Abstract
This report derives from the importance of water for irrigation to the question, how will additional food be produced as competition for scarce land and water resources increases? The International Water Management Institute (IWMI), Food and Agriculture Organization of the United Nations (FAO), and International Food Policy Research Institute (IFPRI) provide a partial picture of supply and demand for food supply and irrigation-water by 2025 and 2030. The World Bank initiated a validation exercise in cooperation with these agencies to ensure that the models: consider a balanced range of assumptions and scenarios; introduce additional assumptions and scenarios; and replace, or fine-tune, some of them. It attempts to introduce into the forecasts the possible impacts of additional policy interventions and to evaluate their likely effects on the global projections of agriculture-water supply and demand. The validation exercise provides a review of the existing model structure and components, the assumptions made, the scenarios, and scenario results. Model assumptions, scenarios, and results of the revised response from the IWMI, FAO, and IFPRI are given as a part of the validation exercise as well as assumptions made and scenarios developed under different criteria and issues as raised by the group of experts.

Publication Shaping the Future of Water for Agriculture : A Sourcebook for Investment in Agricultural Water Management(Washington, DC: World Bank, 2005)Agricultural water management is a vital practice in ensuring reduction, and environmental protection. After decades of successfully expanding irrigation and improving productivity, farmers and managers face an emerging crisis in the form of poorly performing irrigation schemes, slow modernization, declining investment, constrained water availability, and environmental degradation. More and better investments in agricultural water are needed. In response, the World Bank, in conjunction with many partner agencies, has compiled a selection of good experiences that can guide practitioners in the design of quality investments in agricultural water. The messages of this publication center around the key challenges to agricultural water management, specifically: building policies and incentives; designing institutional reforms; investing in irrigation systems improvement and modernization; investing in groundwater irrigation; investing in drainage and water quality management; investing in water management in rain-fed agriculture; investing in agricultural water management in multipurpose operations; coping with extreme climatic conditions; and assessing the social, economic, and environmental impacts of agricultural water investments.Publication The Future of Water in African Cities : Why Waste Water? Integrated Urban Water Management, Background Report(World Bank, Washington, DC, 2012-12)The primary objective of this report is to provide a coherent and comprehensive review on integrated urban water management (IUWM) approach to assist public authorities to identify and address the future challenges of urban water supply, sanitation and flood management in African cities. This report presents the existing and future challenges in Africa, the possible options for innovative technologies and approaches for their breakthrough and a way forward to achieve the objectives of IUWM. It highlights technical and institutional constraints of the IUWM in Africa. It presents the global and African best practices and trends in IUWM which are linked to urban development and which have very good lessons learnt that can be shared within and among the cities in Africa. The report consists of four chapters. Chapter two reviews the existing condition, future challenges and opportunities in Urban Water Sector (UWS) in Africa. The review covers the current situation of urban water systems and their management approaches; the major future change pressures (climate change, population growth and urbanization, deterioration of infrastructure systems) and their impacts on UWS; and opportunities for implementing the IUWM approach in Africa. Chapter three introduces the key concepts and conceptual framework of IUWM. The framework has been supplemented by appropriate technologies and innovative approaches of IUWM that will be suitable for cities in Africa. This chapter also presents the global experiences and best practices of IUWM that can be shared within the Africa cities. Chapter four presents case studies to demonstrate how the IUWM framework can be operationalized and to select the appropriate technologies and approaches as discussed in chapter 3 based on the different typologies of the cities and development stages in Africa. The typologies include an emerging town in Uganda (Masindi), a city with partially developed infrastructure in Ghana (Accra) and fully developed city in South Africa (Cape Town). Based on the cases, a few recommendations (road map) for the implementation of IUWM approach for other cities in Africa have been presented in chapter four.Publication Indus Basin of Pakistan : Impacts of Climate Risks on Water and Agriculture(Washington, DC: World Bank, 2013-05)This study, Indus basin of Pakistan: the impacts of climate risks on water and agriculture was undertaken at a pivotal time in the region. The weak summer monsoon in 2009 created drought conditions throughout the country. This followed an already tenuous situation for many rural households faced with