Abstract
The Government of Uganda is keen on increasing the economic benefits derived from Uganda’s tourism assets. These assets include the national parks, the wildlife (a unique mixture of plains game and mountain gorillas), and landscapes for hiking, as well as water and adventure activities. Additional attractions include village visits, cultural assets, religious gatherings, and conference facilities. To support government policies aimed at increasing tourism benefits, this analysis is based upon an exit survey of visitors to Uganda in the 2019 high season for tourism. The Government of Uganda recognizes tourism’s potential and continues to prioritize tourism as one of the country’s growth sectors. To better understand the tourism development potential and monitor changes in tourism, two tourism expenditure and motivation survey (TEMS) were conducted in 2012 and 2019. Section one gives introduction. The report compares the two surveys through a statistical analysis in section two focused on the high season and an economic analysis centered on all of 2012 and 2019 in section three. Main findings from these analyses and additional research in the form of literature reviews and stakeholder feedback lead to policy recommendations for further tourism development that can be implemented in the short and medium term in section four.

Publication Economic and Statistical Analysis of Tourism in Uganda(Washington, DC, 2013-07)The Ministry of Tourism, Wildlife, and Antiquities (MTWA) instituted a sample survey of tourists exiting Uganda in 2012-the Tourism Expenditure and Motivation Survey (TEMS). This survey collected data on tourist expenditures, duration of stay, tourist activities, sites visited, levels of satisfaction, and suggestions for improvements in the sector. The purpose of this report is to present the results of the economic analysis of tourist expenditures, and the associated statistical analysis, to inform government decisions on how to increase the contribution that tourism makes to the growth of the Ugandan economy. The economic analysis of tourism based on the TEMS survey focuses on the impact of tourist expenditures on the economy. The scope is therefore limited to the impact of tourism exports, but these exports are important contributors to the development of the Ugandan economy, increasing foreign exchange earnings, and improving the balance of payments. The data show that leisure and cultural tourists spend 30 percent to 100 percent more than other types of tourists per visit to Uganda. This substantial difference in spending makes these tourists an attractive target in government efforts to increase the economic contribution of the tourism sector and reinforces the importance of strengthening the marketing of Ugandan tourism. The TEMS survey estimates that roughly 500,000 foreign tourists spent at least one night in Uganda in 2012, and nearly 75,000 of these were leisure or cultural tourists. In 2013 more than one million nonresidents visited Uganda, and it is estimated that about half of them of them stay at least one night. Tourists' overall satisfaction with their trip to Uganda is high. However, local transport in Uganda and insufficient visitor information are the most frequently cited sources of dissatisfaction and suggested areas for improvement.Publication Resilience of the Caribbean Tourism Industry - New Evidence from a Firm Survey(World Bank, Washington, DC, 2021-10-01)Natural hazards, including hurricanes, floods and landslides, are a common phenomenon in the Caribbean, affecting both residents and private companies. Researchers estimate probability of Caribbean country to be hit by a natural hazard as 14% in any given year, making it one of the most vulnerable regions in the world. In recent years, several super storms have devastated the region, including Hurricane Maria, Hurricane Irma, Hurricane Matthew and Tropical Storm Dorian causing immense damages. The World Travel and Tourism Council ranks the Caribbean as the most tourism-dependent region relative to the contribution of travel and tourism to gross domestic product (GDP). The sector has grown continuously since the 1970s. Between 2080 and 1995 average annual growth in tourist arrivals was 5 percent. The growth continued for the following 15 years, but average annual growth slowed to 2.4 percent. Before the COVID-19 crisis, arrivals were expected to continue to grow but slower than international average. COVID-19 has completely changed the outlook for tourism, and it is still early to tell what recovery will look like as the crisis is still unfolding.Publication A Post-Pandemic, Nature-Based Tourism and Conservation(World Bank, Washington, DC, 2021-07-26)The Rwandan economy has grown well above average compared to its peers and the world over for the past two decades achieving growth rates of more than 8% regularly with 2019 being 12.5 percent. While these growth rates have been achieved from a very low base, it has been the catalyst for a quadruple increase in the GDP/capita from $268 in 2000 to $837 in 2019. The prevailing Covid-19 pandemic, however, is undoing much of the hard-fought gains made in development over the past two decades. As a case in point, the GDP/capita declined to $816 in 2020, a decline in absolute terms of $21/capita, the largest decline since 1999. Additionally, thetourism sector saw a decline in the number of visitors to the National Parks of 