Abstract
Iraq appears to have firmly entered the ranks of upper middle-income countries in 2012, having experienced strong economic growth following the establishment of a civilian elected government in 2005-06. In 2012 the years of growth culminated in a per capita GDP of 2472 constant 2005 US$. This three-volume poverty and inclusion assessment provides the first in-depth analysis of Iraq's economic and social development during the period of 2007 to 2012. Volume 1 is an overview of the economic climate in Iraq, providing brushstroke descriptions of its poverty reduction plans, labor markets, public health data, and education focal points. Volume 2 is a nine-chapter report on the years between 2007 and 2012, a period of relative stability in Iraq. 2007 marks the end of sectarian violence, which lasted until 2012, prior to the militancy and insurgency in the northern governorates of the summer of 2014. The country has been a nexus of conflict and fragility since the early 1980s, and has experienced multiple types of conflict: insurgency, international war, sectarian strife, persistent terrorism, regional fragmentation, and spillovers from conflict in other countries. What should have been a promising endowment of natural resources of land, oil and gas, as well of human capital, did not provide the foundation for poverty reduction and shared prosperity. The realization of potential was confounded by war and repression. A key priority of the Government of Iraq since 2005-06 has been to fill the huge knowledge gap in terms of a deeper understanding of the state of the economy and of a range of socioeconomic indicators of welfare with the objective of building a strong evidence base for effective policy making. The rich analyses presented in this report go well beyond counting the poor. It gives an incisive understanding of the multi-layered development challenges faced by the nation, which serves as a testament to the commitment of the Government of Iraq, the staff of the Central Statistics Office, and the Kurdistan Region Statistics Office. It will form the basis for a new strategy for Iraq's development and ensure broad-based welfare improvements for the population. Volume 3 consists of nine annexes and nine references in the forms of tables, boxes, and equations used in the methodologies.

Publication Kyrgyz Republic : Poverty Assessment, Volume 2. Labor Market Dimensions of Poverty(Washington, DC, 2007-10-19)This report, which has been prepared by the World Bank in cooperation with the National Statistical Committee, provides an assessment of poverty in the Kyrgyz Republic using the most recent data available. The objective of this report is to understand to what extent economic growth has reduced poverty and led to improved living conditions for the population during 2000-2005. The report also attempts to answer three questions about the Kyrgyz Republic: what is the profile of poor? How has economic growth affected the level and composition of poverty? How has the labor market contributed to changes in poverty? The report is divided into two volumes. The first volume begins with this chapter which provides an international comparison of social and other key indicators of the Kyrgyz Republic followed by a profile of the poor based upon 2005 household survey data. The second chapter analyzes the linkages between growth and poverty during 2000-2005. The third chapter provides our key findings of labor market outcomes and poverty and what the implications are for policy making. The final chapter synthesizes the information from the earlier chapters and provides some policy directions. The second volume provides a more thorough analysis of labor markets. It covers developments in the labor market, urban labor markets, rural labor markets and differences between men and women in the labor market.Publication Youth Employment in Sierra Leone : Sustainable Livelihood Opportunities in a Post-conflict Setting(World Bank, 2009)This study focuses on short- and medium-term solutions. It informs the government about the type of programs and policies that could improve the employability of young people, paying special attention to areas in which productivity can be rapidly improved. The report consists of six chapters. Chapter two profiles young people in Sierra Leone. Chapter three examines young people in the labor market, with a focus on the labor supply side of the equation (that is, the skills young people bring to the labor market). Chapter four turns to employers (the demand side of the labor market) to better understand why they do or do not employ young people. Chapter five reviews skill development programs to enhance employability of young people in Sierra Leone and other countries and presents policy options for improving worker skills (supply side) and employer interest (demand side). Chapter six summarizes the lessons from the analysis and concludes with policy and program recommendations.Publication Jordan : Poverty Assessment Executive Summary, Volume 1(Washington, DC, 2004-12-01)This report assesses poverty in Jordan in 2002-03, and