Abstract
Tourism offers significant opportunities for women’s participation, entrepreneurship, and leadership compared to other sectors, but there are challenges to address. The gender assessment of the tourism sector in the Gambia documents gender disparities and key issues hindering women’s participation and earnings in tourism through the lens of employment, entrepreneurship, and leadership. The assessment also examines cross-cutting factors such as policy and institutional environment, education, and social norms, which impact women’s economic opportunities in the sector and influence their decision to enter and remain in the sector. Despite women showing strong interest in hospitality, reflected in higher enrollment rates than men in tourism and hospitality institutes, this is not translating into higher employment shares due to a combination of key supply- and demand-side barriers. In tourism entrepreneurial activities, most women-owned businesses face challenges in skills development, securing finance, accessing tourism segments and markets, and are further limited by a lack of infrastructure and testing labs. In terms of tourism education, while women are the majority of students in formal tourism programs, they largely lack the high-level and soft skills training needed for career progression, and the school primarily serves the workforce level in hospitality, pointing to an opportunity for new curriculum development in The Gambia. Key to supporting Gambian women in tourism will be to the creation of a safer work environment, better policies and strong enforcement.

Publication Gender Assessment of São Tomé and Príncipe Tourism Sector(Washington, DC: World Bank, 2025-01-29)The assessment presents findings from comprehensive desk research, semi-structured interviews, and key informant interviews conducted in-person in São Tomé and Príncipe in September 2023. The report is structured as follows: Section 2 presents the methodology, including the assessment framework, data collection method and key stakeholders. Section 3 provides background on the country context and the status of gender equality in São Tomé and Príncipe. Section 4 presents a gender gap analysis in women’s employment, entrepreneurship, and leadership. Section 5 dives into the ecosystem and stakeholder assessment. Finally, Section 6 lists priority areas for women in tourism and provides recommendations to be considered in the context of the upcoming World Bank projects.Publication Country Gender Assessment for Lao PDR : Reducing Vulnerability and Increasing Opportunity(Manila, 2013-01)Since the introduction of economic reforms in the mid-1980s, strong growth and development have lifted thousands of poor women and men out of poverty, changing traditional ways of life in Lao PDR. In this environment of change, gender relations, within the family, village and society at large, are changing too. Gender equality is a core development objective. It is also smart economics. Greater gender equality can enhance productivity, improve development outcomes for the next generation, and make institutions more representative. As Lao PDR continues its development, the empowerment of women and girls will be a key to translating the country's economic growth and the energies of its young people into improved living standards that benefit women and men alike. This assessment synthesizes information and findings from recent literature and research on gender issues in Lao PDR for the Asian Development Bank (ADB) and the World Bank's (WB) country partnership strategies. The assessment is planned to contribute not only to the work of the ADB and the WB, but also towards the work of the government and development partners by bringing the latest information on gender issues to the forefront. Many of the gender issues reviewed in this report cut across multiple aspects of social and economic life. This assessment presents gender issues into three main dimensions of gender equality, endowments, economic opportunities and agency, using the framework developed by the World Bank's world development report on gender. In addition to these three areas, the report also analyzes gender issues related to emerging areas of development and growing risks.Publication Chile - County Gender Assessment : Expanding Women's Work Choices to Enhance Chile's Economic Potential(Washington, DC, 2007)The Chile Country gender assessments (CGAs) identify gender-responsive policies and actions are strategic for poverty reduction, economic growth, human