Abstract
Are governments locally biased when buying goods and services? Can this home bias explain the low integration of procurement markets? Using one million procurement contracts awarded in France and Spain, this paper explores whether the home bias follows the government's geographical scope: national governments have a national bias, while subnational governments have a local bias. The relative home bias across governments is estimated by comparing how local and non-local establishments sell the same product to national and subnational governments in the same destination. This paper finds that the governments’ home bias explains a big part of the high local concentration in procurement.

Publication Growth without Borders : A Regional Growth Pole Diagnostic for Southern Africa(Washington, DC, 2013-10)Several countries in Southern Africa have enormous potential to expand trade and mutually benefit from regional integration, and thus truly achieve 'growth without borders'. At the same time, several African countries are adopting growth pole strategies in order to deepen the economic linkages around the development of their natural resources and improve their competitiveness and connectivity to domestic and international markets. This report stems from economic sector work whose purpose was to identify potential growth poles across Angola, Malawi, Mozambique, Zambia, and Zimbabwe in three industries, agribusiness, mining, and tourism, that might benefit from improved regional integration. This report used geographic information systems (GIS) to identify potential growth poles based on the spatial distribution of foreign direct investment (FDI), market connectivity, revenue sources, and other input factors and then selected from that list those areas which might benefit from regional cooperation. This report provides background information, elaborates the concepts, details the spatial analysis framework, selects specific areas for a rapid assessment, summarizes findings, and outlines future work. The overarching purpose is not to explain or quantify the links between identified factors, but rather to find spatial correlation between factors in order to begin a discussion about defining a data driven way of finding suitable regional growth poles.Publication Procurement and Service Delivery : An Overview of Efforts to Improve Governance of Public Procurement at Local Levels in South Asia(World Bank, Washington, DC, 2009-11-01)Over the past decade, the overly centralized governance structures commonly found across South Asia have begun to change, with program and fiscal responsibility being devolved to local level government authorities and community-based organizations. This has led to greater participation of ordinary citizens in governance and public decision-making. The move to localize decision-making creates enormous opportunities for increasing the effectiveness of public spending since it creates the potential for establishing direct accountability of governance mechanisms to citizens. It also raises a number of significant challenges in ensuring that public funds are spent effectively at the local level, and provokes important new questions regarding the manner by which governments can maintain oversight over the quality of assets. This paper provides an overview of the activities supported under the project, with the aim of contributing to a broader perspective on improving governance and service delivery at the local level. The paper is divided into three parts. In part one the authors explore the challenges of spending money effectively at the local level, with a special focus on the governance challenges that exist in public procurement. In part two, the authors explore different approaches to addressing those challenges by discussing innovative work that has taken place with the support of the Project in the areas of regulation, contracting, transparency, and accountability. In part three, the authors analyze some broader themes and key questions that remain to be addressed while developing a strategic research and operational agenda around local level procurement.Publication Country Financial Accountability Assessments and Country Procurement Assessment Reports : How Effective Are World Bank Fiduciary Diagnostics?(Washington, DC, 2008-04)World Bank analysis of a country's public financial management system is typically undertaken both to help the client country strengthen its system and to safeguard funds that the Bank provides against misuse, and is an important component of fiduciary diagnostics. The Bank's instruments for such analysis have generally been relevant; the resulting diagnostics have been of satisfactory quality and have fostered reform agendas in client countries. Country Financial Accountability Assessments (CFAAs) have contributed substantially, and Country Procurement Assessments Reports (CPARs) modestly, to development outcomes in a sample of 10 countries examined. Client consultation and donor collaboration in the preparation of CFAAs and CPARs have been increasing, but internal Bank coordination among the three sets of units dealing with public financial management has lagged, resulting in fragmented action plans for clients. Both instruments have had a more limited effect on managing risks to Bank assistance, owing to the lack of a sound analytical framework for assessing fiduciary risks and of associated guidance on how identified risks should be reflected in the design of country assistance strategies. The evaluation recommends: (i) ensuring that fiduciary instruments use an integrated risk analytical framework that includes a common approach to