Abstract
This document is intended for use by government agencies in emerging markets and developing economies (EMDEs), in order to assist them in incorporating climate-related risks and opportunities in the preliminary preparation stages of renewable energy (solar and wind) infrastructure projects procured through PPPs. It complements the World Bank Group’s Climate Toolkits for Infrastructure PPPs (CTIP3)2(the “Umbrella Toolkit”) by providing step-by-step instructions on how to apply its provisions to renewable energy specific PPPs. It is intended to familiarize public sector non-expert users with the potential effects of climate change on renewable energy projects—and the resulting considerations for climate mitigation, adaptation and resilience—so they can be adequately appraised as early as possible when pursuing such projects. As such, this toolkit aims to help users understand how climate change could affect—or be affected by—their renewable energy project, the potential consequences, and what measures can be taken to alleviate impacts. Note that this toolkit is not intended for the design to structuring and tendering phases, but should be consulted as a complementary tool to the Umbrella Toolkit.

Publication Key Drivers of PPPs in Electricity Generation in Developing Countries : Cross-Country Evidence of Switching between PPP Investment in Fossil Fuel and Renewable-Based Generation(World Bank, Washington, DC, 2012-07)This paper presents new global evidence on the key determinants of public-private partnership investment in electricity generated by fossil fuels and renewable energy based on a panel data analysis for 105 developing countries over a period of 16 years from 1993 to 2008. It aims to identify the key factors affecting private investors' decision to enter electricity generation, through probit analysis, and the amount of investment sunk in this market segment, based on Heckman's sample selection analysis. The paper shows some evidence of switching from investment in fossil fuels to investment in hydro and renewables and within fossil fuels from oil to natural gas. An interesting result of the econometric analysis is that the likelihood of switching toward renewable investment is driven by long-run environmental factors, such as the increases in the price of oil and the introduction of the Kyoto protocol. Another interesting result is that sector governance support schemes, provided by feed-in tariffs, affect only the entry in renewable based electricity generation and have no impact in reducing the amount of investment in fossil fuel based generation. Economy-wide governance factors, including control for corruption and degree of political competition, are factored in by private investors only in the initial stage of the game when the decision to enter into the generation market is taken and not the amount of investment. This confirms that the first generations of independent power producers have been developed on the basis of long-term power purchase agreements guaranteeing a fixed rate of return, through take-or-pay clauses and/or government guarantees.Publication Climate Toolkits for Infrastructure PPPs(World Bank, Washington, DC, 2022)The time for action to build a better future and green recovery has never been stronger as we navigate the uncertainty of a world attempting to manage its way out of a triple crisis: debt sustainability, climate change, and pandemic. The fiscal constraints of governments across the globe open the door to new opportunities and challenges to crowd in private sector solutions, innovation, and finance to create new solutions and pathways to meet Paris Agreement goals on climate change. Participation of the private sector in climate-smart investments and infrastructure is critical and public-private partnerships (PPPs) are among the key solutions. PPPs are critical because the public sector alone will not be able to fill in the infrastructure gap without mobilizing private sector expertise, innovative thinking, investment capacity, and finance. PPPs can be a challenge though, because climate change creates uncertainty and it is hard to play with uncertain moving pieces within the framework of PPPs, which require a certain degree of predictability to attract investment and finance. This toolkit aims to address this precise challenge by embedding a climate lens and approach into upstream PPP advisory work and structuring. If structured correctly, PPPs can increase climate resilience offering innovative solutions to address both mitigation and adaptation challenges. PPPs are able to provide well-informed and well-balanced risk allocation between partners offering long-term visibility and stability for the duration of a contract (often 25 or 30 years, sometimes even more), compensating climate change uncertainty through contractual predictability.Publication Green Infrastructure Finance : A Public-Private Partnership Approach to Climate Finance(World Bank, Washington, DC, 2013)In June 2012, the Green Infrastructure Finance Framework Report was published to address the constraints in financing green infrastructure and to develop a new approach to accelerate investments in low-emission technologies. The approach includes a financing and advisory interface, which clarifies the principles and concepts of the shared financing roles recommended by the methodology. The Framework attempts to bring clean investments towards a more familiar financing environment and to distance them from the charged political debate that has adversely affected the progress in international climate change discussions for over a decade. The detrimental effect of climate change is growing, yet clean investments are still grossly insufficient making it necessary to rethink the approach to greening the global energy mix. The need for some level of concessional financing or outright subsidy support is widely understood but the approach must be equitable, non-political and deliver a sufficient level of support. The concept of anchoring regulation in a country's existing public-private partnership (PPP) framework to focus on creating the right policy environment will greatly facilitate mainstream implementation and reduce costs. This aspect of the framework is widely understood by many developing country governments and can be easily replicated not only in East Asia, but also in other regions.Publication Proceedings of the Climate Investment Funds, 2010 Partnership Forum, March 18-19, 2010, Manila, Philippines(World Bank, Washington, DC, 2010)The second Climate