high fuel and fertilizer costs and the impacts of rising global food prices. Then catastrophic monsoon flooding in 2010 affected over 20 million people, devastating their housing, infrastructure, and crops. Damages from this single flood event were estimated at US dollar 10 billion, half of which were losses in the agriculture sector. Notwithstanding the debate as to whether these observed extremes are evidence of climate change, an investigation is needed regarding the extent to which the country is resilient to these shocks. It is thus timely, if not critical, to focus on climate risks for water, agriculture, and food security in the Indus basin of Pakistan.Publication Africa : Irrigation investment Needs in Sub-Saharan Africa(Washington, DC, World Bank, 2008-06)In Sub-Saharan Africa, rainfall is highly variable and, in many places, plainly in sufficient. Although irrigation has the potential to boost agricultural yields by at least 50 percent, food production in the region is almost entirely rain-fed. The irrigated area, extending over 6 million hectares, makes up just 5 percent of the total cultivated area, compared to 37 percent in Asia and 14 percent in Latin America. Two-thirds of that area is in three countries: Madagascar, South Africa, and Sudan. The 2005 Commission for Africa report, for example, called for a doubling of the region's irrigated area by 2015. To achieve expansion on that scale, however, we must deepen our understanding of the locations that could benefit most-and of the technologies best suited to those locations. One purpose of this study of irrigation in 24 countries, undertaken as part of the Africa infrastructure country diagnostic, is to identify agricultural areas, where irrigation investments promise to yield significant returns. A related purpose is to estimate the amount and scope of investment needed to secure those returns. Water for irrigation can be collected in two ways: through large, dam-based schemes, or through small projects based on collection of run-off from rainfall.Publication Toward Integrated Water Resources Management in Armenia(Washington, DC: World Bank, 2015)The proper management of water resources plays a key role in the socioeconomic development of Armenia. On average, Armenia has sufficient water resources. Taking into account all available water resources in the country, Armenia has sufficient resources to supply approximately 3,100 cubic meters per capita per year well above the typically cited Falkenmark water stress indicator of 1,700 cubic meters per capita per year. These water resources are not evenly divided in space and time with significant seasonal and annual variability in river runoff. In order to address temporal variations in river runoff, the country has built 87 dams with a total capacity of 1.4 billion cubic meters. Most of these dams are single purpose, mainly for irrigation. Armenia also has considerable groundwater resources, which play an important role in the overall water balance. About 96 percent of the water used for drinking purposes and about 40 percent of water abstracted in the country comes from groundwater. Irrigation remains the largest consumptive user.

Publication Economic Recovery(World Bank, Washington, DC, 2021-04-06)World Bank Group President David Malpass spoke about the world facing major challenges, including COVID, climate change, rising poverty and inequality and growing fragility and violence in many countries. He highlighted vaccines, working closely with Gavi, WHO, and UNICEF, the World Bank has conducted over one hundred capacity assessments, many even more before vaccines were available. The World Bank Group worked to achieve a debt service suspension initiative and increased transparency in debt contracts at developing countries. The World Bank Group is finalizing a new climate change action plan, which includes a big step up in financing, building on their record climate financing over the past two years. He noted big challenges to bring all together to achieve GRID: green, resilient, and inclusive development. Janet Yellen, U.S. Secretary of the Treasury, mentioned focusing on vulnerable people during the pandemic. Kristalina Georgieva, Managing Director of the International Monetary Fund, focused on giving everyone a fair shot during a sustainable recovery. All three commented on the importance of tackling climate change.Publication The Journey Ahead(Washington, DC: World Bank, 2024-10-31)The Journey Ahead: Supporting Successful Migration in Europe and Central Asia provides an in-depth analysis of international migration in Europe and Central Asia (ECA) and the implications for policy making. By identifying challenges and opportunities associated with migration in the region, it aims to inform a more nuanced, evidencebased debate on the costs and benefits of cross-border mobility. Using data-driven insights and new analysis, the report shows that migration has been an engine of prosperity and has helped address some of ECA’s demographic and socioeconomic disparities. Yet, migration’s full economic potential remains untapped. The report identifies multiple barriers keeping migration from achieving its full potential. Crucially, it argues that policies in both origin and destination countries can help maximize the development impacts of migration and effectively manage the economic, social, and political costs. Drawing from a wide range of literature, country experiences, and novel analysis, The