dc.description.abstract | The report is organized along the different dimensions of youth inclusion. Chapter two investigates voice and participation of young Tunisians, and identifies both constraints and opportunities for their engagement in civic and political life. Chapter three highlights available economic opportunities for young Tunisians and presents the state of employment and entrepreneurship, including informal work, as well as gender and regional disparities, and relevant socioeconomic and educational data. Chapter four discusses economic exclusion through unemployment and inactivity, and highlights the severity of the situation faced by young Tunisians that are not in education, employment or training (NEET). Chapter five discusses programs and services relevant to employment, for example, the Active Labor Market Programs (ALMPs) and, including the programs' quality and impact. Chapter six presents conclusions and recommendations, recognizing the need to address the interrelatedness of the different dimensions by combining a strong focus on inclusive youth policy and institutions with a call for youth participation in decision-making. | en |
dc.description.abstract | L'inclusion des jeunes est un aspect central du Programme de développement mondial pour l'après-2015. Les jeunes représentent un quart de sur les résultats d'enquêtes quantitatives ainsi que la population mondiale, et, surtout depuis le Printemps arabe, ils sont à l'origine d'innovations sociales et économiques, remettent en question les et de représentants des pouvoirs publics. Plus connectés que jamais, les jeunes exercent une influence accrue sur leurs concitoyens et leur pays. Dans le même temps, cette génération rencontre nombre d'obstacles : discrimination, marginalisation, manque d'accès aux opportunités et à la prise de décisions. Si, à l'échelle planétaire, plus d'un quart des jeunes ne sont ni scolarisés, ni en emploi, ni en formation professionnelle, cette proportion est vertigineuse au Moyen-Orient et en Afrique du Nord, où elle atteint 41 %. Ce rapport s'efforce de déterminer les causes de l'inactivité généralisée des jeunes en s'appuyant sur les résultats d'enquêtes quantitatives ainsi que sur des études qualitatives détaillées et la consultation directe de jeunes, de prestataires de services et de représentants des pouvoirs publics. Cette analyse quantitative et qualitative est croisée à un panorama des programmes internationaux qui améliorent l'emploi des jeunes. Les conclusions tirées de ces vastes recherches et analyses forment la base de plusieurs propositions pour de nouvelles politiques et approches spécifiquement axées sur la jeunesse en Tunisie. | fr |
