Abstract
This report contributes to the scarce literature on labor market outcomes of different levels of education and returns to education in Belarus. Previous calculations of returns to education in Belarus were carried out for 1996-2001 (Pastore and Verashchagina 2006) and for 1995-2011 (Chubrik 2013). Unlike previous studies that emphasized higher education, this analysis concentrates on returns to VET. The report shows patterns of returns to education that are consistent with previous studies for Belarus and recent estimates for Russia (Melianova and others 2020). The results from Russia are particularly relevant given the institutional similarities between Russia and Belarus. The report is structured as follows. Section two presents an overview of education and the VET system, along with recent macroeconomic, education and labor market trends in Belarus. Section three describes the data and methodology used for the analysis. Section four provides the main results of the World Bank’s analysis of the labor market outcomes of VET graduates compared to graduates of other educational programs. It also includes analysis of the socioeconomic status of VET compared to general education students. Finally, section five offers policy recommendations for the improvement of VET system in Belarus while section six concludes the report with concluding remarks.

Publication Strategic Reform Road-map for the Technical and Vocational Education and Training Sector in West Bengal(Washington, DC, 2013-06)This report focuses on one of the key pillars of economic growth - namely, human development, and in particular, on skills development in West Bengal. It examines the current status of skills development, and potential ways forward for making the production of skills in the state more aligned to its economic growth needs. More specifically, the report investigates the characteristics of the technical and vocational education and training system that produces skills, how these skills match up in quantity and quality with what is in demand from employers in the organized and informal sectors, governance and quality assurance systems, emerging partnerships between the government and private providers of skills, and the availability of financial resources for skills development. Based on the findings from primary surveys, secondary data analysis, in-depth consultations with stakeholders, and declared policy priorities, the report provides a strategic framework and a time-based implementation road-map for reforming and reorienting technical and vocational education and training in West Bengal. This task was undertaken at the specific request of the new Government of West Bengal (GOWB) who took office in 2011. The GOWB wanted to know how to improve the quality of vocational and technical education and training in the state, and provide greater access to skill development to more young people. The request was formally transformed into a Non-Lending Technical Assistance (TA) with the Education Unit of the World Bank's New Delhi office. This report is one key output of the TA which covered a range of activities including bringing on board national and international expertise on various TVET issues, consultations with a variety of public and private sector stakeholders in the state, a series of learning and dissemination workshops, and partnerships with organizations who are engaged in this sector.Publication Institutional Assessment of Sindh Technical Education and Vocational Training Authority(Washington, DC, 2010-10)Providing quality training that leads young people to jobs is critical for the economic and social development of the Province of Sindh, Pakistan. This working paper assesses the strengths and weaknesses of the Sindh Technical Education and Vocational Training Authority (STEVTA) as a provincial apex body in Technical Education and Vocational Training (TVET). The recent establishment of STEVTA was a major step to reduce fragmentation of training policies and programs. The paper assesses the Authority's legal foundation, governance, management, organization, human resources, financial resources and management, and networking with external organizations. The institutional assessment finds that Government of Sindh and STEVTA need to: (i) strengthen its governance by establishing a clearer reporting structure for the management of the authority's director, and by increasing the involvement of the private sector in the board, (ii) enhance its institutional capacity through hiring of teachers in its institutions based upon increased funding and a sustainable HR rationalization plan for the system that is coordinated with planned physical investments in institutions, and (iii) build strong operational capacity by establishing rules of business and management information systems, and drafting a strategic plan. Lastly, to fully achieve its mandate, continued and consistent governmental support is essential to give STEVTA stability and funding to fulfill its mandate: employment through skills.Publication Technical Vocational Education and Training in Xinjiang(Washington, DC, 