Abstract
Poverty in Turkey has declined significantly between 2003 and 2006, as a result of rapid poverty reduction in urban areas. In the same time period, the reduction in poverty in rural areas has been slow or non-existent. As a result, the relative risk of poverty has increased in this time period for those employed in agricultural sector, living in rural areas and in large households. Inequality in urban areas has decreased as a result of high growth in the consumption levels of the urban poor compared to richer deciles, while no significant changes to inequality measures have been noted in rural areas. In fact, the consumption levels of poorest groups in rural Turkey have declined between 2003 and 2006. Child poverty has also been persistent in this time period, with the relative risk of poverty for children (ages0-19) increasing over time.

    Republic of Fiji - Poverty Trends, Profiles and Small Area Estimation (Poverty Maps) in Republic of Fiji (2003-2009)

    This report presents a detailed analysis of household poverty and its drivers - family, labor and human capital outcomes, social assistance transfers, and geography - based on new expenditure based poverty measures. The report is the culmination of a comprehensive year-long Aus AID funded collaboration between the Fiji Islands Bureau of Statistics (FIBOS) and the World Bank to develop new poverty measures and maps that produce poverty estimates at highly disaggregated levels. The report draws on the last two rounds of Household Income and Expenditure Survey (HIES) (from 2002-3 and 2007-8) as well as the national census of 2007. According to the expenditure based estimates developed in this report, in 2008/09 just over a third of the Fijian population lived in poverty. Poverty in Fiji is driven by multiple factors. The report presents the first national level poverty maps created for Fiji and in the Pacific using the national census, which provides a powerful visual depiction of poverty pockets that can help to ensure that anti-poverty programs reach the poor.

    The objective of this report is to contribute towards institutional capacity building for regular monitoring and analysis of poverty, as well as other indicators of living conditions and social inclusion. This report analyzes the poverty trends and profile using the national absolute poverty line, which measures changes in the level of welfare and allows for a more straightforward interpretation of comparisons over time. Chapter 1 presents an overview of poverty dynamics using both relative and absolute measures of poverty, and explores the reasons for the observed difference in trends between the two measures. Chapter 2 investigates the relationship between economic growth, inequality and poverty in Romania during the period 1995 and 2006.

    Yemen Poverty Assessment : Volume 3. Poverty Maps

    From what was historically known as 'Arabia Felix', a land of prosperity and happiness, Yemen has become the most impoverished among the Arab countries. The government of the united Yemen, formed in 1990, has launched so far three five-year economic reform plans with the goal of restoring Yemen's prosperity. Have these efforts succeeded? What policies are needed to further reduce poverty? The poverty assessment report aims to answer these questions. This report measures poverty in Yemen in 2005-06, and evaluates the change in poverty compared to 1998, the two years for which comparable household budget surveys are available. The period between the two survey years (1998 and 2005-06), more or less overlaps the first two five-year economic plans and captures the effect of the economic reform programs launched since 1995. In addition to measuring poverty, this report has three objectives: evaluating the role of growth and past reforms on poverty, identifying better ways to target the vulnerable poor through public action, and an assessment of the poverty monitoring system. By examining the effect of the key policies on poverty, such as the petroleum price reform and the government's social protection mechanisms between 1998 and 2005-06, the study aims to equip policy makers and development partners with the knowledge needed to improve the effectiveness of their efforts to reduce poverty in Yemen.

    Poverty Reduction without Economic Growth? Explaining Brazil's Poverty Dynamics, 1985-2004

    Brazil's slow pace of poverty reduction over the last two decades reflects both low growth and a low growth elasticity of poverty reduction. Using GDP data disaggregated by state and sector for a twenty-year period, this paper finds considerable variation in the poverty-reducing effectiveness of growth-across sectors, across space, and over time. Growth in the services sector was substantially more poverty-reducing than was growth in either agriculture or industry. Growth in industry had very different effects on poverty across different states and its impact varied with initial conditions related to human development and worker empowerment. The determinants of poverty reduction changed around 1994: positive growth rates and a greater (absolute) elasticity with respect to agricultural growth contributed to faster poverty reduction. But because there was so little of it, economic growth played a relatively small role in accounting for Brazil's poverty reduction between 1985 and 2004. The taming of hyperinflation (in 1994) and substantial expansions in social security and social assistance transfers, beginning in 1988, accounted for a larger share of the overall reduction in poverty.

