Abstract
Kazakhstan made steady progress on poverty reduction and social development during the review period, driven by impressive economic growth and rising hydrocarbon prices. Yet, the country continues to grapple with a number of systemic challenges, including: a lack of progress on economic diversification and anticorruption; a dominant role of the state in the economy; a lack of skills in the labor force; and a legacy of environmental problems inherited from the Soviet era. The quality of the Bank Group dialogue with the government was exceptionally high throughout the evaluation period. The Bank Group has established itself as a trusted adviser to the government, with a proven track record of timely delivery of high-quality technical and policy advice, including cabinet-level ‘brainstorming sessions’ and the client-funded Joint Economic Research Program (JERP). Implementation of the JERP suggests that it could become a powerful tool for strengthening the partnership, advancing the reform agenda, and gradually building up the lending program. At the same time, the fully demand-driven nature of the program imposed limitations on the Bank in defining strategic priorities in its advisory work, disseminating findings, and engaging local partners. Looking forward, the Bank Group will need to (i) link the JERP with concrete sector investments and advance monitoring and evaluation (M&E) tools to track its effectiveness; (ii) disclose the main policy recommendations; (iii) engage local partners and civil society to advance transparency and accountability and build capacity; (iv) select and prepare of a set of analytical products independently and in line with the World Bank Group’s global development mandate; and (v) be more selective and strategic in sector engagement.

    Green Growth Opportunities for Bhutan

    Bhutan has recently made significant progress in sustaining economic growth and reducing poverty. In 2012, average per capita household income was somewhat under USD 2,400/year (Living Standards Measurement Surveys 2012). Growth has averaged around 9 percent per annum over the past decade and is expected to be on the order of 8 percent per annum over the next five years. According to the 2012 Bhutan Poverty Analysis, 12 percent of the population are what is known as consumption poor , half the number as compared to 2007. Furthermore, extreme poverty defined as less than $1.25/day in PPP terms has fallen to only 2 percent of the total population. Bhutan has virtually eliminated extreme poverty within the living memory of one generation. Bhutan s population remains rural to a significant extent. According to a 2005 population census, 69 percent of the population lived in rural areas. And there remain significant income differences between urban and rural areas; average per capita household income in rural areas is estimated to be 28,000 Nu against 80,000 Nu in urban areas. There is, though, significant ongoing migration to population centers in search of increased opportunities. The 2005 urban population share of 31 percent of total population represents a substantial increase from only 5 percent in 1995.

    Note on Green Growth for Bhutan

    Bhutan has recently made significant progress in sustaining economic growth and reducing poverty. Bhutan also has valuable deposits of primary materials including dolomite, lime stone, gypsum, quartzite, stone, and marble, which are useful for fabrication of other materials. Thus, a significant part of Bhutan's current and prospective economic gains come from use of natural resources called, green sectors. The basic message in this note is that Bhutan starts from a solid base in terms of green growth, with additional opportunities for meeting its development goals and overcoming the above mentioned challenges on the basis of its natural resource endowment. However, realizing those opportunities and meeting those challenges will require focusing on the economic contribution from sustainable use of those natural resources, in addition to conservation of the environment. It will also require complementary measures, using the economic surplus (or as economists refer to it, rent) from sustainable natural resource use to help diversify economic activity and address institutional and other constraints. A more comprehensive view of green growth emphasizes sustainable use of natural capital, along with managing environmental risks cost-effectively and in an institutionally sound manner to limit risks to human health and of irreversible degradation of the natural environment. In this context, green growth needs to balance conservation with sustainable economic use of all resources to meet the needs of the present, and maintain opportunities for the future. The note touches upon issues of inclusion where possible but not in a systematic and comprehensive manner. The purpose of the note is to provide food for thought in ongoing discussion of growth strategies for Bhutan, and how green growth ideas may contribute to that discussion.

