Abstract
Solomon Islands has undertaken a comprehensive assessment of the strength of its workforce development (WfD) policies and institutions to support these initiatives and enhance evidence based dialogue on their implementation. This assessment has been based on the World Bank s Systems Approach for Better Education Results (SABER) systems benchmarking initiative, under which a suite of analytical tools have been developed for important education subsectors, including WfD. Both the process of carrying out the SABER WfD assessment and this report are intended to strengthen the existing deliberative processes on the major system reforms. The tool is based on an analytical framework that identifies three functional dimensions of WfD policies and institutions: (1) Strategic framework, which refers to the praxis of high level advocacy, partnership, and coordination, typically across traditional sectoral boundaries, in relation to the objective of aligning WfD in critical areas to priorities for national development; (2) System Oversight, which refers to the arrangements governing funding, quality assurance, and learning pathways that shape the incentives and information signals affecting the choices of individuals, employers, training providers, and other stakeholders; and(3) Service Delivery, which refers to the diversity, organization, and management of training provision, both state and non-state, that deliver results on the ground by enabling individuals to acquire market and job relevant skills.

Publication Moldova Workforce Development : SABER Country Report 2013(Washington, DC, 2013)This report presents a comprehensive diagnostic of the Republic of Moldova s workforce development (WfD) policies and institutions. The analysis is based on a World Bank research tool created under the Systems Approach for Better Education Results (SABER) initiative and purposefully designed to provide systematic documentation and assessment of WfD policies and institutions. The SABER WfD benchmarking tool also aims to assist the government with the implementation of the VET Development Strategy in the context of international experience and global good practices.Publication Bulgaria : Raising Skills for Employment, Growth and Convergence(Washington, DC, 2009-09)The Bulgarian labor market has seen remarkable improvements in recent years and has contributed to strong economic growth. The benign environment for job creation is now changing, as the global economic crisis impacts on labor market demand in Bulgaria. Compared to the EU27 averages, activity and employment rates have remained low, and Bulgaria has significant untapped domestic labor reserves. Bulgarian pupils in school also do not acquire the necessary skills and competencies to compete in a high innovation economy. Continued available vacancies suggest that skills shortages remain a barrier to employment even during the crisis and measures to retrain and up-skill the unemployed and those at risk of lay-off is an important policy direction for the short-term. In light of Bulgaria s demographic decline over the coming decades, medium-term growth and convergence require sustained increases in labor productivity and investments in human capital. Short-term measures during the economic crisis ideally combine efforts to keep workers in employment through temporary publicly subsidized short-working hour schemes as well as the use of unemployment benefits and measures to accelerate transitions from old to new jobs. The economic crisis is an opportune moment to address skills shortages both to tackle unemployment and to help the recovery in the short-term and to promote the foundation for medium-term economic growth and convergence. Looking at the medium term, with Bulgaria s labor productivity remaining low in a European comparison, sustained interventions from early childhood to adult education are necessary over the coming years to raise human capital and ensure the increases in labor productivity that Bulgaria needs to accelerate growth and convergence. In satisfying the growing demand for skilled labor and boosting employment, Bulgaria needs to urgently look at promoting the transition of young people from education to the labor market, including through keeping them longer in school and ensuring they earn the skills that are in demand in the labor market as well as promoting part-time employment and internship programs for young people.Publication Bulgaria : Improving the Quality and Relevance of Education for All(Washington, DC, 2009-09)Bulgaria has recently introduced sweeping reforms of its secondary education system to promote more autonomy and accountability of schools for better learning outcomes. Positive results are already showing but more remains to be done to reap the full benefits of the reforms. Per-student-financing and delegated budgets have led to a wave of school closures that had become essential in the wake of a dramatic decline in student numbers. As opposed to the previous centralized system, school-based management with a considerable degree of decision-making power of the school principal has set the stage for schools to better adjust to local needs and opportunities for a better education. External student assessments are now routinely conducted, which have substantially improved the evidence base for education policy-making. However, concerns remain as to the accountability of schools to the local community. While principals are accountable to the municipal authorities for the use of financial resources, parents have little formal ways of holding principals accountable for learning outcomes. The reform was launched in the face of dramatic challenges in terms of unsatisfactory learning outcomes, early school leaving and considerable inequities in the education system. Moreover, Bulgaria s vocational education and training system remains un-reformed, and there are concerns with regard to the quality and relevance, with few formal communication channels to the labor market. The higher education system, meanwhile, is characterized by low participation relative to other new EU Member States, and the system of occupationally-oriented colleges, an important part of higher education across the EU, remains underdeveloped relative to academically-oriented universities. The economic crisis and associated fiscal pressures should not lead to cuts in the education budget. Promoting accountability for learning outcomes and results is the key policy direction for both secondary and tertiary education. Teachers are the key determinant of the quality of education.Publication Skills for the Labor Market in the Philippines(World Bank, 2010-10-01)This book investigates trends in skills demand and supply over the past two decades for insights into ways to build (and use) the critical skills needed to sustain competitiveness of the Philippine economy. Part one of the book investigates trends in demand for skills in the country overall and by sectors, explores its possible determinants, and attempts to identify emerging skills gaps. Part two turns to the analysis of the supply of skills in the country with a focus on the ability of education and training to provide highly skilled labor, keeping workers' skills updated, and providing skills development opportunities for the unskilled. It explores employers' perceptions on the quality of institutions and provides detailed analysis of the main characteristics, outcomes, and challenges in four key (or growing) subsectors of the provision of skills in the country: higher education, postsecondary technical-vocational education, non-formal secondary education, and postemployment training. It concludes with a summary of policy recommendations.Publication Bulgaria : Workforce Development(Washington, DC, 2014)This report presents a comprehensive diagnostic assessment of Bulgaria's workforce development (WfD) policies and institutions. The results are based on a new World Bank tool designed for this purpose, SABER-WfD. SABER-WfD is part of the World Bank's initiative on Systems Approach for Better Education Results (SABER) whose aim is to provide systematic assessment and documentation of the policy and institutional factors that influence the performance of key areas of national education and training systems. The SABER-WfD tool encompasses initial, continuing and targeted vocational education and training that are offered through multiple channels and focuses largely on programs at the secondary and post-secondary levels.