examines the changes that have occurred since 1997 as a result of economic growth and the income distribution policies of the Government of Jordan. The study concludes that poverty declined in Jordan in that time period, no matter which poverty line one chooses to use, and was made possible with an equally remarkable growth in per capita private consumption, in which the poor participated, at about 3.5 percent a year. The fast rise in private consumption appears to be due to a recovery in consumption trends that is mainly policy driven. The report, however, identifies some concerns about the sustainability of poverty reduction, and recommends that long-term policy focus more on regional imbalances in development; improve access of the poor in education, health, and jobs; plug the leakage in government transfer programs; and institute poverty monitoring systems for timely remedial action.Publication Voices of Youth in Post-Conflict Burundi : Perspectives on Exclusion, Gender, and Conflict(Washington, DC, 2012-01)This report examines youth in post-conflict Burundi. The research responds to the nascent but growing body of knowledge on conflict, young men and gender. War and violence have devastated societies and economies throughout Africa with young men being the main perpetrators of this violence. This research attempts to contribute to this body of knowledge. It looks at youth and young men in particular in two countries emerging from years of ethnic conflict, with a view to identifying if gender norms may increase the risk of renewed conflict. Specific objectives of the research in Burundi were to examine how poor and excluded youth are faring and coping in the country's post-conflict environment; how gender dynamics are playing out in Burundian society and how these may contribute to increased risk of renewed conflict; and what the implications of findings are in terms of future policy and programming. The study takes a special look at youth ex-combatants who are in the process of being reintegrated back into their communities, given that this group has been a focus of a high profile demobilization and reintegration program in Burundi and given that ex-combatants are considered to represent a higher risk to renewed fighting. The report is organized as follows. After this introductory chapter, chapter two presents the context for the study, and includes a definition of youth as well as a brief description of the country context and socioeconomic indicators for youth. Chapter three presents the main research findings on how youth are faring, how they see their prospects, and the challenges they face, including those related to meeting gender norms and other social institutions. Chapter four presents a description of the policy response and programs targeting youth, scanty as they may be. Publication Poverty and Shared Prosperity 2016(Washington, DC: World Bank, 2016-10-02)Poverty and Shared Prosperity 2016 is the first of an annual flagship report that will inform a global audience comprising development practitioners, policy makers, researchers, advocates, and citizens in general with the latest and most accurate estimates on trends in global poverty and shared prosperity. This edition will also document trends in inequality and identify recent country experiences that have been successful in reducing inequalities, provide key lessons from those experiences, and synthesize the rigorous evidence on public policies that can shift inequality in a way that bolsters poverty reduction and shared prosperity in a sustainable manner. Specifically, the report will address the following questions: • What is the latest evidence on the levels and evolution of extreme poverty and shared prosperity? • Which countries and regions have been more successful in terms of progress toward the twin goals and which are lagging behind? • What does the global context of lower economic growth mean for achieving the twin goals? • How can inequality reduction contribute to achieving the twin goals? • What does the evidence show concerning global and between- and within-country inequality trends? • Which interventions and countries have used the most innovative approaches to achieving the twin goals through reductions in inequality? The report will make four main contributions. First, it will present the most recent numbers on poverty, shared prosperity, and inequality. Second, it will stress the importance of inequality reduction in ending poverty and boosting shared prosperity by 2030 in a context of weaker growth. Third, it will highlight the diversity of within-country inequality reduction experiences and will synthesize experiences of successful countries and policies, addressing the roots of inequality without compromising economic growth. In doing so, the report will shatter some myths and sharpen our knowledge of what works in reducing inequalities. Finally, it will also advocate for the need to expand and improve data collection—for example, data availability, comparability, and quality—and rigorous evidence on inequality impacts in order to deliver high-quality