Abstract
The program on climate smart livestock (PCSL), jointly implemented by the International Livestock Research Institute (ILRI), the German Agency for International Cooperation (GIZ), and the World Bank, aims to ensure that key actors in the livestock sector increasingly include climate-change adaptation and mitigation in their farming practices, sector strategies and investment projects. Building on lessons learned through the implementation of PCSL, the objectives of this guidance note are to: (1) enable project task teams from the World Bank and other institutions to enhance and track project contributions to climate-smart livestock outcomes; and (2) improve the capacity of project teams to leverage existing products and tools to support climate-smart livestock development. This guidance note can contribute to increasing the level of climate ambition (including through Paris Alignment) and to guiding investments from the World Bank and other International Financial Institutions (IFIs) towards more sustainable livestock portfolios. The note covers the three objectives of CSL: productivity enhancement, adaptation to climate change, and mitigation of greenhouse gas (GHG) emissions and other environmental impacts. Chapter 1 gives introduction. In chapter 2, each objective is described, and methodological elements are provided for assessing CSL performance, including relevant indicators. The next chapters provide guidance along the project cycle, starting with project preparation and then moving to implementation stage and evaluation. The annexes provide practical examples and templates to assist project teams in incorporating CSL into their practices.

Publication Cote d’Ivoire Climate-Smart Agriculture Investment Plan(World Bank, Washington, DC, 2019-01)Climate change threatens to bring substantial impacts to Côte d’Ivoire’s agriculture sector, which is central to the country’s economic productivity and food security. Climate change, of course, poses challenges not only for Côte d’Ivoire but also for countries across Africa. Côte d’Ivoire is a signatory to the United National Nations Framework Convention on Climate Change (UNFCCC) Paris agreement and has submitted its nationally determined contributions (NDC), committing to take action both on adaptation to climate change and on reducing greenhouse emissions. Côte d’Ivoire is by far a minor emitter of greenhouse gases. This document provides an investment plan for climate-smart agriculture (CSA) in Côte d’Ivoire, developed with support of the AAA Initiative and the World Bank, and technical assistance of the CGIAR Research Program on Climate Change Agriculture and Food Security (CCAFS). This plan includes a set of twelve key CSA investments for Côte d’Ivoire that were developed with strong stakeholder engagement, expert input and scientific evidence. Because it is a member of the AAA Initiative and is also committed to delivering on its NDC commitments, Côte d’Ivoire now has an investment plan that includes a set of specific climate-smart projects that improve productivity, build resilience to climate change and, as appropriate, reduce greenhouse gas emissions in the agriculture sector.Publication Mali Climate-Smart Agriculture Investment Plan(World Bank, Washington, DC, 2019-11-27)This document provides an investment plan for climate-smart agriculture (CSA) in Mali, developed with support of the AAA Initiative and the World Bank, and technical assistanceof the International Center for Tropical Agriculture, the World Agroforestry Centre and the CGIAR Research Program on Agriculture, Climate Change and Food Security (CCAFS). It identifies specific interventions that define on-the-ground action that are consistent with Mali’s NDC and national agricultural strategy, which can be funded by public and private sector partners. CSA interventions are designed to increase agricultural productivity, to help farmers, livestock keepers and fisher-people adapt and build resilience to climate risks, and, where appropriate, to reduce greenhouse gas emissions that cause climate change.This plan includes a set of 12 key CSA investments for Mali that were developed with strong stakeholder engagement, expert input and scientific evidence. This plan is not intended to be comprehensive but can further include additional projects when more funds will be available. The plan presents a situation analysis of Mali’s national policies, plans and programs in relation to key climate risks, which form the context for key prioritized interventions. Designed project concepts are developed for each of these key investments, including the main project objectives, components and implementation arrangements. These provide a tangible set of project concepts for potential investors and donors to consider for funding. Finally, a general framing for developing a monitoring and evaluation (M&E) framework for the CSA investment plan (CSAIP) is provided, showing how CSA outcomes relate to other M&E frameworks and other monitoring activities for national-level development priorities.The CSAIP provides the context and evidence for the importance of these projects, and details how they can be economically beneficial and provide food security to the people of Mali. This can help spur investment and funding for CSA to help Mali deliver on its NDC and other national targets.Publication Economics of Climate-Smart Agriculture(World Bank, Washington, DC, 2019-06-27)Climate change poses a major threat to food systems and livelihoods all over the world. Climate-smart agriculture (CSA) addresses these challenges. CSA stands for including climate change into the planning and implementation of sustainable agricultural strategies. More specifically, CSA has three objectives to achieve these overarching goals: (1) sustainably increasing agricultural productivity to support equitable increases in incomes and food security; (2) adapting and building resilience to climate change from the farm to national levels; and (3) developing opportunities to reduce GHG emissions from agriculture (FAO 2013). The report is structured as follows: the report starts with a brief overview of the framework for economic and financial analyses in section two; section three, provides an overview of benefit and cost categories that are relevant for CSA; section four, provides descriptions of 10 salient features of CSA as may be relevant for EFAs; section five, presents findings of the review of 10 EFAs of agriculture lending projects; section six, provides a brief overview of techniques or tools that could support the presentation of CSA in EFAs; and section seven concludes.Publication Zambia Climate-Smart Agriculture Investment Plan(World