Abstract
With a view to supporting Croatia’s continued efforts to advance its digital transformation, this report contains the findings of a comprehensive study of the digital sector in Croatia. In this study, the digital sector is defined as the internet (fixed and mobile), telephony (fixed and mobile), and pay TV markets. The study examines indicators of Croatia’s performance relative to a set of peer countries and the European Union (EU) average, with an emphasis on fixed and mobile broadband services as foundational elements of the digital transformation. To complete the assessment, other related factors, such as human capital, the integration of digital technology into the economy, and digital public services, are also considered at a higher level. The study then identifies specific gaps pertaining to digital infrastructure as well as the regulations and policies needed for a vibrant and competitive digital sector. On the opportunities side, the study assesses the relevance of encouraging the development of four emerging technologies in Croatia: the Internet of Things (IoT); artificial intelligence (AI); data centers and cloud services; and smart cities. The report concludes with high-level strategic and actionable recommendations drawn from the analysis. In light of the three national disasters that have recently affected Croatia, namely, the Zagreb earthquake in March 2020, the December earthquakes that struck the Sisak-Moslavina County, and the outbreak of Coronavirus (COVID-19), this report also highlights the role that digital infrastructure and services could play in strengthening Croatia’s resilience to such crises.

Publication ICT Indicators and Implications for Methods for Assessing Socioeconomic Impact of ICT(Washington, DC, 2012)This report is being delivered pursuant to the agreement (Agreement) between the Ministry of Communications and Information Technology of the Arab Republic of Egypt (MCIT) and the World Bank (Bank) for the provision by the Bank of technical assistance (RTA) to MCIT and certain of its affiliates. One of those affiliates is the Information Technology Industry Development Authority (ITIDA). When it comes to designing and implementing ICT policies, the availability of proper indicators is key to efficiency and effectiveness. However, the indicators should go further, and should help policymakers also to measure how well the sector or projects are performing, provide an assessment over time on the status of a project, program, or policy, promote credibility and public confidence by reporting on the results of programs, provide in-depth information about public sector performance, help formulate and justify budget requests, and identify potentially promising programs or practices for duplication or scalability. Thus, this report is composed of the following sections: (i) a discussion of indicator types, in particular impact indicators and their constraints; (ii) an overview of the institutional setup of ICT data in Egypt; (iii) ICT data categories and methodologies used by major international indices and reports, including an analysis of Egypt's strong and weak results in the indices; (iv) a mapping and gap analysis between the indices' indicators and those currently collected by Egypt; (v) a set of recommendations for Egypt and (vi) implications of this work with respect to analyzing the socioeconomic impact of ICTs on investment, trade, growth and education in Egypt.Publication Municipal ICT Capacity and its Impact on the Climate-Change Affected Urban Poor : The Case of Mozambique(Washington, DC, 2012)The objective of conducting this case study on Mozambique is to uncover the pattern of municipal Information and Communication Technology (ICT) impact that may exist in other low-capacity countries with analogous political economy structures in relation to leveraging ICT in public sectors. The study concludes by suggesting measures to link the continent's ICT boom in citizen-based mobile telephony and internet usage with the rapid rise of public sector ICT phenomena as a promising means to plug service delivery gaps. In view of these highlights, this report stands to serve as a valuable resource guide to a wide audience of practitioners, including policy wonks, urban specialists; ICT and climate change enthusiasts, as well as social accountability activists. This report consists of five sections. Section one details the impact of climate change on Mozambique's urban poor while also providing an overview of the country's disaster response system. In view of the decentralization of much of Mozambique's ICT and other resources among municipal governments, section two sheds light on leveraging local government-level ICT towards enhancing urban climate resilience and disseminates awareness on the 'ICT- Action Plan for the Reduction of Absolute Poverty (PARPA)' framework. Section three describes the four ICT tools most widely being used towards climate-change adaptation, while Section 4 seeks to quantify the level