Abstract
The term “inclusive cities” is increasingly being used as a “catch-all” phrase to signify intent but with little precision in its use. In this note we use “inclusive cities” to mean cities in which we see a commitment to an inclusive politics with the establishment of institutionalized interactions between organized groups of disadvantaged citizens and the state with local government taking a primary role. They are also cities in which governments have undertaken specific measures to secure improved access for low-income and otherwise disadvantaged groups to a range of essential goods and services including secure tenure for housing, inclusion in access to basic services and where required approval of and support for housing improvements. This note begins by considering who is excluded and from what and how. Seven challenges to the achievement of more inclusive cities are discussed: (i) lack of household income and the continuing prevalence of informal incomes; (ii) a lack of state investment capacity; (iii) a lack of political will; (iv) a lack of the basic data needed for identifying and addressing exclusion; (v) a lack of space for participation, especially by the lowest income groups; (vi) a lack of vision for what an inclusive city means within city government; and (vii) the constraints on inclusion from city governments organized sectorally. The note then discusses the metrics and indicators that can help inclusion and that have relevance for the post-2015 sustainable development agenda. These are challenges that governments and communities must tackle through their collective efforts. In terms of collaboration between groups, three particular challenges must be addressed:(i) to avoid being partial in their efforts and so to reach out to all groups in the city through finding forms of engagement that incentivize a breadth of activities drawing in all of those in need; (ii) to set up processes that outlive specific administrations or interests and that provide for continuity in collaboration between civil society and the state in each city; and (iii) to link across cities and city regions. We see a need to think about collaboration and joint efforts between city administration and surrounding municipalities, as well as a need to link experiences and efforts across cities. This should help in ensuring appropriate central government policies, regulatory frameworks, and the redistribution of resources.

Publication Federal Republic of Nigeria Slum Upgrading, Involuntary Resettlement, Land and Housing(Washington, DC, 2015-06-23)This report aims to extract lessons on slum upgrading and involuntary resettlement policies and practices learned from the process of addressing the Badia East case, which involved complex interactions between affected people, NGOs, the Bank and Lagos State Government. In doing so, this report will discuss the Local Government Support Programme (LMDGP) as a complex and rich case study from which to extract lessons on involuntary resettlement, land, housing and slum upgrading, as well as overall urban development issues, although it is by no means meant to be an evaluation of the LMDGP project itself nor of process that followed the submission of a request for inspection to the Inspection Panel. Rather, it intends to provide an in-depth analysis of, and make recommendations on urban land and housing issues and the modalities of urban sector engagement in mega-cities like Lagos with inefficient land markets. The report was based on an extensive desk-review of relevant documents on urban issues in Nigeria and Lagos and on the LMDGP; interviews conducted in Lagos and Abuja during the period of January 18-31, 2015 with a range of stakeholders; and a series of case-studies on relevant international experiences in the areas of slum upgrading, involuntary resettlement, land and housing.Publication Inclusive Cities and Access to Land, Housing, and Services in Developing Countries(World Bank, Washington, DC, 2016-02)Paralleling the increasing disparities in income and wealth worldwide since the 1980s, cities in developing countries have witnessed the emergence of a growing divergence of lifestyles, particularly within the middle classes, reinforced by the widening gap between the quality of public and private educational and health care institutions, spatial segregation, gated communities, and exclusive semiprivate amenities. This erosion of social cohesion and citizenship in urban society has sharpened the growing perception and reality of exclusion. This book is arranged as follows: (i) chapter one discusses on the growing importance of inclusion in urban areas; (ii) chapter two describes trends affecting social inclusion in urban areas; (iii) chapter three focuses on infrastructure and public services: a powerful tool to promote social inclusion; (iv) chapter four explains restoring the social function of public space; (v) chapter five deals with access to land: a critical factor at the core of inclusion and exclusion; (vi) chapter six describes the erosion of inclusive options for affordable housing; (vii) chapter seven talks about generating revenues to finance urban improvements: land-based financing; (viii) chapter eight focuses on the right to the city; (ix) chapter nine describes Nongovernmental Organizations (NGO) and Community-Based Organizations (CBO) as strategic partners in driving the implementation of inclusionary programs; and (x) chapter ten has concluding remarks.Publication Access to Affordable and Low-Income Housing in East Asia and the Pacific(Washington, DC, 2014)Across the world, the housing sector plays a key role in local and national economies, and expanding access to housing can encourage more equitably shared economic growth. This report surveys current policy interventions designed to encourage affordable housing in East Asia and the Pacific (EAP). The purpose of this report is to provide a general overview of the recent trends in urbanization and development in EAP and to consider different forms of government, market, and nonprofit actions that support housing affordability. It will also highlight key constraints and barriers that restrict the provision of low-cost housing in urban areas. Housing is important because it represents a significant household expenditure. The report assesses the strengths and limitations of affordable housing strategies used