Abstract
Like Dar es Salaam, many large cities face major transport challenges due to the continuous growth of the urban population, private vehicle ownership, congestion, and the fragility of public transportation systems. Transport can become a constraint on both economic growth and social development and inclusion, along with increased negative impacts on health and on the environment. Because of the increasing use of modern technology, transportation has become a data-rich industry. By bringing the data together, and by using open formats, the data can be used for innovative applications to help relieve urban traffic congestion, to improve the provision and operation of public transport services, and to reduce environmental damage with the goal of improving the lives of citizens. The use of data enables transport planners, operators, and users to obtain additional economic, social, and environmental benefits from the physical transport investment and infrastructure. This report shows that Dar es Salaam is on the cusp of a transport data revolution. Generally, the conclusions are that there are no major blocks to progress, but in many areas, there is a lot of work that will need to be done over time.

    The World Bank has been supporting this policythrough theprogram China Rural Information and Communications: Technical Assistance on Design and Impact Evaluation, which aims to support the government make decisions about potential scaling up of innovative ICT pilot projects and to generate and disseminate knowledge about the impacts of ICT in rural China. Three activities were undertakenwith a focus on a trio of provinces (Guizhou, Jilin, and Shandong): (a) a demand survey to assess rural ICT access and attitudes; (b) a library study including scoping the status of ICT use in rural libraries; and (c) a limited impact evaluation to examine how ICT interventions have affected rural users.

    Lao PDR : Trade and Transport Facilitation Assessment

    In Lao People's Democratic Republic (PDR), the value of trade has risen rapidly over the last decade with both imports and exports increasing by average annual rate of 24 percent. This report examines the trade logistics of Lao PDR. A trade and transport facilitation assessment was performed using a standardized toolkit and methodology developed by the World Bank to evaluate the quality of the logistics services. The assessment focused on the services used by these trades and the corridors used by these services. The assessment gave specific attention to two constraints on trade, the location of the country and the size of the trade. The study is organized in three interrelated parts: assessing the performance of the logistics sector; the international trade corridors linking Lao PDR to trade gateways in Thailand; and the supply chains used for distribution of exports. This report is presented in four sections. The first part examines the foreign trade of Lao PDR, the opportunities for growth and the logistics services in the movement of imports and exports between the country and its major gateways. The second section evaluates the performance of the corridors connecting the major origins and destinations in the country and the principal seaport used for international trade. The third section analyses the structure and performance characteristics of the supply chains used for selected trades and the implications for restructuring to support growth in the export trade. The final section presents a series of recommendations for improving the competitiveness of the exports through improvements in the structure of the supply chains, the logistics services used by these supply chains, and the corridors used by these supply chains.

    Benin : Transport Assessment Note for Roads, Airports, and Port Sectors

    The purpose of this Economic Sector Work (ESW) is to: (i) provide a framework to help the government analyze transport sector issues and finalize the update of the transport sector strategy; and (ii) identify issues and challenges that can be addressed through donor funded operations. This ESW focuses on roads, air, and port transport. Transport infrastructure and services have a vital role to play in the economic and social development of the country. They were designed to facilitate the distribution and sale of income-generating products, mainly cotton; to promote goods transit towards neighboring countries; and to facilitate trade between towns and rural areas, and ensuring access to social infrastructure and services in the rural area. The formal transport sector contributes approximately seven percent of the gross domestic product (GDP), but its indirect contribution to the creation of added value is much greater.

    Scoping Study : Urban Mobility in Three Cities--Addis Ababa, Dar es Salaam, and Nairobi

    A comprehensive investigative study was implemented in 2002, on the status, and development of urban mobility in three Sub-Saharan African cities - Addis Ababa, Ethiopia; Nairobi, Kenya; and, Dar-es-Salaam, Tanzania. Its purpose was to gather information in terms of size, regional spread, and availability data, that would allow identification of issues affecting urban mobility in the related cities, and prepare action plans, that would lead to policy reforms. This report focuses on the findings of such study, stipulating a keen awareness in each city, that many of the urban transport problems arise because of lack of leadership, and coordination, not just because of poor funding, which is of course a problem, and, further highlights the inability of organizational structures to respond in a coherent, and focused manner. The report concludes that the only way to derive significant improvements in the performance of the urban transport sector, is to reorganize the way in which urban transport is planned, and developed. Technical interventions should then have a greater chance of achieving a positive impact on the urban transport sector.

    Improving Trade and Transport for Landlocked Developing Countries

    Landlocked developing countries (LLDCs) are completely dependent on their transit neighbors infrastructure and administrative procedures to transport their goods to port. This publication provides a comprehensive ten-year review in order to assess the progress made in improving access of LLDCs to global markets, identify the remaining challenges faced by LLDCs, and present improved and innovative ways to overcome them. This publication is based on the practical knowledge from implementing the Almaty Program policies, shared by both of our institutions. It provides a snapshot of the economic trends in LLDCs, with regard to trade costs, connectivity constraints and trade diversification. It reviews the key access policies in the Almaty Program of Action framework that include infrastructure, transport and logistics services, regional integration, trade and transit facilitation. It combines data and substantial feedback from implemented projects and policy changes. The focus of the document is general in scope and does not include detailed economic or policy analysis of all the potential components of reforms. The publication is organized as follows: Chapter1: Economics of Landlockedness; Chapter 2: Connectivity Constraints; Chapter 3: Hinterland Connections; Chapter 4: Transit and Trade Facilitation, Regional Integration; Chapter 5: Physical Connectivity, Corridors. This document is based primarily on the experience of project implementation by the World Bank, and on analytical work on trade corridors and LLDCs, including reports and presentations on progress in implementing the Almaty Program of Action.

