Abstract
Women comprise half of the world’s adult population, and therefore potentially half of its labor force. Removing barriers that restrict women from entering the labor market is crucial for achieving equality, as well as to untap economic growth. The focus of this review is on female labor force participation (FLFP) instead of employment. Labor force participation captures the decision to actively engage with the labor market, while employment represents an equilibrium outcome. The distinction is often under-emphasized, but it is not trivial, as these indicators move separately. Indeed, the global rate of female employment has remained high at around 94 percent, while the rate of FLFP has not yet surpassed 50 percent. This review identifies constraints around three key drivers of FLFP. First, the authors examine how constraints in endowments such as time, education, financial and social capital limit women’s participation. Second, authors review evidence on the role of internal factors such as choices, preferences, norms and beliefs on FLFP. Third, authors discuss how external constraints such as income shocks and demand-side factors inhibit active engagement in the labor market. Finally, the paper concludes with some lesson learned from policies to improve FLFP and draws up an agenda for future research.

Publication Low Female Labor Force Participation in Sri Lanka : Contributory Factors, Challenges and Policy Implications(Washington, DC, 2013-01)Even though Sri Lanka is a fore-runner in many human development dimensions and aspects of gender equality amongst the South Asian countries, it is similar to other South Asian countries when it comes to women's participation in economic activities. Female labor force participation has not changed much in recent decades and remained stagnant at a rate around 30 to 35 percent of working age women. This rate is much lower than one would expect given the educational attainment of the female population in Sri Lanka. In order to encourage increased women s participation in economic activities, the first condition is to understand what is keeping them out of the scene. This paper analyzes the underlying reasons behind low participation rates of women in economic activities. It also investigates the employment outcomes, occupational choice, rates of returns, and skills set of economically active women in comparison with men to identify and understand the gaps. The findings have been used to suggest potential policies and programs that can help remove some of those barriers and encourage and enable women to become more economically active in the labor market.Publication Female Labor Force Participation in Turkey : Trends, Determinants and Policy Framework(Washington, DC, 2009-11-23)Turkey has been collaborating with the World Bank in developing macroeconomic policies and implementing various reforms such as social security, investment climate, competitiveness, labor market, and public sector management. One of the salient features of the labor market in Turkey is the distinctly lower labor force participation (LFP) rates of women. As of January 2009, female LFP in Turkey was 23.5 percent. Urbanization and the move out of subsistence agriculture have had a profound effect on employment patterns for women, especially among those who have not attained university education. Family farming and subsistence agriculture have become less and less important as other more attractive opportunities expand in the service and manufacturing sectors. In the ninth development plan the Turkish Government has set goals to increase the number of women who are actively employed. The national action plan for gender equality emphasizes that using women's talents and skills in the labor market not only provides families with more economic independence, but also increases women's self-confidence and social respectability. Higher female employment is instrumental in building capacity for economic growth and poverty reduction. Higher levels of female employment allow government investments in education to be used more efficiently as women use their acquired talents. Policies that can help improve women's opportunities for more and better jobs in Turkey include: (a) creating job opportunities for first time job seekers; and (b) promoting early childhood development programs (ECD), such as preschool education and public or subsidized childcare programs.Publication What Explains the Stagnation of Female Labor Force Participation in Urban India?(World Bank Group, Washington, DC, 2015-03)Female labor force participation rates in urban India between 1987 and 2011 are surprisingly low and have stagnated since the late 1980s. Despite rising growth, fertility decline, and rising wages and education levels, married women's labor force participation hovered around 18 percent. Analysis of five large cross-sectional micro surveys shows that a combination of supply and demand effects have contributed to this stagnation. The main supply side factors are rising household incomes and husband's education as well as the falling selectivity of highly educated women. On the demand side, the sectors that draw in female workers have expanded least, so that changes in the sectoral structure of employment alone would have actually led to declining participation rates.Publication Job Opportunities along the Rural-Urban Gradation and Female Labor Force Participation in India(World Bank, Washington, DC, 2015-09)The recent decline in India’s rural female labor force participation is generally attributed to higher rural incomes in a patriarchal society. Together with the growing share of the urban population, where female participation rates are lower, this alleged income effect does not bode well for the empowerment of women as India develops. This paper argues that a traditional supply-side interpretation is insufficient to account for the decline in female participation rates, and the transformation of the demand for labor at local levels needs to be taken into account as well. A salient trait of this period is the collapse in the number of farming jobs without a parallel emergence of other employment opportunities considered suitable for women. The paper develops a novel approach to capture the structure of employment at the village or town level, and allow for differences along six ranks in the rural-urban gradation. It also considers the possible misclassification of urban areas as rural, as a result of household surveys lagging behind India’s rapid urbanization process. The results show that the place of residence along the rural-urban gradation loses relevance as an explanation of female labor force participation once local job opportunities are taken into account. Robustness checks confirm that the main findings hold even when taking into account the possibility of spurious correlation and endogeneity. They also hold under alternative definitions of labor force participation and when sub-samples of women are considered. Simulations suggest that for India to reverse the decline in female labor force participation rates it needs to boost job creation.Publication Recent Trends in Female Labor Force Participation in Turkey(World Bank, Ankara, 2010-03)The female labor force participation level in Turkey is currently very low at 27 percent compared with the Organization for Economic Cooperation and Development, or OECD and European Union, or EU-19 averages of 61 and 64 percent respectively. This rate has been declining in the last 30 years from a level of 48 percent in 1980. This paper looks at the most recent trends and profiles of labor force participation of women in Turkey using three different household level data sources in available Turkey (HBS, LFS and TDHS) for the period 2003-2006. The paper also reports a multivatiate analysis on the probability of working for women, controlling for various characteristics.

