Abstract
This document reflects the significant expansion of IFC’s gender work, ranging from innovative research, new product development, broadened private sector advisory solutions, increased gender-lens investments, and robust partnerships. This expansion was fueled by a clear business case that explained why gender equality matters to the private sector, set ambitious institutional corporate targets, deployed an increasing number of decentralized gender resources, fostered a deeper engagement between the World Bank (WB) and the Multilateral Investment Guarantee Agency (MIGA) as one World Bank Group (WBG) addressing gender barriers, broadened financing instruments, and expanded the use of blended finance. As a result, long-term finance commitments with a gender lens increased from $1 billion in fiscal year (FY) 2019 to $8.99 billion in FY23. IFC’s share of women directors nominated for IFC board seats rose from 26 percent in FY18 to 62 percent in FY23. New advisory projects with a gender lens rose from 25 percent in FY16 to 55 percent in FY23. IFC also invested $575 million across six gender bonds issued by private sector financial institutions – each was the first in its market. Finally, this document highlights key areas of learning during the implementation of the first gender strategy and summarizes what more can be done to accelerate gender equality through the forthcoming World Bank Group Gender Strategy. Due to the negative impact of COVID-19 on gains in gender equality, new investments are required that advance affordable, safe quality childcare, prevent and mitigate gender-based violence, and increase women’s labor force participation rate. On an equally and increasingly important agenda, women are disproportionately impacted by climate change but are less represented in efforts to address it, gender equality and climate need to be better connected in development efforts. While some progress has been made, more efforts will be needed to accelerate gender equality and tackle the backlash against the inclusion of women and other marginalized groups in many countries. This could include integrating more gender perspectives into IFC investments via tools such as corporate targets, ramping up the use of blended and sustainability linked finance, partnering with investors to mobilize and allocate gender-smart finance; and deploying multi-sector gender programs at country level in close collaboration with the World Bank to tackle stubborn gender inequalities. IFC can further connect its ambitious gender program with programs targeting marginalized groups (low-income/base of the pyramid, migrants/refugees, forcibly displaced people, LGBTI, and persons with disabilities) to better tailor solutions to country and client needs. Finally, gender results measurement was limited to inputs, processes, and some outputs, and this retrospective suggests collecting more standardized monitoring indicators and embedding better evaluation approaches to measure and publicly report on aggregate outcomes and impacts of gender equality efforts.

Publication World Bank Group Gender Strategy 2024 – 2030(Washington, DC: World Bank, 2025-02-25)The WBG Gender Strategy 2024-30 puts forward the bold ambition to accelerate gender equality to end poverty on a livable planet in alignment with the World Bank Group Evolution Roadmap. The strategy responds to the global urgency, fundamentality, and complexity of achieving gender equality. Building on implementation of the WBG Gender Strategy 2016-23, the new strategy engages with greater ambition – approaching gender equality for all as essential for global development – and engages differently.Publication World Bank Group Gender Strategy (FY16-23)(World Bank, Washington, DC, 2015-12-16)By many measures, 2015 marks a watershed year in the international communitys efforts to advance gender equality. In September, with the adoption of the Sustainable Development Goals (SDGs), UN Member States committed to a renewed and more ambitious framework for development. This agenda, with a deadline of 2030, emphasizes inclusion not just as an end in and of itself but as critical to development effectiveness. At the center of this agenda is the achievement of gender equality and empowerment of all women and girls (SDG 5). In addition to governments, the private sector is increasingly committed to reducing gaps between men and women not just because it is the right thing to do, but because it makes business sense. Gender equality is also central to the World Bank Group’s own goals of ending extreme poverty and boosting shared prosperity in a sustainable manner. No society can develop sustainably without transforming the distribution of opportunities, resources and choices for males and females so that they have equal power to shape their own lives and contribute to their families, communities, and countries. Promoting gender equality is smart development policy.Publication Montenegro Gender Diagnostic(Washington, DC, 2013-06)In 2011, women and girls represented 50.6 percent of the total Montenegrin population (620,029 persons). Different aspects of gender inequality vary by region and ethnicity. The present World Bank country partnership strategy in Montenegro is based on two pillars that include supporting Montenegro s accession to the European Union (EU) through boosting institutions and competitiveness. The purpose of this report is to provide an overview of gender inequality in Montenegro. Using a number of data sources, gender differences in various outcomes are analyzed with the intention of highlighting gender inequalities in human wellbeing. Results are used to prioritize possible avenues for future research to better understand such inequalities and or suggest areas that require more focus from policymakers. This report operates under the premise that gender equality is both an issue of human rights and of critical economic consequence. In line with the world development report (WDR) 2012, the nomenclature of gender gaps in endowments, access to economic opportunities, and agency will be used to elaborate upon these arguments and their relevance to Montenegro. The findings of this diagnostic suggest that there are gender gaps in Montenegro, particularly in: (i) agency, although available data in this area is limited; (ii) access to economic opportunities; and (iii) human capital among some population subgroups. The structure of the report is as follows: section one gives introduction. Section two addresses gender disparities in endowments, including education, health, and assets. Section three presents disparities in economic opportunities in the