Abstract
The rate of Burkina Faso’s progress towards the eradication of extreme poverty and the reduction of inequalities over recent years has been sub-optimal. This Systematic Country Diagnostic (SCD) is an analytical report prepared by the World Bank Group (WBG) in an attempt to identify and analyze the factors that can help Burkina Faso accelerate its quest towards the achievement of the twin goals of reduced poverty and shared prosperity. The SCD assesses Burkina Faso’s performance in order to identify the constraints and to formulate a set of key priorities to facilitate the achievement of these goals. By focusing on the most significant issues affecting theachievement of these goals, the SCD is intended to inform the formulation of the upcoming Country Partnership Framework (CPF) and thus to facilitate the optimization of the WBG’s assistance to Burkina Faso. The SCD is organized in three parts. Part One establishes a context for the analysis through an assessment of the state of Burkina Faso’s economy and the progress it has made towards the achievement of the twin goals of poverty eradication and shared prosperity. Part Two presents a unified analytical framework to identity the main constraints on the lack of Burkina Faso’s progress towards the achievement of these goals. This framework focuses on two key constraints, these being the limited extent to which productive jobs have been created and the limited degree of access by poor households to a minimal package of services and infrastructure. Part Three attempts to rank policy priorities in the context of the analysis of the key constraints, international experience, and the perceptions of key stakeholder groups in Burkina Faso.

Publication Republic of Zambia Systematic Country Diagnostic(World Bank, Washington, DC, 2018-03-15)Zambia has successfully raised its average annual gross domestic product (GDP) growth rate since the early 2000s. Between 2004 and 2014, it averaged 7.4 percent per year. This success was driven by an improvement in the macroeconomic indicators (relative to the 1980s and 1990s), debt relief, heavy investment in the social sectors (by the government and cooperating partners), and a large increase in mining and agricultural production since 2004. This success raised average p Rapid urbanization has been accompanied by a decrease in urban poverty incidence, but masks sluggish growth in small towns and cities. After a decade of de-urbanization in the 1990s, urbanization has been an important driver of change over the past 15 years. However, from 2000 to 2014, urban growth in Zambia has been significantly more focused on the capital city than the average for Sub-Saharan Africa. The annual population growth of Lusaka is over twice the average for Sub-Saharan Africa (1 percent). In contrast, the share of secondary towns in Zambia is growing more slowly than in the rest of Africa (by only 0.7 percent in Zambia compared with 1.8 percent elsewhere). These disparities may exacerbate uneven territorial development, as small towns and cities play a crucial role in strengthening the links among firms; between firms and consumers; and within local, provincial, national, and international supply chains. er capita incomes after decades of economic volatility since the country’s independence in 1964. Agricultural growth has been based on increasing land use rather than improved productivity, leading to rapid deforestation. Finally, it will also advocate for the need to expand and improve data collection—for example, data availability, comparability, and quality—and rigorous evidence on inequality impacts in order to deliver high-quality poverty and shared prosperity monitoring.Publication Poverty Reduction and Shared Prosperity in Tajikistan : A Diagnostic(World Bank, Washington, DC, 2014-06)Tajikistan was one of the fastest growing countries in the Europe and Central Asia region during the last decade. The economic growth was widely shared by the population and as a result poverty (measured by the national poverty line) declined from 73 percent in 2003 to 47 percent in 2009 accompanied by falling inequality. Consumption growth of the bottom 40 percent of the population -- a measure of shared prosperity proposed by the World Bank- was positive, pointing out that the growth was shared among the less well off. This work presents a diagnostic of shared prosperity and poverty reduction in Tajikistan during 2003-2009. The paper also focuses on quantifying the main drivers of poverty reduction, shared prosperity, and intra-generational mobility (class transitions). Some of the mechanisms of poverty reduction are explored in detail. Publication Beating the Resource Curse : The Case of Botswana(World Bank, Washington, DC, 2001-10)The endowment of natural resources has often been associated with disappointing economic development. This phenomenon is referred to in the literature