Abstract
Today the world faces unprecedented challenges in waste management while the state of the municipal waste management sector globally is a matter of concern. To reverse current trends related to waste generation, pollution, and resource management, active collaboration between the various waste actors including governments, civil society, and the private sector will be required along with sustained behavior change. This compendium is designed to help decision-makers - including policy makers, policy professionals, and practitioners-investigate, understand, and respond to waste management challenges in their communities through interventions considering a behavioral science lens. The document contains short case studies that uncover and highlight where and what behavioral tools were applied along three main challenges, that is, getting people to generate less waste, getting people to use waste services, and getting people to be more sustainable with their waste.

    Solid Waste Management in Bulgaria, Croatia, Poland, and Romania : A Cross-Country Analysis of Sector Challenges Towards EU Harmonization

    The European Union (EU) sets the policy framework for municipal solid waste management that drives reform initiatives in new EU member states and candidate countries. The EU policies, implementation targets, and grant funding establish the enabling environment that transforms the solid waste management sector in Bulgaria, Croatia, Poland, and Romania. The EU directives guide member states towards agreed targets without prescribing in detail how specific measures should be implemented. Various directives establish the legal framework for solid waste management; provide specifics, and an implementation timetable: these include the waste framework directive, the landfill directive, and the waste incineration directive. This study analyzes progress in Bulgaria, Croatia, Poland, and Romania; and identifies important shortcomings towards meeting the requirements of the EU acquis communautaire. All four countries have had access to large amounts of assistance from EU programs and European financial institutions, which for the most part remain unspent. The study identifies strengths and weaknesses in the national institutional arrangements; scrutinizes sector economics and financing, including how current incentive mechanisms affect the medium-to long-term sector financial sustainability; and finally, extracts lessons learned on how to address key issues and optimize sector performance.

    Establishing Integrated Solid Waste Management in the Large Cities of Pakistan Multan : Comprehensive Scope Evaluation Report

    Solid waste management (SWM) is a major environment and health hazard in the urban areas of Pakistan. The World Bank is of the opinion that as cities economies are fast growing, business activity and consumption patterns are driving up solid waste quantities. In Pakistan the collection of waste is sporadic and the disposal is poor. Despite the fact that solid waste services represent the single largest expenditure item, less than 50 percent of the waste generated is collected; and even then it is disposed at dumpsites or roadsides since there is hardly any single sanitary landfill in Pakistan. The World Bank has been supporting the SWM agenda by financing analytical studies and formulating policies in Punjab, replicable to other provinces. The studies also pointed out needs and opportunities for the reduction and reuse of the waste by recycling and composting; and presented replicable local practices and opportunities for involving the private sector in various stages and segments of the SWM system. The report follows on from the inception report in September 2009 that summarized preliminary findings from the initial data gathering, research and the meetings held with key officials within and outside government during the inception phase of the assignment. This report further expands on the initial findings and provides a detailed situational analysis together with identification of gaps in the present ISWM system in Multan.

    Solid Waste Management Holistic Decision Modeling

    This study provides support to the Bank's ability to conduct client dialogue on solid waste management technology selection, and will contribute to client decision-making. The goal of the study was to fully explore the use of the United States Environmental Protection Agency and the Research Triangle Institute (EPA/RTI) holistic decision model to study alternative solid waste systems in a wide array of waste management conditions, using data collected from cities selected in each region of the world. Seven cities were selected from the different regions of development countries served by the World Bank. Their data was considered to be competent, and they cooperated with the study teams. They were: Buenos Aires, Argentina; Conakry, Guinea; Shanghai, China; Kathmandu, Nepal; Lahore, Pakistan; Amman, Jordan; and Sarajevo, Bosnia and Herzegovina. These cities represented a range of economic development factors, income, commercial, and industrial activity, in addition to their different physical settings and climate conditions. The cities were selected to see how such divergent variables would affect the outcome of the modeling analysis. Each of the selected cities is one of the largest within its country. In addition to the 7 target cities from developing countries, Kawasaki, Japan, and Atlanta, Georgia, were selected for comparative purposes. The resulting scenarios for each city, and cities in comparison to others, are shown in detail. While this report found the level of analysis adequate to indicate how technologies and scenarios compare, more detail would be required for deciding on the most cost-effective technology. The results of this study can be considered a useful guide for many cities, in understanding the waste disposal options most appropriate to their conditions.