forms of labor force participation, unemployment, employment and wages, and entrepreneurship. Section four focuses on agency and its implications for gender equality. Section five discusses relationships across issues and suggests areas for further research.Publication World Bank Group Gender Strategy Mid-Term Review(World Bank, Washington, DC, 2021-03-08)The World Bank Group’s Gender Strategy (fiscal year [2016–23) presents gender equality as integral to smart development policy and posits that successful implementation of the strategy will help achieve the Bank Group’s twin goals and the Sustainable Development Goals. The strategy focuses on four objectives: human endowments, jobs, asset control and ownership, and voice and agency. To implement the strategy, the World Bank and International Finance Corporation (IFC) established a new methodology and targets for measuring progress via gender tags for World Bank operations and gender flags for IFC advisory and investment services. At the midpoint in the eight-year strategic cycle, this review provides a rapid assessment of the implementation of the strategy in the World Bank and IFC. The purpose of the review is to provide evidence and reveal opportunities to maximize organizational efforts over the final four years of implementation. It reflects on what is working well and less well to support continuous monitoring and learning in the World Bank and IFC in terms of strategy implementation. The review identified the connections and coordination among four essential institutional elements for an enhanced country-driven approach—knowledge management, staff designated to support work on gender, the IFC Gender Business Group and World Bank Gender Group, and monitoring and evaluation—and identifies four opportunities to enhance implementation.Publication Sample Terms of Reference - Preventing and Responding to Gender-Based Violence in World Bank Operations(Washington, DC, 2023-06)Effectively addressing gender-based violence (GBV) contributes to the achievement of the World Bank’s twin goals of poverty reduction and shared prosperity by increasing the ability of women and girls to participate in society and livelihood opportunities. GBV including sexual harassment (SH), exploitation, and abuse (SEA) is a prevalent feature in settings across countries where the World Bank operates. This Terms of Reference outlines the roles and responsibilities for a Senior Consultant to lead a portfolio review for the Country Team. The purpose of the review is: i) to assess key contextual and project related risks that may contribute or give rise to sexual exploitation, harassment, and abuse, and other forms of GBV; ii) conduct stakeholder consultations and mapping of available GBV response services; and iii) recommend key interventions and risk management tools and policies for pipeline or active projects to address key risks to SEA/GBV. This assignment will focus on Country Portfolio. Travel may be expected as part of the assignment. The outputs summarized in this Terms of Reference (TOR) will bring the gender lens into World Bank’s Investment Project.

Publication World Development Report 2011(World Bank, 2011)The 2011 World development report looks across disciplines and experiences drawn from around the world to offer some ideas and practical recommendations on how to move beyond conflict and fragility and secure development. The key messages are important for all countries-low, middle, and high income-as well as for regional and global institutions: first, institutional legitimacy is the key to stability. When state institutions do not adequately protect citizens, guard against corruption, or provide access to justice; when markets do not provide job opportunities; or when communities have lost social cohesion-the likelihood of violent conflict increases. Second, investing in citizen security, justice, and jobs is essential to reducing violence. But there are major structural gaps in our collective capabilities to support these areas. Third, confronting this challenge effectively means that institutions need to change. International agencies and partners from other countries must adapt procedures so they can respond with agility and speed, a longer-term perspective, and greater staying power. Fourth, need to adopt a layered approach. Some problems can be addressed at the country level, but others need to be addressed at a regional level, such as developing markets that integrate insecure areas and pooling resources for building capacity Fifth, in adopting these approaches, need to be aware that the global landscape is changing. Regional institutions and middle income countries are playing a larger role. This means should pay more attention to south-south and south-north exchanges, and to the recent transition experiences of middle income countries.Publication Classroom Assessment to Support Foundational Literacy(Washington, DC: World Bank, 2025-03-21)This document focuses primarily on how classroom assessment activities can measure students’ literacy skills as they progress along a learning trajectory towards reading fluently and with comprehension by the end of primary school grades. The document addresses considerations regarding the design and implementation of early grade reading classroom assessment, provides examples of assessment activities from a variety of countries and contexts, and discusses the importance of incorporating classroom assessment practices into teacher training and professional development opportunities for teachers. The structure of the document is as follows. The first section presents definitions and addresses basic questions on classroom assessment. Section 2 covers the intersection between assessment and early grade reading by discussing how learning assessment can measure early grade reading skills following the reading learning trajectory. Section 3 compares some of the most common early grade literacy assessment tools with respect to the early grade reading skills and developmental phases. Section 4 of the document addresses teacher training considerations in developing, scoring, and using early grade reading assessment. Additional issues in assessing reading skills in the classroom and using assessment results to improve teaching and learning are reviewed in section 5. Throughout the document, country cases are presented to demonstrate how assessment activities can be implemented in the classroom in different contexts.Publication World Development Report 2006(Washington, DC, 2005)This year’s Word Development Report (WDR), the twenty-eighth, looks at the role of equity in the development process.
