Abstract
The World Bank has not yet defined the main issues in management and capacity development in nutrition, nor has it developed methodologies for governments and project staff to identify and deal with these issues and systematically improve capacity. This issues paper is intended as a starting-point for developing the Bank's professional capacity in nutrition management and capacity development. It discusses a dozen sets of issues related to the design and implementation of community nutrition programs: community empowerment and decentralization; staffing and job design; supervision, training and referral; program monitoring and evaluation; sectoral capacity analysis and strategy development; building understanding, commitment and behavioral change; managing the nutrition sector; managing nutrition program support organizations; tools for institutional analysis and capacity development; building technical assistance capacity; improving donor cooperation; and improving coordination across sectors. As a follow-up, it suggests priorities for a work program in management and capacity development in nutrition, including: preparing case studies of successful nutrition programs; preparing best-practice nutrition projects with strong emphasis on capacity development; creating groups to focus on management and capacity development in key institutions dealing with nutrition; creating networks between nutrition institutions to share experience in this area.

Publication India's Tamil Nadu Nutrition Program : Lessons and Issues in Management and Capacity Development(World Bank, Washington, DC, 2002-11)The Tamil Nadu Nutrition Program (TINP) is one of very few around the world that has reduced malnutrition on a large scale, and over a long period. It did well because it coupled good strategies and strong commitment at the sectoral level with good micro-design at the field level. Success factors included intensive sector analysis prior to the program's design, which helped build political and financial commitment to nutrition, as well as a sound technical basis for the program ; careful choice of committed managers, at least during the first ten years ; using paid village level workers, resulting in low drop-outs and high motivation ; well designed recruitment criteria, ensuring that field workers were competent and acceptable to clients ; a carefully planned training and supervision system, which was entirely field rather institution based-a model worth testing in other countries ; a focus on a small number of interventions, tightly targeted on high risk clients, which made field workers' jobs feasible ; an efficient management information system, which provided rapid feedback to clients at the local level, as well as program managers ; involving local communities through information campaigns before the program began, and using women's and children's groups to help with implementation. But TINP was not an unqualified success, and much can be learned from its weaknesses: the commitment and integrity of program management declined substantially after the first ten years, program performance might have suffered less if local communities had been empowered to play a greater role in worker supervision and quality control; the health referral system never worked well, and more could have been done to identify food insecure families, and enroll them in existing food security programs; TINP's support systems in nutrition communications, operational research and program evaluation remained weak, because capacity strengthening plans were not developed for them the Bank failed to carry out analytical work on management and capacity development issues, despite continuing capacity constraints in the nutrition program.Publication Thailand's National Nutritional Program : Lessons in Management and Capacity Development(World Bank, Washington, DC, 2002-01)Thailand's community nutrition program has been the most successful in Asia. This paper looks at what made it work from a management and capacity development point of view. Key lessons are identified in the following areas: Building a strong consensus at national and local levels about the importance of nutrition as an investment in the country's future, rather than as a welfare expenditure; using community volunteers on a huge scale, to cut costs, involve and empower local people, instill self-reliance and communicate effectively with target groups; partially empowering communities by involving them in needs assessment, planning, beneficiary selection and program implementation, but keeping central government control over resource allocation, so as to ensure a coherent national program; Seeking local financial contributions to almost all interventions, so as to cut costs, involve communities, instill self-reliance, and increase the chances of sustainability; Making the most use of limited financial and managerial resources by targeting needy provinces, sub-districts and villages, and high risk population groups; Using national nutrition investment plans, rather than policy statements unlinked to resource commitments, as a way of generating a national vision, giving visibility to nutrition, and giving each implementing agency clear responsibilities; Managing the nutrition sector through a series of committees, rather than by a single agency, which encouraged a wide variety of interest groups to feel that nutrition was their business; Building a strong nutrition technical