well-being, and development effectiveness. The report proposes priority policy objectives: increase female labor force participation, especially for low-income households, and reduce discontinuity in women's work experience. The report focus on the gender equality in the labor markets; improve access to financial services; expand access to business networks, business development services, and technology for women entrepreneurs. The potential impacts on economic growth gaps of increasing female labor force participation or reducing the gender gap.Publication Arab Republic of Egypt : Gender assessment 2010(World Bank, 2010-01-01)The objective of this policy note is to examine the gender dimension of the Egyptian labor market, with a focus on identifying the scope for policies to improve female labor force participation. An update to the Egypt gender assessment report of 2003, it is envisioned as a contribution to programmatic work on gender and inclusion in Egypt, helping build evidence which can inform policy aimed at improving the participation and retention of women in the labor force. Analytical and investigative in nature, it is the hope that this note will motivate discussion and debate among stakeholders in the country. The questions to be addressed in the note are also relevant for policy discussions and Bank operations in other countries, especially those in the Middle East North Africa (MENA) region where females face similar challenges to labor force participation. Besides laying out the underlying correlates of gender gaps in these areas, the report recommended a comprehensive list of 'strategic interventions' by sector for the government and other development actors, in areas such as investment in women's education, the re-examination of certain discriminatory provisions in the country's legal system, and the promotion of cultural norms that value women as equal partners to men. In the sphere of women's economic opportunities, the report pinpointed vulnerabilities such as high unemployment rates (particularly among the more educated), and a disproportionate dependence on an already shrinking public sector. Highlighting the need for creating productive and sustainable jobs for women in the private sector, the report suggested initiatives such as increasing women's access to training, technology, land, credit and information.Publication Extracting Lessons on Gender in the Oil and Gas Sector : A Survey and Analysis of the Gendered Impacts of Onshore Oil and Gas Production in Three Developing Countries(World Bank, Washington, DC, 2013-05)The oil, gas, and mining unit series publishes reviews and analyses of sector experience from around the world as well as new findings from analytical work. It places particular emphasis on how the experience and knowledge gained relates to developing country policy makers, communities affected by extractive industries, extractive industry enterprises, and civil society organizations. This paper explores the divergent experiences of women and men who live in areas that are directly affected by oil and gas development, and highlights how the industry specifically contributes to 'gender gaps' in the unequal distribution of assets and risks. Evidence from surveys and interviews with community members, company representatives, and government an official in oil-and gas-affected areas is analyzed and potential solutions are presented to reduce inequality, increase operational efficiency, reduce risks, and foster sustainable development. The paper aims to demonstrate how oil companies, policy makers, and donors, as well as citizens and nonprofits, can benefit from facilitating more equitable sharing of oil and gas wealth, with a particular focus on the inclusion of women. It points out the gains that can be realized through mutual collaboration to minimize harm for those people whose lives and environments are most directly impacted by the industry. Gender, as defined here, is differentiated from biological sex: gender describes the separate behaviors, identities and roles into which males and females are socialized, and contrasts the freedoms and constraints that come with these roles. This paper therefore examines how gender influences risks and opportunities in upstream areas of oil-rich, low income countries. The paper adopts a qualitative approach to research, presenting the perspectives of the people who live in the immediate vicinity of upstream operations and attempting to faithfully interpret what can be learned from their testimonies.