Publication Classroom Assessment to Support Foundational Literacy(Washington, DC: World Bank, 2025-03-21)This document focuses primarily on how classroom assessment activities can measure students’ literacy skills as they progress along a learning trajectory towards reading fluently and with comprehension by the end of primary school grades. The document addresses considerations regarding the design and implementation of early grade reading classroom assessment, provides examples of assessment activities from a variety of countries and contexts, and discusses the importance of incorporating classroom assessment practices into teacher training and professional development opportunities for teachers. The structure of the document is as follows. The first section presents definitions and addresses basic questions on classroom assessment. Section 2 covers the intersection between assessment and early grade reading by discussing how learning assessment can measure early grade reading skills following the reading learning trajectory. Section 3 compares some of the most common early grade literacy assessment tools with respect to the early grade reading skills and developmental phases. Section 4 of the document addresses teacher training considerations in developing, scoring, and using early grade reading assessment. Additional issues in assessing reading skills in the classroom and using assessment results to improve teaching and learning are reviewed in section 5. Throughout the document, country cases are presented to demonstrate how assessment activities can be implemented in the classroom in different contexts.Publication World Development Report 2006(Washington, DC, 2005)This year’s Word Development Report (WDR), the twenty-eighth, looks at the role of equity in the development process. It defines equity in terms of two basic principles. The first is equal opportunities: that a person’s chances in life should be determined by his or her talents and efforts, rather than by pre-determined circumstances such as race, gender, social or family background. The second principle is the avoidance of extreme deprivation in outcomes, particularly in health, education and consumption levels. This principle thus includes the objective of poverty reduction. The report’s main message is that, in the long run, the pursuit of equity and the pursuit of economic prosperity are complementary. In addition to detailed chapters exploring these and related issues, the Report contains selected data from the World Development Indicators 2005‹an appendix of economic and social data for over 200 countries. This Report offers practical insights for policymakers, executives, scholars, and all those with an interest in economic development.Publication Increasing Female Labor Force Participation(World Bank, Washington, DC, 2023-01)Gender gaps in labor force participation persist worldwide. Closing this gap can lead to sizeable gains for economies—a 20 percent increase in GDP per capita, on average. Female labor force participation (FLFP) remains low due to lack of skills, assets and networks, time-based constraints, limited mobility, gender discrimination in hiring and promotion, and restrictive gender norms. Effective evidence-backed policy options can increase FLFP. They include providing childcare services, disseminating information on work opportunities and returns to employment, training in socio-emotional skills, addressing norms by engaging partners and family members, and targeting women via social protection, safety net, and public-works programs. The World Bank Group actively supports countries in boosting FLFP through development policy lending, advisory and analytical work, and supporting reforms to address constraining contextual factors, including legal barriers, social norms, and gender-based violence. This note sheds light on an array of policy options that are effective or show promise in improving FLFP.Publication World Development Report 2011(World Bank, 2011)The 2011 World development report looks across disciplines and experiences drawn from around the world to offer some ideas and practical recommendations on how to move beyond conflict and fragility and secure development. The key messages are important for all countries-low, middle, and high income-as well as for regional and global institutions: first, institutional legitimacy is the key to stability. When state institutions do not adequately protect citizens, guard against corruption, or provide access to justice; when markets do not provide job opportunities; or when communities have lost social cohesion-the likelihood of violent conflict increases. Second, investing in citizen security, justice, and jobs is essential to reducing violence. But there are major structural gaps in our collective capabilities to support these areas. Third, confronting this challenge effectively means that institutions need to change. International agencies and partners from other countries must adapt procedures so they can respond with agility and speed, a longer-term perspective, and greater staying power. Fourth, need to adopt a layered approach. Some problems can be addressed at the country level, but others need to be addressed at a regional level, such as developing markets that integrate insecure areas and pooling resources for building capacity Fifth, in adopting these approaches, need to be aware that the global landscape is changing. Regional institutions and middle income countries are playing a larger role. This means should pay more attention to south-south and south-north exchanges, and to the recent transition experiences of middle income countries.Publication Global Monitoring Report 2015/2016(Washington, DC: World Bank, 2016)The Global Monitoring Report 2015/2016, produced by the World Bank Group in partnership with the International Monetary Fund, comes at an inflection point in both the setting of global development goals and the demographic trends affecting those goals. This year marks the end of the Millennium Development Goals (MDGs) and the launching of the Sustainable Development Goals (SDGs), while the World Bank Group has in parallel articulated the twin goals of sustainably ending extreme poverty and sharing prosperity. This report presents the latest global poverty numbers, based on the 2011 purchasing power parity (PPP) data, and examines the pace of development progress through the lens of the evolving global development goals. The special theme of this year’s report examines the complex interaction between demographic change and development. With the number of children approaching a global ceiling of two billion, the world’s population is growing slower. It is also aging faster, with the share of people of working age starting a decline in 2013. But the direction and pace of these trends vary starkly across countries, with sizeable demographic disparities between centers of global poverty (marked by high fertility) and drivers of global growth (marked by rapid aging). These demographic disparities are expected to deeply affect the pursuit of the post-2015 agenda, accentuating existing challenges and creating new opportunities.
