dc.description.abstractThis note discusses policy options for managing the employment impacts of the COVID-19 (coronavirus) crisis aimed at relief and restructuring. The note pays attention to the labor market and institutional context of most low and middle-income countries where informality is large and where existing institutions often lack mechanisms to effectively reach businesses and workers in the informal economy. The note covers complementary policies aimed, in the relief phase, at: 1) Helping businesses survive and retain workers; 2) providing protection for those who do lose their jobs and see their livelihoods significantly affected; and 3) facilitating alternative employment and employability support for those who are out of work (collectively known as active labor market programs, ALMP). The note further differentiates between these relief responses and the restructuring response when countries start to reopen for businesses and policies need to aim to support firms' and workers' transition to a "new normal", hopefully a "better normal" that supports a resilient recovery.en
dc.description.abstractEste documento analiza las opciones de política para gestionar los impactos en el empleo de la crisis del COVID-19 con el objetivo de aliviar los impactos de la crisis y reestructurar la economía y el mercado laboral. La fase de alivio corresponde a una fase inicial del COVID-19 en la que predomina la emergencia sanitaria, los cierres son comunes y la atención se centra en salvar vidas, prestando apoyo a los trabajadores y los hogares para que puedan hacer frente a la crisis y a las empresas para que se mantengan a flote y, a menudo, retengan a los trabajadores; la fase de reestructuración, a su vez, corresponde a una segunda fase en la que los países pasan a aplicar políticas que preparan el terreno para una recuperación resiliente mediante políticas más específicas que equilibran la necesidad de un apoyo gubernamental continuo con la necesidad de adaptarse a los cambios estructurales creados por la crisis. Este documento se orienta hacia el mercado laboral y al contexto institucional de la mayoría de los países de bajos y medianos ingresos donde existe mucha informalidad y donde las instituciones existentes a menudo carecen de mecanismos para atender efectivamente a las empresas y los trabajadores en la economía informal. El documento incluye políticas complementarias, en la fase de alivio, dirigidas a: 1) ayudar a las empresas a sobrevivir y retener a los trabajadores; 2) brindar protección a quienes pierden su trabajo y ven sus medios de vida significativamente afectados; y 3) facilitar transiciones de empleo y el apoyo a la inserción laboral para aquellos que están sin trabajo (conocidos colectivamente como programas activos del mercado laboral, ALMP, por sus siglas en inglés). El documento distingue además entre estas respuestas de alivio y la respuesta de reestructuración cuando los países comienzan a reabrir las empresas y las políticas deben apuntar a apoyar la transición de las empresas y los trabajadores a una "nueva normalidad", con suerte una "mejor normalidad" que respalde una recuperación resiliente.es