Publication Classroom Assessment to Support Foundational Literacy(Washington, DC: World Bank, 2025-03-21)This document focuses primarily on how classroom assessment activities can measure students’ literacy skills as they progress along a learning trajectory towards reading fluently and with comprehension by the end of primary school grades. The document addresses considerations regarding the design and implementation of early grade reading classroom assessment, provides examples of assessment activities from a variety of countries and contexts, and discusses the importance of incorporating classroom assessment practices into teacher training and professional development opportunities for teachers. The structure of the document is as follows. The first section presents definitions and addresses basic questions on classroom assessment. Section 2 covers the intersection between assessment and early grade reading by discussing how learning assessment can measure early grade reading skills following the reading learning trajectory. Section 3 compares some of the most common early grade literacy assessment tools with respect to the early grade reading skills and developmental phases. Section 4 of the document addresses teacher training considerations in developing, scoring, and using early grade reading assessment. Additional issues in assessing reading skills in the classroom and using assessment results to improve teaching and learning are reviewed in section 5. Throughout the document, country cases are presented to demonstrate how assessment activities can be implemented in the classroom in different contexts.Publication Lebanon Economic Monitor, Fall 2022(Washington, DC, 2022-11)The economy continues to contract, albeit at a somewhat slower pace. Public finances improved in 2021, but only because spending collapsed faster than revenue generation. Testament to the continued atrophy of Lebanon’s economy, the Lebanese Pound continues to depreciate sharply. The sharp deterioration in the currency continues to drive surging inflation, in triple digits since July 2020, impacting the poor and vulnerable the most. An unprecedented institutional vacuum will likely further delay any agreement on crisis resolution and much needed reforms; this includes prior actions as part of the April 2022 International Monetary Fund (IMF) staff-level agreement (SLA). Divergent views among key stakeholders on how to distribute the financial losses remains the main bottleneck for reaching an agreement on a comprehensive reform agenda. Lebanon needs to urgently adopt a domestic, equitable, and comprehensive solution that is predicated on: (i) addressing upfront the balance sheet impairments, (ii) restoring liquidity, and (iii) adhering to sound global practices of bail-in solutions based on a hierarchy of creditors (starting with banks’ shareholders) that protects small depositors.Publication The Journey Ahead(Washington, DC: World Bank, 2024-10-31)The Journey Ahead: Supporting Successful Migration in Europe and Central Asia provides an in-depth analysis of international migration in Europe and Central Asia (ECA) and the implications for policy making. By identifying challenges and opportunities associated with migration in the region, it aims to inform a more nuanced, evidencebased debate on the costs and benefits of cross-border mobility. Using data-driven insights and new analysis, the report shows that migration has been an engine of prosperity and has helped address some of ECA’s demographic and socioeconomic disparities. Yet, migration’s full economic potential remains untapped. The report identifies multiple barriers keeping migration from achieving its full potential. Crucially, it argues that policies in both origin and destination countries can help maximize the development impacts of migration and effectively manage the economic, social, and political costs. Drawing from a wide range of literature, country experiences, and novel analysis, The Journey Ahead presents actionable policy options to enhance the benefits of migration for destination and origin countries and migrants themselves. Some measures can be taken unilaterally by countries, whereas others require close bilateral or regional coordination. The recommendations are tailored to different types of migration— forced displacement as well as high-skilled and low-skilled economic migration—and from the perspectives of both sending and receiving countries. This report serves as a comprehensive resource for governments, development partners, and other stakeholders throughout Europe and Central Asia, where the richness and diversity of migration experiences provide valuable insights for policy makers in other regions of the world.Publication World Development Report 2006(Washington, DC, 2005)This year’s Word Development Report (WDR), the twenty-eighth, looks at the role of equity in the development process. It defines equity in terms of two basic principles. The first is equal opportunities: that a person’s chances in life should be determined by his or her talents and efforts, rather than by pre-determined circumstances such as race, gender, social or family background. The second principle is the avoidance of extreme deprivation in outcomes, particularly in health, education and consumption levels. This principle thus includes the objective of poverty reduction. The report’s main message is that, in the long run, the pursuit of equity and the pursuit of economic prosperity are complementary. This Report offers practical insights for policymakers, executives, scholars, and all those with an interest in economic development.Publication Argentina Country Climate and Development Report(World Bank, Washington, DC, 2022-11)The Argentina Country Climate and Development Report (CCDR) explores opportunities and identifies trade-offs for aligning Argentina’s growth and poverty reduction policies with its commitments on, and its ability to withstand, climate change. It assesses how the country can: reduce its vulnerability to climate shocks through targeted public and private investments and adequation of social protection. The report also shows how Argentina can seize the benefits of a global decarbonization path to sustain a more robust economic growth through further development of Argentina’s potential for renewable energy, energy efficiency actions, the lithium value chain, as well as climate-smart agriculture (and land use) options. Given Argentina’s context, this CCDR focuses on win-win policies and investments, which have large co-benefits or can contribute to raising the country’s growth while helping to adapt the economy, also considering how human capital actions can accompany a just transition.
