Abstract
This Country partnership framework (CPF) (FY19-FY22) will help Somalia consolidate its transition by investing in services and economic opportunities while continuing to address the structural drivers of fragility. Based on the Systematic Country Diagnostic (SCD) and wide-ranging consultations, the Bank Group will support priorities in two Focus Areas: (i) building institutions to deliver services, and (ii) restoring economic resilience and opportunities. Building on good country performance, the World Bank Group (WBG’s) engagement will expand under this CPF, with new exceptional financing from IDA’s pre- arrears clearance grants. In Focus Area 1, the WBG will strengthen ongoing governance programs with a new focus on fiscal space and improving access to and quality of key social services and resilience. Under Focus Area 2 the WBG aims to increase economic resilience as a basis for long-run poverty reduction and inclusive growth.

Publication Country Partnership Framework for the Central African Republic for the Period FY21-FY25(World Bank, Washington, DC, 2020-08-04)The WBG proposes a five-year strategy for CAR focused on a resilient and inclusive COVID-19 recovery amid an historic turn-around opportunity. The proposed program has been calibrated to fully address CAR’s fragility drivers. With women’s empowerment and digital development as cross-cutting priorities, the CPF is structured along two focus areas: Focus Area 1 - Human Capital and Connectivity to Boost Stabilization, Inclusion and Resilience, with direct support to the peace process; immediate social and health responses to COVID-19; sectoral engagements in health, education, energy, water and transport; and specific investments in the empowerment of women and girls. Focus Area 2 - Economic Management and Improved Governance to Build State Legitimacy and Foster Growth, with a strong program of reforms and targeted investments to strengthen public financial management (PFM) and debt management and transparency; support decentralization, increase domestic resource mobilization (DRM), and digitize the administration; and support the private sector.Publication Country Partnership Framework for the Republic of North Macedonia for the Period of January 2019-June 2023(World Bank, Washington, DC, 2019-03-21)This Country Partnership Framework (CPF) sets out the World Bank Group’s approach to supporting the reform agenda in North Macedonia over January 2019–June 2023. The CPF builds on the results and lessons of the previous World Bank Group Country Partnership Strategy (CPS) that originally covered the period from July 2014 to June 2018 and was subsequently extended by six months to December 2018. The new CPF seeks to address the priorities identified by the recently completed Systematic Country Diagnostic (SCD) for North Macedonia. The strategic objective of the CPF is to support North Macedonia’s ability to achieve faster, inclusive, and sustainable growth and provide its citizens with greater opportunities for a better life. The CPF aims to support the Government’s program and medium-term strategy, which present a vision of accelerated economic growth with better employment opportunities, social cohesion and inclusion, and a plan to tackle the persistent bottlenecks. The Government strategy is consistent with the SCD’s vision of a better-connected, vibrant domestic economy engaged in the region and beyond as it secures its footing in areas of strong comparative advantage.Publication Country Partnership Framework for the Federal Democratic Republic of Ethiopia for the Period FY18-FY22(World Bank, Washington, DC, 2017-05-22)Ethiopia has achieved substantial progress in economic, social, and human development over the past decade. The country partnership framework (CPF) draws on the findings of the World Bank Group (WBG’s) 2016 systematic country diagnostic (SCD) for Ethiopia, which identified eight binding constraints to ending extreme poverty and boosting shared prosperity, along with two overarching challenges: the need for a sustainable financing model for growth, and inadequate feedback mechanisms to facilitate citizen engagement and government account- ability. This CPF succeeds the Ethiopia FY13-FY16 country partnership strategy (CPS), which was discussed at the Board on August 29, 2012. It also reflects lessons learned and resulting suggestions from the CPS completion and learning review (CLR), which is presented in this report. Following a decade of strong economic growth in Ethiopia, the CPF addresses the challenges of forging a growth path that is more broadly inclusive and sustainable. The CPF program will focus on: (i) promoting structural and economic transformation through increased productivity; (ii) building resilience and inclusiveness (including gender equality); and (iii) supporting institutional accountability and confronting corruption. This CPF adopts a spatial lens through which this five-year program will seek to deliver bold results and to tackle two of the greatest spatial challenges to