67% to levels last seen in the early part of this millennium (RDB 2020). This decline coincides with loses in income and jobs. In additional there has been the complete collapse of the highly praised and well-functioning revenue sharing model whereby local communities benefitted from the proceeds the NationalParks were generating. The decline in park revenue also resulted in the conservation sector’s decreased ability to manage and maintain the National Parks. This has had a debilitating impact on the livelihoods of people living adjacent and near the conservation areas as well as all the people employed as well as enterprises within the tourism and conservation sector and value chain.Publication Implementing the Agenda of the Namibian Ministry of Environment and Tourism : A Rapid Country Environmental Analysis with a Public Expenditure Review for Aligning Policy, Institutional and Financing Priorities(Washington, DC, 2008-12)This report is organized around three thematic chapters. Chapter one looks at the contribution of the environment and tourism sector to the Namibian economy as well as at some key achievements and challenges. Chapter two describes the policy and legislative framework, and the institutional analysis of the environment and tourism sector. Chapter three examines the financing of the sector and some key budget management issues. And finally in chapter four of volume one, a set of recommendations and short- and medium-term actions are proposed that aim to assist the Ministry in the implementation of its up-coming work programs as well as the strategic plan. Chapter four of volume two includes the assessment of the financing of the sector at the local level using the example of the Erongo Region.Publication How the Tourism Sector in Emerging Markets is Recovering from COVID-19(International Finance Corporation, Washington, DC, 2020-12)Summary of Note 95, how the Tourism Sector in Emerging Markets is Recovering from COVID-19 Tourism is an important sector that accounts for 10 percent of global gross domestic product and one in every 10 jobs. As a result of COVID-19-related travel restrictions, the United Nations World Tourism Organization (UNWTO) has estimated that international tourist arrivals in 2020 will drop between 58 and 78 percent, which puts 100 to 120 million direct tourism jobs at risk. The effects of COVID-19 are felt throughout the extensive tourism value chain, including airlines, hotels, restaurants, tour operators, food suppliers, farmers, retailers, and a wide range of other small and medium enterprises. Although all tourist destinations strongly feel the impact from the pandemic-related crisis, not all have the same vulnerabilities or capacity to recover. This note explores the factors in specific tourism destinations that contribute to pandemic-related vulnerability, as well as the factors that support the resilience of the tourism sector. Examining all these factors together provides a snapshot of the countries as well as the subsectors that are most likely to recover first, as well as those that will require greater support to weather and recover from the crisis.

Publication Classroom Assessment to Support Foundational Literacy(Washington, DC: World Bank, 2025-03-21)This document focuses primarily on how classroom assessment activities can measure students’ literacy skills as they progress along a learning trajectory towards reading fluently and with comprehension by the end of primary school grades. The document addresses considerations regarding the design and implementation of early grade reading classroom assessment, provides examples of assessment activities from a variety of countries and contexts, and discusses the importance of incorporating classroom assessment practices into teacher training and professional development opportunities for teachers. The structure of the document is as follows. The first section presents definitions and addresses basic questions on classroom assessment. Section 2 covers the intersection between assessment and early grade reading by discussing how learning assessment can measure early grade reading skills following the reading learning trajectory. Section 3 compares some of the most common early grade literacy assessment tools with respect to the early grade reading skills and developmental phases. Section 4 of the document addresses teacher training considerations in developing, scoring, and using early grade reading assessment. Additional issues in assessing reading skills in the classroom and using assessment results to improve teaching and learning are reviewed in section 5. Throughout the document, country cases are presented to demonstrate how assessment activities can be implemented in the classroom in different contexts.Publication Remarks to the Annual Meetings 2020 Development Committee(World Bank, Washington, DC, 2020-10-16)David Malpass, President of the World Bank Group, announced that the Board approved a fast track approach to emergency health support programs that now covers 111 countries. Most projects are well advanced, with average disbursement upward of 40 percent. The goal is to take broad, fast action early. The operational framework presented back in June has positioned the Bank to help countries address immediate health threats and social and economic impacts and maintain our focus on long-term development. The Bank is making good progress toward the 15-month target of 160 billion dollars in surge financing. Much of it is for the poorest countries and will take the form of grants or low-rate, long-maturity loans. IFC, through the Global Health Platform, will be providing financing to vaccine manufacturers to foster expanded production of COVID-19 vaccines in both part 1 and 2 countries, providing production is reserved for emerging markets. The Development Committee holds a unique place in the international architecture. It is the only global forum in which the Governments of developed countries and the Governments of developing countries, creditor countries and borrower countries, come together to discuss development and the ‘net transfer of resources to developing countries.’ The current International Financial Architecture system is skewed in favor of the rich and creditor countries. It is important that all voices are heard, so Malpass urged the Ministers of developing countries to use their voice and speak their minds today. Malpass urged consideration of how we can build a new approach to debt restructuring that allows for a fair relationship and balance between creditors and debtors. This will be critical in restoring growth in developing countries; and helping reverse the inequality.Publication Doing Business 2014 : Understanding Regulations for Small and Medium-Size Enterprises(Washington, DC: World Bank Group, 2013-10-28)Eleventh in a series of annual reports comparing business regulation in 185 economies, Doing Business 2014 measures regulations affecting 11 areas of everyday business activity: Starting a business, Dealing with construction permits, Getting electricity, Registering property, Getting credit, Protecting investors, Paying taxes, Trading across borders, Enforcing contracts, Closing a business, Employing workers. The report updates all indicators as of June 1, 2013, ranks economies on their overall “ease of doing business”, and analyzes reforms to business regulation – identifying which economies are strengthening their business environment the most. The Doing Business reports illustrate how reforms in business regulations are being used to analyze economic outcomes for domestic entrepreneurs and for the wider economy. Doing Business is a flagship product by the World Bank and IFC that garners worldwide attention on regulatory barriers to entrepreneurship. More than 60 economies use the Doing Business indicators to shape reform agendas and monitor improvements on the ground. In addition, the Doing Business data has generated over 870 articles in peer-reviewed academic journals since its inception.Publication World Development Report 2011(World Bank, 2011)The 2011 World development report looks across disciplines and experiences drawn from around the world to offer some ideas and practical recommendations on how to move beyond conflict and fragility and secure development. The key messages are important for all countries-low, middle, and high income-as well as for regional and global institutions: first, institutional legitimacy is the key to stability. When state institutions do not adequately protect citizens, guard against corruption, or provide access to justice; when markets do not provide job opportunities; or when communities have lost social cohesion-the likelihood of violent conflict increases. Second, investing in citizen security, justice, and jobs is essential to reducing violence. But there are major structural gaps in our collective capabilities to support these areas. Third, confronting this challenge effectively means that institutions need to change. International agencies and partners from other countries must adapt procedures so they can respond with agility and speed, a longer-term perspective, and greater staying power. Fourth, need to adopt a layered approach. Some problems can be addressed at the country level, but others need to be addressed at a regional level, such as developing markets that integrate insecure areas and pooling resources for building capacity Fifth, in adopting these approaches, need to be aware that the global landscape is changing. Regional institutions and middle income countries are playing a larger role. This means should pay more attention to south-south and south-north exchanges, and to the recent transition experiences of middle income countries.Publication World Development Report 2006(Washington, DC, 2005)This year’s Word Development Report (WDR), the twenty-eighth, looks at the role of equity in the development process. It defines equity in terms of two basic principles. The first is equal opportunities: that a person’s chances in life should be determined by his or her talents and efforts, rather than by pre-determined circumstances such as race, gender, social or family background. The second principle is the avoidance of extreme deprivation in outcomes, particularly in health, education and consumption levels. This principle thus includes the objective of poverty reduction. The report’s main message is that, in the long run, the pursuit of equity and the pursuit of economic prosperity are complementary. In addition to detailed chapters exploring these and related issues, the Report contains selected data from the World Development Indicators 2005‹an appendix of economic and social data for over 200 countries. This Report offers practical insights for policymakers, executives, scholars, and all those with an interest in economic development.
