Abstract
This book provides an overview of the evolution of distortions to agricultural incentives caused by price and trade policies in the World Bank-defined region of Latin America and the Caribbean. Following the introduction and summary, it includes commissioned country studies of one Caribbean, one Central American, and six South American economies. The chapters are followed by two appendixes. The first describes the methodology used to measure the nominal and relative rates of assistance to farmers and the taxes and subsidies involved in food consumption; the second provides country and regional summaries, in tables, of annual estimates of these rates of assistance. This study on Latin America is based on a sample of eight countries, comprising the big four economies of Argentina, Brazil, Chile, and Mexico; Colombia and Ecuador, two of the poorest South American tropical countries; the Dominican Republic, the largest Caribbean economy; and Nicaragua, the poorest country in Central America. Together, in 2000-04, these countries accounted for 78 percent of the region's population, 80 percent of the region's agricultural value added, and 84 percent of the total gross domestic product (GDP) of Latin America.

    This study on Latin America is based on a sample of eight countries, comprising the big four economies of Argentina, Brazil, Chile, and Mexico; Colombia and Ecuador, two of the poorest South American tropical countries; the Dominican Republic, the largest Caribbean economy; and Nicaragua, the poorest country in Central America. Together, in 2000-04, these countries accounted for 78 percent of the region's population, 80 percent of the region's agricultural value added, and 84 percent of the total gross domestic product (GDP) of Latin America. The key characteristics of these economies-which account for only 4.5 percent of worldwide Gross Domestic Product (GDP), but 7.7 percent of agricultural value added and more than 10 percent of agricultural and food exports. The table reveals the considerable diversity within the region in terms of stages of development, relative resource endowments, comparative advantages and, hence, trade specialization, and the incidence of poverty and income inequality. This means that these countries represent a rich sample for comparative study. Nicaragua's per capita income is only one-seventh the global average, while the incomes of Colombia and Ecuador are one-third of this average. By contrast, the per capita incomes of Argentina and Chile average just one-eighth below and that of Mexico is one eighth above the global average. Only Argentina, Brazil, and Nicaragua are well above the global average in endowments of agricultural land per capita; the Dominican Republic and Ecuador are well below this average; and Chile, Colombia, and Mexico are a little less than one-third above the average.

    Distortions to Agricultural Incentives in Europe's Transition Economies

    The main purpose of this study is to assess the changing landscape of agricultural protection and taxation patterns in the region. The study is based on the EU-10 sample, plus Turkey, as well as seven countries in the Commonwealth of Independent States (CIS): Kazakhstan, the Kyrgyz Republic, the Russian Federation, Tajikistan, Turkmenistan, Ukraine, and Uzbekistan (the CIS-7). In 2000-04, these countries accounted for 89 percent of the region's agricultural value added, 91 percent of the population, and 95 percent of total gross domestic product (GDP). In agricultural subsidy and trade policy, analyses of politically feasible reforms or policy options for coping with structural changes (such as the current boom in energy raw material prices that has intersectoral Dutch disease effects) need to be based on a clear understanding of the recent and current extent of policy interventions and the political and economic forces behind the evolution of these interventions. The second purpose of this study is thus to improve our understanding of the political economy of distortions in agricultural incentives in countries in the region. Based on this better understanding, the study's third purpose is to explore the prospects for additional reductions in the distortions in agricultural incentives and their implications for the agricultural competitiveness and trade of countries in the region.

    Agriculture Trade and Price Policy in Pakistan

    This policy paper focuses on the incentive framework for Pakistani agriculture, with emphasis on trade and price policies. It first presents a synthesis of major trends in the performance of the sector and analyzes Pakistan's extraordinarily complex, opaque and discretionary, and continually-changing trade regime. It presents a disaggregated analysis of the border measures for the selected products (trade and price interventions vary by product), and estimates the joint effect of trade and procurement policies on farm prices, captured by direct price comparison. It concludes by providing policy recommendations emphasizing on the revision of trade regime to eliminate quantitative restrictions and to modify tariffs in the direction of greater equality, a positive, moderate and uniform tariff on imports across the board as the only border measure for import competing products.

