Abstract
This case study is one of six evaluations of the implementation of the World Bank's 1991 Forest Strategy. This and the other cases (Brazil, Cameroon, Costa Rica, India, and Indonesia) complement a review of the entire set of lending and nonlending activities of the World Bank Group and the Global Environment Facility. This OED study finds that while China's forest program was highly successful, much remains to be done. Too little is known, for example, about the distribution of benefits between households and production and marketing units. The implications of the recent logging ban require careful analysis. Policy reforms, particularly for state-owned enterprises, must still be completed. Data on what is happening in China's forests is inadequate to support a firm judgment, particularly regarding the country's natural forests. There is almost a complete absence of systematic knowledge about the nation's current stock and future trends of the supply, demand, marketing, and trade for timber and some key non-timber products. Finally China has graduated from IDA funding to IBRD lending, a prospect believed to have serious consequences for the most innovative aspect of China's program, a "responsibility system," that ensures a high level of ownership for the protection of the country's forests. In addition, recent controversies regarding the treatment of indigenous peoples in Xizang are already increasing risks for the Bank's new style forest sector investments, which have tended to focus on the poorest mountain populations, many of which include ethnic minorities.

Publication Turkey : Forestry Sector Review(Washington, DC, 2001-06-27)The report identifies the challenges, and opportunities the forestry sector faces in Turkey, where twenty five percent of the country's land area is covered by forests, with significant economic, environmental, and cultural functions. The challenges identified in the review include poverty, land tenure, the need to establish multi-purpose, participatory forest management planning, and, to control soil erosion in degraded areas, including the need to restore the sector's financial viability. Following an introductory review on economic growth, urbanization, and new demands on forest resources, the study analyzes the liberalization of the policy framework, the reform of state-owned enterprises, and the public expenditure restraints. The sustained realization of forestry development goals in the context of strengthened economic discipline, should lead to the planning, and management of forest resources at both the national, and local levels; to a decrease in forest areas managed primarily for wood production; to an expansion of protected areas, and national parks, covering a wide range of Turkey's natural ecosystems; and, to reforestation levels rising significantly the degraded forest lands, supported by active communal participation. This will be achieved based on suggestions on policies, and institutional arrangements, and on consensus development on sectoral priorities. Recommendations suggest pilot approaches to biodiversity conservation; reconsideration of public sector agencies' organizational structures; integrated rural development initiatives to support poverty alleviation, including institutional target programs for the poorest forest-dependent people; and, development of community based resource management approaches, mainstreamed through supportive regulations, guidelines, and budgetary processes.Publication Managing the Miombo Woodlands of Southern Africa : Policies, Incentives and Options for the Rural Poor, Volume 1. Main Report(Washington, DC, 2008-05)Miombo woodlands stretch across Southern Africa in a belt from Angola and the Democratic Republic of Congo (DRC) in the west to Mozambique in the east. The miombo region covers an area of around 2.4 million km. In some areas, miombo has been highly degraded as a result of human use (southern Malawi and parts of Zimbabwe), while in others, it remains relatively intact (such as in parts of northern Mozambique, and in isolated areas of Angola and the DRC). From a conventional forester's perspective, miombo is fundamentally uninteresting. It supports relatively few good commercial timber species. The management of commercial species has been problematic. The best areas were logged over long ago. Except in a few areas, remaining commercially viable stocks are relatively small and difficult to access. Public forestry institutions have, for the most part, failed to put in place effective management systems for forests, preferring instead to limit their role to regulation and revenue collection, rather than to management per se. The objectives of this paper are threefold, and the paper is structured around these objectives. First, in section two, the paper describes some of opportunities for improving the use and management of miombo woodlands. Second, in section three, outline some of the barriers which are preventing households, communities, and countries from adopting better and more sustainable woodland management practices. In section four, by exploring some of the policy opportunities for removing these barriers, with the objective of strengthening miombo's contribution to reducing risk and vulnerability of poor rural households through sustainable forest management.Publication Forestry in the Middle East and North Africa : An Implementation Review(Washington, DC: World Bank, 2002)In the Middle East and North Africa Region, forest resources are generally limited, as is their contribution to GDP, and it is for this reason their importance is often overlooked. However, forestry's contribution to natural resource and environmental management, is significant, which should not be underestimated. The report, implemented as an input to the development of a Bank Forestry Strategy in guiding its work in the sector, reviews the Bank-assisted forestry projects in the region over the last ten years, defines the regional forests, and describes its current status, and related policy and economic issues, including the need of civil society, and private sector involvement in forestry related issues. It is highlighted that ultimately, the decisions taken on the directions to be followed by the Bank, would be based on sound knowledge of the overall regional aspects, proposing Economic and Sector Work for the future. The