But the fact that there are striking examples where basic services such as water, sanitation, health, education, and electricity do work for poor people means that governments and citizens can do a better job of providing them. Learning from success and understanding the sources of failure, this year’s World Development Report, argues that services can be improved by putting poor people at the center of service provision. How? By enabling the poor to monitor and discipline service providers, by amplifying their voice in policymaking, and by strengthening the incentives for providers to serve the poor. Freedom from illness and freedom from illiteracy are two of the most important ways poor people can escape from poverty. To achieve these goals, economic growth and financial resources are of course necessary, but they are not enough. The World Development Report provides a practical framework for making the services that contribute to human development work for poor people. With this framework, citizens, governments, and donors can take action and accelerate progress toward the common objective of poverty reduction, as specified in the Millennium Development Goals.Publication Boom, Bust and Up Again? Evolution, Drivers and Impact of Commodity Prices: Implications for Indonesia(World Bank, Jakarta, 2010-12)Indonesia is one of the largest commodity exporters in the world, and given its mineral potential and expected commodity price trends, it could and should expand its leading position. Commodities accounted for one fourth of Indonesia's Gross Domestic Product (GDP) and more than one fifth of total government revenue in 2007. The potential for further commodity growth is considerable. Indonesia is the largest producer of palm oil in the world (export earnings totaled almost US$9 billion in 2007 and employment 3.8 million full-time jobs) and the sector has good growth prospects. It is also one of the countries with the largest mining potential in view of its second-largest copper reserves and third-largest coal and nickel reserves in the world. This report consists of seven chapters. The first six chapters present an examination and an analysis of the factors driving increased commodity prices, price forecasts, economic impact of commodity price increases, effective price stabilization policies, and insights from Indonesia's past growth experience. The final chapter draws on the findings of the previous chapters and suggests a development strategy for Indonesia in the context of high commodity prices. This section summarizes the contents of the chapters and their main findings.Publication For Protection and Promotion : The Design and Implementation of Effective Safety Nets(Washington, DC : World Bank, 2008)All countries fund safety net programs for the protection of their people. Though an increasing number of safety net programs are extremely well thought out, adroitly implemented, and demonstrably effective, many others are not. This book aims to assist those concerned with social policy to understand why countries need social assistance, what kind of safety programs will serve those best and how to develop such programs for maximum effectiveness. Safety nets are part of a broader poverty reduction strategy interacting with and working alongside of social insurance; health, education, and financial services; the provision of utilities and roads; and other policies aimed at reducing poverty and managing risk. Though useful, safety nets are not a panacea, and there are real concerns over whether they are affordable and administratively feasible or desirable in light of the various negative incentives they might create. In most settings where there is political will to do so, such concerns can be managed through a number of prudent design and implementation features. Much information and innovation exist on these topics; this book summarizes, references, and builds on this knowledge base to promote well-crafted safety nets and safety net policy.Publication Poverty Reduction in Indonesia : Constructing a New Strategy(Washington, DC, 2001-10-29)The objective of the report is to point at the need for a new poverty strategy, and the areas of action it should cover, where each area should be specifically discussed, addressing the lives of Indonesia's poor, and the tradeoffs policymakers will need to consider, based on the belief that this poverty strategy should emerge from a broad dialogue among stakeholders. First, in broadening poverty, the report looks at the facts of the late 1990s crisis, which revealed the precariousness of Indonesia's gains in reducing expenditure-based poverty. Thus to extend those gains, the poverty strategy needs to be defined, and then redeveloped by acknowledging the multidimensional reality of poverty, and, it is this notion which will lead to making the strategic choices. Second, within the country's political transition to a democratic, decentralized mode of governance, a poverty strategy needs to be consistent with an empowered populace, and democratic policymaking mechanisms. In creating a policy environment for raising the incomes of the poor, the report identifies the resumption of rapid sustainable growth, with rising real wages, employment opportunities, and, limited inflation, including the economic empowerment of the poor, enhanced by poverty-focused public expenditures. Inevitably, the provision of core public services is an area which should address the people's will in local governance policies, focusing on education and health, while providing appropriate infrastructure, and developing safety nets.
