Targeting: Poor and Vulnerable Households in Indonesia

Abstract
Indonesia has experienced strong economic growth over the last forty years. At the same time, the proportion of Indonesians living below the poverty line has fallen dramatically. Nonetheless, around 12 percent of Indonesians remain in poverty and another 30 percent remain highly vulnerable to falling into poverty in any given year. In addition, Indonesia has experienced a number of crises in the last two decades, and such shocks are likely to continue in the future in an increasingly integrated global economy. Over the last fifteen years the Government has been developing social assistance programs designed to promote the poor out of poverty and protect poor and vulnerable households from both individual and more widespread shocks. The coverage, design and implementation of these programs continue to be improved as social protection in Indonesia matures, but a number of issues remain. One of the most important, and difficult, is how these programs can accurately target households who need those most. The challenge is to develop a targeting approach which includes most of the poor and vulnerable while minimizing leakage to the rich. At the same time, the system must be feasible, affordable, and accepted and used by all. Furthermore, identifying which households are poor is a difficult task in any developing country, but is particularly so in Indonesia, which has a very large population, a high degree of geographic dispersion, decentralization of much budgetary and operational governance, and frequent entry and exit of households into and from poverty. This evidence-based report builds in part on innovative research done collaboratively with the Government of Indonesia. In this respect Indonesia is contributing to the frontier of global knowledge on targeting, while also drawing on the experience of other countries. Moving from a thorough assessment of the current effectiveness of targeting in Indonesia, the report contains practical and detailed recommendations for the future. In particular, a National Targeting System is proposed, which envisages developing a single registry of potential beneficiaries to target social assistance to the right households, resulting in more accurate and cost-effective targeting outcomes, and ultimately stronger program impacts.

    Evaluating the Impact of Conditional Cash Transfer Programs

    Several developing economies have recently introduced conditional cash transfer programs, which provide money to poor families contingent on certain behavior, usually investments in human capital, such as sending children to school or bringing them to health centers. The approach is both an alternative to more traditional social assistance programs and a demand-side complement to the supply of health and education services. Unlike most development initiatives, conditional cash transfer programs have been subject to rigorous evaluations of their effectiveness using experimental or quasi-experimental methods. Evaluation results for programs launched in Colombia, Honduras, Jamaica, Mexico, Nicaragua, and Turkey reveal successes in addressing many of the failures in delivering social assistance, such as weak poverty targeting, disincentive effects, and limited welfare impacts. There is clear evidence of success from the first generation of programs in Colombia, Mexico, and Nicaragua in increasing enrollment rates, improving preventive health care, and raising household consumption. Many questions remain unanswered, however, including the potential of conditional cash transfer programs to function well under different conditions, to address a broader range of challenges among poor and vulnerable populations, and to prevent the intergenerational transmission of poverty.

    Peru : Social Safety Nets in Peru

    The report argues that the Peru's Social Safety Net (SSN) reform process needs to be anchored to a coherent national social safety net and poverty reduction strategy. The report suggests that the SSN interventions should be differentiated, as appropriate, between the urban and rural parts of Peru. For instance, workfare programs to deal with cyclical unemployment only make sense in urban areas; and a nationally-led small-scale infrastructure program (such as FONCODES) only makes sense for rural areas. The Report also argues that the implementation arrangements for the SSN strategy should be differentiated for rural and urban areas, due the differences in capacity between the municipal administrations in the major cities and the rest of the country. In the 30 biggest cities, SSN programs should be decentralized, to ensure better responsiveness to local needs and improved transparency. In the rest of the country, for the foreseeable future, strong national agencies will be needed to ensure that SSN programs are effective, but they should work with local governments, as appropriate. The present report provides an in-depth assessment of ways in which Peru's social safety net could be made better targeted and more effective. This complements the 2005 Poverty Assessment which estimated the potential impact on poverty levels of a broad set of policies, including a more efficient social safety net, but also including adequate taxation policies and well-targeted, effective programs in health, education, basic infrastructure and utility services.

    Swaziland : Using Public Transfers to Reduce Extreme Poverty

    Swaziland has a number of social transfer programs, but these are not well coordinated and there is a need to better define the overall priorities of the overall safety net. Swaziland spends a significant amount on safety nets but there is room to increase the efficiency of spending by: (i) improving coordination between programs; (ii) making adjustments to program design and implementation; and (iii) removing some inefficient programs. Social transfers could play a larger role in reducing poverty but there are gaps in how well the safety net supports extremely poor households with children and/or unemployed household members. The assessment recommends that Swaziland should consider adopting a national child grant program and a public works program to fill these gaps.