    Results-Based Financing for Municipal Solid Waste

    Municipal Solid Waste (MSW) management is a crucial service provided by cities around the world, but is often inefficient and underperforming in developing countries. This report provides eight examples of RBF designs, each tailored to the specific context and needs of the solid waste sector in the specific city or country. These projects are currently in various stages of preparation or implementation; hence, lessons can be inferred only in terms of how solid waste projects can be developed using RBF principles. The eight examples could be classified into three main categories: (a) RBF to improve solid waste service delivery and fee collection: in Nepal and the West Bank, the projects use RBF subsidies to improve the financial sustainability of MSW services by increasing user fee collection while simultaneously improving waste collection services; (b) RBF to promote recycling and source separation: in the cases of China, Indonesia, and Malaysia, an incentive payment model is used to improve source separation and collection of waste through changes in behavior at the household level; and (c) RBF to strengthen waste collection and transport in under-served communities: in Mali and Tanzania, projects were designed to strengthen secondary waste collection and transport for under-served communities. In the case of Jamaica, the project was designed to improve waste collection in inner-city communities and to encourage waste separation as well as general neighborhood cleanliness. This report presents the challenges faced in the design and implementation phases as well as general recommendations on how to address such challenges in future projects. Some of the lessons learned and recommendations are generally applicable to the preparation of any MSW project, whereas others are particular to the design of RBF projects for MSW.

    Improving Municipal Solid Waste Management in India : A Sourcebook for Policy Makers and Practitioners

    Human activities create waste, and the ways that waste is handled, stored, collected, and disposed of can pose risks to the environment and to public health. Solid waste management (SWM) includes all activities that seek to minimize health, environmental, and aesthetic impacts of solid waste. In urban areas, especially in the rapidly urbanizing cities of the developing world, problems and issues of municipal solid waste management (MSWM) are of immediate importance. This book addresses the problem by focusing on India. A country such as India, with its high economic growth and rapid urbanization, requires immediate solutions to the problems related to mismanagement of urban waste. City managers are actively trying to understand the problem and are seeking effective ways of intervening. They realize that such interventions are essential to improving the quality of their cities and to reducing adverse health and environmental impacts. For cities to be sustainable and to continue their economic development, they must be clean and healthy. They need to improve their SWM systems by adopting good collection coverage, appropriate transfer methods, and healthy disposal practices.

    Too often, services fail poor people in access, in quality, and in affordability. But the fact that there are striking examples where basic services such as water, sanitation, health, education, and electricity do work for poor people means that governments and citizens can do a better job of providing them. Learning from success and understanding the sources of failure, this year’s World Development Report, argues that services can be improved by putting poor people at the center of service provision. How? By enabling the poor to monitor and discipline service providers, by amplifying their voice in policymaking, and by strengthening the incentives for providers to serve the poor. Freedom from illness and freedom from illiteracy are two of the most important ways poor people can escape from poverty. To achieve these goals, economic growth and financial resources are of course necessary, but they are not enough. The World Development Report provides a practical framework for making the services that contribute to human development work for poor people. With this framework, citizens, governments, and donors can take action and accelerate progress toward the common objective of poverty reduction, as specified in the Millennium Development Goals.