Journey Ahead presents actionable policy options to enhance the benefits of migration for destination and origin countries and migrants themselves. Some measures can be taken unilaterally by countries, whereas others require close bilateral or regional coordination. The recommendations are tailored to different types of migration— forced displacement as well as high-skilled and low-skilled economic migration—and from the perspectives of both sending and receiving countries. This report serves as a comprehensive resource for governments, development partners, and other stakeholders throughout Europe and Central Asia, where the richness and diversity of migration experiences provide valuable insights for policy makers in other regions of the world.Publication South Asia Development Update, April 2024: Jobs for Resilience(Washington, DC: World Bank, 2024-04-02)South Asia is expected to continue to be the fastest-growing emerging market and developing economy (EMDE) region over the next two years. This is largely thanks to robust growth in India, but growth is also expected to pick up in most other South Asian economies. However, growth in the near-term is more reliant on the public sector than elsewhere, whereas private investment, in particular, continues to be weak. Efforts to rein in elevated debt, borrowing costs, and fiscal deficits may eventually weigh on growth and limit governments' ability to respond to increasingly frequent climate shocks. Yet, the provision of public goods is among the most effective strategies for climate adaptation. This is especially the case for households and farms, which tend to rely on shifting their efforts to non-agricultural jobs. These strategies are less effective forms of climate adaptation, in part because opportunities to move out of agriculture are limited by the region’s below-average employment ratios in the non-agricultural sector and for women. Because employment growth is falling short of working-age population growth, the region fails to fully capitalize on its demographic dividend. Vibrant, competitive firms are key to unlocking the demographic dividend, robust private investment, and workers’ ability to move out of agriculture. A range of policies could spur firm growth, including improved business climates and institutions, the removal of financial sector restrictions, and greater openness to trade and capital flows.Publication Media and Messages for Nutrition and Health(World Bank, Washington, DC, 2020-06)The Lao People’s Democratic Republic (Lao PDR) has experienced rapid and significant economic growth over the past decade. However, poor nutritional outcomes remain a concern. Rates of childhood undernutrition are particularly high in remote, rural, and upland areas. Media have the potential to play an important role in shaping health and nutrition–related behaviors and practices as well as in promoting sociocultural and economic development that might contribute to improved nutritional outcomes. This report presents the results of a media audit (MA) that was conducted to inform the development and production of mass media advocacy and communication strategies and materials with a focus on maternal and child health and nutrition that would reach the most people from the poorest communities in northern Lao PDR. Making more people aware of useful information, essential services and products and influencing them to use these effectively is the ultimate goal of mass media campaigns, and the MA measures the potential effectiveness of media efforts to reach this goal. The effectiveness of communication channels to deliver health and nutrition messages to target beneficiaries to ensure maximum reach and uptake can be viewed in terms of preferences, satisfaction, and trust. Overall, the four most accessed media channels for receiving information among communities in the study areas were village announcements, mobile phones, television, and out-of-home (OOH) media. Of the accessed media channels, the top three most preferred channels were village announcements (40 percent), television (26 percent), and mobile phones (19 percent). In terms of trust, village announcements were the most trusted source of information (64 percent), followed by mobile phones (14 percent) and television (11 percent). Hence of all the media channels, village announcements are the most preferred, have the most satisfied users, and are the most trusted source of information in study communities from four provinces in Lao PDR with some of the highest burden of childhood undernutrition.Publication Remarks at the United Nations Biodiversity Conference(World Bank, Washington, DC, 2021-10-12)World Bank Group President David Malpass discussed biodiversity and climate change being closely interlinked, with terrestrial and marine ecosystems serving as critically important carbon sinks. At the same time climate change acts as a direct driver of biodiversity and ecosystem services loss. The World Bank has financed biodiversity conservation around the world, including over 116 million hectares of Marine and Coastal Protected Areas, 10 million hectares of Terrestrial Protected Areas, and over 300 protected habitats, biological buffer zones and reserves. The COVID pandemic, biodiversity loss, climate change are all reminders of how connected we are. The recovery from this pandemic is an opportunity to put in place more effective policies, institutions, and resources to address biodiversity loss.