to which municipal ICT growth is having an impact on urban climate resilience generally, and seeks to answer the question of whether it is having an equitable impact on the poor. Upon measuring the extent to which urban climate resilience is being enhanced and analyzing differential impact on the urban poor, section five recommends targeted reform in ICT-PARPA framework such that ICT impact is equitable for all communities, and postulates how such reform can be realized.Publication ICT for Greater Development Impact(Washington, DC, 2012-06-15)Information and communication technologies (ICTs) have great promise to reduce poverty, increase productivity, boost economic growth, and improve accountability and governance. That promise only grew when ICTs underwent a revolution in the 2000s. Nearly 5 billion people in developing countries now use mobile phones, up from 200 million at the last decade's start, and the number of Internet users has risen 10-fold. People across the globe do much more than chat and play games. They learn where best to fish and what market to sell their produce in. They trace cattle from pastures to supermarkets. They report illegal logging and misuses of local budget. They pay bills, send money back home, and receive cash transfers. They do business on mobile phones. They use ICTs to prevent violence against women and community radio to empower them. They get state-of-the-art schooling online. They remotely monitor and switch on irrigation pumps. The World Bank Group (WBG) has worked with its clients as they have pursued these opportunities and has supported sector reforms through technical assistance and lending operations, guided by its 2001 ICT strategy. The WBG has been most successful in fostering ICT sector reform and attracting private investment in mobile communications. WBG support for ICT applications has grown rapidly over the past decade. More than 1,300 active Bank investment projects have ICT components (74 percent of the Bank's 1,700-project portfolio) to modernize internal processes and upgrade service delivery. Results have been mixed, with only 59 percent of Bank project components for ICT applications achieving or likely to achieve their objectives fully or substantially.Publication A Sector Assessment : Accelerating Growth of High-Speed Internet Services in Azerbaijan(Washington, DC, 2014-12-18)Azerbaijan s development at the beginning of the XXI century is characterized by the great success story of its petroleum industry, which has propelled Azerbaijan to the level of the most rapidly growing economies in Europe and Central Asia. While oil and gas reserves are finite and their extraction and transportation is largely impacted by exogenous factors the Government of Azerbaijan has recently focused its policies on economic diversification, which, among others, prioritizes public investment spending to boost the information and communication technologies (ICT) sector. It is envisaged that by 2020 Azerbaijan s ICT sector should become one of the main contributors to the non-oil GDP and should facilitate country s transition into the knowledge economy. Telecommunications liberalization, modernization and extension of the national telecom infrastructure, implementation of e-government, and other sector-specific policies have helped stimulate the growth of the local ICT sector which since 2005 has been expanding at an average rate of 25-30 percent. The telecom industry, especially its mobile segment, has fueled the overall ICT sector development. The number of Internet users has soared from only 17 percent in 2008 to 73 percent in 2013. By 2014, the wireless penetration per capita grew at over 100 percent, around one third of the population gained mobile broadband access, and 30 percent of Azerbaijan s households subscribed to fixed (wired) broadband Internet.Publication Tunisia(World Bank, Washington, DC, 2012)In the wake of the revolution, Tunisian society is currently undergoing a significant transformation. In late 2011, the country's first representative government in more than three decades was formed, as the Constituent Assembly was seated. Hundreds of legitimate candidates ran in an election that was free, fair, and enjoyed nearly 90 percent participation by eligible voters. 'Tunisia: from revolutions to institutions,' published one year after the exile of Ben Ali, seeks to describe the factors driving this transformation, examining how specific elements of society have changed, or not changed, in the post-revolutionary period. Information and communication technologies (ICTs), which played a central role in the lead-up to the revolution as well as the revolution itself, have continued to influence rapid changes in the past year. This report charts the application of these technologies by citizens, civil society, entrepreneurs, and government stakeholders. It also identifies openings to capitalize on technology's ability to improve governance, expand economic opportunity, and encourage social cohesion.