    Greening India's Growth

    India’s sustained and rapid economic growth offers an opportunity to lift millions out of poverty. But this may come at a steep cost to the nation’s environment and natural resources. This insightful book analyzes India’s growth from an economic perspective and assesses whether India can grow in a “green” and sustainable manner. Three key issues are addressed. The first is the physical and monetary costs and losses of environmental health and natural resources driven by economic growth. The authors undertake a monetary valuation and quantification of environmental damage, using techniques that have been developed to better understand and quantify preferences and values of individuals and communities in the context of environmental quality, conservation of natural resources, and environmental health risks. The second part estimates the value of ecosystem services from the major biomes in India using state-of-the art methods with a view to preserving them for the future. The third section provides a menu of policy instruments to explore trade-offs between economic growth and environmental sustainability using a computable general equilibrium approach with particular attention to air pollution. The conclusions focus on the way forward in terms of policies, measures, and instruments as India seeks to balance the twin challenges of maintaining economic prosperity and simultaneously managing its environmental resources.     Colombia has made impressive strides in reducing poverty and promoting shared prosperity during the last decade. Extreme poverty fell from 17.7 percent in 2002 to 8.1 percent in 2014, while total poverty (including moderate poverty) fell from 49.7 percent in 2002 to 29.5 percent in 2014. The decline implies that 6.2 million people left poverty in the period. The multidimensional poverty rate, which takes into account education, health, labor, childcare, and housing, has also experienced a remarkable decline from 49 percent in 2003 to 21.9 percent in 2014. The number of multidimensional poor declined by 9.8 million. Shared prosperity indicators followed a similar trend, especially after the second half of the decade. Between 2008 and 2013, the income per capita of the bottom 40 percent of Colombians grew at an average rate of 6.6 percent, significantly higher than the national average rate of 4.1 percent for the same period. Economic growth that led to job creation has been the main driver of poverty reduction and shared prosperity gains. The economy sustained an average GDP growth of 4.4 percent during the 2000s, almost 2 percentage points higher than the previous decade. For the period 2002-2013, economic growth explains 73 percent of the reduction in extreme poverty and 84 percent of the reduction in total poverty. Moreover, price stability, and in particular stable food prices contribute to poverty outcomes. As in the case of poverty reduction, labor income growth is the main determinant of shared prosperity in recent years in Colombia. Labor income represents at least fifty percent of income growth for the poorest 10 percent of the population, and up to 70 percent for those in the fourth decile, in the period 2008-2013. This evidence highlights the importance of high growth and low inflation for achieving the World Bank’s twin goals in Colombia.

    Rebalancing Bosnia and Herzegovina

    Twenty years after the end of the war, Bosnia and Herzegovina (BiH) has yet to achieve shared prosperity for its citizens and approach European living standards. The country has been at peace since the end of 1995, but its development model needs adjustment if it is to join the ranks of prosperous European economies. BiH has a disproportionately large public sector that dates back to Yugoslav times and has only been partly reformed since, and the constitutional arrangements under the Dayton and Washington Agreements had as their aim the cessation of war rather than the explicit goal of building a viable and efficient state. Financial inflows, particularly aid and remittances, have been fueling consumption-based economic growth. These inflows were important in post-war recovery, and propelled the country back to middle-income status. However, reaching high levels of income, creating prosperity and eliminating poverty will only happen if BiH shifts toward an economic model that builds on international integration, especially with the EU, BiH’s most important trading partner and anchor of institutional reform. BiH needs to rebalance its development model in two fundamental ways in order to succeed. First, it needs to unleash the potential of the private sector while reducing the footprint of the very large public sector. Second, the economy needs to shift from an inward focus driven by local consumption and imports to the potential of international integration through investments and exports. To achieve this country needs more (and larger) companies, vibrant small and medium sized enterprises and a business environment that allows them to grow and expand output, employment, and exports.

    Classroom Assessment to Support Foundational Literacy

    This document focuses primarily on how classroom assessment activities can measure students’ literacy skills as they progress along a learning trajectory towards reading fluently and with comprehension by the end of primary school grades. The document addresses considerations regarding the design and implementation of early grade reading classroom assessment, provides examples of assessment activities from a variety of countries and contexts, and discusses the importance of incorporating classroom assessment practices into teacher training and professional development opportunities for teachers. The structure of the document is as follows. The first section presents definitions and addresses basic questions on classroom assessment. Section 2 covers the intersection between assessment and early grade reading by discussing how learning assessment can measure early grade reading skills following the reading learning trajectory. Section 3 compares some of the most common early grade literacy assessment tools with respect to the early grade reading skills and developmental phases. Section 4 of the document addresses teacher training considerations in developing, scoring, and using early grade reading assessment. Additional issues in assessing reading skills in the classroom and using assessment results to improve teaching and learning are reviewed in section 5. Throughout the document, country cases are presented to demonstrate how assessment activities can be implemented in the classroom in different contexts.

    All African countries need better and more jobs for their growing populations. "Digital Africa: Technological Transformation for Jobs" shows that broader use of productivity-enhancing, digital technologies by enterprises and households is imperative to generate such jobs, including for lower-skilled people. At the same time, it can support not only countries’ short-term objective of postpandemic economic recovery but also their vision of economic transformation with more inclusive growth. These outcomes are not automatic, however. Mobile internet availability has increased throughout the continent in recent years, but Africa’s uptake gap is the highest in the world. Areas with at least 3G mobile internet service now cover 84 percent of Africa’s population, but only 22 percent uses such services. And the average African business lags in the use of smartphones and computers as well as more sophisticated digital technologies that catalyze further productivity gains. Two issues explain the usage gap: affordability of these new technologies and willingness to use them. For the 40 percent of Africans below the extreme poverty line, mobile data plans alone would cost one-third of their incomes—in addition to the price of access devices, apps, and electricity. Data plans for small- and medium-size businesses are also more expensive than in other regions. Moreover, shortcomings in the quality of internet services—and in the supply of attractive, skills-appropriate apps that promote entrepreneurship and raise earnings—dampen people’s willingness to use them. For those countries already using these technologies, the development payoffs are significant. New empirical studies for this report add to the rapidly growing evidence that mobile internet availability directly raises enterprise productivity, increases jobs, and reduces poverty throughout Africa. To realize these and other benefits more widely, Africa’s countries must implement complementary and mutually reinforcing policies to strengthen both consumers’ ability to pay and willingness to use digital technologies. These interventions must prioritize productive use to generate large numbers of inclusive jobs in a region poised to benefit from a massive, youthful workforce—one projected to become the world’s largest by the end of this century.

