dc.description.abstractAfter its worst economic crisis in 100 years, Latin America and the Caribbean countries are emerging from the COVID‐19 pandemic. The need to recover dynamic, inclusive, and sustainable growth to redress both the legacy of the pandemic and long‐standing social needs has never been more acute. However, despite progress in some areas, the region is facing a weaker recovery than expected given the favorable international tailwinds and is likely return to the low growth rates of the 2010s. Moreover, growth could be further slowed by both internal and external factors: the emergence of a new variant of the virus, a rise in international interest rates to combat global inflation, and high levels of debt in both the private and public sector. Beyond offering the current macroeconomic outlook of the region and the near‐term challenges it faces, this report explores three broad areas where growth‐advancing policies and reforms could be undertaken within a constrained fiscal context: mobilizing sources of revenue that appear to be growth-neutral; improving public spending efficiency to free up resources for other purposes; and reallocating spending to areas with highest growth and social impact.en
dc.description.abstractLos países de América Latina y el Caribe comienzan a recuperarse de la pandemia de COVID‐19, que ha provocado la peor crisis económica del siglo. Ahora más que nunca, es necesario recuperar un crecimiento dinámico, inclusivo y sostenible para reparar tanto el legado de la pandemia como necesidades sociales persistentes. A pesar de los avances logrados en algunos ámbitos, la región atraviesa una recuperación más débil de lo esperado, incluso con vientos de cola internacionales favorables, y es probable que el crecimiento registre tasas bajas equiparables a las observadas en la década de 2010. Además, el crecimiento puede sufrir una mayor desaceleración debido a factores internos y externos: la aparición de una nueva variante del virus, la subida de las tasas de interés internacionales para paliar la inflación mundial y los elevados niveles de deuda pública y privada. El informe, que describe el panorama macroeconómico actual de la región y los retos que afronta a corto plazo, explora tres amplias áreas en las que podrían emprenderse políticas y reformas que favorezcan el crecimiento en un contexto de restricciones presupuestarias: la movilización de ingresos con efecto neutro en el crecimiento; la mejora de la eficiencia en el gasto público con el fin de liberar recursos para otros fines; y la redistribución del gasto hacia áreas de mayor crecimiento e impacto social.es