defining fiduciary risk; (ii) issuing revised guidelines along with implementing an integrated training program for relevant staff; and (iii) supporting the client in preparing a single integrated, prioritized, costed, and monitorable set of actions within an agreed framework for Public Financial Management (PFM) reform.Publication The Dynamics of Centralized Procurement Reform in a Decentralized State : Evidence and Lessons from Indonesia(World Bank Group, Washington, DC, 2014-07)A central policy of the Government of Indonesia's strategy for enhancing its country's economic and social development is to develop infrastructure and expand service delivery. Public procurement reform is a key component of this policy. Despite the decentralization of financial responsibility and authority to relatively autonomous local level governments, procurement reform in Indonesia is a centrally-driven effort. In this paper, we examine the extent to which procurement reform is translating into improvements in sub-national performance. Data on local government procurement expenditures point to an overall decline in the volume of procurement, especially in poorer districts. This paper uses qualitative case studies of procurement reform in six local governments and finds that local government leadership is associated with the uptake of reform. There is little evidence to suggest that procurement reform has been "demand''-led, since neither the private sector nor Civil Society Organizations (CSOs) have been active in advocating for procurement reform.Publication Federal Republic of Yugoslavia : Country Procurement Assessment Report(Washington, DC, 2002-06)This first national assessment of public procurement in Yugoslavia examines all areas of public procurement operations, including the legislative framework, the performance of regulatory functions, the enforcement regime, the capacity of public sector institutions to conduct procurement and the effects of corruption on procurement. The assessment, which was conducted jointly by the World Bank and the European Bank for Reconstruction and Development (EBRD), was carried out in consultation with counterparts from Federal Ministry of Finance, Federal Ministry of Foreign Economic Relations, the Ministry of Finance and Economy of the Republic of Serbia, and the Ministry of Finance of the Republic of Montenegro. The report sums up key findings, including risk assessment, the strengths and weaknesses of the public procurement system currently in place, and the main features of a proposed action plan.

Publication Digital Progress and Trends Report 2023(Washington, DC: World Bank, 2024-03-05)Digitalization is the transformational opportunity of our time. The digital sector has become a powerhouse of innovation, economic growth, and job creation. Value added in the IT services sector grew at 8 percent annually during 2000–22, nearly twice as fast as the global economy. Employment growth in IT services reached 7 percent annually, six times higher than total employment growth. The diffusion and adoption of digital technologies are just as critical as their invention. Digital uptake has accelerated since the COVID-19 pandemic, with 1.5 billion new internet users added from 2018 to 2022. The share of firms investing in digital solutions around the world has more than doubled from 2020 to 2022. Low-income countries, vulnerable populations, and small firms, however, have been falling behind, while transformative digital innovations such as artificial intelligence (AI) have been accelerating in higher-income countries. Although more than 90 percent of the population in high-income countries was online in 2022, only one in four people in low-income countries used the internet, and the speed of their connection was typically only a small fraction of that in wealthier countries. As businesses in technologically advanced countries integrate generative AI into their products and services, less than half of the businesses in many low- and middle-income countries have an internet connection. The growing digital divide is exacerbating the poverty and productivity gaps between richer and poorer economies. The Digital Progress and Trends Report series will track global digitalization progress and highlight policy trends, debates, and implications for low- and middle-income countries. The series adds to the global efforts to study the progress and trends of digitalization in two main ways: · By compiling, curating, and analyzing data from diverse sources to present a comprehensive picture of digitalization in low- and middle-income countries, including in-depth analyses on understudied topics. · By developing insights on policy opportunities, challenges, and debates and reflecting the perspectives of various stakeholders and the World Bank’s operational experiences. This report, the first in the series, aims to inform evidence-based policy making and motivate action among internal and external audiences and stakeholders. The report will bring global attention to high-performing countries that have valuable experience to share as well as to areas where efforts will need to be redoubled.Publication Unlocking the Power of Healthy Longevity(Washington, DC: World Bank, 2024-09-12)Noncommunicable diseases (NCDs) are among the major health and development challenges of our time. Every year, about 41 million people die due to NCDs. This makes up about 74 percent of all deaths globally, the majority of which are in low- and middle-income countries (LMICs). Countless more people live with NCDs every day. Yet, NCDs are largely treatable and preventable. The risk of developing NCDs and deaths