Bank, Washington, DC, 2019-03)Zambia’s agricultural sector represents the backbone of its rural economy and holds great potential for the entire country. Zambia’s agriculture sector faces challenges and is likely to grow more vulnerable as a result of climate change and risk. At the same time, land use, land-use change and forestry (LULUCF), and agriculture sector account for approximately 93 percent of the country’s carbon footprint. The Government of the Republic of Zambia (GoZ) is integrating climate change concerns into its agriculture policy agenda. Under its Zambia climate-smart agriculture (CSA) strategy framework, the GoZ is promoting the rollout of CSA practices that will sustainably increase productivity, enhance resilience, and reduce or remove greenhouse gas (GHG) emissions. The CSA investment plan (CSAIP) aims to identify and fill knowledge gaps about CSA’s local- and national-level benefits, specifically under climate change, inform policy development, and prioritize investment opportunities. The World Bank collaborated with the GoZ to develop a CSAIP intended to support the operationalization of the country’s climate commitments toward development of a productive, resilient, and low-emission agriculture sector. The CSAIP development began with a participatory process that identified the agriculture sector’s policy goals. This report takes the next step by assessing the impacts of a suite of CSA practices on achieving the sector goals and on household welfare. The report concludes with recommendations and proposals for future CSA investments.Publication The Business Case for Gender-Responsive Climate-Smart Mining(Washington, DC, 2022-08-08)Transitioning to a low-carbon economy is critical to the sustainability of the planet. A recent World Bank report found that increasing demand for clean energy technologies can increase demand for minerals such as graphite, lithium, and cobalt by nearly 500 percent by 2050. Even though the authors expect recycling rates to go up in the future, mining will still be required to supply critical minerals: the shift to a low-carbon future will be mineral-intensive, and mining will remain a critical industry. It is in this context that the World Bank Group established the climate-smart mining initiative (CSM), which is sustained by a partnership between industry and country governments. The initiative supports the sustainable extraction, processing, and recycling of the minerals and metals that are needed for low-carbon technologies. The concept is built upon four pillars: (i) climate mitigation; (ii) climate adaptation; (iii) reducing material impacts; and (iv) creating market opportunities.

Publication At Your Service?: The Promise of Services-led Growth in Uzbekistan(Washington, DC: World Bank, 2025-01-07)In Uzbekistan, the services sector accounts for more than half of all jobs and has been central to the process of structural transformation over the past three decades. In the past decade, the growth of Uzbekistan’s services exports has lagged behind its manufactures' exports while FDI greenfield announcements to both sectors have been even. The growth of the services sector in the past five years was driven by social services, mostly reflecting increased public spending. This report groups the services sector into four categories based on their skill intensity, the extent of their linkages with other sectors, and their tradability in international markets: low-skilled consumer services, low-skilled enabling services , global innovator services. Of these groups, social services accounted for three-fourths of employment growth in the services sector between 2017–2022. These services also experienced relatively high rates of labor productivity growth, which was largely driven by higher public spending on wages and salaries.Publication Algeria Economic Update, Spring 2023(Washington, DC: World Bank, 2023-06-26)This Algeria Economic Update reports on the main recent economic developments and policies. The recent Presidential Decree No. PP-436 02.12.2022 “On measures aimed at increasing the effectiveness of reforms with the goal of transition of the Republic of Uzbekistan to a ‘green’ economy until 2030” shows the country’s resolve to achieve sustainable growth. This report uses the adaptation principles to perform an economy-wide assessment of Uzbekistan’s adaptation and resilience. The report aims to identify key gaps and propose critical actions and policy recommendations that will facilitate the transition towards a ‘green’ economy by 2030. The report analyzes the foundation for inclusive economic growth, existing mechanisms to facilitate the adaptation of people and firms, and policies and actions to adapt land use and protect critical public assets and services. It also explores how the system helps firms and people manage residual risks and natural disasters and investigates how financial and macro-fiscal issues are managed. Lastly, this report explores Uzbekistan’s current prioritization, implementation, and progress monitoring system of adaptation and resilience.Publication Classroom Assessment to Support Foundational Literacy(Washington, DC: World Bank, 2025-03-21)This document focuses primarily on how classroom assessment activities can measure students’ literacy skills as they progress along a learning trajectory towards reading fluently and with comprehension by the end of primary school grades. The document addresses considerations regarding the design and implementation of early grade reading classroom assessment, provides examples of assessment activities from a variety of countries and contexts, and discusses the importance of incorporating classroom assessment practices into teacher training and professional development opportunities for teachers. The structure of the document is as follows. The first section presents definitions and addresses basic questions on classroom assessment. Section 2 covers the intersection between assessment and early grade reading by discussing how learning assessment can measure early grade reading skills following the reading learning trajectory. Section 3 compares some of the most common early grade literacy assessment tools with respect to the early grade reading skills and developmental phases. Section 4 of the document addresses teacher training considerations in developing, scoring, and using early grade reading assessment. Additional issues in assessing reading skills in the classroom and using assessment results to improve teaching and learning are reviewed in section 5. Throughout the document, country cases are presented to demonstrate how assessment activities can be implemented in the classroom in different contexts.
