Abstract
The purpose of this report is to provide an overview of the current situation of brownfield management in China for World Bank staff and relevant government officials in order to help raise awareness of land contamination and help develop remediation activities. After the introductory section, section two explores the environmental and development pressures of land. Section three reviews government plans, targets and actions. Section four discusses the regulatory framework for brownfield remediation and redevelopment in China. Section five analyzes organizational setup and management procedures, as well as the stakeholders in brownfield management. Section six offers a brief review of the status of brownfield remediation technologies in China. Section seven looks at the cases of Beijing and Chongqing. Finally, section eight evaluates Chinese practices, discusses areas for improvement, offers recommendations, and concludes the brief.

    Recurring environmental incidents have led to increased public awareness of the threats of environmental pollution to public health and rapid urbanization is driving up land prices in Chinese cities. As a result of these developments, industrial plant relocations are numerous, particularly of heavily polluting industrial plants, such as pesticide, coke, steel plants, and chemical industry plants. These relocations are leaving behind many contaminated sites in the cities, sometimes with various pollutants, as well as complex and serious soil and groundwater contamination. It has become increasingly clear that China needs a comprehensive policy, regulatory, technical, financial, and management framework to effectively track, evaluate and clean up the numerous contaminated sites. Currently, China has no specific law regulating contaminated site remediation and management. Soil protection provisions do exist in some generic legislation, in the form of air and water protection laws, solid waste laws, and toxic substance control acts. However, due to their different objectives and scopes, they are often aimed at different aspects of the issue. As a result, existing provisions, even if fully implemented, may not fully cover the whole range of threats related to site contamination. Hence, learning from the experiences of other countries is essential for the Chinese government to increase its capacity and preparedness to manage issues related to site contamination.

    Developing a Program for Contaminated Site Management in Low and Middle Income Countries

    Contaminated sites associated with economic growth and development and increased urbanization pose a growing public health and environmental problem. Emissions and discharges, particularly uncontrolled ones, onto land can pollute the soil and the groundwater beneath, and can also affect surface water quality and sediments in nearby rivers and streams. This document is intended to summarize the rationale and the major policy, regulatory, implementation, and organizational issues involved in creating a contaminated site program, especially for low and middle income countries. The document offers alternatives regarding the design and implementation of such a program. It provides an action agenda of short- and longer-term activities to be considered when establishing a contaminated site program. In addition to providing some optional approaches for the many policy and programmatic issues, the document provides numerous references from the experience of other country programs to draw upon in considering program options. The document is intended to help support World Bank staff or other international financial institutions and assistance agencies in their dialogues with governmental officials in low and middle income countries regarding specific options and steps on developing or implementing contaminated sites programs in their countries. It is also relevant for governmental agencies in these countries responsible for site contamination and pollution management, land use planning, and site development at local and national levels. The document is organized in the following chapters: chapter one gives introduction. Chapter two is setting policy and legislative framework which highlights the development of policy and legislative purpose, principles, strategy and design, and related legislation. Chapter three is regulatory issues which presents major topics that may be the subject of regulations by a ministry or agency. Chapter four is contaminated site program management which presents management, organizational, and operational issues, including issues of coordination and partnerships within branches of government and with other stakeholders. Chapter five is action agenda for contaminated site program which provides the development of an action agenda of short- and longer-term actions to be considered in forming a contaminated site program, including creation of a national management plan for contaminated sites.

    Groundwater Quality Protection : A Guide for Water Utilities, Municipal Authorities, and Environment Agencies

    This publication provides guidance to water-sector decision makers and planners on how to deal with the quality dimension of groundwater resources management in the World Bank's client countries. There is growing evidence of increasing pollution threats to groundwater and some well-documented cases of irreversible damage to important aquifers. This guide has been produced in the belief that groundwater pollution hazard assessment must become an essential part of environmental best practice for water supply utilities. The guide is particularly relevant for the World Bank's Latin American and Caribbean Region, where many countries have initiated major changes to modernize their institutional and legal framework for water resources management, but may not yet have considered groundwater at the same level as surface water, because of lack of awareness and knowledge of groundwater issues and policy options.

