dc.description.abstract | Latin America and the Caribbean continues to face adverse global headwinds: high interest rates, modest G-7 growth, soft commodity prices and uncertain prospects in China will all depress growth. Well-grounded policy responses have led to largely recovering employment and income losses from the pandemic and falling rates of inflation. However, the region faces the mutually reinforcing triple challenges of low growth, limited fiscal space, and citizen dissatisfaction. Expanding digital connectivity offers a possibility to make progress on all three fronts. To maximize the social benefits of connectivity as well as to ensure that it does not exacerbate spatial, educational, gender or racial inequalities, three challenges are important to address: first, expanding coverage to the remaining unconnected areas as well as improving the quality of service; second, increasing the productive use of existing infrastructure, and; third, as with any other infrastructure "hardware," investments in "software" - such as digital and traditional skills, managerial capabilities, supportive regulatory frameworks, and deeper financial markets are critical. | en |
dc.description.abstract | América Latina y el Caribe sigue enfrentando vientos de frente adversos a nivel mundial: tipos de interés elevados, crecimiento moderado por parte del G7, precios bajos para las materias primas y perspectivas inciertas en China, todo se conjuga para debilitar el crecimiento. La respuesta en forma de polÃticas bien fundadas llevó a una recuperación de las pérdidas de empleo e ingreso resultantes de la pandemia y a una caÃda en las tasas de inflación. No obstante, la región enfrenta tres desafÃos que se refuerzan mutuamente: bajo crecimiento, espacio fiscal acotado e insatisfacción por parte de la ciudadanÃa. Ampliar la conectividad digital brinda la posibilidad de avanzar en estos tres frentes. Para maximizar los beneficios sociales de la conectividad, asà como para asegurar que esta no exacerbe las desigualdades espaciales, educativas, de género o raciales, es importante abordar tres desafÃos: primero, ampliar la cobertura a aquellas zonas que siguen estando desconectadas, asà como mejorar la calidad del servicio; segundo, mejorar el uso productivo de la infraestructura existente, tercero, como ocurre con cualquier otro tipo de infraestructura, las inversiones en "software" complementario - como habilidades digitales y tradicionales, capacidades gerenciales, marcos regulatorios favorables y mercados financieros más profundos - son cruciales. | es |
