Abstract
The Country Program Evaluation (CPE) will seek to assess how well the Bank Group–supported strategy was aligned with Georgia’s main development challenges and how effective the Bank Group’s support was in addressing these challenges. The evaluation seeks to identify lessons that support the further adaptation and refinement of Bank Group engagement in support of the country’s development priorities.

Publication World Bank Group Support to Somalia, Fiscal Years 2013–22 - Country Program Evaluation (Approach Paper, March 2, 2023)(Washington, DC, 2023-03-22)Somalia is today among the poorest and most fragile countries in the world, facing myriad development challenges related to ongoing conflict, climate change, food insecurity, natural disasters, and displacement. Overlapping crises related to the COVID-19 pandemic, a prolonged drought, and macroeconomic shocks from rising food and fuel costs have worsened socioeconomic conditions (World Bank 2022). Seventy-one percent of Somalis lived in extreme poverty in 2021, compared with 28 percent for Sub-Saharan Africa (World Bank 2021). Average life expectancy was 57.4 years, and maternal mortality stood at 734 for every 100,000 births (World Bank 2018d). The country’s Sustainable Development Goal ranking was 160th out of 163. The Somalia Country Program Evaluation (CPE) will assess the evolution of the World Bank Group’s support over fiscal years (FY)13–22 and the extent to which the Bank Group adequately prepared for an eventual normalization of relations with Somalia, tailored its support to the conflict and fragility situation in Somalia and evolving circumstances and country priorities, and learned from experience. It will seek to inform the preparation of the next Somalia Country Partnership Framework (CPF) and may be relevant to broader Bank Group engagement in countries affected by fragility, conflict, and violence (FCV).Publication The World Bank Group in Chad, Fiscal Years 2010–20(Washington, DC : World Bank, 2022-06-28)This Country Program Evaluation (CPE) assesses the World Bank Group's development effectiveness in Chad over the past decade within a context of high fragility and extreme poverty. The report covers the implementation of the Interim Strategy Note (2010–12) and the Country Partnership Framework (16–20). This CPE draws lessons to inform the design and implementation of the next partnership strategy with Chad. IEG finds that World Bank Group's support to Chad was aligned with government priorities and World Bank diagnostics. Bank Group support helped advance several human development objectives. It especially increased access to health services, primary and secondary education, and social protection in targeted areas as well as gender equality. Notwithstanding the challenges inherent in working in a fragile and conflict-affected situation, the performance of the Bank Group portfolio in Chad was weak. Timely budget support helped stave off an imminent fiscal crisis but did not achieve sustained reform. Few results were achieved in agriculture, infrastructure, and public resource management. Overall, performance was undermined by procurement delays, high turnover of government counterparts, and a lack of continuity in World Bank staff working on Chad. The following three lessons are offered for consideration. First, timely and targeted analytical work is necessary to inform priority setting, policy dialogue, and the design of reforms. Given the prevalence of capacity and absorptive constraints, it is essential to strategically prioritize analytical work to help identify and understand the most binding constraints to development gains and inform efforts to address them. Second, procurement challenges warrant greater attention to address the underlying political and bureaucratic obstacles, which will require a higher-level dialogue with the government. Lastly, although working in Chad is challenging, it is critical to strengthen incentives to attract and retain talent. This is needed to improve continuity of engagement with country authorities and compensate for weak client capacity, including the high turnover of government officials.Publication Environmental Sustainability : An Evaluation of World Bank Group Support(Washington, DC : World Bank, 2008)The purpose of this evaluation is threefold. First, it seeks to assess how, and how well, the World Bank Group has supported its public and private sector clients in their efforts to achieve greater environmental sustainability over the past 15 years. Second, it attempts to identify the principal external and internal constraints on Bank Group effectiveness. And third, it seeks to suggest how some of these constraints, particularly the internal ones, can be reduced.Publication World Bank Group Engagement in Upper-Middle-Income Countries(World Bank, Washington, DC, 2017-06-29)Middle-income countries (MICs)—the largest group of World Bank Group clients—are critical drivers of the world economy, but they remain vulnerable to global shocks. Addressing the development challenges facing MICs can generate positive externalities and transferable knowledge to lower income countries. According to the 2017 World