    Swaziland - Using Public Transfers to Reduce Extreme Poverty

    The report focuses on the social safety net, particularly cash and in-kind transfers. The safety net can play an important role in addressing poverty and vulnerability; however, the process by which the safety nets have been developed in Swaziland has produced a fragmented system that leaves many Swazis unprotected by the safety net. Improvements in efficiency and effectiveness are both necessary and possible. Poverty and extreme poverty in Swaziland are both overwhelmingly rural phenomena. The incidence of poverty is 73 percent in rural areas but only 31 percent in urban areas. Eighty-eight percent of the poor and 95 percent of the extreme poor live in rural areas, and the average consumption of the urban poor is 33 percent below the poverty line while it is 51 percent below the poverty line among the rural poor. Also, poverty is deeper in rural areas than it is in urban areas. The objective of this study is to identify viable ways to make the safety net more relevant and efficient through an in-depth analysis of poverty and vulnerability and of the efficacy of current safety net programs. The report focuses on publicly financed social transfers in Swaziland, including cash and in-kind transfers. This includes programs funded by either national or official international aid. Chapter two explores the risks faced by the Swazis, including but not limited to poverty. Chapter three reviews current social net programs and expenditures and analyzes the efficiency and effectiveness of social transfers. Chapter four analyzes ways to target safety net programs, and chapter five discusses options to increase the relevance and efficiency of the safety net, particularly in light of the recent financial crisis.

    Inclusion and Resilience : The Way Forward for Social Safety Nets in the Middle East and North Africa, OVERVIEW

    The report aims to meet two broad objectives: (a) enhance knowledge about the current state of existing social safety nets (SSNs) and assess their effectiveness in responding to new and emerging challenges to the poor and vulnerable in the region by bringing together new evidence, data, and country-specific analysis; and (b) open up and inform a debate on feasible policy options to make SSNs in the Middle East and North Africa more effective and innovative. First chapter, 'a framework for SSN reform,' describes and illustrates the reasons for the region's growing need for SSN reform and establishes the framework for renewed SSNs. It identifies key goals for SSNs (promoting social inclusion, livelihood, and resilience) and illustrates how these goals have been achieved in some parts of the region and elsewhere. Second chapter, 'key challenges that call for renewed SSNs,' analyzes the challenges facing the region's poor and vulnerable households, which SSNs could focus on as a priority. Two large groups are at higher-than-average poverty risk: children and those who live in rural or lagging areas. The chapter examines factors such as inequality of opportunities and lack of access to services that can perpetuate the lower human development outcomes among the poor in these groups. It also describes the challenge of vulnerability. Finally, it identifies particular social groups that are at a higher risk of exclusion from access to services and employment. Third chapter, 'the current state of SSNs in the Middle East and North Africa,' analyzes SSN spending and assesses different aspects of the SSN systems' performance. Fourth chapter, 'the political economy of SSN reforms in the Middle East and North Africa: what do citizens want?' presents new evidence on citizens' preferences concerning redistribution and SSN design, using newly collected data. It also discusses how political economy considerations could be taken into account in designing renewed SSNs in the region. Fifth chapter, 'the way forward: how to make safety nets in the Middle East and North Africa more effective and innovative,' proposes an agenda for reform and the path for moving forward, using global experience and the evidence presented in the preceding chapters.

    All African countries need better and more jobs for their growing populations. "Digital Africa: Technological Transformation for Jobs" shows that broader use of productivity-enhancing, digital technologies by enterprises and households is imperative to generate such jobs, including for lower-skilled people. At the same time, it can support not only countries’ short-term objective of postpandemic economic recovery but also their vision of economic transformation with more inclusive growth. These outcomes are not automatic, however. Mobile internet availability has increased throughout the continent in recent years, but Africa’s uptake gap is the highest in the world. Areas with at least 3G mobile internet service now cover 84 percent of Africa’s population, but only 22 percent uses such services. And the average African business lags in the use of smartphones and computers as well as more sophisticated digital technologies that catalyze further productivity gains. Two issues explain the usage gap: affordability of these new technologies and willingness to use them. For the 40 percent of Africans below the extreme poverty line, mobile data plans alone would cost one-third of their incomes—in addition to the price of access devices, apps, and electricity. Data plans for small- and medium-size businesses are also more expensive than in other regions. Moreover, shortcomings in the quality of internet services—and in the supply of attractive, skills-appropriate apps that promote entrepreneurship and raise earnings—dampen people’s willingness to use them. For those countries already using these technologies, the development payoffs are significant. New empirical studies for this report add to the rapidly growing evidence that mobile internet availability directly raises enterprise productivity, increases jobs, and reduces poverty throughout Africa. To realize these and other benefits more widely, Africa’s countries must implement complementary and mutually reinforcing policies to strengthen both consumers’ ability to pay and willingness to use digital technologies. These interventions must prioritize productive use to generate large numbers of inclusive jobs in a region poised to benefit from a massive, youthful workforce—one projected to become the world’s largest by the end of this century.

