Abstract
This paper analyses critical components of pro-poor agricultural growth and policies, particularly Ministries of Agriculture in the public sector. The general conclusion is that confronting the new agenda for agriculture and rural development demands a more complex approach for defining the role of the public sector. The definition not only involves political and technical dimensions but must have coherence with the overall institutional framework (rules, norms and patterns of behavior). It also has to leave behind the old dichotomy between state and market, making use of the diverse possibilities of joint action and partnerships with the private sector and social organizations.