Bank Group document, “Forward Look: A Vision for the World Bank Group in 2030—Progress and Challenges,” to meet its twin goals of eradicating extreme poverty and ensuring shared prosperity in a sustainable manner, the World Bank Group must sustain and evolve its engagement with MICs. This synthesis review focuses on the World Bank Group’s engagement with upper-middle-income countries (UMICs) and concludes that the Bank Group’s support to them remains highly relevant from two perspectives: helping these countries address their specific developmental challenges, and potentially having a valuable demonstration effect for other lower-income groups of World Bank Group clients. The more successful programs the World Bank Group supported were generally long duration and went well beyond the scope of a single investment loan or development policy loan. The World Bank Group’s willingness to sustain its engagement and build close relationships at the technical level contributed to successful outcomes. Despite this high relevance, important challenges remain in fully addressing some of the structural issues that underlie UMIC’s vulnerability to various shocks and in making progress that is more significant and sustained in several important development areas. The general perception is that World Bank Group financing is diminishing in UMICs, but the World Bank continues its important dialogue and engagement with UMICs despite this perception, covering a wide range of issues from fostering countercyclical policies, to building resilience, to financing large infrastructure projects, to catalyzing private sector participation. IEG evaluations consistently emphasized the high relevance of the World Bank’s analytic work in supporting reforms in UMICs and the high value that country stakeholders in UMICs assigned to its analytical work and technical assistance. Going forward, there is scope for further work on analyzing World Bank Group performance across various groups and subgroups of clients, including within narrower technical areas.Publication World Bank Group Support for Innovation and Entrepreneurship : An Independent Evaluation(World Bank Group, Washington, DC, 2013-09)World Bank Group management welcomes Independent Evaluation Group (IEG) review of innovation and entrepreneurship. The global financial crisis required developing economies to actively seek new sources of economic growth. Natural resource-intensive economies are pursuing new ways to diversify their productive capacity to build resilience to commodity cycles. Middle-income countries (MICs) are looking for ways to escape the middle-income trap. A number of developmental challenges, from climate adaptation to food security and health, require new, efficient technological solutions adapted to developing countries' needs. In such context, innovation and entrepreneurship are increasingly seen as essential ingredients for economic and social prosperity. The report notes there are limited mechanisms in place to share learning about innovation and entrepreneurship and few formal efforts to improve coordination. However, important initiatives are already under way to foster learning, cross fertilization, and codification of knowledge to support innovation policy. The innovation, technology, and entrepreneurship (ITE) global practice, for example, brings together innovation and entrepreneurship specialists across the Bank Group in knowledge exchange forums and other learning activities. The innovation policy platform (IPP), under advanced development, will provide a repository of knowledge on the "how to" of innovation policy and a collaborative space for users to exchange knowledge. The report recognizes that venture capital investments typically have high rates of failure in which only one or two investments earn high returns for every ten investments made. It states further that market practice assesses a fund's performance on a portfolio basis against its peers of the same vintage, not on a stand-alone basis. The positive effects on private sector development of International Finance Corporation (IFC) investments in venture capital funds confirm that this type of financing can be an important mechanism for fostering innovation, entrepreneurship, and growth of private enterprises. The report states that Multilateral Investment Guarantee Agency (MIGA) support helped jump-start private sector foreign direct investment in post conflict situations in Mozambique and Nicaragua. The report concludes that the effectiveness of MIGA's interventions to support innovation and entrepreneurship will be enhanced with improvements in the quality of its front-end work in assessment, underwriting, and monitoring. This report is organized as follows: chapter one presents evaluation context; chapter two gives strategies to support innovation and entrepreneurship; and chapter three deals with supporting innovation and entrepreneurship in World Bank Group projects; chapter four presents portfolio performance of World Bank Group support for innovation and entrepreneurship; chapter five gives learning from World Bank Group interventions; and chapter six gives conclusions and recommendations.