    The Role of Desalination in an Increasingly Water-Scarce World

    The cost of desalination has been plummeting over the years. As a result, desalination has become a viable option for certain strategic uses. Today, over 20,000 desalination plants in more than 150 countries supply about 300 million people with freshwater every day. Initially a niche product for energy rich and water scarce cities, particularly in the Middle East, the continued decrease in cost and environmental viability of desalination has the potential to significantly expand its use - particularly for rapidly growing water scarce coastal cities. Desalination can be seen as one option in a portfolio water supply sources, including traditional surface water and groundwater sources as well as wastewater reuse, to meet growing water demand gap. Although still relatively expensive, desalination offers the potential to enhance system reliability. As renewable sources of energy such as wind and solar expand, and as advances in concentrate management techniques make discharges from desalination plants much cheaper and safer, the prospect of producing freshwater from the sea without increasing greenhouse gases and without significant damages to the local environment become more promising.

    Ukraine Country Environmental Analysis

    The objective of the Country Environmental Analysis (CEA) is to assess the adequacy and performance of the policy, legal, and institutional framework for environmental management in Ukraine, in light of the decentralization process of environmental governance and wider reform objectives, and to provide recommendations to government to address the key gaps identified. Ukraine is the second largest country in Europe and has a population of 43 million, the majority of whom live in urban areas. It is a lower middle income country, with the services, industry and agriculture sectors being main contributors to the country’s Gross Domestic Product (GDP). Ukraine faces a number of environmental challenges, as identified in its National Environmental Strategy 2020 (NES). Key among these are: air pollution; quality of water resources and land degradation; solid waste management; biodiversity loss; human health issues associated with environmental risk factors; in addition to climate change. The scope of Ukrainian environmental legislation is quite broad and comprehensive (more than 300 legal acts) and covers most areas of environmental protection and natural resources management. However, the environmental legislation faces a number of weaknesses:The environmental legislation is largely declaratory in nature and does not have all the essential enforcement mechanisms for the implementation of legal acts and international agreements; Many of the acts are not coordinated with each other; and Legislation undergoes limited analysis of its impact—for example, no in-depth analysis such as Regulatory Impact Analysis is conducted for proposed pieces of legislation.

    Fiscal conditions remained stable, with a modest widening of the deficit to 3.1 percent of GDP. New stimulus measures are expected to support short-term demand without breaching the public debt ceiling. Inflation stayed negative, reflecting lower energy and food prices amid subdued domestic demand. The central bank kept the policy rate unchanged, citing limited policy space. Thailand’s growth momentum has slowed further as manufacturing activity and services weakened as projected. Tourism remained subdued, largely due to fewer Chinese visitors. Goods exports also slowed as earlier front-loaded orders faded, particularly in agriculture and industrial goods. The Thai baht depreciated in early October as the US dollar appreciated and the current account turned negative.

    All African countries need better and more jobs for their growing populations. "Digital Africa: Technological Transformation for Jobs" shows that broader use of productivity-enhancing, digital technologies by enterprises and households is imperative to generate such jobs, including for lower-skilled people. At the same time, it can support not only countries’ short-term objective of postpandemic economic recovery but also their vision of economic transformation with more inclusive growth. These outcomes are not automatic, however. Mobile internet availability has increased throughout the continent in recent years, but Africa’s uptake gap is the highest in the world. Areas with at least 3G mobile internet service now cover 84 percent of Africa’s population, but only 22 percent uses such services. And the average African business lags in the use of smartphones and computers as well as more sophisticated digital technologies that catalyze further productivity gains. Two issues explain the usage gap: affordability of these new technologies and willingness to use them. For the 40 percent of Africans below the extreme poverty line, mobile data plans alone would cost one-third of their incomes—in addition to the price of access devices, apps, and electricity. Data plans for small- and medium-size businesses are also more expensive than in other regions. Moreover, shortcomings in the quality of internet services—and in the supply of attractive, skills-appropriate apps that promote entrepreneurship and raise earnings—dampen people’s willingness to use them. For those countries already using these technologies, the development payoffs are significant. New empirical studies for this report add to the rapidly growing evidence that mobile internet availability directly raises enterprise productivity, increases jobs, and reduces poverty throughout Africa. To realize these and other benefits more widely, Africa’s countries must implement complementary and mutually reinforcing policies to strengthen both consumers’ ability to pay and willingness to use digital technologies. These interventions must prioritize productive use to generate large numbers of inclusive jobs in a region poised to benefit from a massive, youthful workforce—one projected to become the world’s largest by the end of this century.