from them can both be lowered with appropriate attention to prevention and treatment. However, weak health systems and limited access to affordable care and information, especially in LMICs, contribute to lapses in seeking and receiving appropriate and timely care. This compendium is a compilation of 18 chapters, each exploring a different but related topic in the nexus of NCDs, human capital, and productivity. It is based on a series of analytical work taken up by the World Bank to support the Healthy Longevity Initiative (HLI) - a collaborative effort between the World Bank, the University of Toronto, and key academic and development partners including the Harvard University and the University of Washington. The HLI presents one of a growing set of efforts to increase the urgency of policy response to NCDs across the world.Publication Global Economic Prospects, January 2025(Washington, DC: World Bank, 2025-01-16)Global growth is expected to hold steady at 2.7 percent in 2025-26. However, the global economy appears to be settling at a low growth rate that will be insufficient to foster sustained economic development—with the possibility of further headwinds from heightened policy uncertainty and adverse trade policy shifts, geopolitical tensions, persistent inflation, and climate-related natural disasters. Against this backdrop, emerging market and developing economies are set to enter the second quarter of the twenty-first century with per capita incomes on a trajectory that implies substantially slower catch-up toward advanced-economy living standards than they previously experienced. Without course corrections, most low-income countries are unlikely to graduate to middle-income status by the middle of the century. Policy action at both global and national levels is needed to foster a more favorable external environment, enhance macroeconomic stability, reduce structural constraints, address the effects of climate change, and thus accelerate long-term growth and development.Publication The Container Port Performance Index 2023(Washington, DC: World Bank, 2024-07-18)The Container Port Performance Index (CPPI) measures the time container ships spend in port, making it an important point of reference for stakeholders in the global economy. These stakeholders include port authorities and operators, national governments, supranational organizations, development agencies, and other public and private players in trade and logistics. The index highlights where vessel time in container ports could be improved. Streamlining these processes would benefit all parties involved, including shipping lines, national governments, and consumers. This fourth edition of the CPPI relies on data from 405 container ports with at least 24 container ship port calls in the calendar year 2023. As in earlier editions of the CPPI, the ranking employs two different methodological approaches: an administrative (technical) approach and a statistical approach (using matrix factorization). Combining these two approaches ensures that the overall ranking of container ports reflects actual port performance as closely as possible while also being statistically robust. The CPPI methodology assesses the sequential steps of a container ship port call. ‘Total port hours’ refers to the total time elapsed from the moment a ship arrives at the port until the vessel leaves the berth after completing its cargo operations. The CPPI uses time as an indicator because time is very important to shipping lines, ports, and the entire logistics chain. However, time, as captured by the CPPI, is not the only way to measure port efficiency, so it does not tell the entire story of a port’s performance. Factors that can influence the time vessels spend in ports can be location-specific and under the port’s control (endogenous) or external and beyond the control of the port (exogenous). The CPPI measures time spent in container ports, strictly based on quantitative data only, which do not reveal the underlying factors or root causes of extended port times. A detailed port-specific diagnostic would be required to assess the contribution of underlying factors to the time a vessel spends in port. A very low ranking or a significant change in ranking may warrant special attention, for which the World Bank generally recommends a detailed diagnostic.Publication World Development Report 2004(World Bank, 2003)Too often, services fail poor people in access, in quality, and in affordability. But the fact that there are striking examples where basic services such as water, sanitation, health, education, and electricity do work for poor people means that governments and citizens can do a better job of providing them. Learning from success and understanding the sources of failure, this year’s World Development Report, argues that services can be improved by putting poor people at the center of service provision. How? By enabling the poor to monitor and discipline service providers, by amplifying their voice in policymaking, and by strengthening the incentives for providers to serve the poor. Freedom from illness and freedom from illiteracy are two of the most important ways poor people can escape from poverty. To achieve these goals, economic growth and financial resources are of course necessary, but they are not enough. The World Development Report provides a practical framework for making the services that contribute to human development work for poor people. With this framework, citizens, governments, and donors can take action and accelerate progress toward the common objective of poverty reduction, as specified in the Millennium Development Goals.
