dc.description.abstractMunicipal Solid Waste (MSW) management is a crucial service provided by cities around the world, but is often inefficient and underperforming in developing countries. This report provides eight examples of RBF designs, each tailored to the specific context and needs of the solid waste sector in the specific city or country. These projects are currently in various stages of preparation or implementation; hence, lessons can be inferred only in terms of how solid waste projects can be developed using RBF principles. The eight examples could be classified into three main categories: (a) RBF to improve solid waste service delivery and fee collection: in Nepal and the West Bank, the projects use RBF subsidies to improve the financial sustainability of MSW services by increasing user fee collection while simultaneously improving waste collection services; (b) RBF to promote recycling and source separation: in the cases of China, Indonesia, and Malaysia, an incentive payment model is used to improve source separation and collection of waste through changes in behavior at the household level; and (c) RBF to strengthen waste collection and transport in under-served communities: in Mali and Tanzania, projects were designed to strengthen secondary waste collection and transport for under-served communities. In the case of Jamaica, the project was designed to improve waste collection in inner-city communities and to encourage waste separation as well as general neighborhood cleanliness. This report presents the challenges faced in the design and implementation phases as well as general recommendations on how to address such challenges in future projects. Some of the lessons learned and recommendations are generally applicable to the preparation of any MSW project, whereas others are particular to the design of RBF projects for MSW.en
dc.description.abstractLa gestiรณn de los residuos sรณlidos urbanos (RSU) es un servicio esencial que brindan las ciudades en todo el mundo, pero en los paรญses en desarrollo suele ser ineficiente e inadecuado. Los desafรญos que enfrentan las ciudades en relaciรณn con sus sistemas de gestiรณn de residuos sรณlidos varรญan, pero por lo general estรกn vinculados con su capacidad financiera. La mejora de su gestiรณn ofrece una elevada tasa de rentabilidad econรณmica e importantes beneficios ambientales y de salud pรบblica, lo que contribuye a incrementar la competitividad de las ciudades y a hacerlas mรกs habitables. El dรฉficit mundial anual para la gestiรณn de RSU ha obligado al Banco Mundial a reconsiderar su enfoque en esta esfera y promover instrumentos y asociaciones innovadoras que permitan incrementar su impacto en la sostenibilidad y la calidad del sector. Por tal motivo, desde 2012 el Banco Mundial estudia la posibilidad de utilizar el financiamiento basado en los resultados (FBR) en el sector de los residuos sรณlidos para mejorar los servicios y el desempeรฑo.es
dc.description.abstractLa gestion des dรฉchets solides municipaux (DSM) est un service essentiel offert par les villes ร  travers le monde qui sโ€™avรจre souvent ineffectif dans les pays en voie de dรฉveloppement. Depuis 2012 la Banque Mondiale explore lโ€™application du financement basรฉ sur les rรฉsultats (FBR) dans le secteur des dรฉchets solides comme un moyen pour amรฉliorer les services et les rรฉsultats dans la gestion des DSM. Ce rapport prรฉsente huit exemples de projets FBR, dont chacun est adaptรฉ au contexte et besoins spรฉcifiques du secteur des dรฉchets solides dans une ville ou pays. Ces projets sont actuellement ร  divers stades de prรฉparation ou de mise en ล“uvre. Les huit exemples pourraient รชtre classรฉs en trois catรฉgories principales: a) le FBR pour amรฉliorer la prestation des services des dรฉchets solides et la collecte des redevances (Nรฉpal et Cisjordanie); b) le FBR pour promouvoir le recyclage et le tri ร  la source (Chine, Indonรฉsie, Malaisie) ; et c) le FBR pour renforcer la collecte et le transport des dรฉchets dans les communautรฉs moins-desservies (Mali et Tanzanie). Dans le cas de la Jamaรฏque, le projet a รฉtรฉ conรงu pour amรฉliorer la collecte des dรฉchets dans les communautรฉs de centre-ville et dโ€™encourager le tri des dรฉchets, ainsi que le maintien de la propretรฉ des quartiers.
