Abstract
This diagnosis is part of the World Bank’s technical assistance to the Haitian authorities regarding financial inclusion and financial sector development. The industrial development fund (FDI), a public instrument under the umbrella of the Bank of the Republic of Haiti (BRH), maintains advantages for agricultural financing in the country - subject to a clarification of its mandate and a strengthening of its capacities. The development and sustainability of an agricultural insurance program in Haiti faces many challenges. The World Bank Group supports the Haitian agricultural sector through numerous projects. In particular, these include the Resilient Productive Landscapes Project, which promotes sustainable land management, and the Strengthening Public Agricultural Services Project (RESEPAG II), which has established a co-financing mechanism for subprojects. It is called the co-financing fund for agricultural extension services (FSV) and includes a voucher system to acquire the agricultural goods and services needed for the adoption of technical packages from approved suppliers. On the basis of this diagnosis, recommendations aim to respond to the main constraints identified in order to promote sustainable financing of the agricultural sector by Haitian financial institutions. These recommendations focus on the supply of agricultural finance, while also recognizing the essential role of general agricultural support policies.

Publication Haiti Coffee Supply Chain Risk Assessment(Washington, DC, 2010-03)Coffee is an ecologically and economically significant crop for Haiti. It is not only the main source of income for more than 100,000 farmers, but the coffee ecosystem also sustains a large part of the remaining tree cover (currently at less than 1.5 percent of land) of the country. This report does not aim to detail the structural constraints impacting upon the Haitian coffee sub-sector. Instead, it describes the risks affecting the existing supply chain in terms of their potential impact and prioritizes the risks and areas requiring attention for risk management, investment, and capacity building. The Haitian coffee industry is constrained by significant systemic problems which have contributed to its decline over the years. Some of these major constraints include: (1) the structure of the coffee creole garden which contributes to low on-farm coffee productivity; (2) a land tenure system which inhibits long term investment; (3) poor transportation and logistics infrastructure; (4) limited access to credit and high interest rates; (5) aging coffee trees and farmers; (6) waning government interest and support for the coffee sub-sector; (7) lack of industry level coordination; and (8) a lack of international and domestic promotion of the Haitian coffee industry.Publication Subsidies as an Instrument in Agriculture Finance : A Review(World Bank, Washington, DC, 2011)This paper presents a literature review of issues related to recent subsidies and investments in the financial sector that have been designed to address the immediate effects of the crises and to develop the financial institutions necessary to modernize agriculture. Section two of the paper discusses the impact of recent food, fuel, and financial crises on developing countries and the emergency actions taken by countries and international agencies to reduce the suffering inflicted on poor people. It also discusses the challenge of finding a balance between pragmatic immediate responses and longer-term objectives. The third section discusses the role of finance in agricultural development and poverty alleviation. Section four deals with the challenge of creating credit markets in developing countries. The fifth section covers shifts in the paradigm used to intervene in credit markets and summarizes the main features of the old directed-credit and the new financial systems paradigms. This is followed by a sixth section that summarizes highlights in the development of the microfinance industry. It covers guidelines created for developing microfinance, microfinance penetration into rural areas and agriculture, innovations and prospects for future agricultural lending, and insights gained about the impact of finance on poor households. The seventh section addresses topics related to the demand for credit, including rates of return earned in agriculture and in microenterprises, and research results analyzing sensitivity of loan demand to interest rates. Section eight describes major interventions by international agencies and points the way forward for agricultural credit. It reviews the debates about the use of grants and subsidies, especially in the food, fertilizer, and credit markets, and the rationale for smart subsidies. It then describes experiences in five major areas of international agency activities: micro-insurance and weather-index-based insurance, credit guarantee funds, warehouse receipts, specialized agricultural development banks, and agricultural investment funds. Section nine summarizes the main conclusions based on literature consulted for this review. It identifies major lessons learned with suggestions for priorities that Improving Capacity Building in Rural Finance (CABFIN) members might consider supporting in their projects and programs.Publication Tunisia Agricultural Finance Study : Main Summary Report(Washington, DC, 2012-05-07)The Tunisia agricultural