    World Development Report 2023: Migrants, Refugees, and Societies

    Migration is a development challenge. About 184 million people—2.3 percent of the world’s population—live outside of their country of nationality. Almost half of them are in low- and middle-income countries. But what lies ahead? As the world struggles to cope with global economic imbalances, diverging demographic trends, and climate change, migration will become a necessity in the decades to come for countries at all levels of income. If managed well, migration can be a force for prosperity and can help achieve the United Nations’ Sustainable Development Goals. World Development Report 2023 proposes an innovative approach to maximize the development impacts of cross-border movements on both destination and origin countries and on migrants and refugees themselves. The framework it offers, drawn from labor economics and international law, rests on a “Match and Motive Matrix” that focuses on two factors: how closely migrants’ skills and attributes match the needs of destination countries and what motives underlie their movements. This approach enables policy makers to distinguish between different types of movements and to design migration policies for each. International cooperation will be critical to the effective management of migration.

    The second edition of the Impact Evaluation in Practice handbook is a comprehensive and accessible introduction to impact evaluation for policy makers and development practitioners. First published in 2011, it has been used widely across the development and academic communities. The book incorporates real-world examples to present practical guidelines for designing and implementing impact evaluations. Readers will gain an understanding of impact evaluations and the best ways to use them to design evidence-based policies and programs. The updated version covers the newest techniques for evaluating programs and includes state-of-the-art implementation advice, as well as an expanded set of examples and case studies that draw on recent development challenges. It also includes new material on research ethics and partnerships to conduct impact evaluation. The handbook is divided into four sections: Part One discusses what to evaluate and why; Part Two presents the main impact evaluation methods; Part Three addresses how to manage impact evaluations; Part Four reviews impact evaluation sampling and data collection. Case studies illustrate different applications of impact evaluations. The book links to complementary instructional material available online, including an applied case as well as questions and answers. The updated second edition will be a valuable resource for the international development community, universities, and policy makers looking to build better evidence around what works in development.

    Classroom Assessment to Support Foundational Literacy

    This document focuses primarily on how classroom assessment activities can measure students’ literacy skills as they progress along a learning trajectory towards reading fluently and with comprehension by the end of primary school grades. The document addresses considerations regarding the design and implementation of early grade reading classroom assessment, provides examples of assessment activities from a variety of countries and contexts, and discusses the importance of incorporating classroom assessment practices into teacher training and professional development opportunities for teachers. The structure of the document is as follows. The first section presents definitions and addresses basic questions on classroom assessment. Section 2 covers the intersection between assessment and early grade reading by discussing how learning assessment can measure early grade reading skills following the reading learning trajectory. Section 3 compares some of the most common early grade literacy assessment tools with respect to the early grade reading skills and developmental phases. Section 4 of the document addresses teacher training considerations in developing, scoring, and using early grade reading assessment. Additional issues in assessing reading skills in the classroom and using assessment results to improve teaching and learning are reviewed in section 5. Throughout the document, country cases are presented to demonstrate how assessment activities can be implemented in the classroom in different contexts.

    Middle-income countries are in a race against time. Many of them have done well since the 1990s to escape low-income levels and eradicate extreme poverty, leading to the perception that the last three decades have been great for development. But the ambition of the more than 100 economies with incomes per capita between US$1,100 and US$14,000 is to reach high-income status within the next generation. When assessed against this goal, their record is discouraging. Since the 1970s, income per capita in the median middle-income country has stagnated at less than a tenth of the US level. With aging populations, growing protectionism, and escalating pressures to speed up the energy transition, today’s middle-income economies face ever more daunting odds. To become advanced economies despite the growing headwinds, they will have to make miracles. Drawing on the development experience and advances in economic analysis since the 1950s, World Development Report 2024 identifies pathways for developing economies to avoid the “middle-income trap.” It points to the need for not one but two transitions for those at the middle-income level: the first from investment to infusion and the second from infusion to innovation. Governments in lower-middle-income countries must drop the habit of repeating the same investment-driven strategies and work instead to infuse modern technologies and successful business processes from around the world into their economies. This requires reshaping large swaths of those economies into globally competitive suppliers of goods and services. Upper-middle-income countries that have mastered infusion can accelerate the shift to innovation—not just borrowing ideas from the global frontiers of technology but also beginning to push the frontiers outward. This requires restructuring enterprise, work, and energy use once again, with an even greater emphasis on economic freedom, social mobility, and political contestability. Neither transition is automatic. The handful of economies that made speedy transitions from middle- to high-income status have encouraged enterprise by disciplining powerful incumbents, developed talent by rewarding merit, and capitalized on crises to alter policies and institutions that no longer suit the purposes they were once designed to serve. Today’s middle-income countries will have to do the same.
