Abstract
The report, Nepal Public Expenditure Review - Roads, was completed June 2011. The report states that the Government of Nepal has achieved several of the Millennium Development Goals (MDGs), while maintaining macroeconomic stability and prudent fiscal management. Strengthening public expenditure management is an ongoing reform agenda of the government's Three Year Plan, an inclusive development strategy. The World Bank is contributing to this public expenditure management-strengthening agenda through a programmatic and participatory Public Expenditure Review (PER) conducted jointly with the government, relevant sector ministries and donors. This report is the second of several in the programmatic PER to assist the government to align resources in the Three Year Plan and explore potential actions that contribute to improving public expenditure and its management. This report builds on the PER 2010 report analysis of evolving fiscal aggregates and public expenditure trends, and drills deeper into road sector public financial management issues in order to improve the sector s performance. Analysis of this report is based on the government's official data. The report recommends that there be a Strategic focus for reforms: It was recommended that institutional improvement measures be directed towards: (i) strategic policy reforms to improve compliance; (ii) building on existing institutional arrangements and their inter-linkages to strengthen institutions; and (iii) institutionalizing proven organizational management practices to improve efficiency of road institutions. It is important that these improvement measures be carried out in ways that strengthen local governance in line with national development priorities and the process of transitional management taking place in the country.

    Service Delivery and Decentralization in Sri Lanka : Assessment and Options

    This report assesses Sri Lanka's experience with decentralization to date and discusses options for decentralization and implications for service delivery in three sectors: roads, solid waste and health. The selected sectors illustrate the considerations relevant to the decentralization decision and its future direction. The services selected cover a range of central, provincial and local responsibilities in delivery and illustrate how the cause of success or failure of service delivery is rooted in the institutional framework, division of responsibility, funding mechanisms i.e. incentives and accountability. The effective provision of these services requires a clear understanding of the service delivery goals, technical capacity, adequate assets and recurrent inputs to deliver services. Each sector has its particular needs and to some extent can be considered independently, but the political realities effectively require that any constitutionally mandated and elected level of government have some corresponding responsibilities.

    Stabilization and Fiscal Empowerment : The Twin Challenges Facing India's States, Volume 1. Executive Summary and Main Report

    India, home to more than one billion people, has experienced rapid growth over the past decade, averaging about six percent per year between 1992/93 and 2003/04. The agenda backed in this report is one that receives widespread support from both the central and state governments in India. The fiscal stress of the late nineties gave rise to an intense state-level reform effort. Six years on, this report documents the many initiatives undertaken by the states to restore fiscal sustainability, and become more effective agents of development. It outlines successes, lessons learnt, and highlights further challenges, on both the expenditure side (chapter two) and the revenue side (chapter three). It also looks at the incentive framework within which the states operate (chapter four), and asks whether there is a feasible reform package that will take the states not only out of fiscal crisis, but strengthened to meet the development challenges which confront them. This chapter provides the context for what follows by outlining the role and increasingly divergent performance of the state governments (section two), and then in turn, the genesis of the fiscal crisis (section three), its developmental impact (section four), the reform response of the state and central governments (section five), and the reform challenges facing the states today (section six). Although associated with an increase in public spending, the fiscal crisis weakened the developmental and poverty impact of state governments, especially in the poorer states; it also called into question India's overall fiscal sustainability. This report is written to help share the lessons and success-stories to date, and to assist states and the central government in implementing the national agenda of state-level fiscal stabilization and empowerment. Given the low levels and the worrying recent trends in both the quantity of expenditure in priority expenditure areas, and the quality of expenditure across the board, there is an urgent need for expenditure restructuring to free up fiscal resources and for reforms to improve the quality of spending. Focus in this chapter on areas where expenditure can be cut rather than where it should be increased is not because we think there are no areas of underfunding. However, which particular areas should be increased, and by how much, will likely vary from state to state, depending on initial conditions, and identified priorities. The areas where savings can be made have much more in common across states, and so are the focuses of this report.