report outlines appropriate policy formulation and technical solutions, but emphasizes that local communities must be directly involved in the planning, implementation, and monitoring of forestry development activities. This approach implies that public administrations, responsible for forestry development, become fully decentralized, and capable of strengthening local capacity.Publication India : Alleviating Poverty through Forest Development(World Bank, Washington, DC, 2000-01)This case study, one of six evaluations in a series of country case studies, aims to understand the implementation of the 1991 Forest Strategy in World Bank operations and to obtain the views of the various stakeholders in the country about the involvement of the Bank. Each country study examines the overall development of the country's forest sector. This naturally includes the environmental impacts on forests, such as degradation, bio-diversity loss, and deforestation as well as encompassing the economic uses of forests, particularly the management of forest resources for production, the role of forest development in poverty alleviation, and the impacts of forest research and development. The report takes a multi-disciplinary approach that discusses economic, social, political, institutional, and financial issues, and is based on evidence from the literature; review of project documents and files; extensive interviews with Bank and other donor agency staff, specialists, forest officials, beneficiaries; and field visits. The report analyzes the interactions among the Bank's country assistance strategy, economic and sector work, policy dialogue, and their lending portfolio. The review is divided into two parts. Part 1 surveys the changing state of the forests in India. It explores causes of change in the extent and the quality of the forest cover. Part 2 explores the World Bank's lending and non-lending activities before and after the Bank's 1991 Forest Strategy.Publication Forest, Trees, and Woodlands in Africa : An Action Plan for World Bank Engagement(Washington, DC, 2012-06)The purpose of this paper is to outline an approach for Bank engagement in forests, trees, and woodlands on farms in Sub-Saharan Africa for the coming five years. The paper takes the framework of the Africa development strategy, which has two main pillars: supporting employment and competitiveness, and building resilience and reducing vulnerability; and one underlying foundation: strengthening capacity and governance. It is consistent with the pillars of the bank forest strategy from 2002, which highlight the contribution of forests to economic development, poverty reduction, and protection of global public goods. Several other World Bank corporate strategies are also relevant for the implementation of this action plan. The primary messages of this paper are linked: enhanced forest, tree and woodland management can play a key role in achieving the goals of the Africa Strategy. Employment generation, improving competitiveness as well as building resilience and reducing vulnerability are the overall objectives of the World Bank's forest engagement in Sub-Saharan Africa; and in many countries the most effective approaches will be outside the traditional forestry institutions and will involve working through operations and reforms supported through other sectors.

Publication World Development Report 2011(World Bank, 2011)The 2011 World development report looks across disciplines and experiences drawn from around the world to offer some ideas and practical recommendations on how to move beyond conflict and fragility and secure development. The key messages are important for all countries-low, middle, and high income-as well as for regional and global institutions: first, institutional legitimacy is the key to stability. When state institutions do not adequately protect citizens, guard against corruption, or provide access to justice; when markets do not provide job opportunities; or when communities have lost social cohesion-the likelihood of violent conflict increases. Second, investing in citizen security, justice, and jobs is essential to reducing violence. But there are major structural gaps in our collective capabilities to support these areas. Third, confronting this challenge effectively means that institutions need to change. International agencies and partners from other countries must adapt procedures so they can respond with agility and speed, a longer-term perspective, and greater staying power. Fourth, need to adopt a layered approach. Some problems can be addressed at the country level, but others need to be addressed at a regional level, such as developing markets that integrate insecure areas and pooling resources for building capacity Fifth, in adopting these approaches, need to be aware that the global landscape is changing. Regional institutions and middle income countries are playing a larger role. This means should pay more attention to south-south and south-north exchanges, and to the recent transition experiences of middle income countries.Publication Digital Progress and Trends Report 2023(Washington, DC: World Bank, 2024-03-05)Digitalization is the transformational opportunity of our time. The digital sector has become a powerhouse of innovation, economic growth, and job creation. Value added in the IT services sector grew at 8 percent annually during 2000–22, nearly twice as fast as the global economy. Employment growth in IT services reached 7 percent annually, six times higher than total employment growth. The diffusion and adoption of digital technologies are just as critical as their invention. Digital uptake has accelerated since the COVID-19 pandemic, with 1.5 billion new internet users added from 2018 to 2022. The share of firms investing in digital solutions around the world has more than doubled from 2020 to 2022. Low-income countries, vulnerable populations, and small firms, however, have been falling behind, while transformative digital innovations such as artificial intelligence (AI) have been accelerating in higher-income countries. Although more than 90 percent of the population in high-income countries was online in 2022, only one in four people in low-income countries used the internet, and the speed of their connection was typically only a small fraction of that in wealthier countries. As businesses in technologically