Abstract
Two of the seven major development challenges of the Royal Government of Bhutan identified for the Donors Development Forum, held in Thimpu in November 2000, were private sector development and employment generation. Given the fact that the public sector is unlikely to expand further in the forseeable future, these issues become two sides of the same coin. Future employment generation in Bhutan can only come from the further growth of the private sector. The prinicpal objectives of this report and associated survey work is to assist the Government in developing an improved information base on the private sector and to thereby assist it in formulating its strategy for private sector support over the period of the Ninth Five-Year Development Plan. The main recommendations put forth for private sector development include: Establishment of a transparent system of tax relief and possibly a system of industry levies to support radically increased worker and management training. Development of a transparent, time-bound, policy for recruiting non-national workers. Encouragement of the development of innovative financial instruments and payment modalities. Support of technology transfer mechanisms and provide incentives through tax breaks. Finalization and approval of the new foreign direct investment law. Implementation of a system of duty drawback on imported raw materials used to produce export products. Development of a clear, consistent, and transparent policy environment.

Publication Bhutan Investment Climate Assessment Report : Vitalizing the Private Sector, Creating Jobs, Volume 1. Summary Report(Washington, DC, 2010-09)The objective of the Bhutan Investment Climate Assessment (ICA) is to evaluate the investment climate in Bhutan in all its operational dimensions and promote policies to strengthen the private sector. This ICA consists of two volumes. Volume 1 summarizes the main results. Volume 2 presents a more detailed analysis of each of the three main themes of the report: labor productivity and skills, access to finance, and business government relations, and is supplemented by a chapter on the gender dimensions of the investment climate. Volume 2 also includes the supporting econometric analysis of the enterprise survey data. The purpose of Volume 2 is to provide additional detail on the underlying data and analysis which supports the main results summarized in Volume 1. In Volume 2, Chapter 1 sets the Bhutanese context and background, explains what's new in the second Bhutan Investment Climate Assessment, and presents the overall findings of the 2010 report. Chapter 2 reviews the characteristics of the investment climate in Bhutan, including the macroeconomic perspective. Chapter 3 discusses labor productivity and skills and the importance of focusing on high value added niche industries. Chapter 4 reviews access to finance as a primary constraint to firms in Bhutan and discusses an apparent access to finance paradox. Chapter 5 reviews the business government enabling environment in Bhutan and the importance of licensing reform. Chapter 6 discusses the gender dimension of the investment climate in Bhutan.Publication Light Manufacturing in Tanzania : A Reform Agenda for Job Creation and Prosperity(Washington, DC: World Bank, 2013-09)The chapters in part one provides the overall context of light manufacturing in Tanzania. Chapter one presents the rationale for the study, the potential of the sector in creating jobs and prosperity for Africa, and the approach and methodology of the study. Chapter two reviews Tanzania's recent economic performance and prospects and concludes that, despite good macroeconomic performance, the country still needs to pursue structural transformation and diversification. Moreover, despite Tanzania's abundant natural endowments, manufacturing remains a viable source for job creation and prosperity. Chapter three examines the overall business environment among firms of all sizes in light industry in Tanzania. It first reviews the macroeconomic framework, focusing on wages, exchange rates, and interest rates before analyzing the microeconomic issues affecting firms such as export incentives, trade logistics, and access to electricity, land, and finance. Competition, an issue of paramount importance in improving Tanzania's competitiveness, is analyzed next, before a discussion of a potential shortcut for addressing some of the related macro and micro problems.Publication Light Manufacturing in Africa : Targeted Policies to Enhance Private Investment and Create Jobs(World Bank, 2012-02-21)The World Bank's strategy for Africa's future recognizes the central importance of industrialization in Sub-Saharan Africa, and the consequent creation of productive jobs for Africans, which have long been a preoccupation of African leaders and policy makers. This book represents an attempt to address these issues. The book stresses that, while the recent turnaround in Africa's economic growth is encouraging, this growth must be accompanied by structural transformation to be sustainable and to create productive employment for its people. For many African countries, this transformation involves lifting workers from low-productivity agriculture and informal sectors into higher productivity activities. Light manufacturing can offer a viable solution for Sub-Saharan Africa, given its potential competitiveness that is based on low wage costs and abundance of natural resources that supply raw materials needed for industries. This study has five features that distinguish it from previous studies. First, the detailed studies on light manufacturing at the subsector and product levels in five countries provide in-depth cost comparisons between Asia and Africa. Second, building on a growing body of work, the report uses a wide array of quantitative and qualitative techniques, including quantitative surveys and value chain analysis, to identify key constraints to enterprises and to evaluate differences in firm performance across countries. Third, the findings that firm constraints vary by country, sector, and firm size led us to adopt a targeted approach to identifying constraints and combining market-based measures and selected government interventions to remove them. Fourth, the solution to light manufacturing problems cuts across many sectors and does not lie only in manufacturing alone. Solving the problem of manufacturing inputs requires solving specific issues in agriculture, education, and infrastructure. Fifth, the report draws on experiences and solutions from other developing countries to inform its recommendations. Chapter 6 discusses the gender dimension of the investment climate in Bhutan.Publication Philippines : Development Policy Update(Washington, DC, 2003-10-16)The Philippines has achieved reasonable economic growth of about 4 percent per annum over the past two years, in spite of adverse global developments, sporadic conflict in Mindanao, political uncertainty and investor concerns regarding fiscal sustainability. The economy has been particularly resilient in view of concerns regarding fiscal management and the limited recovery in investment since the 1997 Asian financial crisis. The persistent low levels of investment - below 20 percent of GNP compared with about 23 percent in the early to mid 1990s - raises concerns about future growth. In recent years it has been consumption rather than investment that has underpinned growth, and this cannot continue indefinitely. Sustained geographically dispersed economic growth and relatively stable prices have resulted in a decline in poverty. Both the public and private sector will need to contribute for the Philippines to more fully achieve its development objectives. Three issues are central to improved public sector performance - fiscal management, off-budget losses and contingent liabilities, and governance. Mindful of the Philippines' relatively poor competitiveness and that growth, employment creation and poverty reduction depend critically on private sector performance, this update focuses on three key investment issues - infrastructure, the financial sector, and competition.