    Distortions to Agricultural Incentives in Africa

    One of every two people in Sub-Saharan Africa survives on less than $1.25 a day. That proportion has changed little over the past three decades, unlike in Asia and elsewhere, so the region's share of global poverty has risen from one-tenth to almost one-third since 1980. About 70 percent of today's 400 million poor Africans live in rural areas and depend directly or indirectly on farming for their livelihoods. While that rural share was even higher in the past, it means policies affecting the incentives for farmers to produce and sell farm products remain a major influence on the extent of Africa's poverty. The case studies help address questions such as the following: where is there still a policy bias against agricultural production? To what extent are some farmers now being protected from import competition? What are the political economic forces behind the more-successful reformers, and how do they compare with those in less-successful countries where major distortions in agricultural incentives remain? How important have domestic political forces been in bringing about reform, as compared with international forces? What explains the cross commodity pattern of distortions within the agricultural sector of each country? What policy lessons and trade implications can be drawn from these differing experiences with a view to ensuring better growth-enhancing and poverty-reducing outcomes in the study's focus countries and in the region's other economies?

    Distortions to Agricultural Incentives in China and Southeast Asia

    This chapter begins with a brief summary of economic growth and structural changes in the region since the 1950s and of agricultural and other economic policies as they affected agriculture before and after the various reforms, and in several cases fundamental regime changes, of the past half-century. It then summarizes new estimates of the nominal rate of assistance (NRA) and the relative rate of assistance (RRA) to farmers delivered by national farm and nonfarm policies over the past several decades (depending on data availability), and of those policies' impacts on consumer prices of farm products. Both farmer assistance and consumer taxation is negative in periods where there is an anti-agricultural, pro-urban consumer bias in a country's policy regime. The final sections summarize what the author have learned and draw out implications of the findings, including for poverty and inequality and for possible future directions of policies affecting agricultural incentives in this part of Asia.

    Argentina Country Climate and Development Report

    The Argentina Country Climate and Development Report (CCDR) explores opportunities and identifies trade-offs for aligning Argentina’s growth and poverty reduction policies with its commitments on, and its ability to withstand, climate change. It assesses how the country can: reduce its vulnerability to climate shocks through targeted public and private investments and adequation of social protection. The report also shows how Argentina can seize the benefits of a global decarbonization path to sustain a more robust economic growth through further development of Argentina’s potential for renewable energy, energy efficiency actions, the lithium value chain, as well as climate-smart agriculture (and land use) options. Given Argentina’s context, this CCDR focuses on win-win policies and investments, which have large co-benefits or can contribute to raising the country’s growth while helping to adapt the economy, also considering how human capital actions can accompany a just transition.

    Working Without Borders

    Online gig work poses both opportunities and challenges for governments and workers. On the upside, it offers prospects for income generation, especially in developing countries, where most people work in low-productivity, low-quality, often informal jobs. The virtual and often temporary nature of gig work also provides flexibility for often neglected groups such as women, youth, migrants, and people with disabilities. These jobs could be a stepping-stone to bet¬ter-quality jobs for low-skilled workers by helping them learn critical digital skills and close the digital divide. But most gig jobs offer little to no protection for workers, with uncertain income streams and no clear career pathways. Depending on local labor regulations, many gig workers are not protected against unfair practices, abuse or injuries while working. Gig work also raises challenges for managing data security and privacy. The report examines how countries can navigate the promise and perils of online gig work. It reveals that the online gig workforce is much larger than previously assumed with an estimated 154 million to 435 million Online gig workers around the globe. For the first time ever, the report mapped and tracked regional platforms and gig workers who work in languages other than English. Key messages are: • Online gig work is expanding, accounting for up to 12% of the global labor force and is a growing source of income for millions. • Demand for online gig workers is rising faster in developing countries than in industrialized countries. • Local gig platforms play a vital role in the local labor market, but they face challenges in establishing a viable business model, and opportunities for long-term growth. • Online gig work can support inclusion by providing work opportunities for youth, women, and low-skilled workers. • Gig workers, like most other informal sector workers in developing countries, are often outside the purview of labor regulations. • The gig economy can offer opportunities locally to build digital skills, increase income-earning opportunities, and facilitate social protection coverage of informal workers.