finance study was carried out in response to a request made in December 2009 by the Tunisian Ministry of Agriculture (MoA) for support for a study on the key constraints in agricultural finance. Technical and financial support was specifically requested for: (i) a comprehensive diagnostic analysis of the current mechanisms and problems of financing of the agricultural sector in Tunisia, including those by financial institutions and from budget resources, foreign direct investment, and insurance; (ii) a comparison of the Tunisian experience with successful experiences made in other comparable countries; and (iii) the formulation of concrete proposals. The diagnostic part was also requested to include the regulations pertaining to agricultural credit, other constraints impeding the development of agricultural finance, such as costs, profitability, professional organizations, extension services, research etc., and to look at the indebtedness of smallholders. It was also requested that the recommendations help to: (i) better define the objectives to be achieved in terms of financing of agriculture; (ii) increase the participation of the financial sector in financing agriculture; (iii) help identify need for support by different types of farmers; (iv) identify new instruments geared at qualitative and technological changes; (v) reduce the indebtedness of farmers; and (vi) help improve the subsidies for agricultural investment. There are two main written outputs of the Tunisia agricultural finance study. The experts working on the study have compiled a great deal of detailed background information diagnosing the current situation, describing practices in other countries, and providing recommendations on how to improve the situation in Tunisia. These details are provided in the accompanying full technical report, which should be of interest to technicians. The present report the main summary report provides a summary of the main findings and recommendations for policy makers.Publication Strengthening Quality, Growth, and Performance in Agriculture Finance : Lessons from India(World Bank, Washington, DC, 2012-02)This report presents the key message, lessons, and insights from agrifin's first knowledge exchange event, held in Hyderabad, India, March 7-12, 2011. Agrifin is a special initiative aimed at building capacity in agriculture finance for commercially-oriented smallholders and small and medium enterprise (SME) agribusiness market segments. The initiative, managed by the World Bank, through generous support from the bill and Melinda gates foundation, provides matching grant funding to financial institutions and regulated microfinance institutions that have a demonstrated potential for scaling up sustainable business models in agriculture finance. in complement to the grant funding, agrifin fosters learning in the agriculture finance space by facilitating peer-to-peer exchanges, such as this event, as well as by documenting and sharing lessons learned with the broader public, based but not exclusively on agrifin grant recipients' experiences. This event provided an opportunity for agrifin's partner financial institutions in Burkina Faso, Cambodia, Mali, Mozambique, Nepal, Senegal, Sri Lanka, and Uganda, together with senior World Bank experts, to learn about sustainable practices in agricultural lending. Participants had the opportunity to engage with senior officials from three prominent financial institutions in India (Andhra Bank, BASIX, and HDFC Bank).Publication An Analytical Toolkit for Support to Contract Farming(Washington, DC, 2014-05)Over the past century or so, a wide assortment of pre-harvest agreements, joint ventures, deals, and pledges that can be termed contract farming have been brokered between farmers and buyers. During the 1980s and 1990s, contract farming was frequently criticized as a potentially exploitative arrangement, which favored the more powerful buyer and left the small-scale farmer and the environment vulnerable to abuse. More recently, there is renewed interest from policy makers and their development partners in contract farming as a means of leveraging the recent wave of large-scale investment in land and agriculture to include small-scale farmers and to link them to new market opportunities. The establishment of contract farming becomes a means to link small-scale farmers to markets, which may otherwise be inaccessible for reasons of distance, standards, processing, or any of the other disconnections and impediments that hold them back. However, there have been few attempts to evaluate donor-supported contract farming projects, either financially or economically, or to measure their inclusiveness and their impact in the community. This document aims to provide a task team leader with tools for a critical evaluation of projects promoting contract farming schemes before, during, and after the life span of the project. This toolkit has three objectives: provide guidance on what kinds of contract farming schemes work well, and in what circumstances (the best practice function); provide guidance on how to analyze inclusive contract farming schemes in order to identify those with a good chance of success and sustainability - the right horse to back (the diagnostic function); and provide a framework for applying socio-economic and financial analysis to operations that support such schemes (the cost-benefit function).