Publication Poverty Reduction in Indonesia : Constructing a New Strategy(Washington, DC, 2001-10-29)The objective of the report is to point at the need for a new poverty strategy, and the areas of action it should cover, where each area should be specifically discussed, addressing the lives of Indonesia's poor, and the tradeoffs policymakers will need to consider, based on the belief that this poverty strategy should emerge from a broad dialogue among stakeholders. First, in broadening poverty, the report looks at the facts of the late 1990s crisis, which revealed the precariousness of Indonesia's gains in reducing expenditure-based poverty. Thus to extend those gains, the poverty strategy needs to be defined, and then redeveloped by acknowledging the multidimensional reality of poverty, and, it is this notion which will lead to making the strategic choices. Second, within the country's political transition to a democratic, decentralized mode of governance, a poverty strategy needs to be consistent with an empowered populace, and democratic policymaking mechanisms. In creating a policy environment for raising the incomes of the poor, the report identifies the resumption of rapid sustainable growth, with rising real wages, employment opportunities, and, limited inflation, including the economic empowerment of the poor, enhanced by poverty-focused public expenditures. Inevitably, the provision of core public services is an area which should address the people's will in local governance policies, focusing on education and health, while providing appropriate infrastructure, and developing safety nets.Publication Boom, Bust and Up Again? Evolution, Drivers and Impact of Commodity Prices: Implications for Indonesia(World Bank, Jakarta, 2010-12)Indonesia is one of the largest commodity exporters in the world, and given its mineral potential and expected commodity price trends, it could and should expand its leading position. Commodities accounted for one fourth of Indonesia's Gross Domestic Product (GDP) and more than one fifth of total government revenue in 2007. The potential for further commodity growth is considerable. Indonesia is the largest producer of palm oil in the world (export earnings totaled almost US$9 billion in 2007 and employment 3.8 million full-time jobs) and the sector has good growth prospects. It is also one of the countries with the largest mining potential in view of its second-largest copper reserves and third-largest coal and nickel reserves in the world. This report consists of seven chapters. The first six chapters present an examination and an analysis of the factors driving increased commodity prices, price forecasts, economic impact of commodity price increases, effective price stabilization policies, and insights from Indonesia's past growth experience. The final chapter draws on the findings of the previous chapters and suggests a development strategy for Indonesia in the context of high commodity prices. This section summarizes the contents of the chapters and their main findings.Publication World Development Report 2004(World Bank, 2003)Too often, services fail poor people in access, in quality, and in affordability. But the fact that there are striking examples where basic services such as water, sanitation, health, education, and electricity do work for poor people means that governments and citizens can do a better job of providing them. Learning from success and understanding the sources of failure, this year’s World Development Report, argues that services can be improved by putting poor people at the center of service provision. How? By enabling the poor to monitor and discipline service providers, by amplifying their voice in policymaking, and by strengthening the incentives for providers to serve the poor. Freedom from illness and freedom from illiteracy are two of the most important ways poor people can escape from poverty. To achieve these goals, economic growth and financial resources are of course necessary, but they are not enough. The World Development Report provides a practical framework for making the services that contribute to human development work for poor people. Readers will gain an understanding of impact evaluations and the best ways to use them to design evidence-based policies and programs. The updated second edition will be a valuable resource for the international development community, universities, and policy makers looking to build better evidence around what works in development.Publication World Development Report 2009(World Bank, 2009)Places do well when they promote transformations along the dimensions of economic geography: higher densities as cities grow; shorter distances as workers and businesses migrate closer to density; and fewer divisions as nations lower their economic borders and enter world markets to take advantage of scale and trade in specialized products. World Development Report 2009 concludes that the transformations along these three dimensions density, distance, and division are essential for development and should be encouraged. The conclusion is controversial. Slum-dwellers now number a billion, but the rush to cities continues. A billion people live in lagging areas of developing nations, remote from globalizations many benefits. And poverty and high mortality persist among the world’s bottom billion, trapped without access to global markets, even as others grow more prosperous and live ever longer lives. Concern for these three intersecting billions often comes with the prescription that growth must be spatially balanced. This report has a different message: economic growth will be unbalanced. To try to spread it out is to discourage it to fight prosperity, not poverty. But development can still be inclusive, even for people who start their lives distant from dense economic activity. For growth to be rapid and shared, governments must promote economic integration, the pivotal concept, as this report argues, in the policy debates on urbanization, territorial development, and regional integration. Instead, all three debates overemphasize place-based interventions. Reshaping Economic Geography reframes these debates to include all the instruments of integration spatially blind institutions, spatially connective infrastructure, and spatially targeted interventions. By calibrating the blend of these instruments, today’s developers can reshape their economic geography. If they do this well, their growth will still be unbalanced, but their development will be inclusive.
