Abstract
This report summarizes the main outputs of the technical assistance provided which was concentrated in three areas: (1) development of MAIL's strategic priorities and investments for the immediate future/short term, medium term and longer term; (2) advising Ministry of Agriculture, Irrigation and Livestock (MAIL) regarding the design of an appropriate structure of the Ministry and definition of corresponding responsibilities; (3) analytical policy advice regarding urgent issues that the Ministry of Agriculture (MAIL) has to deal with on a daily basis, but where it lacks the capacity to analyze alternative policy strategies and solutions. The technical assistance work regarding urgent policy issues has focused on three main areas: (1) organization and management of public food grain stocks; (2) purchasing and distribution of improved wheat seed; and (3) leasing of government-owned land to private entities. Finally, and outside the area of policy support, the Bank may consider stepping up its efforts to help MAIL to further develop/restore Afghanistan's agricultural production base and in this way help improving the livelihoods of poor rural people. More specifically the Bank may consider exploring the Government's interest in a project aimed at increasing agricultural incomes through improvements in the quality and reliability of input delivery systems and wider adoption of improved production technologies, including technologies that increase the efficiency of on-farm water management.

Publication Islamic Republic of Afghanistan Agricultural Sector Review(Washington, DC, 2014-06)Economic growth, job creation, and development are central to the decade of transformation (2015-25) and long-term security for the people of Afghanistan. The Bank and the Government of the Islamic Republic of Afghanistan (GoIRA) recognize that agriculture and rural development are a key to inclusive growth, and hence need renewed vigor and strategic long-term investments. Further, the Bank and the GoIRA acknowledge that increases in agricultural productivity and market access for smallholders are critical for rural development, job creation, and food security in Afghanistan. Sections two and three of this report describe the agricultural sector and its current and potential roles in the Afghan economy, and present the rationale for choosing certain areas and subsectors for a selective 'first mover' strategy to achieve early gains. Section four outlines the constraints and potential in each of the three value chains proposed for the selective strategy, irrigated wheat, intensive livestock production, and horticulture. Section five describes cross-cutting constraints and how best to address them, and Section six proposes measures to help the rural poor who will not benefit much from the first-mover strategy. This chapter looks at the role of agriculture in the economy and the current status of the sector, and outlines the implications of modernization and transformation of agriculture for rural areas. It also identifies trends and sources of growth for agriculture, and concludes by presenting the key policy challenges for the sector. The rest of this report analyzes the challenges facing the agricultural sector and recommends policies for addressing them. These challenges are analyzed in greater detail, and more specific policy recommendations are given in the following chapters, which focus on strengthening supply chains, improving food safety, and ensuring that reforms are carried out in compliance with EU legislation. The final chapter looks at how well public expenditures in agriculture are managed in order to achieve these policy objectives.Publication Kenya(World Bank, Washington, DC, 2015-11)Despite myriad challenges, Kenya has emerged in recent years as one of Africa’s frontier economies, with headline growth in the most recent decade propelling the country toward middle-income status. Less well understood is how risk dynamics associated with production, markets, and policy adversely impact sector performance, in terms of both influencing ex ante decision making among farmers, traders, and other sector stakeholders and causing ex post losses to crops, livestock, and incomes - destabilizing livelihoods and jeopardizing the country’s food security. The present study was commissioned in part to bridge this knowledge gap. It is the first step in a multiphase process designed to integrate a stronger risk focus into sector planning and development programs. It seeks to learn from and build on a range of broad initiatives by the Government of Kenya (GoK) and its development partners purposed to enhance Kenya’s resilience and response to natural disasters. The ultimate objective is implementation of a holistic and systematic risk management system that will reduce the vulnerability and strengthen the resiliency of Kenya’s agricultural supply chains, and the livelihoods that depend on them. This sector risk assessment is the primary output of phase one. The study’s main objective is to identify, assess, and prioritize principal risks facing Kenya’s agriculture sector by analyzing their impacts via quantitative and qualitative measures. The study’s main findings highlight an agriculture sector increasingly vulnerable to extreme weather variability. Chapter one gives introduction. Chapter two provides an overview of Kenya’s agriculture sector and a discussion of key growth constraints. Chapter three assesses the main agricultural risks (production, market, and enabling environment). Chapter four analyzes the frequency and severity of the major risks identified and assesses their impact. Chapter five presents some stakeholder perceptions of these risks and the potential to improve their management. Chapter six concludes with an assessment of priorities for risk management and a broad discussion of possible risk management measures that can help to strengthen the resiliency of agricultural supply chains and the livelihoods they support.