2013-01)This report documents progress, analyzes strengths and weaknesses of the Xinjiang Technical and Vocational Education and Training (TVET) system, and proposes recommendations that can be used to enrich policy dialogue and open opportunities for future cooperation between Xinjiang and the World Bank. The World Bank team discussed and agreed with the foreign capital project management office of the Xinjiang education department, the main counterpart for this study, on the selection criteria for the Principal Investigator (PI) responsible for data collection and the desk review of available documentation and interviews with key informants, including officials from related departments and representatives of training institutes and enterprises. This report is composed of three sections. The first section provides a brief overview and analysis of the Xinjiang setting, including economic trends, status of the workforce and TVET system. This is followed by a summary of the Systems Approach for Better Education Results (SABER)-Workforce Development (WfD) results including three dimensions, nine policy goals and 27 policy actions. Lastly, a brief policy analysis along with recommendations reflect upon the results of the SABER-WfD study by addressing key challenges and weaknesses of the Xinjiang TVET system in the context of Xinjiang's medium to long-term education and talent development plans. In medium to long-term, the quality of Xinjiang TVET system needs to be improved through enhanced governance, quality assurance and monitoring and evaluation, and through improved connections with quality basic education. The goal is to set up a flexible and diversified modern TVET system for a skilled workforce and to achieve the objectives of the Xinjiang medium and long-term education and talent development plans. Efforts also should be made to enable some TVET schools and programs to become recognized among the top level in China.Publication Skill Development in India : The Vocational Education and Training System(Washington, DC, 2008-01)This paper stresses that despite the fact that India is a fast developing economy difficulties have led the Government to conclude that far more needs to be done to engender more employment opportunities for the majority of Indians, to enable them to participate in the benefits of growth and to contribute to that growth. To do this they must have education and training that equips them for the labor market. One of the sources of the skilled workforce is the vocational education and training system. However, the government realizes that the system is not being able to appropriately respond to the needs of the labor market. A key issue, then, is what reforms/interventions are needed to improve the effectiveness of the system. Answering that question is far from easy and this paper attempts to provide some options for doing so. On the one hand India faces the future with its changing realities; on the other hand it must deal with the nature of its established traditions and structures. This paper has laid out some key reforms that must be undertaken in different areas to make the vocational education and vocational training systems more responsive to the needs of the labor market. The reform agenda is fairly comprehensive and all the reforms cannot be implemented immediately. Given this, the paper has laid out some of the critical reforms that need to be undertaken in the short-run (first phase) followed by others that can be undertaken over a period of 2-3 years. The first phase focuses on reforms aimed at improving the quality and labor market relevance of the existing system, while the medium-term agenda also includes moving forward on mobilizing additional resources for the system, especially once the quality has improved. However the background work needed to undertake reforms in the medium-term should also commence immediately. These reforms should be treated as a package. If only some are instituted, while others are not, it is unlikely that the objective of developing a truly demand-responsive system will be effectively met.Publication Gender Differences in the Effects of Vocational Training : Constraints on Women and Drop-out Behavior(World Bank, Washington, DC, 2013-07)This paper provides experimental evidence on the effects of vocational and entrepreneurial training for Malawian youth, in an environment where access to schooling and formal sector employment is extremely low. It tracks a large fraction of program drop-outs -- a common phenomenon in the training evaluation literature -- and examines the determinants and consequences of dropping out and how it mediates the effects of such programs. The analysis finds that women make decisions in a more constrained environment, and their participation is affected by family obligations. Participation is more expensive for them, resulting in worse training experience. The training results in skills development, continued investment in human capital, and improved well-being, with more positive effects for men, but no improvements in labor market outcomes in the short run.