by different countries throughout EAP. This report offers broad conclusions that account for the broad social, political, and institutional variation among EAP countries; as such, these conclusions may well be applicable to more than one country context. The report also provides specific recommendations for improvement where existing interventions are new or have proven less successful. The report is divided into following chapters: chapter one gives introduction. Chapter two examines trends in urbanization rates, economic development, and inequality in order to introduce the need for high-quality, low-cost housing options. Chapter three examines EAP regional trends in urban housing affordability for owners and renters from select cities. Chapter four outlines future directions for affordable housing provision based on a comparative consideration of international best practices. Finally, chapter five surveys different affordable housing policies currently in place in EAP and summarizes their strengths and weaknesses.Publication Tenure Security Premium in Informal Housing Markets(World Bank, Washington, DC, 2015-12)This paper estimates slum residents willingness to pay for formalized land tenure in Pune, India. In so doing, it offers evidence that the legal assurance of slum residents occupancy of their lands could benefit them. Previous studies have discussed legal and non-legal factors that substantially influence the tenure security of residents in informal settlements. However, it remains unclear to what extent, and how, the assignment of legal property rights through the formalization of land tenure improves the tenure security of residents in informal settlements and living conditions, even in the presence of other legal and non-legal factors that also contribute to their tenure security. To address the question, this study focuses on the city of Pune, India, where government agencies have formalized slums by legally ensuring the occupancy of the residents under slum declaration. Applying a hedonic price model to an original household survey, this paper investigates how slum residents evaluate formalized land tenure. A spatial econometrics method is also applied to account for spatially autocorrelated unobserved errors. The spatial hedonic analysis finds that the premium of slum declaration is worth 19 percent of the average housing rent in slums. The associated marginal willingness to pay is equivalent to 6 percent of the average household expenditure, although it is heterogeneous depending on a households caste and other legal conditions. This finding suggests that the assurance of occupancy rights is a vital component of land-tenure formalization policy even if it does not directly provide full property rights.Publication Improving Energy Access to the Urban Poor in Developing Countries(World Bank, Washington, DC, 2011-11)The case studies documented in this report aim to inform the energy access community (including practitioners, civil society groups, project planners, end users) about best practices of successful energy access initiatives targeted at slum dwellers. Eight case studies focusing on electrification and household energy were selected from India, Bangladesh, Colombia and Brazil, all countries that have had varying success in providing access to modern energy services for slum dwellers. The cases had to meet all or some of the following criteria: 1) limited to developing countries; 2) demonstrate innovative methods of improving energy access, including collaborative stakeholder engagement; 3) at least one example of small local energy service providers; 4) contributed to community development by promoting local skill development and income generation; and 5) representative of electricity and different sources of household energy. The case studies describe the existing conditions in the slum, type of energy service provided, the key characters involved, conditions for success, and replicable factors. Common barriers to energy access were identified and impact on the lives of slum dwellers, were also discussed.

Publication Global Economic Prospects, June 2025(Washington, DC: World Bank, 2025-06-10)The global economy is facing another substantial headwind, emanating largely from an increase in trade tensions and heightened global policy uncertainty. For emerging market and developing economies (EMDEs), the ability to boost job creation and reduce extreme poverty has declined. Key downside risks include a further escalation of trade barriers and continued policy uncertainty. These challenges are exacerbated by subdued foreign direct investment into EMDEs. Global cooperation is needed to restore a more stable international trade environment and scale up support for vulnerable countries grappling with conflict, debt burdens, and climate change. Domestic policy action is also critical to contain inflation risks and strengthen fiscal resilience. To accelerate job creation and long-term growth, structural reforms must focus on raising institutional quality, attracting private investment, and strengthening human capital and labor markets. Countries in fragile and conflict situations face daunting development challenges that will require tailored domestic policy reforms and well-coordinated multilateral support.Publication Digital Progress and Trends Report 2023(Washington, DC: World Bank, 2024-03-05)Digitalization is the transformational opportunity of our time. The digital sector has become a powerhouse of innovation, economic growth, and job creation. Value added in the IT services sector grew at 8 percent annually during 2000–22, nearly twice as fast as the global economy. Employment growth in IT services reached 7 percent annually, six times higher than total employment growth. The diffusion and adoption of digital technologies are just as critical as their invention. Digital uptake has accelerated since the COVID-19 pandemic, with 1.5 billion new internet users added from 2018 to 2022. The share of firms investing in digital solutions around the world has more than doubled from 2020 to 2022. Low-income countries, vulnerable populations, and small firms, however, have been falling behind, while transformative digital innovations such as artificial intelligence (AI) have been accelerating in higher-income countries. Although more than 90 percent of the population in high-income countries was