Maldives: Decision Support for Coral Reef and Climate Resilience Using Bayesian Networks

Abstract
The coral reef ecosystems of the Maldives are critical to the nation’s ecological integrity, economic development, and climate resilience. As a small island state, the Maldives is heavily dependent on healthy reefs to support tourism, fishing, and coastal protection. However, these ecosystems are increasingly threatened by a combination of global stressors, such as climate change and ocean warming, and local anthropogenic pressures, including overfishing and tourism-related degradation. In this context, tools are needed to support policy analysis and decision-making, evaluating trade-offs between conservation and economic development objectives. This working paper introduces a novel decision support tool built on a Bayesian network modeling framework to evaluate and compare the potential impacts of different policy interventions on reef health. The model was developed using a comprehensive dataset that integrates field-based ecological surveys with satellite-derived environmental and socioeconomic variables. Hard Coral Cover was used as a key indicator of reef health, and the model evaluates several key drivers, including sea surface temperature, human population density, tourism activity, and conservation status. To manage the complexity of these interrelated variables, the model employs a hierarchical structure that includes both manifest (observed) variables and latent (induced) factors. These latent factors capture broader thematic groupings, enabling a “big-picture” understanding of the dynamics of the reef ecosystem. This structure supports transparency and interpretability for stakeholders and decision makers. The decision support tool uses a Bayesian network to perform causal inference, simulating how changes in one part of the system, such as the designation of marine protected areas, affect outcomes throughout the network. Simulation results suggest, for example, that marine protected areas can have a positive impact on coral cover and should be considered as part of a comprehensive reef management strategy. To ensure usability and accessibility, the model has been integrated into an interactive, web based simulator, which is now live and fully operational. This platform allows policymakers, stakeholders, and non-specialists to explore the consequences of various policy choices under different scenarios. Users can visualize trade-offs between ecological and economic outcomes under different policy regimes, such as expanded protection zones, tourism restrictions, or fishing controls. This promotes a deliberate and explicit decision-making process. Beyond introducing the decision support tool itself, the study outlines a broader vision for a national coral reef data hub that would centralize spatial and temporal information from field surveys, remote sensing, and model output. Such an integrated platform would institutionalize evidence-based decision-making, facilitate cross-sectoral coordination, and ensure the continuity of reef monitoring and policy evaluation over time. By fostering sustained engagement with scientific tools and data, this infrastructure could also strengthen local capacity and embed analytical competencies within Maldivian institutions. The current version of the Bayesian Decision Support Tool represents a proof-of-concept prototype rather than a decision-ready product. Future phases will focus on refining the model through structured stakeholder consultations, formal elicitation of local value judgments, and integration into the Digital Maldives for Adaptation, Decentralization, and Diversification (DMADD) climate-resilience data platform. These steps will ensure that the system reflects national priorities, cultural context, and institutional realities, laying the foundation for long-term, sustainable adoption. Emerging Generative AI capabilities, such as AI-assisted knowledge discovery and model parameterization, could further enhance future iterations of the tool, accelerating the synthesis of scientific knowledge and the continuous improvement of causal structures. In conclusion, this study demonstrates how Bayesian network modeling can transform complex environmental data and expert knowledge into a transparent, interpretable, and practical decision-support framework. Combining scientific rigor with flexibility, the approach provides a systematic means to evaluate policy options, balance ecological sustainability with economic development, and guide the long-term management of coral reefs in the Maldives. Embedded within a broader data and policy ecosystem, the tool represents a significant step toward strengthening climate resilience and adaptive capacity in the coastal and marine systems of the country.

    Adaptation to a Changing Climate in the Arab Countries : A Case for Adaptation Governance and Leadership in Building Climate Resilience

    Adapting to climate change is not a new phenomenon for the Arab world. For thousands of years, the people in Arab countries have coped with the challenges of climate variability by adapting their survival strategies to changes in rainfall and temperature. Their experience has contributed significantly to the global knowledge on climate change and adaptation. But over the next century global climatic variability is predicted to increase, and Arab countries may well experience unprecedented extremes in climate. Temperatures may reach new highs, and in most places there may be a risk of less rainfall. Under these circumstances, Arab countries and their citizens will once again need to draw on their long experience of adapting to the environment to address the new challenges posed by climate change. This report prepared through a consultative process with Government and other stakeholders in the Arab world assesses the potential effects of climate change on the Arab region and outlines possible approaches and measures to prepare for its consequences. It offers ideas and suggestions for Arab policy makers as to what mitigating actions may be needed in rural and urban settings to safeguard key areas such as health, water, agriculture, and tourism. The report also analyzes the differing impacts of climate change, with special attention paid to gender, as a means of tailoring strategies to address specific vulnerabilities. The socioeconomic impact of climate change will likely vary from country to country, reflecting a country's coping capacity and its level of development. Countries that are wealthier and more economically diverse are generally expected to be more resilient. The report suggests that countries and households will need to diversify their production and income generation, integrate adaptation into all policy making and activities, and ensure a sustained national commitment to address the social, economic, and environmental consequences of climate variability. With these coordinated efforts, the Arab world can, as it has for centuries, successfully adapt and adjust to the challenges of a changing climate.

