countries (MIC) had already reached in 2010-2011 the peak of their own business cycles. This synchronicity notwithstanding, the 2012 growth forecasts for individual countries in LAC are significantly heterogeneous, reflecting complex interactions between external and country-specific factors. The first chapter, which is shorter, concerns the economic juncture and growth prospects. The second chapter, which is longer and more substantive, deals with selected labor issues from both the structural and cyclical viewpoints.Publication Are Microcredit Borrowers in Bangladesh Over-indebted ?(World Bank, Washington, DC, 2013-08)Microcredit programs in Bangladesh have experienced spectacular growth in recent years, with a growing number of borrowers availing credit from multiple microcredit agencies. There is a growing concern that if there are not sufficient returns to borrowing from microfinance institutions (MFIS), some borrowers might be taking loans that they will not be able to repay. A household may be considered over-indebted, for example, if its debt liability exceeds 40 percent of its income or assets. Using a long panel of household survey data from Bangladesh, the paper finds that some 26 percent of microcredit borrowers are over-indebted on this measure versus 22 percent of non-microcredit borrowers. Econometric analysis suggests that both MFI competition and multiple borrowing raise indebtedness. However, repeated borrowing, while it affects short-term liability adversely, does affect the long-term debt-asset ratio favorably. That is, repeated borrowing helps increase assets more than debt over time. Microcredit borrowers in Bangladesh are thus not necessarily over-indebted. But when borrowing is seen as protection against shocks such as floods even at the cost of being indebted, MFIs may offer micro-insurance schemes to safeguard borrowers against economic shocks.Publication Meeting the Challenges of Secondary Education in Latin America and East Asia : Improving Efficiency and Resource Mobilization(Washington, DC: World Bank, 2006)In a context of increased primary school enrollment rates, secondary education is appearing as the next big challenge for Latin American and East Asian countries. This report seeks to undertake a detailed diagnostic of secondary education in these two regions, understand some of the main constraints to the expansion and improvement of secondary education, and suggest policy options to address these constraints, with focus on policies that improve the mobilization and use of resources.

Publication Global Economic Prospects, January 2025(Washington, DC: World Bank, 2025-01-16)Global growth is expected to hold steady at 2.7 percent in 2025-26. However, the global economy appears to be settling at a low growth rate that will be insufficient to foster sustained economic development—with the possibility of further headwinds from heightened policy uncertainty and adverse trade policy shifts, geopolitical tensions, persistent inflation, and climate-related natural disasters. Against this backdrop, emerging market and developing economies are set to enter the second quarter of the twenty-first century with per capita incomes on a trajectory that implies substantially slower catch-up toward advanced-economy living standards than they previously experienced. Without course corrections, most low-income countries are unlikely to graduate to middle-income status by the middle of the century. Policy action at both global and national levels is needed to foster a more favorable external environment, enhance macroeconomic stability, reduce structural constraints, address the effects of climate change, and thus accelerate long-term growth and development.Publication World Bank East Asia and Pacific Economic Update, April 2025: A Longer View(Washington, DC: World Bank, 2025-04-24)East Asia and Pacific (EAP) outpaced most regions in economic growth in 2024. To sustain this momentum and generate jobs, EAP countries must navigate global uncertainty and tackle long-term challenges tied to shifting global integration, climate change, and demographic trends. In its 2025 Regional Economic Update, the World Bank projects that growth in EAP will slow down to 4.0 percent in 2025, compared to 5.0 percent in 2024. Uncertainty around these projections remains high, and growth outcomes will depend on global developments and national policy choices.Publication World Development Report 2024(Washington, DC: World Bank, 2024-08-01)Middle-income countries are in a race against time. Many of them have done well since the 1990s to escape low-income levels and eradicate extreme poverty, leading to the perception that the last three decades have been great for development. But the ambition of the more than 100 economies with incomes per capita between US$1,100 and US$14,000 is to reach high-income status within the next generation. When assessed against this goal, their record is discouraging. Since the 1970s, income per capita in the median middle-income country has stagnated at less than a tenth of the US level. With aging populations, growing protectionism, and escalating pressures to speed up the energy transition, today’s middle-income economies face ever more daunting odds. To become advanced economies despite the growing headwinds, they will have to make miracles. Drawing on the development experience and advances in economic analysis since the 1950s, World Development Report 2024 identifies pathways for developing economies to avoid the “middle-income trap.” It points to the need for not one but two transitions for those at the middle-income level: the first from investment to infusion and the second from infusion to innovation. Governments in lower-middle-income countries must drop the habit of repeating the same investment-driven strategies and work instead to infuse modern technologies and successful business processes from around the world into their economies. This requires reshaping large swaths of those economies into globally competitive suppliers of goods and services. Upper-middle-income countries that