Investment Funds (CIF) partnership forum took place at the headquarters of the Asian Development Bank (ADB) in Manila, Philippines, on March 18-19, 2010. The objective of the 2010 partnership forum was to share lessons learned from the CIF design process and from early implementation of CIF-funded programs. The forum aimed to provide an open, transparent and constructive platform for dialogue on knowledge gained to date and to extract practical lessons learned by which to inform further implementation of the CIF. In particular, the partnership forum aimed to provide an opportunity to share early implementation lessons drawn from country-level activities of the Clean Technology Fund (CTF) and programs under the Strategic Climate Fund (SCF), particularly the Pilot Program on Climate Resilience (PPCR), and the first SCF program to advance to implementation stage.Publication Green Infrastructure Finance : Framework Report(Washington, DC, 2012)The report estimated that in the East Asia and Pacific (EAP) region alone about US$80 billion a year of additional investments would be required in low-emission projects (green investments), resulting in a significant financing challenge. The report argues that the solution lies in understanding the causes of the financial viability gap, and then investigating how specific actions, including strategic subsidies, concessional financing, and public policy interventions and reforms, can bridge this gap to make green investment transactions viable. The green infrastructure finance framework also underscores the benefits of valuing and monetizing carbon externalities. Moreover, it recognizes the effects of policy distortions and other negative factors that impinge on financial viability, emphasizing the need for an approach to analyze and explain the gap and to attribute its components to different stakeholders. This report shows that it is essential to measure global and local externality benefits against the causes of the viability gap such as perceptions of added risks, cost differentials, policy distortions, and other factors. Once these elements are fully considered, policy makers can identify practical ways to better structure the financing of green investment projects that can be supported by the market. Three key principals have guided the development of the framework: (i) targeting green finance resources on sectors that have large numbers of projects with low abatement costs; (ii) setting ceilings on the value of support that will be provided for a tone of greenhouse gas (GHG) abatement in any sector or project; and (iii) using competitive mechanisms to ensure that projects do not receive more support than needed to make them financially attractive. This report is the second of a continuing series of green infrastructure finance publications. The first part undertook a stocktaking of leading initiatives and literature related to the green infrastructure finance theme. This second part is a conceptual piece that bridges ideas and concepts between environmental economics and project finance practices. Work will continue over the next months by operationalizing this framework (analytical methodology and assessment of green infrastructure investment climate) through a pilot in a selected EAP developing country. Given a better understanding of the financing challenges of different green projects, work will also continue in developing more customized and innovative financing instruments that can be specifically tailored to address the requirements of these projects.

It assesses how the country can: reduce its vulnerability to climate shocks through targeted public and private investments and adequation of social protection. The report also shows how Argentina can seize the benefits of a global decarbonization path to sustain a more robust economic growth through further development of Argentina’s potential for renewable energy, energy efficiency actions, the lithium value chain, as well as climate-smart agriculture (and land use) options. Overall, the report identifies opportunities to reduce inefficiencies, manage risk, and strengthen the foundation for increased private sector participation.Publication Digital Africa(Washington, DC: World Bank, 2023-03-13)All African countries need better and more jobs for their growing populations. "Digital Africa: Technological Transformation for Jobs" shows that broader use of productivity-enhancing, digital technologies by enterprises and households is imperative to generate such jobs, including for lower-skilled people. At the same time, it can support not only countries’ short-term objective of postpandemic economic recovery but also their vision of economic transformation with more inclusive growth. These outcomes are not automatic, however. Mobile internet availability has increased throughout the continent in recent years, but Africa’s uptake gap is the highest in the world. Areas with at least 3G mobile internet service now cover 84 percent of Africa’s population, but only 22 percent uses such services. And the average African business lags in the use of smartphones and computers as well as more sophisticated digital technologies that catalyze further productivity gains. Two issues explain the usage gap: affordability of these new technologies and willingness to use them. For the 40 percent of Africans below the extreme poverty line, mobile data plans alone would cost one-third of their incomes—in addition to the price of access devices, apps, and electricity. Data plans for small- and medium-size businesses are also more expensive than in other regions. Moreover, shortcomings in the quality of internet services—and in the supply of attractive, skills-appropriate apps that promote entrepreneurship and raise earnings—dampen people’s willingness to use them. For those countries already using these technologies, the development payoffs are significant. New empirical studies for this report add to the rapidly growing evidence that mobile internet availability directly raises enterprise productivity, increases jobs, and reduces poverty throughout Africa. To realize these and other benefits more widely, Africa’s countries must implement complementary and mutually reinforcing policies to strengthen both consumers’ ability to pay and willingness to use digital technologies. These interventions must prioritize productive use to generate large numbers of inclusive jobs in a region poised to benefit from a massive, youthful workforce—one projected to become the world’s largest by the end of this century.