Publication Fragility and Conflict(Washington, DC: World Bank, 2020-02-27)Fragility and conflict pose a critical threat to the global goal of ending extreme poverty. Between 1990 and 2015, successful development strategies reduced the proportion of the world’s people living in extreme poverty from 36 to 10 percent. But in many fragile and conflict-affected situations (FCS), poverty is stagnating or getting worse. The number of people living in proximity to conflict has nearly doubled worldwide since 2007. In the Middle East and North Africa, one in five people now lives in such conditions. The number of forcibly displaced persons worldwide has also more than doubled in the same period, exceeding 70 million in 2017. If current trends continue, by the end of 2020, the number of extremely poor people living in economies affected by fragility and conflict will exceed the number of poor people in all other settings combined. This book shows why addressing fragility and conflict is vital for poverty goals and charts directions for action. It presents new estimates of welfare in FCS, filling gaps in previous knowledge, and analyzes the multidimensional nature of poverty in these settings. It shows that data deprivation in FCS has prevented an accurate global picture of fragility, poverty, and their interactions, and it explains how innovative new measurement strategies are tackling these challenges. The book discusses the long-term consequences of conflict and introduces a data-driven classification of countries by fragility profile, showing opportunities for tailored policy interventions and the need for monitoring multiple markers of fragility. The book strengthens understanding of what poverty reduction in FCS will require and what it can achieve.Publication Business Ready 2024(Washington, DC: World Bank, 2024-10-03)Business Ready (B-READY) is a new World Bank Group corporate flagship report that evaluates the business and investment climate worldwide. It replaces and improves upon the Doing Business project. B-READY provides a comprehensive data set and description of the factors that strengthen the private sector, not only by advancing the interests of individual firms but also by elevating the interests of workers, consumers, potential new enterprises, and the natural environment. This 2024 report introduces a new analytical framework that benchmarks economies based on three pillars: Regulatory Framework, Public Services, and Operational Efficiency. The analysis centers on 10 topics essential for private sector development that correspond to various stages of the life cycle of a firm. The report also offers insights into three cross-cutting themes that are relevant for modern economies: digital adoption, environmental sustainability, and gender. B-READY draws on a robust data collection process that includes specially tailored expert questionnaires and firm-level surveys. The 2024 report, which covers 50 economies, serves as the first in a series that will expand in geographical coverage and refine its methodology over time, supporting reform advocacy, policy guidance, and further analysis and research.Publication Indonesia Economic Prospects, June 2025(Washington, DC: World Bank, 2025-06-23)Indonesia’s economy remains resilient amid worsening global conditions. GDP grew at 4.9 percent year-on-year (yoy) in Q1-2025, slightly lower than previous post-pandemic quarters. Domestic demand was impacted by reduced government consumption and lower investment. Budget efficiency measures led to a contraction in public consumption, while investment in the construction and manufacturing sectors dipped due to investors’ concerns over domestic and global policy uncertainty. Meanwhile, declining commodity prices worsened Indonesia’s terms of trade. The supply side showed notable contributions from the agriculture and services sectors. Businesses and households are adjusting to economic uncertainty, but weak consumption of middle-class households has been persistent since the pandemic. The GOI structural reform agenda could accelerate growth further. In response to rising global policy uncertainty, the GOI devised a program of deregulation including reforms to the business environment and licensing, investment liberalization, trade and logistics reforms, and digital services. These reforms complement other reforms currently in play, like those related to financial sector deepening, and accompany the demand stimulus that the GOI is targeting through its priority programs. If implemented, these reforms could gradually expand the economy’s capacity, unlock