advanced countries integrate generative AI into their products and services, less than half of the businesses in many low- and middle-income countries have an internet connection. The growing digital divide is exacerbating the poverty and productivity gaps between richer and poorer economies. The Digital Progress and Trends Report series will track global digitalization progress and highlight policy trends, debates, and implications for low- and middle-income countries. The series adds to the global efforts to study the progress and trends of digitalization in two main ways: · By compiling, curating, and analyzing data from diverse sources to present a comprehensive picture of digitalization in low- and middle-income countries, including in-depth analyses on understudied topics. · By developing insights on policy opportunities, challenges, and debates and reflecting the perspectives of various stakeholders and the World Bank’s operational experiences. This report, the first in the series, aims to inform evidence-based policy making and motivate action among internal and external audiences and stakeholders. The report will bring global attention to high-performing countries that have valuable experience to share as well as to areas where efforts will need to be redoubled.Publication Argentina Country Climate and Development Report(World Bank, Washington, DC, 2022-11)The Argentina Country Climate and Development Report (CCDR) explores opportunities and identifies trade-offs for aligning Argentina’s growth and poverty reduction policies with its commitments on, and its ability to withstand, climate change. It assesses how the country can: reduce its vulnerability to climate shocks through targeted public and private investments and adequation of social protection. The report also shows how Argentina can seize the benefits of a global decarbonization path to sustain a more robust economic growth through further development of Argentina’s potential for renewable energy, energy efficiency actions, the lithium value chain, as well as climate-smart agriculture (and land use) options. Given Argentina’s context, this CCDR focuses on win-win policies and investments, which have large co-benefits or can contribute to raising the country’s growth while helping to adapt the economy, also considering how human capital actions can accompany a just transition.Publication Digital Africa(Washington, DC: World Bank, 2023-03-13)All African countries need better and more jobs for their growing populations. "Digital Africa: Technological Transformation for Jobs" shows that broader use of productivity-enhancing, digital technologies by enterprises and households is imperative to generate such jobs, including for lower-skilled people. At the same time, it can support not only countries’ short-term objective of postpandemic economic recovery but also their vision of economic transformation with more inclusive growth. These outcomes are not automatic, however. Mobile internet availability has increased throughout the continent in recent years, but Africa’s uptake gap is the highest in the world. Areas with at least 3G mobile internet service now cover 84 percent of Africa’s population, but only 22 percent uses such services. And the average African business lags in the use of smartphones and computers as well as more sophisticated digital technologies that catalyze further productivity gains. Two issues explain the usage gap: affordability of these new technologies and willingness to use them. For the 40 percent of Africans below the extreme poverty line, mobile data plans alone would cost one-third of their incomes—in addition to the price of access devices, apps, and electricity. Data plans for small- and medium-size businesses are also more expensive than in other regions. Moreover, shortcomings in the quality of internet services—and in the supply of attractive, skills-appropriate apps that promote entrepreneurship and raise earnings—dampen people’s willingness to use them. For those countries already using these technologies, the development payoffs are significant. New empirical studies for this report add to the rapidly growing evidence that mobile internet availability directly raises enterprise productivity, increases jobs, and reduces poverty throughout Africa. To realize these and other benefits more widely, Africa’s countries must implement complementary and mutually reinforcing policies to strengthen both consumers’ ability to pay and willingness to use digital technologies. These interventions must prioritize productive use to generate large numbers of inclusive jobs in a region poised to benefit from a massive, youthful workforce—one projected to become the world’s largest by the end of this century.Publication Classroom Assessment to Support Foundational Literacy(Washington, DC: World Bank, 2025-03-21)This document focuses primarily on how classroom assessment activities can measure students’ literacy skills as they progress along a learning trajectory towards reading fluently and with comprehension by the end of primary school grades. The document addresses considerations regarding the design and implementation of early grade reading classroom assessment, provides examples of assessment activities from a variety of countries and contexts, and discusses the importance of incorporating classroom assessment practices into teacher training and professional development opportunities for teachers. The structure of the document is as follows. The first section presents definitions and addresses basic questions on classroom assessment. Section 2 covers the intersection between assessment and early grade reading by discussing how learning assessment can measure early grade reading skills following the reading learning trajectory. Section 3 compares some of the most common early grade literacy assessment tools with respect to the early grade reading skills and developmental phases. Section 4 of the document addresses teacher training considerations in developing, scoring, and using early grade reading assessment. Additional issues in assessing reading skills in the classroom and using assessment results to improve teaching and learning are reviewed in section 5. Throughout the document, country cases are presented to demonstrate how assessment activities can be implemented in the classroom in different contexts.