    The past 25 years have witnessed unprecedented changes around the world—many of them for the better. Across the continents, many countries have embarked on a path of international integration, economic reform, technological modernization, and democratic participation. As a result, economies that had been stagnant for decades are growing, people whose families had suffered deprivation for generations are escaping poverty, and hundreds of millions are enjoying the benefits of improved living standards and scientific and cultural sharing across nations. As the world changes, a host of opportunities arise constantly. With them, however, appear old and new risks, from the possibility of job loss and disease to the potential for social unrest and environmental damage. If ignored, these risks can turn into crises that reverse hard-won gains and endanger the social and economic reforms that produced these gains. The World Development Report 2014 (WDR 2014), Risk and Opportunity: Managing Risk for Development, contends that the solution is not to reject change in order to avoid risk but to prepare for the opportunities and risks that change entails. Managing risks responsibly and effectively has the potential to bring about security and a means of progress for people in developing countries and beyond. Although individuals’ own efforts, initiative, and responsibility are essential for managing risk, their success will be limited without a supportive social environment—especially when risks are large or systemic in nature. The WDR 2014 argues that people can successfully confront risks that are beyond their means by sharing their risk management with others. This can be done through naturally occurring social and economic systems that enable people to overcome the obstacles that individuals and groups face, including lack of resources and information, cognitive and behavioral failures, missing markets and public goods, and social externalities and exclusion. These systems—from the household and the community to the state and the international community—have the potential to support people’s risk management in different yet complementary ways. The Report focuses on some of the most pressing questions policy makers are asking. What role should the state take in helping people manage risks? When should this role consist of direct interventions, and when should it consist of providing an enabling environment? How can governments improve their own risk management, and what happens when they fail or lack capacity, as in many fragile and conflict-affected states? Through what mechanisms can risk management be mainstreamed into the development agenda? And how can collective action failures to manage systemic risks be addressed, especially those with irreversible consequences? The WDR 2014 provides policy makers with insights and recommendations to address these difficult questions. It should serve to guide the dialogue, operations, and contributions from key development actors—from civil society and national governments to the donor community and international development organizations.

    Today’s unprecedented growth of data and their ubiquity in our lives are signs that the data revolution is transforming the world. And yet much of the value of data remains untapped. Data collected for one purpose have the potential to generate economic and social value in applications far beyond those originally anticipated. But many barriers stand in the way, ranging from misaligned incentives and incompatible data systems to a fundamental lack of trust. World Development Report 2021: Data for Better Lives explores the tremendous potential of the changing data landscape to improve the lives of poor people, while also acknowledging its potential to open back doors that can harm individuals, businesses, and societies. To address this tension between the helpful and harmful potential of data, this Report calls for a new social contract that enables the use and reuse of data to create economic and social value, ensures equitable access to that value, and fosters trust that data will not be misused in harmful ways. This Report begins by assessing how better use and reuse of data can enhance the design of public policies, programs, and service delivery, as well as improve market efficiency and job creation through private sector growth. Because better data governance is key to realizing this value, the Report then looks at how infrastructure policy, data regulation, economic policies, and institutional capabilities enable the sharing of data for their economic and social benefits, while safeguarding against harmful outcomes. The Report concludes by pulling together the pieces and offering an aspirational vision of an integrated national data system that would deliver on the promise of producing high-quality data and making them accessible in a way that promotes their safe use and reuse. By examining these opportunities and challenges, the Report shows how data can benefit the lives of all people, but particularly poor people in low- and middle-income countries.

    This year’s Word Development Report (WDR), the twenty-eighth, looks at the role of equity in the development process. It defines equity in terms of two basic principles. The first is equal opportunities: that a person’s chances in life should be determined by his or her talents and efforts, rather than by pre-determined circumstances such as race, gender, social or family background. The second principle is the avoidance of extreme deprivation in outcomes, particularly in health, education and consumption levels. This principle thus includes the objective of poverty reduction. The report’s main message is that, in the long run, the pursuit of equity and the pursuit of economic prosperity are complementary. In addition to detailed chapters exploring these and related issues, the Report contains selected data from the World Development Indicators 2005‹an appendix of economic and social data for over 200 countries. This Report offers practical insights for policymakers, executives, scholars, and all those with an interest in economic development.