have mastered infusion can accelerate the shift to innovation—not just borrowing ideas from the global frontiers of technology but also beginning to push the frontiers outward. This requires restructuring enterprise, work, and energy use once again, with an even greater emphasis on economic freedom, social mobility, and political contestability. Neither transition is automatic. The handful of economies that made speedy transitions from middle- to high-income status have encouraged enterprise by disciplining powerful incumbents, developed talent by rewarding merit, and capitalized on crises to alter policies and institutions that no longer suit the purposes they were once designed to serve. Today’s middle-income countries will have to do the same.Publication Vietnam Country Climate and Development Report(Washington, DC: World Bank, 2022-07-01)Like most countries in the world, Vietnam is increasingly seeing its development affected by climate change. With a coastline of 3,260 kilometers that includes major cities and production sites, Vietnam is highly exposed to sea-level rise. Climate change impacts on the Vietnamese economy and national welfare are already significant—about 3.2 percent of gross domestic product (GDP) in 2020—and they are expected to escalate rapidly even if greater efforts are made to mitigate future climate change around the world. Vietnam has historically had very low greenhouse gas (GHG) emissions, but over the past two decades, it has seen some of the fastest emissions growth rates in the world. From 2000 to 2015, as GDP per capita increased from $390 to $2,000, per capita emissions more than quadrupled. Vietnam’s GHG emissions are associated with toxic air pollution in many of its cities today, with implications for health and labor productivity. At the UN Climate Change Conference in Glasgow in November 2021 (COP26), the Prime Minister made several commitments, including an ambitious target of reducing emissions to net zero by 2050. Vietnam’s increased attention to climate change and the environment reflects the growing economic costs of resource depletion and climate impacts, which have already started to harm trade and investment— two key drivers of the nation’s robust growth and job creation in recent decades. Vietnam now faces critical questions about how to respond to climate change: How intensively should it work to adapt to previous and predicted damages caused by climate change, given the uncertainty of global mitigation efforts? How much will it cost to reduce GHG emissions? How can the private sector be mobilized to help achieve Vietnam’s climate goals? Are there trade-offs between adaptation and mitigation investments? Are there trade-offs between economic growth, poverty reduction, and climate action, and how can they be managed? Which sectors and regions should be prioritized? What are the distributional implications of a low-carbon, climate-resilient growth path? The Vietnam Country and Climate Development Report (CCDR) investigates these questions. One of the first in a series of country-level diagnostics produced by the World Bank Group (WBG) under its 2021–2025 Climate Change Action Plan, the CCDR examines the adaptation and mitigation challenges faced by Vietnam. It pays special attention to policy trade-offs and provides recommendations to help policy makers prioritize among a range of options, recognizing uncertainties about future climate change impacts and the availability of technology and financing.Publication Taking Stock, March 2025: Electrifying Journeys(Washington, DC: World Bank, 2025-03-12)Viet Nam’s real GDP growth reached 7.1 percent in 2024, driven by a strong rebound in exports, outpacing most regional peers. External demand strongly rebounded in 2024 after a contraction in 2023. Final consumption and investment growth also accelerated in 2024 reaching 6.6 and 7.2 percent, respectively, supporting the growth momentum. However, private consumption remained a moderate driver of aggregate demand relative to the region (54 percent of GDP compared to a median of 61.7 percent, respectively) as household savings increased amid heightened uncertainty in recent years. Viet Nam’s GDP growth is forecast to moderate to 6.8 percent in 2025 before settling at 6.5 percent in 2026. The rebound in exports in 2024 is expected to ease in 2025 and further into 2026 due to projected economic slowdown in China and the United States in the near-team - Viet Nam’s largest trade partners – and uncertain global trade prospects from shifts in trade policy. Domestic activities and services are expected to continue to firm up in 2025 and into 2026 as the real estate market recovery gathers steam. The outlook for Viet Nam remains positive but with heightened uncertainties. Given Viet Nam’s openness to the global economy, the main uncertainty stems from slower-than-expected global growth and trade disruptions, particularly among major trading partners such as the United States, European Union, and China. Such developments, including heightened uncertainties from trade policy shifts and deepening trade fragmentation, could impact Viet Nam’s manufacturing exports, industrial production, and growth. On the other hand, increased public investment could further support demand and contribute to growth. An accelerated recovery in the real estate market thanks to faster project clearance could further boost domestic demand. The special focus of this edition focuses on preparing e-mobility transition in the transport sector. This analysis examines the critical steps required to decarbonize road transportation in Vietnam by using electric vehicles and rolling out a network of public charging stations. It explores the implications of this transition on electricity demand, greenhouse gas emissions, and job creation. The report presents a set of recommendations to achieve the Government’s ambitious target of having 50 percent of urban vehicles and 100 percent of urban buses and taxis powered by electricity or green energy by 2030, and subsequently reaching 100 percent for all road vehicles by 2050.
