dc.description.abstract | Guatemala is at an historic juncture, following a political and institutional crisis in 2015, a newly elected government is starting to take on deep-rooted development problems. The crisis was triggered by the uncovering of a corruption scheme that permeated the tax administration superintendence (SAT) and the highest political levels. The country has enormous potential to generate growth and prosperity for its population; yet growth remains low, poverty and inequality persistently high, and high rates of childhood stunting threaten Guatemala’s ability to reach its full development potential. This glaring juxtaposition highlights the existence of two Guatemala’s, with large gaps in both social and economic outcomes. In this context, the World Bank Group’s (WBG) new country partnership framework (CPF) seeks to support Guatemala in fostering inclusion of vulnerable groups, and addressing bottlenecks to sustainable growth. | en |
dc.description.abstract | Guatemala se encuentra en una coyuntura histórica a raÃz de una crisis polÃtica e institucional en 2015. Un nuevo gobierno está empezando a enfrentar los profundos problemas del desarrollo. La crisis fue provocada por el descubrimiento de un esquema de corrupción que permeó la Superintendencia de Administración Tributaria (SAT) y los más altos niveles polÃticos. El paÃs tiene un enorme potencial para generar crecimiento y la prosperidad de su población; sin embargo, el crecimiento sigue siendo bajo, la pobreza y la desigualdad persistentemente elevadas, y las altas tasas de retraso del crecimiento infantil ponen en peligro la capacidad de Guatemala para alcanzar su pleno potencial de desarrollo. Esta yuxtaposición flagrante pone de manifiesto la existencia de dos Guatemala, con grandes brechas en resultados tanto sociales como económicos. En este contexto, el nuevo Marco de la Alianza con el PaÃs (MAP) del Grupo del Banco Mundial (GBM) busca apoyar a Guatemala para promover la inclusión de los grupos vulnerables y hacer frente a los cuellos de botella para el crecimiento sostenible. | es |