    Guide for Wastewater Management in Rural Villages in China

    There is an urgent need to provide practical guidelines for Chinese decision makers and officials to better understand the key issues and constraints related to rural wastewater management and to identify feasible solutions and tools to improve the performance and sustainability of these projects. To address these needs, the World Bank has developed this guide for wastewater management in rural villages in China. The Guide is intended to be a useful resource for Chinese policy makers and practitioners. It includes a review of historical and current policies and practices related to wastewater management in rural China. The Guide outlines a framework and strategies for establishing municipal and village level wastewater management programs. The overall objective of the guide is to identify key issues and to present effective strategies and approaches to implement sustainable wastewater management programs at the local jurisdictions in order to improve rural sanitation in China. A key objective of the guide is to present institutional, programmatic and technical guidelines that can be adopted by local jurisdictions, forming the basis for consistent, affordable, practical, and effective sanitation project planning, design, implementation, and operations.

    Improving Wastewater Use in Agriculture : An Emerging Priority

    Wastewater use in agriculture is a growing practice worldwide. Drivers include increasing water stress, in part due to climate change; increasing urbanization and growing wastewater flows; and more urban households engaged in agricultural activities. The problem with this trend is that in low-income countries, but also in many middle-income countries, it either involves the direct use of untreated wastewater or the indirect use of polluted waters from rivers that receive untreated urban discharges. This poses substantial risks, in particular microbial risks to public health. To address these risks, the World Health Organization in 2006 issued new guidelines for the safe use of wastewater.This paper aims to highlight the growing importance of improving wastewater use in agriculture across the spectrum from lower to high-income countries. It presents an innovative approach linking key issues related to different aspects of wastewater irrigation to a country s level of economic development. Based on data presented in the World Bank s World Development Report, it differentiates between four country income levels to create a typology for analyzing current issues, trends, and priorities for improving agricultural wastewater use with a focus on reducing the risks to public health. It also presents the basic principles of the new 2006 World Health Organization Guidelines, and how to apply them. Beyond regulatory aspects, the paper also discusses other aspects that are important for achieving a more integrated approach to agricultural wastewater use, including institutional/planning, technological, economic/financial, and social issues. Finally, the paper provides recommendations for moving the wastewater irrigation agenda forward.

    The Argentina Country Climate and Development Report (CCDR) explores opportunities and identifies trade-offs for aligning Argentina’s growth and poverty reduction policies with its commitments on, and its ability to withstand, climate change. It assesses how the country can: reduce its vulnerability to climate shocks through targeted public and private investments and adequation of social protection. The report also shows how Argentina can seize the benefits of a global decarbonization path to sustain a more robust economic growth through further development of Argentina’s potential for renewable energy, energy efficiency actions, the lithium value chain, as well as climate-smart agriculture (and land use) options. Given Argentina’s context, this CCDR focuses on win-win policies and investments, which have large co-benefits or can contribute to raising the country’s growth while helping to adapt the economy, also considering how human capital actions can accompany a just transition.

    Classroom Assessment to Support Foundational Literacy

    This document focuses primarily on how classroom assessment activities can measure students’ literacy skills as they progress along a learning trajectory towards reading fluently and with comprehension by the end of primary school grades. The document addresses considerations regarding the design and implementation of early grade reading classroom assessment, provides examples of assessment activities from a variety of countries and contexts, and discusses the importance of incorporating classroom assessment practices into teacher training and professional development opportunities for teachers. The structure of the document is as follows. The first section presents definitions and addresses basic questions on classroom assessment. Section 2 covers the intersection between assessment and early grade reading by discussing how learning assessment can measure early grade reading skills following the reading learning trajectory. Section 3 compares some of the most common early grade literacy assessment tools with respect to the early grade reading skills and developmental phases. Section 4 of the document addresses teacher training considerations in developing, scoring, and using early grade reading assessment. Additional issues in assessing reading skills in the classroom and using assessment results to improve teaching and learning are reviewed in section 5. Throughout the document, country cases are presented to demonstrate how assessment activities can be implemented in the classroom in different contexts.