    This edition of environment matters arrives just as the international community embarks on a two-year process to secure a new global framework to limit the amounts of greenhouse gases (GHGs) entering the atmosphere and devise ways to help developing countries adapt to and prepare themselves for the effects of climate change. At the World Bank, the author believe that climate change, and developing countries' adaptation to it, is a critical challenge of our time that must be integrated into core development strategies. Changes in temperatures and weather patterns will affect the frequency and severity of rainfall, droughts, floods, and access to water, flood protection, health, and the use of land. These impacts will not be evenly distributed. The poorest countries and people, those least responsible for climate change and least able to cope with it, will suffer earliest and most due to their geographical location, low incomes, and low institutional capacity, as well as their greater reliance on climate-sensitive sectors like agriculture. This is why building up resilience to increasing climate variability is the most significant climate challenge facing many developing countries. But we believe that adaptation, while necessary in and of itself, can also serve to meet the development objectives of countries. Many appropriate adaptive measures are consistent with good development practice. They can improve the local environment, increase resilience to current and future climate variability and to natural disasters, and ease the dissemination of innovative technologies. They can also reduce resource scarcity within specific social groups or regions, thereby addressing some of the principal causes of social unrest and violent strife. In other words, climate action is development action.

    Getting a Grip on Climate Change in the Philippines : Extended Technical Report

    Philippines currently experience and will continue to face significant impacts from climate change. To ensure climate resilience, build a low-carbon economy, and increase its role in the global climate change dialogue, the Philippine government has launched strong climate policy and institutional and financing reforms, supported by a clear rationale for no-regrets action. However, transformative progress toward a more climate resilient society and low carbon economy remains limited. Carried out at mid-term of the first phase of the National Climate Change Action Plan (NCCAP), the Philippine Development Plan (2011-2016) and the current Administration, this review is an opportunity, and comes early enough, to ensure that first phase reforms are finalized and the groundwork for the second and third phases put in place. Recommendations consolidate the strategic direction of the NCCAP and set the stage for scaling up action over the next two phases. Specific activities are proposed to support eight objectives organized around three pillars: (i) strengthening the planning, execution, and financing framework for climate change; (ii) enhancing accountability through monitoring, evaluation, and review of climate change policies and activities; and (iii) building capacity and managing change.

    Getting a Grip on Climate Change in the Philippines : Executive Report

    The Philippines already experiences and will continue to face impacts from climate change. In the decades ahead, the most serious consequences will be felt in coastal and urban areas. Severe hardships are expected in agriculture and fisheries, leading to negative impacts on jobs and the economy. With these risks in mind the Philippine Government has initiated significant climate reforms, establishing a basis for transformation. To assess gaps and accelerate implementation of the climate reform agenda, in 2012 the Department of Budget and management and the climate change commission sought advisory services from the World Bank to carry out a Climate Public Expenditure and Institutional Review (CPEIR). Carried out at mid-term of the first phase of the national climate change action plan, the Philippine development plan (2011-2016), and the current administration, this review comes early enough to help guide the finalization and operationalization of the first phase of the climate reform agenda. This executive report summarizes the findings and recommendations of the CPEIR, including an analytical snapshot of the policies, institutions, and expenditures for undertaking climate action in the Philippines, and recommendations to contribute to a successful implementation of the Philippine climate reform agenda.

    Climate-Resilient Development in Vietnam

    Weather is the term used to describe the atmospheric conditions (heat, wetness, wind, etc.) prevailing at any one place and time. Climate is the sum of the prevailing weather conditions of a given place over a period of time, typically summed over many decades. This paper seeks to provide strategic directions for mainstreaming support for climate change within the World Bank's broader program of assistance to Vietnam. It does so by reviewing the current understanding of climate change in Vietnam and likely impacts, outlining principles to guide the Bank's engagement in this field, and applying these principles across a range of sectors, taking into account both near- and longer-term considerations. The report identifies elements of the Bank's current and planned portfolio of projects and analytical work that are contributing or will contribute to improved knowledge, planning, and actions, and it points to additional areas where new or more work seems warranted. The report represents a first iteration of a strategy for supporting Vietnam in managing the challenges posed by climate change. As more experience is gathered and as our understanding of both the science and the economics of climate change impacts in Vietnam improves, this strategy will need to be revisited and refined. While the process of climate change is expected to be a long-term phenomenon-with predictions for considerable changes through the second half of the twenty-first century, the focus of this report is on decisions and priorities that should govern the Bank's assistance during this decade. Given an array of uncertainties, extending the developing assistance planning vision much beyond 2020 is not practical. This time frame also corresponds to the government of Vietnam's own planning horizon.
