Abstract
The report, the first in an ongoing program, presents the results of a statistical analysis of household-level data for the periods 1995/1996, and 1999/2000, as a contribution to the preparation of a comprehensive poverty reduction strategy in Egypt. Despite considerable progress towards improving some of the non-income dimensions of poverty, more needs to be done to ease poverty. The main findings suggest a changing picture of poverty in the country, where poverty patterns changed from the urban-rural divide that had characterized the past, to a geographical/regional pattern, highlighting the lack of education as the strongest correlate of poverty. Statistics show that while inequality rose slightly for Egypt as a whole, the level was still comparable to other middle income countries; unemployment was high in urban areas; and, gender differences in poverty were small at an overall level, but were significant across regions, particularly in rural areas. Given the changing, complex picture of poverty in Egypt, a poverty reduction strategy will have to be comprehensive, yet flexible, hence, the report suggests a more sustainable growth in jobs, productivity, and incomes for the poorest; improved educational opportunities both for men, and women; reversal of growing, regional disparities in incomes, opportunities, and services; and, provision of safety nets that protect the most vulnerable.

Publication Azerbaijan : Living Conditions Assessment Report(World Bank, 2010-03-01)Azerbaijan saw a substantial reduction in poverty during the 2000s, owing to significant economic growth and policies and programs that improved the distribution of wealth. Seizing the opportunity afforded by the oil boom, Azerbaijan initiated large public sector investment programs and supportive policies to increase wages and social protection transfers to the population, and institutional reforms aimed at modernizing the economy. These efforts translated into double-digit growth and an impressive reduction in poverty. The report underscores that the government's targeted social assistance program has been successful in channeling public transfers to the most needy. On the other hand, high dependence on oil revenues, compounded by the current global economic crisis, presents challenges to maintaining growth and could jeopardize the gains made in poverty reduction. Moreover, while Azerbaijan has made significant progress in building capacity to redistribute the benefits of growth, significant challenges remain in developing the human capital of the population to participate actively in future growth and to close the productivity gap with its comparators in the post crisis world.Publication Rising Income Inequality in China : A Race to the Top(World Bank, Washington, DC, 2008-08)Income inequality in China has risen rapidly in the past decades across regions, between rural and urban sectors, and within provinces. The dynamics of divergence across these sub-national areas have taken the form of a "race to the top" - meaning that all segments of the population, including the poor with low education in lagging inland rural areas, have experienced gains in average income. The largest gains have been registered by those with higher income and education in leading coastal urban areas. Using the China Economic, Population, Nutrition and Health Survey data of 1989 and 2004, we show that the most important factors explaining overall inequality are differential returns to schooling and sector of employment. A decomposition analysis based on household income determination shows that the increase in returns to education explains two-thirds of income changes in urban areas and one-sixth in rural areas. The widening income gaps are the consequence of higher growth in leading urban and coastal areas and that the skilled population has benefited more from the economic reforms carried out during the last 25 years. The authors argue that rising income inequality can be part of a normal process of development at a certain stage, and that the dynamics of spatial income divergence in the form of "a race to the top" can be desirable to some extent as it unleashes competitive pressure and creates incentives for investment in skills. Continuing to improve market efficiency and investing in people, in particular improving education service in lagging areas to poor people, are important for sustainable growth and equitable distribution in the long run.Publication The Kyrgyz Republic : Poverty Update, 2011(Washington, DC, 2013-06-21)This report aims to provide an update of the profile of the poor and describe the dynamics of poverty and inequality in the Kyrgyz Republic during 2007-2011. This period was marked by economic and political volatility which adversely impacted the country's capacity to achieve some of the Millennium Development Goals (MDG). The lack of progress in indicators related to maternal and child health and combating HIV/AIDS and other diseases continues to be of concern. However, in comparison to other low-income countries, non-monetary indicators of poverty in the Kyrgyz Republic fare relatively well in such areas as health, education, and access to basic infrastructure services. The report finds that at the micro-level the leading factors associated with poverty are household demographic characteristics. Larger and younger households with relatively fewer income-generating members and more net consumers, such as children, are more prone to poverty. Female-headed households have lower consumption per capita all other things held equal.Publication Yemen Poverty Assessment : Volume 3. Poverty Maps(Washington, DC, 2007-11)From what was historically known as 'Arabia Felix', a land of prosperity and happiness, Yemen has become the most impoverished among the Arab countries. The government of the united Yemen, formed in 1990, has launched so far three five-year economic reform plans with the goal of restoring Yemen's prosperity. Have these efforts succeeded? What policies are needed to further reduce poverty? The poverty assessment report aims to answer these questions. This report measures poverty in Yemen in 2005-06, and evaluates the change in poverty compared to 1998, the two years for which comparable household budget surveys are available. The period between the two survey years (1998 and 2005-06), more or less overlaps the first two five-year economic plans and captures the effect of the economic reform programs launched since 1995. In addition to measuring poverty, this report has three objectives: