Abstract
Open fires and primitive stoves have been used for cooking since the beginning of human history. They have come in various sizes and styles, having been adapted to myriad cultures and food preparation methods. As society has progressed, more sophisticated stove models have been developed. Today's modern kitchens reflect the many types of standardized and specialized cooking devices available, from coffee and tea pots to toasters and gas cook tops. But in many developing countries worldwide, the poor still burn biomass energy to meet their household cooking needs. These open fires are fairly inefficient at converting energy into heat for cooking; the amount of biomass fuel needed each year for basic cooking can reach up to two tons per family. In addition, collecting this fuel sometimes can take an hour a day on average. Furthermore, these open fires and primitive cook stoves emit a significant amount of smoke, which fills the home; this indoor cooking smoke has been associated with a number of diseases, the most serious of which are chronic and acute respiratory illnesses, such as bronchitis and pneumonia. This report takes a fresh look at what new approaches might be used to tackle this well known yet complex multi-sector issue. Although there are other ways to reduce household air pollution, including inter fuel substitution and household ventilation, this study focuses mainly on the recently developed biomass cook stoves for developing countries and their financing models and sources. Known by many as 'advanced biomass cook stoves,' these new cook stoves generally have better energy-combustion properties and reduce fuel consumption by about half. Such innovations warrant the development of a more serious program to deal with both the emissions and health issues resulting from cooking with open fires or traditional biomass cook stoves.

Publication Household Energy Access for Cooking and Heating : Lessons Learned and the Way Forward(Washington, DC: World Bank, 2012)Half of humanity about 3 billion people are still relying on solid fuels for cooking and heating. Of that, about 2.5 billion people depend on traditional biomass fuels (wood, charcoal, agricultural waste, and animal dung), while about 400 million people use coal as their primary cooking and heating fuel (UNDP and WHO 2009). The majority of the population relying on solid fuels lives in Sub-Saharan Africa and in South Asia. In some countries in Central America and in East Asia and the Pacific, the use of solid fuels is also significant. The inefficient and unsustainable production and use of these fuels result in a significant public health hazard, as well as negative environmental impacts that keep people in poverty. Strategies to improve energy access to the poor have focused mainly on electricity access. They have often neglected non electricity household energy access. It is, however, estimated that about 2.8 billion people will still depend on fuel wood for cooking and heating in 2030 in a business-as-usual modus operandi (IEA 2010). The need for urgent interventions at the household level to provide alternative energy services to help improve livelihoods is becoming more and more accepted. This report's main objective is to conduct a review of the World Bank's financed operations and selected interventions by other institutions on household energy access in an attempt to examine success and failure factors to inform the new generation of upcoming interventions. First, the report provides a brief literature review to lay out the multidimensional challenge of an overwhelming reliance on solid fuels for cooking and heating. Second, it highlights how the Bank and selected governments and organizations have been dealing with this challenge. Third, it presents lessons learned to inform upcoming interventions. And finally, it indicates an outlook on the way forward.Publication Household Energy for Cooking(World Bank Group, Washington, DC, 2013-07)Reliance on solid fuels for cooking is an indicator of energy poverty. Access to modern energy services - including electricity and clean fuels - is important for achieving the Millennium Development Goals. It can also reduce womens domestic burden of collecting fuelwood and allow them to pursue educational, economic, and other employment opportunities that can empower them and lead to increased gender equality. Similarly, the use of clean cooking and heating fuels in efficient appliances can reduce child mortality rates. Without access to modern energy services, the likelihood of escaping poverty is very low. Interventions to improve energy access to the poor have focused mainly on electricity access and have often neglected nonelectricity household energy access. Household energy for cooking in particular has received little policy attention in the overall energy sector dialogue, and consequently its lending volume remains low, in spite of the magnitude of the development challenges it represents. The objective of this note is to assist task teams with broad project design principles related to household energy for cooking. It follows five main reports produced by the World Bank Group over the last three years: (1) Household Cookstoves, Environment, Health, and Climate Change: A New Look at an Old Problem; (2) Household Energy Access for Cooking and Heating: Lessons Learned and the Way Forward; (3) One Goal, Two Paths Achieving Universal Access to Modern Energy in East Asia and