support organization, which also helped maintain commitment to nutrition; Using small amounts of aid for training and building program support capacity, rather than funding large scale service delivery projects. Also discussed is whether the approaches used in Thailand are replicable in other countries, and what nutrition problems and issues remain to be addressed in Thailand.Publication Mainstreaming Nutrition in Poverty Reduction Strategy Papers : What Does It Take? A Review of the Early Experience(World Bank, Washington, DC, 2006-12)This paper reviews 40 full poverty reduction strategy papers (PRSPs) with regard to whether these strategy papers (1) recognize under-nutrition as a development problem in the country, (2) whether they use nutrition information for poverty analysis, and (3) whether the PRSP includes specific nutrition activities (policies, strategies, and programs) to deal with the unique nutrition problems in each country. The review shows that three quarters of the PRSPs recognize that under-nutrition is a development problem that leads to loss of human capital and/or productivity. Also, many PRSPs, either explicitly or implicitly, include country nutrition profiles in their poverty analysis. Consequently, a majority of PRSPs include strategies and specific actions to mitigate the effects of malnutrition. However, there appears to be little prioritization or sequencing of proposed actions. More importantly, the strategies and actions included in PRSPs often do not reflect an appropriate response to the nature of the nutrition problem in the country. In a quarter of countries with macronutrient deficiencies and about 40% of countries with micronutrient deficiencies, the PRSPs fail to address these two problems. Moreover, tackling nutrition issues requires greater institutional capacity and budget allocations than currently seem to exist. Gross mismatches between the causes of malnutrition and responses to the nutrition problem inevitably lead to a lack of impact and a waste of resources, which will further contribute to the marginalization of nutrition in future PRSPs.Publication Good Work--But Not Enough of It : A Review of the World Bank's Experience in Nutrition(World Bank, Washington, DC, 2006-06)The World Bank has been a leader in nutrition policy analysis, and many of the nutrition projects it has supported have been innovative and successful. But though the Bank has developed the economic justification for large-scale investment in nutrition, and has the experience needed to scale up, it has failed to do so. Nutrition lending is an insignificant proportion of the Bank's business, no more than 2.5 per cent of its lending for human development. This level of effort is inconsistent with what the Bank's analytical work has found--that nutrition lending is one of the best economic investments, and critical to progress toward the Millennium Development Goals (MDG). There are significant institutional constraints to scaling up in nutrition. The paper therefore recommends that, if nutrition is to be put higher on the Bank's agenda, its top management will need to be involved in changing the institutional signals, through: (1) emphasizing that, as a precondition of faster progress toward the MDGs, improving nutrition is a Bank-wide responsibility, not just the business of health staff; (2) making 'improvement in nutritional status' a key development outcome and measure of poverty reduction; (3) creating institutional incentives for staff to focus on nutrition; (4) increasing the Bank's staff capacity in nutrition; and (5) raising a grant fund to help countries and Bank country departments scale up.Publication Strengthening Country Commitment to Human Development: Lessons from Nutrition(Washington, DC: World Bank, 2005)Malnutrition persists in most developing countries. It contributes to the deaths of 3.4 million children annually and reduces the intelligence, health, and productivity of those who survive. Nutrition programs-indeed all human development programs-succeed or fail depending in part on the commitment of politicians, bureaucrats, and communities to properly implement them, both initially and over the long term. Technical, economic, and organizational issues get the lion's share of attention in designing nutrition and other human development programs. But the success of such programs often depends on two variables: whether countries back them with adequate financing and whether countries sustain a commitment to high-quality implementation. This book argues that assessing and strengthening country commitment should therefore become a new field of systematic professional practice. This new field requires expertise in political and policy analysis, organizational behavior, and strategic communication. Focusing on a variety of country programs in nutrition-both successful and failed-the book describes practical ways to assess and strengthen commitment and outlines an agenda for learning by doing. In addition to political will, programs need to build support and commitment across government and civil society, from local leaders to parents. To sustain that commitment, organizational structures and processes must be designed to motivate communities and officials over the 15 to 20 years it takes to successfully implement a national nutrition program. This book will especially appeal to those in the fields of nutrition, public health, community and economic development, and political science.