    Digital Progress and Trends Report 2023

    Digitalization is the transformational opportunity of our time. The digital sector has become a powerhouse of innovation, economic growth, and job creation. Value added in the IT services sector grew at 8 percent annually during 2000–22, nearly twice as fast as the global economy. Employment growth in IT services reached 7 percent annually, six times higher than total employment growth. The diffusion and adoption of digital technologies are just as critical as their invention. Digital uptake has accelerated since the COVID-19 pandemic, with 1.5 billion new internet users added from 2018 to 2022. The share of firms investing in digital solutions around the world has more than doubled from 2020 to 2022. Low-income countries, vulnerable populations, and small firms, however, have been falling behind, while transformative digital innovations such as artificial intelligence (AI) have been accelerating in higher-income countries. Although more than 90 percent of the population in high-income countries was online in 2022, only one in four people in low-income countries used the internet, and the speed of their connection was typically only a small fraction of that in wealthier countries. As businesses in technologically advanced countries integrate generative AI into their products and services, less than half of the businesses in many low- and middle-income countries have an internet connection. The growing digital divide is exacerbating the poverty and productivity gaps between richer and poorer economies. The Digital Progress and Trends Report series will track global digitalization progress and highlight policy trends, debates, and implications for low- and middle-income countries. The series adds to the global efforts to study the progress and trends of digitalization in two main ways: · By compiling, curating, and analyzing data from diverse sources to present a comprehensive picture of digitalization in low- and middle-income countries, including in-depth analyses on understudied topics. · By developing insights on policy opportunities, challenges, and debates and reflecting the perspectives of various stakeholders and the World Bank’s operational experiences. This report, the first in the series, aims to inform evidence-based policy making and motivate action among internal and external audiences and stakeholders. The report will bring global attention to high-performing countries that have valuable experience to share as well as to areas where efforts will need to be redoubled.

    Digital Africa

    All African countries need better and more jobs for their growing populations. "Digital Africa: Technological Transformation for Jobs" shows that broader use of productivity-enhancing, digital technologies by enterprises and households is imperative to generate such jobs, including for lower-skilled people. At the same time, it can support not only countries’ short-term objective of postpandemic economic recovery but also their vision of economic transformation with more inclusive growth. These outcomes are not automatic, however. Mobile internet availability has increased throughout the continent in recent years, but Africa’s uptake gap is the highest in the world. Areas with at least 3G mobile internet service now cover 84 percent of Africa’s population, but only 22 percent uses such services. And the average African business lags in the use of smartphones and computers as well as more sophisticated digital technologies that catalyze further productivity gains. Two issues explain the usage gap: affordability of these new technologies and willingness to use them. For the 40 percent of Africans below the extreme poverty line, mobile data plans alone would cost one-third of their incomes—in addition to the price of access devices, apps, and electricity. Data plans for small- and medium-size businesses are also more expensive than in other regions. Moreover, shortcomings in the quality of internet services—and in the supply of attractive, skills-appropriate apps that promote entrepreneurship and raise earnings—dampen people’s willingness to use them. For those countries already using these technologies, the development payoffs are significant. New empirical studies for this report add to the rapidly growing evidence that mobile internet availability directly raises enterprise productivity, increases jobs, and reduces poverty throughout Africa. To realize these and other benefits more widely, Africa’s countries must implement complementary and mutually reinforcing policies to strengthen both consumers’ ability to pay and willingness to use digital technologies. These interventions must prioritize productive use to generate large numbers of inclusive jobs in a region poised to benefit from a massive, youthful workforce—one projected to become the world’s largest by the end of this century.

    Business Ready (B-READY) is a new World Bank Group corporate flagship report that evaluates the business and investment climate worldwide. It replaces and improves upon the Doing Business project. B-READY provides a comprehensive data set and description of the factors that strengthen the private sector, not only by advancing the interests of individual firms but also by elevating the interests of workers, consumers, potential new enterprises, and the natural environment. This 2024 report introduces a new analytical framework that benchmarks economies based on three pillars: Regulatory Framework, Public Services, and Operational Efficiency. The analysis centers on 10 topics essential for private sector development that correspond to various stages of the life cycle of a firm. The report also offers insights into three cross-cutting themes that are relevant for modern economies: digital adoption, environmental sustainability, and gender. B-READY draws on a robust data collection process that includes specially tailored expert questionnaires and firm-level surveys. The 2024 report, which covers 50 economies, serves as the first in a series that will expand in geographical coverage and refine its methodology over time, supporting reform advocacy, policy guidance, and further analysis and research.