evaluating the role of growth and past reforms on poverty, identifying better ways to target the vulnerable poor through public action, and an assessment of the poverty monitoring system. Publication The Journey Ahead(Washington, DC: World Bank, 2024-10-31)The Journey Ahead: Supporting Successful Migration in Europe and Central Asia provides an in-depth analysis of international migration in Europe and Central Asia (ECA) and the implications for policy making. By identifying challenges and opportunities associated with migration in the region, it aims to inform a more nuanced, evidencebased debate on the costs and benefits of cross-border mobility. Using data-driven insights and new analysis, the report shows that migration has been an engine of prosperity and has helped address some of ECA’s demographic and socioeconomic disparities. Yet, migration’s full economic potential remains untapped. The report identifies multiple barriers keeping migration from achieving its full potential. Crucially, it argues that policies in both origin and destination countries can help maximize the development impacts of migration and effectively manage the economic, social, and political costs. Drawing from a wide range of literature, country experiences, and novel analysis, The Journey Ahead presents actionable policy options to enhance the benefits of migration for destination and origin countries and migrants themselves. Some measures can be taken unilaterally by countries, whereas others require close bilateral or regional coordination. The recommendations are tailored to different types of migration— forced displacement as well as high-skilled and low-skilled economic migration—and from the perspectives of both sending and receiving countries. This report serves as a comprehensive resource for governments, development partners, and other stakeholders throughout Europe and Central Asia, where the richness and diversity of migration experiences provide valuable insights for policy makers in other regions of the world.Publication World Development Report 2011(World Bank, 2011)The 2011 World development report looks across disciplines and experiences drawn from around the world to offer some ideas and practical recommendations on how to move beyond conflict and fragility and secure development. The key messages are important for all countries-low, middle, and high income-as well as for regional and global institutions: first, institutional legitimacy is the key to stability. When state institutions do not adequately protect citizens, guard against corruption, or provide access to justice; when markets do not provide job opportunities; or when communities have lost social cohesion-the likelihood of violent conflict increases. Second, investing in citizen security, justice, and jobs is essential to reducing violence. But there are major structural gaps in our collective capabilities to support these areas. Third, confronting this challenge effectively means that institutions need to change. International agencies and partners from other countries must adapt procedures so they can respond with agility and speed, a longer-term perspective, and greater staying power. Fourth, need to adopt a layered approach. It defines equity in terms of two basic principles. This Report offers practical insights for policymakers, executives, scholars, and all those with an interest in economic development.Publication Europe and Central Asia Economic Update, Fall 2024: Better Education for Stronger Growth(Washington, DC: World Bank, 2024-10-17)Economic growth in Europe and Central Asia (ECA) is likely to moderate from 3.5 percent in 2023 to 3.3 percent this year. This is significantly weaker than the 4.1 percent average growth in 2000-19. Growth this year is driven by expansionary fiscal policies and strong private consumption. External demand is less favorable because of weak economic expansion in major trading partners, like the European Union. Growth is likely to slow further in 2025, mostly because of the easing of expansion in the Russian Federation and Turkiye. This Europe and Central Asia Economic Update calls for a major overhaul of education systems across the region, particularly higher education, to unleash the talent needed to reinvigorate growth and boost convergence with high-income countries. Universities in the region suffer from poor management, outdated curricula, and inadequate funding and infrastructure. A mismatch between graduates' skills and the skills employers are seeking leads to wasted potential and contributes to the region's brain drain. Reversing the decline in the quality of education will require prioritizing improvements in teacher training, updated curricula, and investment in educational infrastructure. In higher education, reforms are needed to consolidate university systems, integrate them with research centers, and provide reskilling opportunities for adult workers.Publication Classroom Assessment to Support Foundational Literacy(Washington, DC: World Bank, 2025-03-21)This document focuses primarily on how classroom assessment activities can measure students’ literacy skills as they progress along a learning trajectory towards reading fluently and with comprehension by the end of primary school grades. The document addresses considerations regarding the design and implementation of early grade reading classroom assessment, provides examples of assessment activities from a variety of countries and contexts, and discusses the importance of incorporating classroom assessment practices into teacher training and professional development opportunities for teachers. The structure of the document is as follows. The first section presents definitions and addresses basic questions on classroom assessment. Section 2 covers the intersection between assessment and early grade reading by discussing how learning assessment can measure early grade reading skills following the reading learning trajectory. Section 3 compares some of the most common early grade literacy assessment tools with respect to the early grade reading skills and developmental phases. Section 4 of the document addresses teacher training considerations in developing, scoring, and using early grade reading assessment. Additional issues in assessing reading skills in the classroom and using assessment results to improve teaching and learning are reviewed in section 5. Throughout the document, country cases are presented to demonstrate how assessment activities can be implemented in the classroom in different contexts.