    Boom, Bust and Up Again? Evolution, Drivers and Impact of Commodity Prices: Implications for Indonesia

    Indonesia is one of the largest commodity exporters in the world, and given its mineral potential and expected commodity price trends, it could and should expand its leading position. Commodities accounted for one fourth of Indonesia's Gross Domestic Product (GDP) and more than one fifth of total government revenue in 2007. The potential for further commodity growth is considerable. Indonesia is the largest producer of palm oil in the world (export earnings totaled almost US$9 billion in 2007 and employment 3.8 million full-time jobs) and the sector has good growth prospects. It is also one of the countries with the largest mining potential in view of its second-largest copper reserves and third-largest coal and nickel reserves in the world. This report consists of seven chapters. The first six chapters present an examination and an analysis of the factors driving increased commodity prices, price forecasts, economic impact of commodity price increases, effective price stabilization policies, and insights from Indonesia's past growth experience. The final chapter draws on the findings of the previous chapters and suggests a development strategy for Indonesia in the context of high commodity prices. This section summarizes the contents of the chapters and their main findings.

First published in 2011, it has been used widely across the development and academic communities. The book incorporates real-world examples to present practical guidelines for designing and implementing impact evaluations. Readers will gain an understanding of impact evaluations and the best ways to use them to design evidence-based policies and programs. The updated version covers the newest techniques for evaluating programs and includes state-of-the-art implementation advice, as well as an expanded set of examples and case studies that draw on recent development challenges. It also includes new material on research ethics and partnerships to conduct impact evaluation. The handbook is divided into four sections: Part One discusses what to evaluate and why; Part Two presents the main impact evaluation methods; Part Three addresses how to manage impact evaluations; Part Four reviews impact evaluation sampling and data collection. Case studies illustrate different applications of impact evaluations. The book links to complementary instructional material available online, including an applied case as well as questions and answers. The updated second edition will be a valuable resource for the international development community, universities, and policy makers looking to build better evidence around what works in development.

    Places do well when they promote transformations along the dimensions of economic geography: higher densities as cities grow; shorter distances as workers and businesses migrate closer to density; and fewer divisions as nations lower their economic borders and enter world markets to take advantage of scale and trade in specialized products. World Development Report 2009 concludes that the transformations along these three dimensions density, distance, and division are essential for development and should be encouraged. The conclusion is controversial. Slum-dwellers now number a billion, but the rush to cities continues. A billion people live in lagging areas of developing nations, remote from globalizations many benefits. And poverty and high mortality persist among the world’s bottom billion, trapped without access to global markets, even as others grow more prosperous and live ever longer lives. Concern for these three intersecting billions often comes with the prescription that growth must be spatially balanced. This report has a different message: economic growth will be unbalanced. To try to spread it out is to discourage it to fight prosperity, not poverty. But development can still be inclusive, even for people who start their lives distant from dense economic activity. For growth to be rapid and shared, governments must promote economic integration, the pivotal concept, as this report argues, in the policy debates on urbanization, territorial development, and regional integration. Instead, all three debates overemphasize place-based interventions. Reshaping Economic Geography reframes these debates to include all the instruments of integration spatially blind institutions, spatially connective infrastructure, and spatially targeted interventions. By calibrating the blend of these instruments, today’s developers can reshape their economic geography. If they do this well, their growth will still be unbalanced, but their development will be inclusive.

    Poverty Reduction in Indonesia : Constructing a New Strategy

    The objective of the report is to point at the need for a new poverty strategy, and the areas of action it should cover, where each area should be specifically discussed, addressing the lives of Indonesia's poor, and the tradeoffs policymakers will need to consider, based on the belief that this poverty strategy should emerge from a broad dialogue among stakeholders. First, in broadening poverty, the report looks at the facts of the late 1990s crisis, which revealed the precariousness of Indonesia's gains in reducing expenditure-based poverty. Thus to extend those gains, the poverty strategy needs to be defined, and then redeveloped by acknowledging the multidimensional reality of poverty, and, it is this notion which will lead to making the strategic choices. Second, within the country's political transition to a democratic, decentralized mode of governance, a poverty strategy needs to be consistent with an empowered populace, and democratic policymaking mechanisms. In creating a policy environment for raising the incomes of the poor, the report identifies the resumption of rapid sustainable growth, with rising real wages, employment opportunities, and, limited inflation, including the economic empowerment of the poor, enhanced by poverty-focused public expenditures. Inevitably, the provision of core public services is an area which should address the people's will in local governance policies, focusing on education and health, while providing appropriate infrastructure, and developing safety nets.