    Romania : Local Social Services Delivery Study, Volume 1. Summary Report

    The study seeks to identify institutional, and procedural factors which may facilitate, or hamper the effectiveness of social services, and inter-governmental fiscal arrangements. Based on existing research on decentralization, the success of decentralized service delivery depends on factors, that include the quality of intergovernmental institutions, a stable fiscal framework, and a well established civil society, and social structure. The study focuses on public social services, where local governments play the greatest role, and, throughout the report, the greatest emphasis is on social assistance benefits, and services, addressing those cash benefits which are delivered, and financed by local governments, including national programs such as birth grants, emergency assistance, and the main poverty alleviation program. In education, the study focuses on compulsory, and secondary education, though it does not address specialized secondary education, which is under the purview of central ministries. The study comprises two volumes: volume 1 provides an overview of the issues, summarizes major findings, and presents policy options; volume 2 includes the detailed discussion, and analysis, and presents the empirical underpinnings of the report. The study finds that fiscal decentralization of poverty alleviation benefits, has undermined its effectiveness, and eroded social safety nets; thus the government is preparing the Minimum Income Guarantee Program Law to centralize financing of social assistance cash benefits. And, education seems to be the policy area with greatest potential for further decentralization, suggesting a careful capacity evaluation to decide whether to attain complete autonomy.

    The Thai economy has been recovering slowly from the global financial crisis compared to countries like Malaysia and China. Growth in 2013 is projected to be 3 percent with slower than expected performance in all components of gross domestic product (GDP) - consumption, investment, next exports, and government spending. Growth is projected to be 4.0 percent in 2014 as the global economy recovers. Exports should accelerate and may well be helped by the tapering of the United States (U.S.) quantitative easing (QE) as the baht depreciates. Taking a longer perspective, there remains visible inequality in public service delivery and human achievement outcomes. Addressing the regional disparities is important for Thailand not only from a social equity perspective, but also from a competitiveness and economic growth perspective. As the population ages, Thailand is seeking to move to a high income economy. Such a transition will require a much broader base of healthy and high skilled citizens. Suggested policy responses include: (a) rebalancing public spending regionally, (b) improving the functioning of local administration by devolving more responsibility to local levels, and (c) supporting greater accountability at the local level. This report is divided into two parts: part one presents macroeconomic developments in 2013 and 2014; and part two deals with equitable public service provision in Thailand.

    Romania - Reining in Local Government Spending

    Sub-national Governments play an important role in the Romanian public sector. In 2009, sub-national spending was equivalent to 8.5 percent of gross domestic product (GDP). Romania has frequently adjusted its system for financing sub-national government over the last decade. These changes reflect ongoing Government concerns over the performance of local governments as well as attempts to increase the transparency and stability of the intergovernmental fiscal relationship. The most recent reform proposals reflect a more immediate concern: the government deficit. In an effort to meet aggregate targets for cuts in spending, the Government has been debating measures to reduce the local wage bill, cut transfers to local governments, and restrain local arrears. The principal objective of this technical assistance has been to advise the Government on the design and implementation of such efforts, and to suggest directions for longer-term structural reforms. Romania has a two-tier structure of local government. The national territory is divided into 41 counties (judets) and the city of Bucharest. These are then divided into various categories of second-tier local governments, hereafter referred to as localities. As of 2008, there were 3,179 such jurisdictions, consisting of 2,855 communes, 216 towns, 102 cities, and six Bucharest districts. Both counties and localities have elected councils and directly elected mayors/presidents. The budgets of sub-national governments are dominated by spending on education. Education accounted for 30 percent of sub-national expenditure in 2009. But the role of sub-national governments in education is limited. Localities act as paymasters for the ministry of education, distributing teachers' salaries on its behalf. These payments are financed from earmarked grants. Localities have no control over staffing numbers or wage levels in the education sector. They are, however, responsible for operating and maintaining school buildings, a function which they finance from discretionary revenues. In much the same respect, localities act as agents of centrally-financed social assistance programs, such as the guaranteed minimum income.