    The Argentina Country Climate and Development Report (CCDR) explores opportunities and identifies trade-offs for aligning Argentina’s growth and poverty reduction policies with its commitments on, and its ability to withstand, climate change. It assesses how the country can: reduce its vulnerability to climate shocks through targeted public and private investments and adequation of social protection. The report also shows how Argentina can seize the benefits of a global decarbonization path to sustain a more robust economic growth through further development of Argentina’s potential for renewable energy, energy efficiency actions, the lithium value chain, as well as climate-smart agriculture (and land use) options. Given Argentina’s context, this CCDR focuses on win-win policies and investments, which have large co-benefits or can contribute to raising the country’s growth while helping to adapt the economy, also considering how human capital actions can accompany a just transition.

    Business Ready (B-READY) is a new World Bank Group corporate flagship report that evaluates the business and investment climate worldwide. It replaces and improves upon the Doing Business project. B-READY provides a comprehensive data set and description of the factors that strengthen the private sector, not only by advancing the interests of individual firms but also by elevating the interests of workers, consumers, potential new enterprises, and the natural environment. This 2024 report introduces a new analytical framework that benchmarks economies based on three pillars: Regulatory Framework, Public Services, and Operational Efficiency. The analysis centers on 10 topics essential for private sector development that correspond to various stages of the life cycle of a firm. The report also offers insights into three cross-cutting themes that are relevant for modern economies: digital adoption, environmental sustainability, and gender. B-READY draws on a robust data collection process that includes specially tailored expert questionnaires and firm-level surveys. The 2024 report, which covers 50 economies, serves as the first in a series that will expand in geographical coverage and refine its methodology over time, supporting reform advocacy, policy guidance, and further analysis and research.

    The State of the Global Education Crisis

    Even before Coronavirus disease 2019 (COVID-19) hit, the world was already experiencing a learning crisis. 258 million primary- and secondary-school age children and youth were out of school. Many children who were in school were learning very little: 53 percent of all ten-year-old children in low- and middle-income countries were experiencing learning poverty, meaning that they were unable to read and understand a simple age-appropriate text at age 10. This report spotlights how COVID-19 has deepened the education crisis and charts a course for creating more resilient education systems for the future. Section one gives introduction. Section two documents COVID-19’s impacts on learning levels by presenting updated simulations and bringing together the latest documented evidence on learning loss from over 28 countries. Section three explores how the crisis has widened inequality and had greater impacts on already disadvantaged children and youth. Section four reviews evidence on learning recovery from past crises and highlights current policy responses that appear most likely to have succeeded in stemming learning losses, while recognizing that the evidence is still in a nascent stage. The final section discusses how to build on the investments made and the lessons learned during the pandemic to accelerate learning recovery and emerge from the crisis with increased education quality, resilience, and equity in the longer term.

    Europe and Central Asia Economic Update, Fall 2024: Better Education for Stronger Growth

    Economic growth in Europe and Central Asia (ECA) is likely to moderate from 3.5 percent in 2023 to 3.3 percent this year. This is significantly weaker than the 4.1 percent average growth in 2000-19. Growth this year is driven by expansionary fiscal policies and strong private consumption. External demand is less favorable because of weak economic expansion in major trading partners, like the European Union. Growth is likely to slow further in 2025, mostly because of the easing of expansion in the Russian Federation and Turkiye. This Europe and Central Asia Economic Update calls for a major overhaul of education systems across the region, particularly higher education, to unleash the talent needed to reinvigorate growth and boost convergence with high-income countries. Universities in the region suffer from poor management, outdated curricula, and inadequate funding and infrastructure. A mismatch between graduates' skills and the skills employers are seeking leads to wasted potential and contributes to the region's brain drain. Reversing the decline in the quality of education will require prioritizing improvements in teacher training, updated curricula, and investment in educational infrastructure. In higher education, reforms are needed to consolidate university systems, integrate them with research centers, and provide reskilling opportunities for adult workers.

    Classroom Assessment to Support Foundational Literacy

    This document focuses primarily on how classroom assessment activities can measure students’ literacy skills as they progress along a learning trajectory towards reading fluently and with comprehension by the end of primary school grades. The document addresses considerations regarding the design and implementation of early grade reading classroom assessment, provides examples of assessment activities from a variety of countries and contexts, and discusses the importance of incorporating classroom assessment practices into teacher training and professional development opportunities for teachers. The structure of the document is as follows. The first section presents definitions and addresses basic questions on classroom assessment. Section 2 covers the intersection between assessment and early grade reading by discussing how learning assessment can measure early grade reading skills following the reading learning trajectory. Section 3 compares some of the most common early grade literacy assessment tools with respect to the early grade reading skills and developmental phases. Section 4 of the document addresses teacher training considerations in developing, scoring, and using early grade reading assessment. Additional issues in assessing reading skills in the classroom and using assessment results to improve teaching and learning are reviewed in section 5. Throughout the document, country cases are presented to demonstrate how assessment activities can be implemented in the classroom in different contexts.
