Abstract
Ukraine is renowned as the breadbasket of Europe thanks to its black soils ( Chernozem black because of the high organic matter content) which offer exceptional agronomic conditions. One-third of the worldwide stock of the fertile black soils, which cover more than half of Ukraine s arable land, a large variety of climatic zones, and favourable temperature and moisture regimes, offers attractive conditions for the production of a large range of crops including cereals and oilseeds. Ukraine s proximity to large and growing neighbouring markets the Russian Federation and the European Union and access to deep sea ports at the Black Sea, provide direct access to world markets, especially large grain importers in the Middle East and North Africa.

Publication Kazakhstan Agricultural Sector Risk Assessment(World Bank, Washington, DC, 2016-02)Agriculture is among the most risk-prone sectors in the economies of Central Asia. Production shocks from weather, pests and diseases and adverse movements in agricultural product and input prices not only impact farmers and agri-business firms, but can also strain government finances. Some of these risks are small and localized and can be managed by producers. Others are the result of more severe, exogenous shocks outside agriculture that require a broader response. Failure to respond adequately to these more severe risks leads to a perpetual cycle of ‘shock-recovery-shock’ which reinforces poverty traps and compromises long-term growth. A broad-based program to improve livestock productivity is recommended to strengthen the resilience of livestock production systems and rangeland use in Kazakhstan. Proposed interventions include measures to: (i) reverse degradation of water, soil and vegetation cover; (ii) safeguard the long-term viability of rangeland ecosystems, while ensuring sustainable access to grazing land; and (iii) strengthen livestock services (veterinary, animal health, feed and fodder supply, destocking, water and grazing access, and weather and market information). These measures will enable farmers to manage their resources better, to respond to climate and market signals and to protect their resource base in times of drought. The recommendations developed under these three solution areas continue the underlying emphasis on mitigation as the foundation for risk management. They also highlight the mutually reinforcing benefits of measures to improve crop and livestock productivity for both risk management and sector growth.Publication Sustainable Land Management for Mitigation of and Adaptation to Climate Change(World Bank, Washington, DC, 2010-06-29)The climate change (CC) caused by increase in atmospheric concentration of CO2 and other Greenhouse Gases (GHGs), can be addressed through adaptation and mitigation strategies. Adaptation consists of strategies which minimize vulnerability to CC. The objective is to increase resilience of the ecosystems and communities through adoption of specific sustainable land management (SLM) techniques that have adaptive benefits. On the other hand, the goal of mitigation strategies is to enhance soil and vegetation (land) sinks for absorbing atmospheric CO2 and to minimize net emissions. In the context of the resource-poor and small landholders of the developing countries, adaptation to CC is essential. Adaptation strategies are needed to enhance the positive and reduce the negative effects of CC. Adaptation is also needed because complete mitigation of CC may never occur. The strategy is to adopt those SLM technologies which have both adaptation and mitigation impacts at multiple scales (household, community, and watershed, national, global). There are four major areas in the tropics and sub-tropics where adoption of SLM technologies can help to both adapt to and mitigate CC: (i) tropical forest ecosystems (TFEs), (ii) tropical savannah and rangeland ecosystems (TSREs), (iii) world cropland soils, and (iv) salinized and degraded/desertified lands. Nonetheless, adoption of SLM technologies in the temperate regions (North America, Europe, Australia, Japan) is also important to adapting to CC. However, this report focuses on SLM options for developing countries of the tropics and sub-tropics.Publication Reducing the Vulnerability of Moldova's Agricultural Systems to Climate Change : Impact Assessment and Adaptation Options(Washington, DC: World Bank, 2013-10-03)Changes in climate and their impact on agricultural systems and rural economies are already evident throughout Europe and Central Asia (ECA). Adaptation measures now in use in Moldova, largely piecemeal efforts, will be insufficient to prevent impacts on agricultural production over the coming decades. There is growing interest at country and development partner levels to have a better understanding of the exposure, sensitivities, and impacts of climate change