online in 2022, only one in four people in low-income countries used the internet, and the speed of their connection was typically only a small fraction of that in wealthier countries. As businesses in technologically advanced countries integrate generative AI into their products and services, less than half of the businesses in many low- and middle-income countries have an internet connection. The growing digital divide is exacerbating the poverty and productivity gaps between richer and poorer economies. The Digital Progress and Trends Report series will track global digitalization progress and highlight policy trends, debates, and implications for low- and middle-income countries. The series adds to the global efforts to study the progress and trends of digitalization in two main ways: · By compiling, curating, and analyzing data from diverse sources to present a comprehensive picture of digitalization in low- and middle-income countries, including in-depth analyses on understudied topics. · By developing insights on policy opportunities, challenges, and debates and reflecting the perspectives of various stakeholders and the World Bank’s operational experiences. This report, the first in the series, aims to inform evidence-based policy making and motivate action among internal and external audiences and stakeholders. The report will bring global attention to high-performing countries that have valuable experience to share as well as to areas where efforts will need to be redoubled.Publication The Container Port Performance Index 2023(Washington, DC: World Bank, 2024-07-18)The Container Port Performance Index (CPPI) measures the time container ships spend in port, making it an important point of reference for stakeholders in the global economy. These stakeholders include port authorities and operators, national governments, supranational organizations, development agencies, and other public and private players in trade and logistics. The index highlights where vessel time in container ports could be improved. Streamlining these processes would benefit all parties involved, including shipping lines, national governments, and consumers. This fourth edition of the CPPI relies on data from 405 container ports with at least 24 container ship port calls in the calendar year 2023. As in earlier editions of the CPPI, the ranking employs two different methodological approaches: an administrative (technical) approach and a statistical approach (using matrix factorization). Combining these two approaches ensures that the overall ranking of container ports reflects actual port performance as closely as possible while also being statistically robust. The CPPI methodology assesses the sequential steps of a container ship port call. ‘Total port hours’ refers to the total time elapsed from the moment a ship arrives at the port until the vessel leaves the berth after completing its cargo operations. The CPPI uses time as an indicator because time is very important to shipping lines, ports, and the entire logistics chain. However, time, as captured by the CPPI, is not the only way to measure port efficiency, so it does not tell the entire story of a port’s performance. Factors that can influence the time vessels spend in ports can be location-specific and under the port’s control (endogenous) or external and beyond the control of the port (exogenous). The CPPI measures time spent in container ports, strictly based on quantitative data only, which do not reveal the underlying factors or root causes of extended port times. A detailed port-specific diagnostic would be required to assess the contribution of underlying factors to the time a vessel spends in port. A very low ranking or a significant change in ranking may warrant special attention, for which the World Bank generally recommends a detailed diagnostic.Publication Business Ready 2024(Washington, DC: World Bank, 2024-10-03)Business Ready (B-READY) is a new World Bank Group corporate flagship report that evaluates the business and investment climate worldwide. It replaces and improves upon the Doing Business project. B-READY provides a comprehensive data set and description of the factors that strengthen the private sector, not only by advancing the interests of individual firms but also by elevating the interests of workers, consumers, potential new enterprises, and the natural environment. This 2024 report introduces a new analytical framework that benchmarks economies based on three pillars: Regulatory Framework, Public Services, and Operational Efficiency. The analysis centers on 10 topics essential for private sector development that correspond to various stages of the life cycle of a firm. The report also offers insights into three cross-cutting themes that are relevant for modern economies: digital adoption, environmental sustainability, and gender. B-READY draws on a robust data collection process that includes specially tailored expert questionnaires and firm-level surveys. The 2024 report, which covers 50 economies, serves as the first in a series that will expand in geographical coverage and refine its methodology over time, supporting reform advocacy, policy guidance, and further analysis and research.Publication Global Economic Prospects, January 2025(Washington, DC: World Bank, 2025-01-16)Global growth is expected to hold steady at 2.7 percent in 2025-26. However, the global economy appears to be settling at a low growth rate that will be insufficient to foster sustained economic development—with the possibility of further headwinds from heightened policy uncertainty and adverse trade policy shifts, geopolitical tensions, persistent inflation, and climate-related natural disasters. Against this backdrop, emerging market and developing economies are set to enter the second quarter of the twenty-first century with per capita incomes on a trajectory that implies substantially slower catch-up toward advanced-economy living standards than they previously experienced. Without course corrections, most low-income countries are unlikely to graduate to middle-income status by the middle of the century. Policy action at both global and national levels is needed to foster a more favorable external environment, enhance macroeconomic stability, reduce structural constraints, address the effects of climate change, and thus accelerate long-term growth and development.