Publication Doing Business 2014 : Understanding Regulations for Small and Medium-Size Enterprises(Washington, DC: World Bank Group, 2013-10-28)Eleventh in a series of annual reports comparing business regulation in 185 economies, Doing Business 2014 measures regulations affecting 11 areas of everyday business activity: Starting a business, Dealing with construction permits, Getting electricity, Registering property, Getting credit, Protecting investors, Paying taxes, Trading across borders, Enforcing contracts, Closing a business, Employing workers. The report updates all indicators as of June 1, 2013, ranks economies on their overall “ease of doing business”, and analyzes reforms to business regulation – identifying which economies are strengthening their business environment the most. The Doing Business reports illustrate how reforms in business regulations are being used to analyze economic outcomes for domestic entrepreneurs and for the wider economy. Doing Business is a flagship product by the World Bank and IFC that garners worldwide attention on regulatory barriers to entrepreneurship. More than 60 economies use the Doing Business indicators to shape reform agendas and monitor improvements on the ground. In addition, the Doing Business data has generated over 870 articles in peer-reviewed academic journals since its inception.Publication Digital Africa(Washington, DC: World Bank, 2023-03-13)All African countries need better and more jobs for their growing populations. "Digital Africa: Technological Transformation for Jobs" shows that broader use of productivity-enhancing, digital technologies by enterprises and households is imperative to generate such jobs, including for lower-skilled people. At the same time, it can support not only countries’ short-term objective of postpandemic economic recovery but also their vision of economic transformation with more inclusive growth. These outcomes are not automatic, however. Mobile internet availability has increased throughout the continent in recent years, but Africa’s uptake gap is the highest in the world. Areas with at least 3G mobile internet service now cover 84 percent of Africa’s population, but only 22 percent uses such services. And the average African business lags in the use of smartphones and computers as well as more sophisticated digital technologies that catalyze further productivity gains. Two issues explain the usage gap: affordability of these new technologies and willingness to use them. For the 40 percent of Africans below the extreme poverty line, mobile data plans alone would cost one-third of their incomes—in addition to the price of access devices, apps, and electricity. Data plans for small- and medium-size businesses are also more expensive than in other regions. Moreover, shortcomings in the quality of internet services—and in the supply of attractive, skills-appropriate apps that promote entrepreneurship and raise earnings—dampen people’s willingness to use them. For those countries already using these technologies, the development payoffs are significant. New empirical studies for this report add to the rapidly growing evidence that mobile internet availability directly raises enterprise productivity, increases jobs, and reduces poverty throughout Africa. To realize these and other benefits more widely, Africa’s countries must implement complementary and mutually reinforcing policies to strengthen both consumers’ ability to pay and willingness to use digital technologies. These interventions must prioritize productive use to generate large numbers of inclusive jobs in a region poised to benefit from a massive, youthful workforce—one projected to become the world’s largest by the end of this century.Publication Classroom Assessment to Support Foundational Literacy(Washington, DC: World Bank, 2025-03-21)This document focuses primarily on how classroom assessment activities can measure students’ literacy skills as they progress along a learning trajectory towards reading fluently and with comprehension by the end of primary school grades. The document addresses considerations regarding the design and implementation of early grade reading classroom assessment, provides examples of assessment activities from a variety of countries and contexts, and discusses the importance of incorporating classroom assessment practices into teacher training and professional development opportunities for teachers. The structure of the document is as follows. The first section presents definitions and addresses basic questions on classroom assessment. Section 2 covers the intersection between assessment and early grade reading by discussing how learning assessment can measure early grade reading skills following the reading learning trajectory. Section 3 compares some of the most common early grade literacy assessment tools with respect to the early grade reading skills and developmental phases. Section 4 of the document addresses teacher training considerations in developing, scoring, and using early grade reading assessment. Additional issues in assessing reading skills in the classroom and using assessment results to improve teaching and learning are reviewed in section 5. Throughout the document, country cases are presented to demonstrate how assessment activities can be implemented in the classroom in different contexts.Publication World Development Report 2006(Washington, DC, 2005)This year’s Word Development Report (WDR), the twenty-eighth, looks at the role of equity in the development process. This Report offers practical insights for policymakers, executives, scholars, and all those with an interest in economic development.Publication World Development Report 2011(World Bank, 2011)The 2011 World development report looks across disciplines and experiences drawn from around the world to offer some ideas and practical recommendations on how to move beyond conflict and fragility and secure development. The key messages are important for all countries-low, middle, and high income-as well as for regional and global institutions: first, institutional legitimacy is the key to stability. When state institutions do not adequately protect citizens, guard against corruption, or provide access to justice; when markets do not provide job opportunities; or when communities have lost social cohesion-the likelihood of violent conflict increases. Second, investing in citizen security, justice, and jobs is essential to reducing violence. But there are major structural gaps in our collective capabilities to support these areas. Third, confronting this challenge effectively means that institutions need to change. International agencies and partners from other countries must adapt procedures so they can respond with agility and speed, a longer-term perspective, and greater staying power. Fourth, need to adopt a layered approach. Some problems can be addressed at the country level, but others need to be addressed at a regional level, such as developing markets that integrate insecure areas and pooling resources for building capacity Fifth, in adopting these approaches, need to be aware that the global landscape is changing. Regional institutions and middle income countries are playing a larger role. This means should pay more attention to south-south and south-north exchanges, and to the recent transition experiences of middle income countries.