as the "resource curse," which hypothesizes that economies experiencing resource booms, either through price increases or new discoveries, will experience unsustainable growth rates. There are various mechanisms through which a resource-boom can negatively impact on an economy. For instance, it can lead to excessive government expenditure during the boom period and drastic cuts when the boom ends; detrimental impacts on non-boom tradable sectors; inefficient investment beyond the absorptive capacity of the country; and rent seeking behavior. By exploring the case of the mineral boom in Botswana, this paper will demonstrate that the resource curse is not necessarily the fate of resource abundant countries. The adoption of sound economic policies and the good management of windfall gains have allowed Botswana to continuously manage growth and to become one of the great success stories of developing countries.Publication Poverty and Shared Prosperity 2018(Washington, DC: World Bank, 2018-10-17)The World Bank Group has two overarching goals: End extreme poverty by 2030 and promote shared prosperity by boosting the incomes of the bottom 40 percent of the population in each economy. As this year’s Poverty and Shared Prosperity report documents, the world continues to make progress toward these goals. In 2015, approximately one-tenth of the world’s population lived in extreme poverty, and the incomes of the bottom 40 percent rose in 77 percent of economies studied. But success cannot be taken for granted. Poverty remains high in Sub- Saharan Africa, as well as in fragile and conflict-affected states. At the same time, most of the world’s poor now live in middle-income countries, which tend to have higher national poverty lines. In addition, the report introduces a societal poverty line based on each economy’s median income or consumption. Poverty and Shared Prosperity 2018: Piecing Together the Poverty Puzzle also recognizes that poverty is not only about income and consumption—and it introduces a multidimensional poverty measure that adds other factors, such as access to education, electricity, drinking water, and sanitation. For more information, please visit worldbank.org/PSPPublication Honduras Poverty Assessment(World Bank, Washington, DC, 2023-02)Honduras, already among the poorest countries in the Latin America and Caribbean (LAC) region, experienced weak poverty reduction in 2014–19 compared to other countries in the region. The COVID-19 pandemic and Hurricanes Eta and Iota led to a rise in poverty from 2019 to 2020; it is likely that poverty will remain above prepandemic levels in 2021. The economic rebound in 2021, as well as the ongoing conflict in Ukraine, led to an increase in food prices; at the same time, Honduras’s population is vulnerable to rising food prices and food insecurity is high. In 2019, the extreme poor spent almost half of their income on food. Additionally, food insecurity was persistently high. A striking feature of Honduras is the deep and widening urban-rural divide in terms of quality of life. There is a wide urban-rural poverty gap for both the moderate and the extreme poor, which reflects significant disparities in access to basic services such as electricity, water, and sanitation, and internet usage, as well as lower human capital accumulation and worsen labor market indicators in rural areas. While overall income inequality has been stagnant since 2014, inequality in rural areas has increased while in urban areas it has declined. The country is one of the most unequal countries in LAC. Hondurans continue to face deep and persistent disparities in access to and quality of education, with rural areas heavily penalized, even before the COVID-19 pandemic, despite high spending on education. Subnational disparities are particularly large; poverty continues to be most heavily concentrated in the country’s southwestern areas, in departments with higher shares of ethnic minorities, and in municipalities located in the south and southwest. This report focuses on the factors that have contributed to these observed poverty and inequality trends and patterns in Honduras.Publication Poverty and Shared Prosperity 2022(Washington, DC : World Bank, 2022)Poverty and Shared Prosperity 2022: Correcting Course provides the first comprehensive analysis of the pandemic’s toll on poverty in developing countries. It identifies how governments can optimize fiscal policy to help correct course. Fiscal policies offset the impact of COVID-19 on poverty in many high-income countries, but those policies offset barely one quarter of the pandemic’s impact in low-income countries and lower-middle-income countries. Improving support to households as crises continue will require reorienting protective spending away from generally regressive and inefficient subsidies and toward a direct transfer support system—a first key priority.