At the same time climate change acts as a direct driver of biodiversity and ecosystem services loss. The World Bank has financed biodiversity conservation around the world, including over 116 million hectares of Marine and Coastal Protected Areas, 10 million hectares of Terrestrial Protected Areas, and over 300 protected habitats, biological buffer zones and reserves. The COVID pandemic, biodiversity loss, climate change are all reminders of how connected we are. The recovery from this pandemic is an opportunity to put in place more effective policies, institutions, and resources to address biodiversity loss.Publication Media and Messages for Nutrition and Health(World Bank, Washington, DC, 2020-06)The Lao People’s Democratic Republic (Lao PDR) has experienced rapid and significant economic growth over the past decade. However, poor nutritional outcomes remain a concern. Rates of childhood undernutrition are particularly high in remote, rural, and upland areas. Media have the potential to play an important role in shaping health and nutrition–related behaviors and practices as well as in promoting sociocultural and economic development that might contribute to improved nutritional outcomes. This report presents the results of a media audit (MA) that was conducted to inform the development and production of mass media advocacy and communication strategies and materials with a focus on maternal and child health and nutrition that would reach the most people from the poorest communities in northern Lao PDR. Making more people aware of useful information, essential services and products and influencing them to use these effectively is the ultimate goal of mass media campaigns, and the MA measures the potential effectiveness of media efforts to reach this goal. The effectiveness of communication channels to deliver health and nutrition messages to target beneficiaries to ensure maximum reach and uptake can be viewed in terms of preferences, satisfaction, and trust. Overall, the four most accessed media channels for receiving information among communities in the study areas were village announcements, mobile phones, television, and out-of-home (OOH) media. Of the accessed media channels, the top three most preferred channels were village announcements (40 percent), television (26 percent), and mobile phones (19 percent). In terms of trust, village announcements were the most trusted source of information (64 percent), followed by mobile phones (14 percent) and television (11 percent). Hence of all the media channels, village announcements are the most preferred, have the most satisfied users, and are the most trusted source of information in study communities from four provinces in Lao PDR with some of the highest burden of childhood undernutrition.Publication Economic Recovery(World Bank, Washington, DC, 2021-04-06)World Bank Group President David Malpass spoke about the world facing major challenges, including COVID, climate change, rising poverty and inequality and growing fragility and violence in many countries. He highlighted vaccines, working closely with Gavi, WHO, and UNICEF, the World Bank has conducted over one hundred capacity assessments, many even more before vaccines were available. The World Bank Group worked to achieve a debt service suspension initiative and increased transparency in debt contracts at developing countries. The World Bank Group is finalizing a new climate change action plan, which includes a big step up in financing, building on their record climate financing over the past two years. He noted big challenges to bring all together to achieve GRID: green, resilient, and inclusive development. Janet Yellen, U.S. Secretary of the Treasury, mentioned focusing on vulnerable people during the pandemic. Kristalina Georgieva, Managing Director of the International Monetary Fund, focused on giving everyone a fair shot during a sustainable recovery. All three commented on the importance of tackling climate change.Publication Making Procurement Work Better – An Evaluation of the World Bank’s Procurement System(Washington, DC: World Bank, 2024-12-06)This evaluation assesses the results, successes, and challenges of the World Bank 2016 procurement reform. Procurements acquire the works, goods, and services necessary to achieve the World Bank’s project development outcomes. The World Bank’s procurement processes must ensure that clients get the best value for every development dollar. In 2016, the World Bank reformed its procurement system for Investment Project Financing and launched a new procurement framework aimed at enhancing the Bank’s development effectiveness through better procurement. The reform sought to reduce procurement bottlenecks impeding project performance and modernize procurement systems. It emphasized cutting edge international good practice principles and was intended to be accompanied by procurement capacity strengthening to help client countries. This evaluation offers three recommendations to scale up reform implementation and enhance portfolio and project performance: (i) Improve change management support for the reform’s implementation. (ii) Strategically strengthen country-level procurement capacity. (iii) Consistently manage the full spectrum of procurement risks to maximize project success.