further FDI, boost investment returns, and ensure productivity gains. The report suggests that this will translate into better job creation and raise GDP growth to 5.3-5.5 percent in 2026-2027. This report identifies the necessary steps to reach the target of providing 3 million housing units each year. In short, to meet the housing target and supercharge current efforts, the government needs to act as both a housing provider and a housing facilitator: instituting housing regulation reforms, accelerating public-funded housing programs, and creating an enabling environment that attracts private investment in Indonesia. Directly, 3.8 billion dollars in annual public investments can create an estimated 2.3 million jobs and mobilize 2.8 billion dollars in private capital. Reforms can create an enabling environment for housing investments and indirectly help multiply this impact.Publication Digital Africa(Washington, DC: World Bank, 2023-03-13)All African countries need better and more jobs for their growing populations. "Digital Africa: Technological Transformation for Jobs" shows that broader use of productivity-enhancing, digital technologies by enterprises and households is imperative to generate such jobs, including for lower-skilled people. At the same time, it can support not only countries’ short-term objective of postpandemic economic recovery but also their vision of economic transformation with more inclusive growth. These outcomes are not automatic, however. Mobile internet availability has increased throughout the continent in recent years, but Africa’s uptake gap is the highest in the world. Areas with at least 3G mobile internet service now cover 84 percent of Africa’s population, but only 22 percent uses such services. And the average African business lags in the use of smartphones and computers as well as more sophisticated digital technologies that catalyze further productivity gains. Two issues explain the usage gap: affordability of these new technologies and willingness to use them. For the 40 percent of Africans below the extreme poverty line, mobile data plans alone would cost one-third of their incomes—in addition to the price of access devices, apps, and electricity. Data plans for small- and medium-size businesses are also more expensive than in other regions. Moreover, shortcomings in the quality of internet services—and in the supply of attractive, skills-appropriate apps that promote entrepreneurship and raise earnings—dampen people’s willingness to use them. For those countries already using these technologies, the development payoffs are significant. New empirical studies for this report add to the rapidly growing evidence that mobile internet availability directly raises enterprise productivity, increases jobs, and reduces poverty throughout Africa. To realize these and other benefits more widely, Africa’s countries must implement complementary and mutually reinforcing policies to strengthen both consumers’ ability to pay and willingness to use digital technologies. These interventions must prioritize productive use to generate large numbers of inclusive jobs in a region poised to benefit from a massive, youthful workforce—one projected to become the world’s largest by the end of this century.Publication Women, Business and the Law 2024(Washington, DC: World Bank, 2024-03-04)Women, Business and the Law 2024 is the 10th in a series of annual studies measuring the enabling conditions that affect women’s economic opportunity in 190 economies. To present a more complete picture of the global environment that enables women’s socioeconomic participation, this year Women, Business and the Law introduces two new indicators—Safety and Childcare—and presents findings on the implementation gap between laws (de jure) and how they function in practice (de facto). This study presents three indexes: (1) legal frameworks, (2) supportive frameworks (policies, institutions, services, data, budget, and access to justice), and (3) expert opinions on women’s rights in practice in the areas measured. The study’s 10 indicators—Safety, Mobility, Workplace, Pay, Marriage, Parenthood, Childcare, Entrepreneurship, Assets, and Pension—are structured around the different stages of a woman’s working life. Findings from this new research can inform policy discussions to ensure women’s full and equal participation in the economy. The indicators build evidence of the critical relationship between legal gender equality and women’s employment and entrepreneurship. Data in Women, Business and the Law 2024 are current as of October 1, 2023.