    All African countries need better and more jobs for their growing populations. "Digital Africa: Technological Transformation for Jobs" shows that broader use of productivity-enhancing, digital technologies by enterprises and households is imperative to generate such jobs, including for lower-skilled people. At the same time, it can support not only countries’ short-term objective of postpandemic economic recovery but also their vision of economic transformation with more inclusive growth. These outcomes are not automatic, however. Mobile internet availability has increased throughout the continent in recent years, but Africa’s uptake gap is the highest in the world. Areas with at least 3G mobile internet service now cover 84 percent of Africa’s population, but only 22 percent uses such services. And the average African business lags in the use of smartphones and computers as well as more sophisticated digital technologies that catalyze further productivity gains. Two issues explain the usage gap: affordability of these new technologies and willingness to use them. For the 40 percent of Africans below the extreme poverty line, mobile data plans alone would cost one-third of their incomes—in addition to the price of access devices, apps, and electricity. Data plans for small- and medium-size businesses are also more expensive than in other regions. Moreover, shortcomings in the quality of internet services—and in the supply of attractive, skills-appropriate apps that promote entrepreneurship and raise earnings—dampen people’s willingness to use them. For those countries already using these technologies, the development payoffs are significant. New empirical studies for this report add to the rapidly growing evidence that mobile internet availability directly raises enterprise productivity, increases jobs, and reduces poverty throughout Africa. To realize these and other benefits more widely, Africa’s countries must implement complementary and mutually reinforcing policies to strengthen both consumers’ ability to pay and willingness to use digital technologies. These interventions must prioritize productive use to generate large numbers of inclusive jobs in a region poised to benefit from a massive, youthful workforce—one projected to become the world’s largest by the end of this century.

    The Sourcebook synthesizes real-world experiences and lessons learned of social protection delivery systems from around the world, with a particular focus on social and labor benefits and services. It takes a practical approach, seeking to address concrete “how-to” questions, including: How do countries deliver social protection benefits and services? How do they do so effectively and efficiently? How do they ensure dynamic inclusion, especially for the most vulnerable and needy? How do they promote better coordination and integration—not only among social protection programs but also programs in other parts of government? How can they meet the needs of their intended populations and provide a better client experience? The Sourcebook structures itself around eight key principles that can frame the delivery systems mindset: (1) delivery systems evolve over time, do so in a non-linear fashion, and are affected by the starting point(s); (2) additional efforts should be made to “do simple well”, and to do so from the start rather than trying to remedy by after-the-fact adding-on of features or aspects; (3) quality implementation matters, and weaknesses in the design or structure of any core system element will negatively impact delivery; (4) defining the “first mile” for people interface greatly affects the system and overall delivery, and is most improved when that “first mile” is understood as the weakest link in delivery systems); (5) delivery systems do not operate in a vacuum and thus should not be developed in silos; (6) delivery systems can contribute more broadly to government’s ability to intervene in other sectors, such as health insurance subsidies, scholarships, social energy tariffs, housing benefits, and legal services; (7) there is no single blueprint for delivery systems, but there are commonalities and those common elements constitute the core of the delivery systems framework; (8) inclusion and coordination are pervasive and perennial dual challenges, and they contribute to the objectives of effectiveness and efficiency.

    Europe and Central Asia Economic Update, Fall 2024: Better Education for Stronger Growth

    Economic growth in Europe and Central Asia (ECA) is likely to moderate from 3.5 percent in 2023 to 3.3 percent this year. This is significantly weaker than the 4.1 percent average growth in 2000-19. Growth this year is driven by expansionary fiscal policies and strong private consumption. External demand is less favorable because of weak economic expansion in major trading partners, like the European Union. Growth is likely to slow further in 2025, mostly because of the easing of expansion in the Russian Federation and Turkiye. This Europe and Central Asia Economic Update calls for a major overhaul of education systems across the region, particularly higher education, to unleash the talent needed to reinvigorate growth and boost convergence with high-income countries. Universities in the region suffer from poor management, outdated curricula, and inadequate funding and infrastructure. A mismatch between graduates' skills and the skills employers are seeking leads to wasted potential and contributes to the region's brain drain. Reversing the decline in the quality of education will require prioritizing improvements in teacher training, updated curricula, and investment in educational infrastructure. In higher education, reforms are needed to consolidate university systems, integrate them with research centers, and provide reskilling opportunities for adult workers.