poverty and shared prosperity monitoring.Publication The African Continental Free Trade Area(Washington, DC: World Bank, 2020-07-27)The African Continental Free Trade Area (AfCFTA) agreement will create the largest free trade area in the world, measured by the number of countries participating. The pact will connect 1.3 billion people across 55 countries with a combined GDP valued at $3.4 trillion. It has the potential to lift 30 million people out of extreme poverty by 2035. But achieving its full potential will depend on putting in place significant policy reforms and trade facilitation measures. The scope of the agreement is considerable. It will reduce tariffs among member countries and cover policy areas, such as trade facilitation and services, as well as regulatory measures, such as sanitary standards and technical barriers to trade. It will complement existing subregional economic communities and trade agreements by offering a continent-wide regulatory framework and by regulating policy areas—such as investment and intellectual property rights protection—that have not been covered in most subregional agreements. The African Continental Free Trade Area: Economic and Distributional Effects quantifies the long-term implications of the agreement for growth, trade, poverty reduction, and employment. Its analysis goes beyond that in previous studies that have largely focused on tariff and nontariff barriers in goods—by including the effects of services and trade facilitation measures, as well as the distributional impacts on poverty, employment, and wages of female and male workers. It is designed to guide policy makers as they develop and implement the extensive range of reforms needed to realize the substantial rewards that the agreement offers. The analysis shows that full implementation of AfCFTA could boost income by 7 percent, or nearly $450 billion, in 2014 prices and market exchange rates. The agreement would also significantly expand African trade—particularly intraregional trade in manufacturing. The goal of the Doing Business series is to provide objective data for use by governments in designing sound business regulatory policies and to encourage research on the important dimensions of the regulatory environment for firms.Publication Poverty and Shared Prosperity 2018(Washington, DC: World Bank, 2018-10-17)The World Bank Group has two overarching goals: End extreme poverty by 2030 and promote shared prosperity by boosting the incomes of the bottom 40 percent of the population in each economy. As this year’s Poverty and Shared Prosperity report documents, the world continues to make progress toward these goals. In 2015, approximately one-tenth of the world’s population lived in extreme poverty, and the incomes of the bottom 40 percent rose in 77 percent of economies studied. But success cannot be taken for granted. Poverty remains high in Sub- Saharan Africa, as well as in fragile and conflict-affected states. At the same time, most of the world’s poor now live in middle-income countries, which tend to have higher national poverty lines. This year’s report tracks poverty comparisons at two higher poverty thresholds—$3.20 and $5.50 per day—which are typical of standards in lower- and upper-middle-income countries. In addition, the report introduces a societal poverty line based on each economy’s median income or consumption. Poverty and Shared Prosperity 2018: Piecing Together the Poverty Puzzle also recognizes that poverty is not only about income and consumption—and it introduces a multidimensional poverty measure that adds other factors, such as access to education, electricity, drinking water, and sanitation. It also explores how inequality within households could affect the global profile of the poor. This edition brings the unwelcome news that COVID-19, along with conflict and climate change, has not merely slowed global poverty reduction but reversed it for first time in over twenty years. With COVID-19 predicted to push up to 100 million additional people into extreme poverty in 2020, trends in global poverty rates will be set back at least three years over the next decade. Today, 40 percent of the global poor live in fragile or conflict-affected situations, a share that could reach two-thirds by 2030. Multiple effects of climate change could drive an estimated 65 to 129 million people into poverty in the same period. “Reversing the reversal” will require responding effectively to COVID-19, conflict, and climate change while not losing focus on the challenges that most poor people continue to face most of the time. Though these are distinctive types of challenges, there is much to be learned from the initial response to COVID-19 that has broader implications for development policy and practice, just as decades of addressing more familiar development challenges yield insights that can inform responses to today’s unfamiliar but daunting ones. Solving novel problems requires rapid learning, open cooperation, and strategic coordination by everyone: from political leaders and scientists to practitioners and citizens.