Pacific; (4) Wood-Based Biomass Energy Development for Sub-Saharan Africa; and (5) What Have We Learned about Household Biomass Cooking in Central America? These reports make the case for a re-engagement of the World Bank Group in the household energy access sector. This note is organized into two sections: (a) context and background, and (b) project design principles.Publication Household Cooking Fuel Choice and Adoption of Improved Cookstoves in Developing Countries : A Review(World Bank, Washington, DC, 2014-06)Improving access to affordable and reliable energy services for cooking is essential for developing countries in reducing adverse human health and environmental impacts hitherto caused by burning of traditional biomass. This paper reviews empirical studies that analyze choices of fuel and adoption of improved stoves for cooking in countries where biomass is still the predominant cooking fuel. The review highlights the wide range of factors that influence households cooking fuel choices and adoption of improved stoves, including socioeconomic (access and availability, collection costs and fuel prices, household income, education and awareness), behavioral (food tastes, lifestyle), and cultural and external factors (indoor air pollution, government policies). The paper also summarizes the evidence on the significant adverse health impacts from exposure to indoor smoke, especially among women and young children. In low-income households, perceived health benefits of adopting improved stoves and financial benefits from fuel savings tend to be outweighed by the costs of improved stoves, even after accounting for the opportunity cost of time spent collecting biomass fuel. The paper identifies knowledge and evidence gaps on the success of policies and programs designed to scale up the adoption of improved cookstoves.Publication Black Carbon and Climate Change : Considerations for International Development Agencies(World Bank, Washington, DC, 2011-12)This report is intended to inform the international development community about the links between black (BC) carbon and climate change. With growing scientific clarity on the contribution of black carbon to climate change, the benefits of limiting its emissions are becoming more evident. This report reviews the existing knowledge on the subject and identifies relevant considerations for development organizations. Climate modeling shows that a large reduction in the global amounts of BC emissions, without changes in emissions of organic carbon, will lead to a sharp onetime decrease in the warming influence of human activities. A rapid reduction in BC emissions has thus been proposed as a way to partially offset the projected increase in temperatures in coming decades. This will not solve the long-term problem of climate change, which is caused by the greenhouse gas (GHGs), but it could extend the limited time that is available to reduce emissions of GHGs aggressively, before global temperatures reach dangerous levels. Proposals to reduce BC emissions also often address the need to reduce emissions of several other short-lived gases (such as ozone) that are mostly not covered by the Kyoto Protocol. This paper is designed to inform development agencies, in a brief, simplified, and non-technical manner, about the links between BC and climate change, and how these could relate to development policy. The paper describes: (a) what is known about the impact of BC and related aerosols on climate, (b) the sources and importance of BC emissions, (c) possible actions and policies to mitigate emissions, and (d) considerations for agencies in light of these issues.Publication Cleaner Hearths, Better Homes : New Stoves for India and the Developing World(New Delhi: Oxford University Press and World Bank, 2012)For people in developed countries, burning fuel wood in an open hearth evokes nostalgia and romance. But in developing countries, the harsh reality is that several billion people, mainly women and children, face long hours collecting fuel wood, which is burned inefficiently in traditional biomass stoves. The smoke emitted into their homes exposes them to pollution levels 10-20 times higher than the maximum standards considered safe in developed countries. And the problem is not out of the ordinary. The majority of people in developing countries at present cannot afford the transition to modern fuels. Today, close to one half of the world's people still depend on biomass energy to meet their cooking and heating needs. This book should be of interest to policymakers and scientists across a broad spectrum of disciplines from health, environment, and economics to sociology, anthropology, and physics. Indeed, the hands of many specialists are required to ensure successful stove programs, which call for social marketing, stove engineering, development of standards, promotion of private and commercial enterprises, and appropriate subsidy schemes. That the book's authors represent diverse disciplines sociology, physics, and forest economics underscores the range of perspectives needed to tackle the issues involved in the commercial promotion of improved stoves. The impetus for writing this book started at the end of a World Bank project on the health implications of indoor air pollution, which coincided with the Government of India's (GoI) cancellation of its 20-year program on improved stoves. The government's decision came as no surprise, given the program's mixed results.