at farm level, and to develop and prioritize adaptation measures to mitigate the adverse consequences. The approach of this volume is predicated on strong country ownership and participation, and is defined by its emphasis on 'win-win' or 'no regrets' solutions to the multiple challenges posed by climate change for the farmers of Eastern Europe and Central Asia. The solutions are measures that increase resilience to future climate change, boost current productivity despite the greater climate variability already occurring, and limit greenhouse gas emissions-also known as 'climate-smart agriculture.' Specifically, this report provides a menu of climate change adaptation options for the agriculture and water resources sectors, along with specific recommendations that are tailored to three distinct Agro-Ecological Zones (AEZs) within Moldova. This menu reflects the results of three inter-related activities, conducted jointly by the team and local partners: 1) quantitative economic modeling of baseline conditions and the effects of climate change and an array of adaptation options; 2) qualitative analysis conducted by the expert team of agronomists, crop modelers, and water resources experts; and 3) input from a series of participatory workshops for national decision makers and farmers in each of the AEZs. This report provides a summary of the methods, data, results, and adaptation options for each of these activities.Publication Investing in Trees and Landscape Restoration in Africa(World Bank, Washington, DC, 2011-11)Reforestation measures for degraded lands, strategies for the sustainable management of forest resources, and agroforestry practices that incorporate trees into farming systems are increasingly demonstrating their promise for producing commercialized tree products. Although the level of investment so far has remained modest, the challenge is to find ways to scale up promising investments in a way that will have a clear impact at the landscape level. These types of investments can help achieve the triple wins of climate-smart agriculture: increased incomes and yields, climate change adaptation and greenhouse gas mitigation.Market trends are promising for a wide range of tree-based technologies, including tropical fruits, cashews, honey, timber and wood products, lipids, gums and resins, tree crops, and agroforestry systems. In many cases, African entrepreneurs, farmers, civil society, and governments have responded dynamically to the widespread challenge of land degradation. The continent is dotted with landscapes where production of trees on farms and in managed forests has grown dramatically to meet market and subsistence needs; sustainable agricultural practices and revegetation have restored soils and watersheds; and key conservation areas are being protected. However, this is not happening at the scale required by societal needs in Africa. In part, this is due to a lack of strategic cooperation and coordination between private sector investors and land managers (who are focused on realizing profitable opportunities and meeting their own needs) and public and civil society actors (who are focused on restoring forest cover and ecosystem services). Such coordination is only possible when the biophysical potential for landscape restoration, private sector investment opportunity and incentives, and societal demand for multiple benefits converge. Much can be learned from examples of large-scale landscape restoration in Ethiopia, Kenya, Niger, Tanzania, and Zambia, and the variable roles of the private sector, farmers, government, and civil society in supporting and undertaking investment.Publication Second-Generation Biofuels : Economics and Policies(2010-08-01)Recent increases in production of crop-based (or first-generation) biofuels have engendered increasing concerns over potential conflicts with food supplies and land protection, as well as disputes over greenhouse gas reductions. This has heightened a sense of urgency around the development of biofuels produced from non-food biomass (second-generation biofuels). This study reviews the economic potential and environmental implications of production of second-generation biofuels from a variety of various feedstocks. Although second-generation biofuels could significantly contribute to the future energy supply mix, cost is a major barrier to increasing commercial production in the near to medium term. Depending on various factors, the cost of second-generation (cellulosic) ethanol can be two to three times as high as the current price of gasoline on an energy equivalent basis. The cost of biodiesel produced from microalgae, a prospective feedstock, is many times higher than the current price of diesel. Policy instruments for increasing biofuels use, such as fiscal incentives, should be based on the relative merits of different types of biofuels.