New stimulus measures are expected to support short-term demand without breaching the public debt ceiling. Inflation stayed negative, reflecting lower energy and food prices amid subdued domestic demand. The central bank kept the policy rate unchanged, citing limited policy space. Thailand’s growth momentum has slowed further as manufacturing activity and services weakened as projected. Tourism remained subdued, largely due to fewer Chinese visitors. Goods exports also slowed as earlier front-loaded orders faded, particularly in agriculture and industrial goods. The Thai baht depreciated in early October as the US dollar appreciated and the current account turned negative.Publication Ukraine Country Environmental Analysis(World Bank, Washington, DC, 2016-01)The objective of the Country Environmental Analysis (CEA) is to assess the adequacy and performance of the policy, legal, and institutional framework for environmental management in Ukraine, in light of the decentralization process of environmental governance and wider reform objectives, and to provide recommendations to government to address the key gaps identified. Ukraine is the second largest country in Europe and has a population of 43 million, the majority of whom live in urban areas. It is a lower middle income country, with the services, industry and agriculture sectors being main contributors to the country’s Gross Domestic Product (GDP). Ukraine faces a number of environmental challenges, as identified in its National Environmental Strategy 2020 (NES). Key among these are: air pollution; quality of water resources and land degradation; solid waste management; biodiversity loss; human health issues associated with environmental risk factors; in addition to climate change. The scope of Ukrainian environmental legislation is quite broad and comprehensive (more than 300 legal acts) and covers most areas of environmental protection and natural resources management. However, the environmental legislation faces a number of weaknesses:The environmental legislation is largely declaratory in nature and does not have all the essential enforcement mechanisms for the implementation of legal acts and international agreements; Many of the acts are not coordinated with each other; and Legislation undergoes limited analysis of its impact—for example, no in-depth analysis such as Regulatory Impact Analysis is conducted for proposed pieces of legislation.Publication Digital Africa(Washington, DC: World Bank, 2023-03-13)All African countries need better and more jobs for their growing populations. "Digital Africa: Technological Transformation for Jobs" shows that broader use of productivity-enhancing, digital technologies by enterprises and households is imperative to generate such jobs, including for lower-skilled people. At the same time, it can support not only countries’ short-term objective of postpandemic economic recovery but also their vision of economic transformation with more inclusive growth. These outcomes are not automatic, however. Mobile internet availability has increased throughout the continent in recent years, but Africa’s uptake gap is the highest in the world. Areas with at least 3G mobile internet service now cover 84 percent of Africa’s population, but only 22 percent uses such services. And the average African business lags in the use of smartphones and computers as well as more sophisticated digital technologies that catalyze further productivity gains. Two issues explain the usage gap: affordability of these new technologies and willingness to use them. For the 40 percent of Africans below the extreme poverty line, mobile data plans alone would cost one-third of their incomes—in addition to the price of access devices, apps, and electricity. Data plans for small- and medium-size businesses are also more expensive than in other regions. Moreover, shortcomings in the quality of internet services—and in the supply of attractive, skills-appropriate apps that promote entrepreneurship and raise earnings—dampen people’s willingness to use them. For those countries already using these technologies, the development payoffs are significant. New empirical studies for this report add to the rapidly growing evidence that mobile internet availability directly raises enterprise productivity, increases jobs, and reduces poverty throughout Africa. To realize these and other benefits more widely, Africa’s countries must implement complementary and mutually reinforcing policies to strengthen both consumers’ ability to pay and willingness to use digital technologies. These interventions must prioritize productive use to generate large numbers of inclusive jobs in a region poised to benefit from a massive, youthful workforce—one projected to become the world’s largest by the end of this century.