Ethiopia’s quest to achieve lower middle-income status by 2025.Publication Country Partnership Framework for the Republic of Croatia for the Period of FY19-FY24(World Bank, Washington, DC, 2019-04-10)Croatia is a small, open economy and the latest entrant to the European Union. After being severely affected by the global financial crisis, Croatia’s economy is recovering, with growth averaging around three percent over the last four years. The over-arching objective of the WBG Country Partnership Framework (CPF) is to play a catalytic role in supporting institutional improvements needed for a sustainable trajectory towards EU convergence and eventual IBRD graduation. This CPF would support interventions to address Croatia’s climate vulnerabilities and protect its natural environment. This would be achieved primarily through ongoing and prospective advisory services, but also through potential WBG investments, including from IFC, and potentially from MIGA guarantees. The CPF will cover a five-year period (FY19-24) with one Progress and Learning Review (PLR). This approach includes a relatively narrow results framework that builds primarily on the ongoing portfolio and the nature of RAS-financed engagements. The PLR would provide an update on key areas of institutional weakness, including to measure progress against EU peers where benchmarks are available. While the WBG may contribute only modestly to these outcomes, it expects to play a catalytic role, and monitoring outcome indicators which are comparable across the EU will be particularly important to track progress in the areas on the critical path to accelerate convergence.Publication Country Partnership Framework for the Central African Republic for the Period FY21-FY25(World Bank, Washington, DC, 2020-08-04)The Central African Republic (CAR), sparsely populated and landlocked in the heart of the continent, is one of the poorest and most fragile countries in the world despite its wealth in natural resources. The socio-economic and health impacts of the Coronavirus disease (COVID-19) will put additional strain on an already fragile system. CAR is at a critical inflection point, following the signature of an ambitious Peace Accord – with a subsequent sharp decline in violence - and ahead of a double electoral cycle.

Publication Digital Africa(Washington, DC: World Bank, 2023-03-13)All African countries need better and more jobs for their growing populations. "Digital Africa: Technological Transformation for Jobs" shows that broader use of productivity-enhancing, digital technologies by enterprises and households is imperative to generate such jobs, including for lower-skilled people. At the same time, it can support not only countries’ short-term objective of postpandemic economic recovery but also their vision of economic transformation with more inclusive growth. These outcomes are not automatic, however. Mobile internet availability has increased throughout the continent in recent years, but Africa’s uptake gap is the highest in the world. Areas with at least 3G mobile internet service now cover 84 percent of Africa’s population, but only 22 percent uses such services. And the average African business lags in the use of smartphones and computers as well as more sophisticated digital technologies that catalyze further productivity gains. Two issues explain the usage gap: affordability of these new technologies and willingness to use them. For the 40 percent of Africans below the extreme poverty line, mobile data plans alone would cost one-third of their incomes—in addition to the price of access devices, apps, and electricity. Data plans for small- and medium-size businesses are also more expensive than in other regions. Moreover, shortcomings in the quality of internet services—and in the supply of attractive, skills-appropriate apps that promote entrepreneurship and raise earnings—dampen people’s willingness to use them. For those countries already using these technologies, the development payoffs are significant. New empirical studies for this report add to the rapidly growing evidence that mobile internet availability directly raises enterprise productivity, increases jobs, and reduces poverty throughout Africa. To realize these and other benefits more widely, Africa’s countries must implement complementary and mutually reinforcing policies to strengthen both consumers’ ability to pay and willingness to use digital technologies. These interventions must prioritize productive use to generate large numbers of inclusive jobs in a region poised to benefit from a massive, youthful workforce—one projected to become the world’s largest by the end of this century.Publication Nature's Frontiers(Washington, DC: World Bank, 2023-06-27)The great expansion of economic activity since the end of World War II has caused an unprecedented rise in living standards, but it has also caused rapid changes in earth systems. Nearly all types of natural capital—the world’s stock of resources and services provided by nature—are in decline. Clean air, abundant