Publication The Journey Ahead(Washington, DC: World Bank, 2024-10-31)The Journey Ahead: Supporting Successful Migration in Europe and Central Asia provides an in-depth analysis of international migration in Europe and Central Asia (ECA) and the implications for policy making. By identifying challenges and opportunities associated with migration in the region, it aims to inform a more nuanced, evidencebased debate on the costs and benefits of cross-border mobility. Using data-driven insights and new analysis, the report shows that migration has been an engine of prosperity and has helped address some of ECA’s demographic and socioeconomic disparities. Yet, migration’s full economic potential remains untapped. The report identifies multiple barriers keeping migration from achieving its full potential. Crucially, it argues that policies in both origin and destination countries can help maximize the development impacts of migration and effectively manage the economic, social, and political costs. Drawing from a wide range of literature, country experiences, and novel analysis, The Journey Ahead presents actionable policy options to enhance the benefits of migration for destination and origin countries and migrants themselves. Some measures can be taken unilaterally by countries, whereas others require close bilateral or regional coordination. The recommendations are tailored to different types of migration— forced displacement as well as high-skilled and low-skilled economic migration—and from the perspectives of both sending and receiving countries. This report serves as a comprehensive resource for governments, development partners, and other stakeholders throughout Europe and Central Asia, where the richness and diversity of migration experiences provide valuable insights for policy makers in other regions of the world.Publication Classroom Assessment to Support Foundational Literacy(Washington, DC: World Bank, 2025-03-21)This document focuses primarily on how classroom assessment activities can measure students’ literacy skills as they progress along a learning trajectory towards reading fluently and with comprehension by the end of primary school grades. The document addresses considerations regarding the design and implementation of early grade reading classroom assessment, provides examples of assessment activities from a variety of countries and contexts, and discusses the importance of incorporating classroom assessment practices into teacher training and professional development opportunities for teachers. The structure of the document is as follows. The first section presents definitions and addresses basic questions on classroom assessment. Section 2 covers the intersection between assessment and early grade reading by discussing how learning assessment can measure early grade reading skills following the reading learning trajectory. Section 3 compares some of the most common early grade literacy assessment tools with respect to the early grade reading skills and developmental phases. Section 4 of the document addresses teacher training considerations in developing, scoring, and using early grade reading assessment. Additional issues in assessing reading skills in the classroom and using assessment results to improve teaching and learning are reviewed in section 5. Throughout the document, country cases are presented to demonstrate how assessment activities can be implemented in the classroom in different contexts.Publication World Development Report 2006(Washington, DC, 2005)This year’s Word Development Report (WDR), the twenty-eighth, looks at the role of equity in the development process. It defines equity in terms of two basic principles. The first is equal opportunities: that a person’s chances in life should be determined by his or her talents and efforts, rather than by pre-determined circumstances such as race, gender, social or family background. The second principle is the avoidance of extreme deprivation in outcomes, particularly in health, education and consumption levels. This principle thus includes the objective of poverty reduction. The report’s main message is that, in the long run, the pursuit of equity and the pursuit of economic prosperity are complementary. In addition to detailed chapters exploring these and related issues, the Report contains selected data from the World Development Indicators 2005‹an appendix of economic and social data for over 200 countries. This Report offers practical insights for policymakers, executives, scholars, and all those with an interest in economic development.Publication Argentina Country Climate and Development Report(World Bank, Washington, DC, 2022-11)The Argentina Country Climate and Development Report (CCDR) explores opportunities and identifies trade-offs for aligning Argentina’s growth and poverty reduction policies with its commitments on, and its ability to withstand, climate change. It assesses how the country can: reduce its vulnerability to climate shocks through targeted public and private investments and adequation of social protection. The report also shows how Argentina can seize the benefits of a global decarbonization path to sustain a more robust economic growth through further development of Argentina’s potential for renewable energy, energy efficiency actions, the lithium value chain, as well as climate-smart agriculture (and land use) options. Given Argentina’s context, this CCDR focuses on win-win policies and investments, which have large co-benefits or can contribute to raising the country’s growth while helping to adapt the economy, also considering how human capital actions can accompany a just transition.Publication Lebanon Economic Monitor, Fall 2022(Washington, DC, 2022-11)The economy continues to contract, albeit at a somewhat slower pace. Public finances improved in 2021, but only because spending collapsed faster than revenue generation. Testament to the continued atrophy of Lebanon’s economy, the Lebanese Pound continues to depreciate sharply. The sharp deterioration in the currency continues to drive surging inflation, in triple digits since July 2020, impacting the poor and vulnerable the most. An unprecedented institutional vacuum will likely further delay any agreement on crisis resolution and much needed reforms; this includes prior actions as part of the April 2022 International Monetary Fund (IMF) staff-level agreement (SLA). Divergent views among key stakeholders on how to distribute the financial losses remains the main bottleneck for reaching an agreement on a comprehensive reform agenda. Lebanon needs to urgently adopt a domestic, equitable, and comprehensive solution that is predicated on: (i) addressing upfront the balance sheet impairments, (ii) restoring liquidity, and (iii) adhering to sound global practices of bail-in solutions based on a hierarchy of creditors (starting with banks’ shareholders) that protects small depositors.