Publication Governance Matters VIII : Aggregate and Individual Governance Indicators 1996–2008(2009-06-01)This paper reports on the 2009 update of the Worldwide Governance Indicators (WGI) research project, covering 212 countries and territories and measuring six dimensions of governance between 1996 and 2008: Voice and Accountability, Political Stability and Absence of Violence/Terrorism, Government Effectiveness, Regulatory Quality, Rule of Law, and Control of Corruption. These aggregate indicators are based on hundreds of specific and disaggregated individual variables measuring various dimensions of governance, taken from 35 data sources provided by 33 different organizations. The data reflect the views on governance of public sector, private sector and NGO experts, as well as thousands of citizen and firm survey respondents worldwide. The authors also explicitly report the margins of error accompanying each country estimate. These reflect the inherent difficulties in measuring governance using any kind of data. They find that even after taking margins of error into account, the WGI permit meaningful cross-country comparisons as well as monitoring progress over time. The aggregate indicators, together with the disaggregated underlying indicators, are available at www.govindicators.org.Publication Government Matters III : Governance Indicators for 1996-2002(World Bank, Washington, DC, 2003-08)The authors present estimates of six dimensions of governance covering 199 countries and territories for four time periods: 1996, 1998, 2000, and 2002. These indicators are based on several hundred individual variables measuring perceptions of governance, drawn from 25 separate data sources constructed by 18 different organizations. The authors assign these individual measures of governance to categories capturing key dimensions of governance and use an unobserved components model to construct six aggregate governance indicators in each of the four periods. They present the point estimates of the dimensions of governance as well as the margins of errors for each country for the four periods. The governance indicators reported here are an update and expansion of previous research work on indicators initiated in 1998 (Kaufmann, Kraay, and Zoido-Lobat 1999a,b and 2002). The authors also address various methodological issues, including the interpretation and use of the data given the estimated margins of errors.Publication Breaking the Conflict Trap : Civil War and Development Policy(Washington, DC: World Bank and Oxford University Press, 2003)Most wars are now civil wars. Even though international wars attract enormous global attention, they have become infrequent and brief. Civil wars usually attract less attention, but they have become increasingly common and typically go on for years. This report argues that civil war is now an important issue for development. War retards development, but conversely, development retards war. This double causation gives rise to virtuous and vicious circles. Where development succeeds, countries become progressively safer from violent conflict, making subsequent development easier. Where development fails, countries are at high risk of becoming caught in a conflict trap in which war wrecks the economy and increases the risk of further war. The global incidence of civil war is high because the international community has done little to avert it. Inertia is rooted in two beliefs: that we can safely 'let them fight it out among themselves' and that 'nothing can be done' because civil war is driven by ancestral ethnic and religious hatreds. The purpose of this report is to challenge these beliefs.Publication Governance Matters IV : Governance Indicators for 1996-2004(World Bank, Washington, DC, 2005-06)The authors present the latest update of their aggregate governance indicators, together with new analysis of several issues related to the use of these measures. The governance indicators measure the following six dimensions of governance: (1) voice and accountability; (2) political instability and violence; (3) government effectiveness; (4) regulatory quality; (5) rule of law, and (6) control of corruption. They cover 209 countries and territories for 1996, 1998, 2000, 2002, and 2004. They are based on several hundred individual variables measuring perceptions of governance, drawn from 37 separate data sources constructed by 31 organizations. The authors present estimates of the six dimensions of governance for each period, as well as margins of error capturing the range of likely values for each country. These margins of error are not unique to perceptions-based measures of governance, but are an important feature of all efforts to measure governance, including objective indicators. In fact, the authors give examples of how individual objective measures provide an incomplete picture of even the quite particular dimensions of governance that they are intended to measure. The authors also analyze in detail changes over time in their estimates of governance; provide a framework for assessing the statistical significance of changes in governance; and suggest a simple rule of thumb for identifying statistically significant changes in country governance over time. The ability to identify significant changes in governance over time is much higher for aggregate indicators than for any individual indicator. While the authors find that the quality of governance in a number of countries has changed significantly (in both directions), they also provide evidence suggesting that there are no trends, for better or worse, in global averages of governance.
