dc.description.abstract | Burkina Faso is a poor landlocked country with a narrow natural resource base and a rapidly expanding population of 15.8 million. This report, with the technical support of United Nations Children's Fund (UNICEF), provides a detailed, updated inventory of the existing social safety net programs and suggests policy measures that could improve their coverage, efficiency, relevance, and financial sustainability. This report shows that the scope and coverage of the existing social safety net system is too limited and that most interventions are fairly small in scale and designed as temporary programs. On average, excluding fuel subsidies, spending on social safety net programs was about 0.6 percent of Gross Domestic Product (GDP) from 2005 to 2009 - from 0.3 percent in 2005 to 0.9 percent in 2009, while about 20 percent of the population is food insecure and lives permanently in chronic poverty. Universal fuel subsidies are very expensive (0.7 percent of GDP in 2007) and have a very limited impact on the poorest docile (84 percent of the benefits go to the non poor). Among the remaining programs, food transfers are the main form of social safety net programs in Burkina Faso, accounting for 69 percent of total Social Safety Net (SSN) spending and over 80 percent of all estimated SSN beneficiaries in 2009 (excluding fuel subsidies). dc.description.abstract | Le Burkina Faso souffre d’extrême pauvreté et de conditions de vie difficiles. Le pays est enclavé et pauvre, avec des ressources naturelles réduites et une population à croissance rapide de 15,8 millions d’habitants (mi-2009). Malgré des réformes structurelles et des politiques macroéconomiques saines, l’économie reste très vulnérable aux chocs et est classé parmi les derniers au monde (177e sur 182 pays en 2009) selon l’indice de développement humain (IDH) du Programme des Nations Unies pour le développement (PNUD). Malgré les efforts de l’État pour améliorer le niveau de vie général, l’inégalité d’accès aux services sociaux, le taux de croissance démographique élevé de 3,1 %, l’extrême pauvreté et la forte vulnérabilité à une grande variété de crises continuent d’affliger la population burkinabé. Dans ce contexte, les programmes de filets sociaux de sécurité (FSS) sont particulièrement importants. Cette étude fait partie de l’assistance technique fournie au Burkina Faso, à la fois par la Banque mondiale et le Fonds des Nations Unies pour l’enfance (UNICEF) afin d’améliorer l’efficacité des programmes de filets sociaux en faveur des populations les plus vulnérables. Ses conclusions viendront directement soutenir la révision du Document de stratégie pour la réduction de la pauvreté (DSRP). Le Chapitre 2 de ala présente étude expose la nature et l’ampleur du problème. Le Chapitre 3 donne un aperçu des politiques, des cadres institutionnels et du dispositif financier des filets sociaux. Le Chapitre 4 passe en revue les performances des différents programmes de filets sociaux existants en prenant en particulier en compte leur adéquation, équité, rentabilité et viabilité. Enfin, le Chapitre 5 formule des recommandations politiques clés pour améliorer l’efficacité des filets sociaux existants afin de protéger les personnes pauvres et vulnérables tout en préparant une réponse aux crises à venir. | fr |