Publication Morocco Economic Update, Winter 2025(Washington, DC: World Bank, 2025-04-03)Despite the drought causing a modest deceleration of overall GDP growth to 3.2 percent, the Moroccan economy has exhibited some encouraging trends in 2024. Non-agricultural growth has accelerated to an estimated 3.8 percent, driven by a revitalized industrial sector and a rebound in gross capital formation. Inflation has dropped below 1 percent, allowing Bank al-Maghrib to begin easing its monetary policy. While rural labor markets remain depressed, the economy has added close to 162,000 jobs in urban areas. Morocco’s external position remains strong overall, with a moderate current account deficit largely financed by growing foreign direct investment inflows, underpinned by solid investor confidence indicators. Despite significant spending pressures, the debt-to-GDP ratio is slowly declining.Publication Argentina Country Climate and Development Report(World Bank, Washington, DC, 2022-11)The Argentina Country Climate and Development Report (CCDR) explores opportunities and identifies trade-offs for aligning Argentina’s growth and poverty reduction policies with its commitments on, and its ability to withstand, climate change. It assesses how the country can: reduce its vulnerability to climate shocks through targeted public and private investments and adequation of social protection. The report also shows how Argentina can seize the benefits of a global decarbonization path to sustain a more robust economic growth through further development of Argentina’s potential for renewable energy, energy efficiency actions, the lithium value chain, as well as climate-smart agriculture (and land use) options. Given Argentina’s context, this CCDR focuses on win-win policies and investments, which have large co-benefits or can contribute to raising the country’s growth while helping to adapt the economy, also considering how human capital actions can accompany a just transition.Publication Classroom Assessment to Support Foundational Literacy(Washington, DC: World Bank, 2025-03-21)This document focuses primarily on how classroom assessment activities can measure students’ literacy skills as they progress along a learning trajectory towards reading fluently and with comprehension by the end of primary school grades. The document addresses considerations regarding the design and implementation of early grade reading classroom assessment, provides examples of assessment activities from a variety of countries and contexts, and discusses the importance of incorporating classroom assessment practices into teacher training and professional development opportunities for teachers. The structure of the document is as follows. The first section presents definitions and addresses basic questions on classroom assessment. Section 2 covers the intersection between assessment and early grade reading by discussing how learning assessment can measure early grade reading skills following the reading learning trajectory. Section 3 compares some of the most common early grade literacy assessment tools with respect to the early grade reading skills and developmental phases. Section 4 of the document addresses teacher training considerations in developing, scoring, and using early grade reading assessment. Additional issues in assessing reading skills in the classroom and using assessment results to improve teaching and learning are reviewed in section 5. Throughout the document, country cases are presented to demonstrate how assessment activities can be implemented in the classroom in different contexts.Publication Lebanon Economic Monitor, Fall 2022(Washington, DC, 2022-11)The economy continues to contract, albeit at a somewhat slower pace. Public finances improved in 2021, but only because spending collapsed faster than revenue generation. Testament to the continued atrophy of Lebanon’s economy, the Lebanese Pound continues to depreciate sharply. The sharp deterioration in the currency continues to drive surging inflation, in triple digits since July 2020, impacting the poor and vulnerable the most. An unprecedented institutional vacuum will likely further delay any agreement on crisis resolution and much needed reforms; this includes prior actions as part of the April 2022 International Monetary Fund (IMF) staff-level agreement (SLA). Divergent views among key stakeholders on how to distribute the financial losses remains the main bottleneck for reaching an agreement on a comprehensive reform agenda. Lebanon needs to urgently adopt a domestic, equitable, and comprehensive solution that is predicated on: (i) addressing upfront the balance sheet impairments, (ii) restoring liquidity, and (iii) adhering to sound global practices of bail-in solutions based on a hierarchy of creditors (starting with banks’ shareholders) that protects small depositors.Publication World Development Report 2006(Washington, DC, 2005)This year’s Word Development Report (WDR), the twenty-eighth, looks at the role of equity in the development process. It defines equity in terms of two basic principles. The first is equal opportunities: that a person’s chances in life should be determined by his or her talents and efforts, rather than by pre-determined circumstances such as race, gender, social or family background. The second principle is the avoidance of extreme deprivation in outcomes, particularly in health, education and consumption levels. This principle thus includes the objective of poverty reduction. The report’s main message is that, in the long run, the pursuit of equity and the pursuit of economic prosperity are complementary. In addition to detailed chapters exploring these and related issues, the Report contains selected data from the World Development Indicators 2005‹an appendix of economic and social data for over 200 countries.