and clean water, fertile soils, productive fisheries, dense forests, and healthy oceans are critical for healthy lives and healthy economies. Mounting pressures, however, suggest that the trend of declining natural capital may cast a long shadow into the future. "Nature’s Frontiers: Achieving Sustainability, Efficiency, and Prosperity with Natural Capital" presents a novel approach to address these foundational challenges of sustainability. A methodology combining innovative science, new data sources, and cutting-edge biophysical and economic models builds sustainable resource efficiency frontiers to assess how countries can sustainably use their natural capital more efficiently. The analysis provides recommendations on how countries can better use their natural capital to achieve their economic and environ mental goals. The report indicates that significant efficiency gaps exist in nearly every country. Closing these gaps can address many of the world’s pressing economic and environmental problems—economic productivity, health, food and water security, and climate change. Although the approach outlined in this report will entail demanding policy reforms, the costs of inaction will be far higher.Publication Argentina Country Climate and Development Report(World Bank, Washington, DC, 2022-11)The Argentina Country Climate and Development Report (CCDR) explores opportunities and identifies trade-offs for aligning Argentina’s growth and poverty reduction policies with its commitments on, and its ability to withstand, climate change. It assesses how the country can: reduce its vulnerability to climate shocks through targeted public and private investments and adequation of social protection. The report also shows how Argentina can seize the benefits of a global decarbonization path to sustain a more robust economic growth through further development of Argentina’s potential for renewable energy, energy efficiency actions, the lithium value chain, as well as climate-smart agriculture (and land use) options. Given Argentina’s context, this CCDR focuses on win-win policies and investments, which have large co-benefits or can contribute to raising the country’s growth while helping to adapt the economy, also considering how human capital actions can accompany a just transition.Publication Classroom Assessment to Support Foundational Literacy(Washington, DC: World Bank, 2025-03-21)This document focuses primarily on how classroom assessment activities can measure students’ literacy skills as they progress along a learning trajectory towards reading fluently and with comprehension by the end of primary school grades. The document addresses considerations regarding the design and implementation of early grade reading classroom assessment, provides examples of assessment activities from a variety of countries and contexts, and discusses the importance of incorporating classroom assessment practices into teacher training and professional development opportunities for teachers. The structure of the document is as follows. The first section presents definitions and addresses basic questions on classroom assessment. Section 2 covers the intersection between assessment and early grade reading by discussing how learning assessment can measure early grade reading skills following the reading learning trajectory. Section 3 compares some of the most common early grade literacy assessment tools with respect to the early grade reading skills and developmental phases. Section 4 of the document addresses teacher training considerations in developing, scoring, and using early grade reading assessment. Additional issues in assessing reading skills in the classroom and using assessment results to improve teaching and learning are reviewed in section 5. Throughout the document, country cases are presented to demonstrate how assessment activities can be implemented in the classroom in different contexts.Publication World Development Report 2006(Washington, DC, 2005)This year’s Word Development Report (WDR), the twenty-eighth, looks at the role of equity in the development process. It defines equity in terms of two basic principles. The first is equal opportunities: that a person’s chances in life should be determined by his or her talents and efforts, rather than by pre-determined circumstances such as race, gender, social or family background. The second principle is the avoidance of extreme deprivation in outcomes, particularly in health, education and consumption levels. This principle thus includes the objective of poverty reduction. The report’s main message is that, in the long run, the pursuit of equity and the pursuit of economic prosperity are complementary. In addition to detailed chapters exploring these and related issues, the Report contains selected data from the World Development Indicators 2005‹an appendix of economic and social data for over 200 countries. This Report offers practical insights for policymakers, executives, scholars, and all those with an interest in economic development.
