dc.description.abstract | Good governance-or the absence of it-has concerned policy makers and other stakeholders in the transport sector for decades. Most stakeholders recognize that effective governance is crucial if improvements in transport infrastructure are to endure and contribute to sustainable economic growth. In Africa, billions of dollars have been spent on improving and rehabilitating transport infrastructure, but it has been long recognized that the poor performance of the transport sector is due to far more than merely inadequate finance or technical capacity constraints. Poor governance occurs at many levels of the policy cycle-from the ways in which legislation is drafted and regulations, systems, and procedures are worded and applied in practice, to how services are eventually delivered to the users of transport and whether their expectations are met. This paper sets out to identify a critical subset of governance indicators in the transport sector that can be used to demonstrate in a clear, measurable way the quality of governance in a particular country, sector, or subsector. By means of consultation with key transport sector stakeholders, it examines transport sector governance issues in four pilot countries in order to determine whether there is a consensus on what transport sector governance means in practice; why it matters; how it can be measured; and in what priority ways improvements in governance might make a real difference in the sector and its contribution to national development. dc.description.abstract | Le besoin d’une bonne gouvernance—ou son absence—ne cesse depuis des décennies de tarauder les responsables et acteurs du secteur du transport. La plupart des parties prenantes reconnaissent qu'une bonne gouvernance est indispensable à l’amélioration durable les infrastructures de transport et contribuer à la croissance économique. Cet ouvrage examine donc les questions de gouvernance dans le secteur des transports de quatre pays pilotes - le Mali, la Tanzanie, le Kenya et la Zambie - dans le cadre d’un processus de consultation des principaux intervenants du secteur. La consultation avait pour but de déterminer s’il existe un consensus sur ce qu’est, dans la pratique, la gouvernance dans le secteur des transports ; pourquoi elle est importante, comment elle peut être mesurée, et quelles sont les actions prioritaires à mener pour que son amélioration puisse créer un réel impact dans le secteur et contribuer au développement national. La première partie de ce travail porte essentiellement sur la recherche d’indicateurs qui, de l’avis des parties prenantes, offrent la meilleure possibilité de recueillir des preuves d’un exercice intègre de l’autorité. Le chapitre 2 explique l’évolution de l’approche technique intégrant les remarques des parties prenantes. Le chapitre 3 présente les indicateurs les plus conseillés selon « le cadre de gouvernance». Le chapitre 4 propose des mécanismes et arrangements institutionnels pour le suivi-évaluation et présente le mécanisme proposé de notation de chaque indicateur. Le chapitre 5 porte sur les conclusions et présente les options et recommandations pour les prochaines étapes, y compris le déploiement à grande échelle. Les annexes A et B referment respectivement la longue liste et la liste restreinte des indicateurs retenus. L’annexe C est composée d’exemples détaillés d’indicateurs de gouvernance du Programme de politiques de transport en Afrique (SSATP) dans le domaine du transport. | fr |
